Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level. |

This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society. |

Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration. |

In several regions in the Netherlands there are declining population numbers. In those regions, administrators, companies and societal organisations often start regional collaborations in order to anticipate population decline and maintain a good quality of life. This is a logical step, but in practice the collaborating partners face challenges. For this article we analysed over a period of eight years the dynamics of cooperation in the Hoeksche Waard, a region in the province of South Holland that is dealing with a decrease in the number of inhabitants. On the basis of the regime model (Stone 1989), and by conducting qualitative research, in this exploratory study we discerned a paradox of regional cooperation in this ‘shrinking’ region: a decline of population numbers is the reason to initiate informal cooperation in networks, but the complexity of the regional agenda leads to the desire for formalisation of the collaborations in formal decision making structures. This formalisation, in its turn, leads to less commitment from the parties and makes cooperation and achieving results difficult, which increases the need for informalisation. |

Overheidsbeleid heeft steeds meer te maken met digitalisering en data-ificering van de samenleving en het menselijk gedrag. Dat betekent uitdagingen voor beleidsevaluatoren. In dit artikel gaat het om éen van de daarmee gepaard gaande verschijnselen: Big Data en Artificiële Intelligentie (BD/AI). Het artikel stelt, na erop gewezen te hebben dat de evaluatieprofessie langere tijd niet erg actief op digitaal gebied is geweest, ten eerste de vraag wat BD/AI te bieden hebben aan evaluatieonderzoek van (digitaal) beleid. Vijf toepassingsmogelijkheden worden besproken die de kwaliteit, bruikbaarheid en relevantie van evaluatieonderzoek kunnen bevorderen. De tweede vraag is wat evaluatieonderzoek te bieden heeft, als het gaat om het analyseren/onderzoeken van de betrouwbaarheid, validiteit en enkele andere aspecten van Big Data en AI. Ook daar worden verschillende mogelijkheden (en moeilijkheden) geschetst. Naar het oordeel van de schrijver is het enerzijds dienstig (meer) gebruik te maken van BD/AI in evaluatieonderzoek, maar doen onderzoekers er ook goed aan (meer) aandacht uit te laten gaan naar: de assumpties die aan BD/AI ten grondslag liggen (inclusief het ‘black box’-probleem); de validiteit, veiligheid en geloofwaardigheid van algoritmes; de bedoelde en onbedoelde consequenties van het gebruik ervan; én de vraag of de claims dat digitale interventies die mede gebaseerd zijn op BD/AI effectief (of effectiever zijn dan andere), onderbouwd en valide zijn. |

The word neoliberalism has often been the object of fierce controversy in the Dutch public debate. Prominent intellectuals have equated neoliberalism with extremism and fundamentalism, with some going as far as calling it a ‘totalitarian faith’. The opposite camp in the debate has argued that neoliberalism is largely a self-invented bogeyman of the left, a swearword used by critics to engage in an intellectual witch-hunt. Of course, neoliberalism is not the only social science term suffering from a polemical status. Common concepts such as populism, socialism, nationalism or conservatism have given rise to similar lasting disagreements and comparable accusations of their derogatory use. What does appear to be exceptional about neoliberalism in the Dutch debate, is that very few conceptual and historical studies have been published on the subject. While the word neoliberalism is commonly employed in Dutch mainstream social science, many scholars seem to use the term without much further qualification. This paper explores the controversy and looks for ways to proceed beyond it. Drawing on a recent wave of international scholarship, it outlines an ideational approach to neoliberalism. After tracing the origins of the term neoliberalism, it closes with a preliminary example of an ideational analysis of Dutch neoliberalism. |

Fiscal consolidation confronts federal states with a collective action problem, especially in federations with a tightly coupled fiscal regime such as Belgium. However, the Belgian federation has successfully solved this collective action problem even though it lacks the political institutions that the literature on dynamic federalism has identified as the main mechanisms through which federal states achieve cooperation across levels of government. This article argues that the regionalization of the party system, on the one hand, and the rationalization of the deficit problem by the High Council of Finance, on the other, are crucial to understand how Belgium was able to solve the collective action problem despite its tightly coupled fiscal regime and particularly high levels of deficits and debts. The article thus emphasizes the importance of compromise and consensus in reducing deficits and debts in federal states. |

In his inaugural lecture entitled ‘From Pillars to Bubbles: The future of consensus governance in a globalized society’, Caspar van den Berg examines the consequences of economic and cultural globalization for the model of consensus governance that defined Dutch public administration for most of the 20th century. In doing so he presents an expansion and refinement of the Lijphartian model of consociationalism, and indicates which four factors supported consensus governance in the pillarized period, and how each of them has suffered erosion as globalization proceeded. It has become increasingly visible that globalization has differentiated effects for different groups in society, but also for different types of regions: booming regions benefit greatly from globalization, shrinking regions face major challenges. By combining recent insights from public administration, sociology, political science, economics and social geography, a new social order emerges, consisting of bubbles that are distinguished along socio-economic and territorial lines. These developments cause friction with regard to representation and decision-making at national, regional and local level. These are the themes on which the research within the Chair of Global and Local Governance will focus in the coming years. |

Governance is a human activity and is therefore unquestionably about relationships. Relationships between public and private parties. Relationships in existing steering-oriented structures (the political administrator as guardian, magistrate) and also relationships in new forms of cooperation that are often focused on good relationships (government participation). Public-private partnerships are inevitably accompanied by conflicting interests that place different demands on interactions. One-size-fits-all does not fit there, but customization is required, with constant alignment with what is – and what is not (yet). And so the ability to make contact requires much more attention, and from there to explore and grasp perspectives. How do you work on the tensions that you find on your way? It is there that the method of communication influences how the process of cooperation and steering proceeds. This is not a matter of whether-or, but and-and. Both perspectives are characterized by a different relationship with those involved and a different way of contact and interaction. This article focuses on contact from a collaborative perspective. The classical administrative side already has a rich history, while the cooperation side is often still an unknown and unexplored territory. The central question is: how can you, as a director and public professional, deliver tailor-made solutions and therefore adapt to complex tasks? The authors look at complex situations from a communicative perspective and they introduce ‘appreciative communication’ as the art of aligning with what really moves people, as a frame of view of the inconvenience caused by the differences present. They highlight a number of generic tensions that can arise in cooperation situations. A case study into the approach to regional innovation in the field of mobility serves as an illustration. |

Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes. |

The democratic deficit is generally observed to be one of the largest challenges facing the European Union. This is in spite of the fact that the member states introduced transparency in 1992 to address this legitimacy problem. This article asks why, after several decades, the transparency policy has still not delivered on its promise. In doing so, it bases itself on new empirical data that was collected in the context of a recently presented dissertation (Hillebrandt, 2017), while drawing a strict distinction between the empirical policy change question and the normative desirability question. From a longitudinal comparative analysis, a differentiated empirical image arises. On the one hand, a clear enhancement of legislative transparency can be discerned; on the other hand, a plurality of transparency-evasive practices has emerged in the area of non-legislative decision-making. This equivocal image supports contrasting normative responses, according to which transparency is respectively cast as an indispensable ideal, a fiction, or a solution in search of a problem. |

According to the outgoing European Commissioner Pierre Moscovici, the European Union (EU) has made more progress in tackling tax avoidance and evasion in the last five years than in the twenty years before that. This article argues that although several targeted measures have indeed been adopted, such as automatic exchange of tax rulings and limitations on interest deductions, this has not led to a structural change in EU corporate tax policies, nor in underlying power relations. The article discusses the politics of a number of recent policy developments related to tax avoidance and evasion by transnational corporations. It argues that the adoption of targeted measures, and the simultaneous stalling of more comprehensive approaches – in terms of tax transparency or a common consolidated corporate tax base – can be explained by recent tax controversies, international politics, and the dynamics within and between EU institutions. Particular attention is paid to the role of the European Parliament that is formally limited, but still houses progressive forces that have continuously pushed for a clampdown on tax avoidance. Finally, the article pleads for more transparent EU decision-making, specifically concerning discussions with and within the Council, in order to improve the democratic legitimacy of EU corporate tax policies and processes. |

Citizens are being activated to organize activities in asylum centres in both the Netherlands and Belgium. That way, asylum centres are expected to become better integrated in the local context of a municipality or neighbourhood. This ideal of citizenship does not stand on its own. The policy object to integrate asylum centres in the local context has parallels with broader societal and academic discussions about citizen participation and active citizenship. The object, however, is now the asylum seeker. In this article we research how voluntary work in two asylum centres takes shape and how policy could support voluntary activities better. A comparative interpretive policy analysis of two asylum centres in Amsterdam and Brussel shows how voluntary work is stimulated by policy, how these policies are implemented locally, and how they are experienced in daily practices of volunteers and professionals. The cases reveal stark differences, but exactly those contrasts lead to important lessons. We show that because of this policy, the asylum centre is often functioning as a community centre, that integration can be strengthened by volunteers, but we are also critical when voluntary activities are driven by an ideal picture of the ‘good asylum seeker’. There is a risk that the societal responsibility for integrating and engaging asylum seekers in the local context is pushed on the shoulders of unpaid volunteers and that activities are exclusively for one group. That is why we conclude that professional support and financial resources are crucial to implement the policy ideal of active citizenship in asylum centers. |

Taking Lijphart’s work on consensus democracies as our point of departure, we signal a major shortcoming in Lijphart’s focus being almost exclusively on the political hardware of the state structure, leaving little attention for the administrative and bureaucratic characteristics of governance systems. We propose to expand the Lijphart’s model which overviews structural aspects of the executive and the state with seven additional features of the bureaucratic system. We argue that these features are critical for understanding the processes of policymaking and service delivery. Next, in order to better understand the functioning of the Netherlands and Belgium as consensus democracies, we provide a short analysis of the historical context and current characteristics of the political-administrative systems in both countries. |
