    Politicization of administration is generally held to be an innovative process: the administration seems to strip off its neutral phenotype. This false notion stems from a model of analysis that ignores the administration'senvironmental interrelations and the administrative function.A functional systems model is proposed which is capable of avoiding normative implications. This model helps to understand politicization of administration as an adaptive process of the capitalist state which is thus reacting to trends of economization and "socialization" of politics. The adaptation is held to be partially successful only. Political and administrativeproblem-solving tends to come out more and more critical. The only solution to this - extended participation - cannot be conceded for system's reasons.

    The author discusses a number of perspectives concerning the politicization of public administration. Firstly, he argues that it be hardlyadequate to confine the concept of politicization to the increasing penetration of political par ties into the sphere of public administration. The politicization of public administration refers to more intensive patternsof bureaucratie polities as well. Secondly, he warns against a too easy acceptance of the idea that a politicization of public administration has taken place. One might say that what is aften considered as a growing penetration of political factors into the administrative sphere actually pertains to the increasing awareness and visibility regarding the frequent and intensive relations between polities and administration. Same of the theoretical perspectives are applied to the subject of administrative reorganization.

    The idea that bureaucracy is a «rational» and «depoliticized» instrument in the conduct of public affairs, has recently come under severe criticism. Assuming the inevitable trend towards «politicization», modern bureaucracies can possibly be classified info four different categories, i.e.: «De-politicized», «Semi-politicized», «Committed» and «Fully-politicized». Such a classification is based on the operationalization of certain indices on four different dimensions viz. a) Degree of Bureaucracy's Influence in Decision-making; b) Degree of its Involvement in Political Activities; c) Degree of Political Interference in its Work and d) its Image in the Public. The extent of «politicization» of any bureaucratic system and its actual deviation from the defined categories will, however, depend upon the available pattern of the characteristic indices in that particular society. Notwithstanding certain difficulties in the operationalization of such indices, the model should be helpful in providing a framework for a comparative analysis and measurement of «politicization» of bureaucracies in different political systems.
