    A profession can be defined as a group of workers with shared knowledge, skills and quality standards. To maintain its professional status, the professional community needs to be relatively autonomous. However, while performing their tasks, many pressures jeopardize the professional worker’s autonomous position. Here, the professional community can make a difference.
    Subordination to the political principal characterizes the position of the civil servant. What margin of professional independence do political leaders allow their civil servants? Recent academic empirical reports in the Netherlands show conflicting outcomes.
    This essay describes how civil servants from a Dutch ministry deal with their professional standards and argues that, in the process of professionalization, more clarity is required with regard to how autonomy and independence for civil servants are safeguarded. This is especially relevant in a contemporary context where new ways to account for the professional behavior of civil servants need to be sought.

    In this article, based on a case study regarding the merger of boroughs within the municipality of Amsterdam, different perspectives are brought together to provide an overall analysis leading to insight into the change in the organizational culture. A particular research methodology is used to shed light on three elements of organizational culture: mindset (values), arena (group) and behavior. Through periodical measurements the effects of interventions and the progress in culture change is followed. It is argued that measurement instruments to explore the shifts in thinking and action are useful but limited. Policy makers and organizational actors from all hierarchical levels are shown to be influenced and disciplined by the actual existing change discourse to various degrees. Every organization nowadays must prove to the market that it is capable of change. Stories about organizational flexibility are embedded in more macro-stories of the changes in economic life. This article provides insight into the complexity of organizational discourse and the philosophical and sociological richness that it embodies. Therefore anthropological concepts are used which make the case more understandable in terms of rules and procedures that construct and legitimate the way we see things and talk about them.

    The focus of the diversity policy in the Dutch public sector has moved during the past decennia. In the eighties offering equal chances for the different target groups was the central policy goal, after the millennium this became the effective and efficient management of a diverse work force in order to arrive at a better performing public sector, also called the business case of diversity. This article investigates the question how far the Dutch cabinet has influenced the diversity policy of public organizations. The answer to the question is that there was limited influence from the Dutch cabinet on the arguments for diversity of public organizations, but there was greater influence on the diversity interventions, especially in three sectors: central government, municipalities and police. This influence on interventions of other (‘fellow’) governments is caused by the strong steering of the cabinet. The interventions undertaken therefore reflect to a more limited extent the business case of diversity and remain stuck in the old target group policy. However, public organizations with a longer history in diversity policy, that operate closer to society and see the necessity for diversity, are more inclined to embrace the business case and start interventions that are related to this new approach.

    There are many practical and academic concerns about public professionals and the pressures and burdens they experience. Professional autonomies and skills are reduced, it is argued, as a result of businesslike new public management, in order to control service results. The solution is clear: organizational logics must be weakened, professional autonomies must be enlarged and professional ways of working must be ‘rescued’. In this paper we re-interpret this presumed problem by analyzing: the interaction between organizational and professional logics, by relating these to a broader institutional logic and by tracing the contribution of individual professional motivations. Professionals, it is shown, can be motivated by broader ambitions to serve society. Such public service motivation consists of three types of motives: rational/instrumental, affective and normative. Our results show that employees in different public professional services show different patterns of motives, which we mainly explain by relating their motivations to the nature of the services they render – whether they render people-changing or people-processing services. These institutional dimensions imply that professional work can be managed, not so much by businesslike ‘market logic’ but by strengthening the meaning of the work professionals do. Professional pressures against organizations do not have to be suppressed – they can be productively used.

    In 2012 the Dutch government decided to implement severe budget cuts for the cultural sector, more than in almost any other European country. Not only for austerity reasons but also due to ideological motives 200 million in subsidies to the cultural sector were cut by the central government. Also local government cut their cultural budgets, but only for economic reasons. After an outrage among artists and cultural institutions they started to adapt. But cultural entrepreneurship proved difficult in an era of economic crisis. Sponsorship and donations were difficult to get. Visitors saved on their expenses for visits to theatres. Nevertheless just a small number of cultural institutions stopped their activities. Most cut their staff and are only working with freelancers. The consequences of cuts are mostly felt by individual artists. With the institutions they are trying to find new ways for reaching audiences. But it is too early to tell if they will survive. The government is developing new indicators for judging the performances of the cultural institutions. That has the danger of a cultural utilitarianism, without a vision on other values for society that the cultural sector could provide.

    The Dutch government aims at a participatory society, for example by striving for a larger amount of self-responsibility in providing social care, since the introduction of the Societal Support Law (in Dutch called ‘Wet maatschappelijke ondersteuning’ or in short Wmo). Does public opinion in the Netherlands reflect this change of mentality? This article investigates (a) how far public opinion on responsibility for social care for the elderly has changed between 2003 and 2010, (b) which factors explain why some people put most responsibility on the government and others on the family and (c) which factors explain intra-individual changes of attitude. This research has used survey data from the Netherlands Kinship Panel Study (2003, 2006/07, 2010). A shift in public opinion appears to have taken place in line with government policy: less responsibility for the government and more for the family. However, a majority of the Dutch population still puts most responsibility on the government. Attitudes appear to be connected with normative motives rather than with utilitarian motives. Intra-individual changes in attitudes in the direction of less government responsibility are mainly explained by normative factors and not by factors related to self-interest.

    More often it has been supposed that pride has important positive effects on the functioning of civil servants (performance) and the provision of services to citizens. To stimulate civil servants to be proud of their profession and regain their professional pride it is necessary to know what causes civil servants to be proud of their work. Little quantitative research has been done into the determinants of professional pride in the public sector and the research that has been carried out is characterized by a diversity of definitions and operationalizations of pride. This research analyses to what extent civil servants are proud and which factors determine the amount of professional pride. The data have been gathered in 2010 by the Dutch Department of Home Affairs in the Personnel and Mobility Monitor. The monitor shows that three out of ten Dutch civil servants are not proud of their own profession. This is not caused by personal characteristics like gender, age and education that cannot be influenced, but intrinsic characteristics of the relation between civil servant and work that have the largest effect on the amount of professional pride amongst civil servants. Those civil servants that feel attached to the organization, are satisfied with the organization, are satisfied with their work and are motivated, are much prouder than those civil servants which lack these characteristics.

    This article addresses the question how aldermen are selected and nominated and how this process is related to a number of democratic values like popular influence and transparency. The central question is how one becomes an alderman in the Netherlands. To answer this central question a document analysis has been carried out and 137 interviews with aldermen have been held in 77 municipalities that were selected on geographical dispersion and number of inhabitants. The research shows that the process until the appointment of aldermen is little transparent and democratic for the outside world. In the large majority of the cases aldermen are asked an nominated from within a political party. The road to becoming an alderman is not closed, in principle everyone can become an alderman, but it is also not transparent and accessible for everyone. For this the selection and nomination is too much tied up to and decided in political party networks. However, gradually changes occur in this closed party bastion, because now parties more often are forced to look for suitable candidates outside the party.

    In the public as well as the semi-public sector numerous codes of good governance have been written. Although theses codes clearly lay down which public values must be the foundation of our administration, our newspapers often show examples of bad governance. It is striking that these codes mostly just picture an ideal, but do not give insight in tough considerations. In this article the authors show that different public values mentioned in codes are all worth pursuing as such, but that they in practice collide with each other. The manner in which administrators, managers and executives cope with such dilemmas, determines public opinion on good governance. Two cases have been researched: a municipality and a hospital. Through a Q-research six value patterns are demonstrated to exist in these cases. In addition (through interviews) the authors have discovered which values exactly collide in the cases, and which strategies are used to cope with collisions of values.

    Within the past two years, hydraulic fracturing for shale gas became a highly contested technology in the Netherlands. Possible negative environmental impacts are at strained terms with possible economic, energy and geo-political benefits. In addition, there are many scientific uncertainties about, for example water contamination, methane emissions, the amounts of gas to extract and the risk of earth quakes. Societal conflict and scientific uncertainties make fracking for shale gas a wicked problem for decision makers. This article demonstrates that the Dutch Ministry of Economic Affairs has implemented several instruments for deliberation, such as a consultation round with stakeholders and a sound board for an independent research. These failed to lead to the desired support for fracking. In this contribution, I demonstrate that these instruments led to reason giving but not to structuring of the problem. They were used by governmental actors and protest groups as a political platform that was fuel for the political conflict.

    Concerns about mobile phone masts are often put down as unfounded fears of health risks. However, our ethnographic study of mast siting controversies shows that citizens mostly want to be democratically involved in the siting decisions. There is no room for such engagement in the national antenna policy, thus, citizens shift their attention to the possibility of health risks. The national government responds to this with more research and risk communication. However, the centrality of science leads to a shift in the discussion towards the credibility of science. Even a Klankbordgroep (Sounding Board) with all stakeholders fails to change the focus. This article shows that local conflicts are not so much the result of individual concerns, which is the subject of many social sciences studies, but are the outcome of a dynamic interaction between governments, citizens and scientists. Governments should not frame a local issue only in terms of a scientific problem.

    This special issue focusses on deliberative elements in deciding over wicked problems. We present four case studies in which some form of deliberation was organized: the placement of mobile phone masts, hydraulic fracturing for shale gas, the failed HPV vaccination campaign and climate dialogues organized to enhance deliberative knowledge production over climate change. The case studies demonstrate how each of the deliberative processes has become politicized and that deliberative governance runs the risk of turning into a technocratic policy approach.

    More than twelve years after the appearance of the report of the Dutch Committee on the Future of Government Communication (‘Commissie Toekomst Overheidscommunicatie’) communication as the responsibility of the government is an important issue of debate and a discipline that is alive and kicking. We may even conclude that communication – in the terminology of this report – has conquered a place in the heart of policy. A lot is still unclear about the communicative function of government. On the normative question ‘why should the government communicate’ diverging answers are possible. However, the question is hardly discussed in practice and in science. For this reason the positioning of government communication as a separate discipline is also unclear. Reflection on the elementary values behind the discipline can reveal themes that have been invisible so far. The article investigates which values and motives are attached in theory and in practice to communication as a governmental function. For this reason a content analysis has been carried out of a number of volumes of five Dutch magazines (practical and scientific). The authors conclude that for professionals communication mainly is an instrument to support policy goals. The possibility to make a purposeful contribution with government communication to democratic values hardly is brought about, not so much in Communication Science as in Public Administration.
