Verantwoorde algoritmisering: zorgen waardengevoeligheid en transparantie voor meer vertrouwen in algoritmische besluitvorming?

    Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust.

    Algorithms applied in public administration are often criticized for lack of transparency. Lawmakers and citizens alike expect that automated decisions based on algorithmic recommendations to be explainable. The focus of this article is the organizational context behind the idea of transparent algorithms. Transparency is portrayed as one of numerous values that are at play when algorithms are applied in public administration. The article shows that applying algorithms may lead to conflicts between these values. Such conflicts often result in trade-off decisions. Looking from the organizational perspective, we describe how such trade-offs can be made both explicitly and implicitly. The article thus shows the complexity of algorithmic trade-offs. As a result of this complexity, we not only call for more transparency about algorithms, but also more transparency about trade-offs that take place in public administration. Finally, we present a research agenda focused on studying the organization of trade-offs.

    Een reflexieve kijk op beleidsonderzoek gaat uit van continue dynamiek tussen kennisontwikkeling en beleids- en uitvoeringspraktijken. Beleidsonderzoekers zoeken naar houvast om gedegen en relevant onderzoek te blijven doen, onderwijl inspelend op onzekerheden, onvoorspelbaarheid en kritische geluiden die kenmerkend zijn voor de huidige kennissamenleving. Via omgevingsbewust werken kunnen zij hun onderzoeksaanpak leren afstemmen op de kenmerken en maatschappelijke context van beleidsdossiers. Via kwaliteitsbewust werken kunnen zij leren inspelen op de verwachtingen rondom een bepaalde expertrol en onderzoeksaanpak binnen de eigen contexten van onafhankelijkheid en wetenschappelijke verantwoording.
    Aan de hand van een casus – de lerende evaluatie van het Natuurpact, een innovatieve evaluatiestudie bij het Planbureau voor de Leefomgeving – laten we zien hoe een reflexieve aanpak helpt om onderzoek in de nabijheid van de dynamische beleidspraktijk uit te voeren. Doordat deze aanpak buiten de comfortzone van onderzoekers ligt, is omgevingsbewust en kwaliteitsbewust werken voor onderzoekers geen vanzelfsprekendheid. We roepen beleidsonderzoekers zelf, de organisaties waar ze werkzaam zijn en beleidsmedewerkers op om hun reflexieve vaardigheden verder te ontwikkelen via het inrichten van lerende processen, effectieve kennisdeling via Communities of Practice en leerwerktrajecten, en open en adaptieve kennis-beleidsarrangementen.

    Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value.

De toename van eisen aan bestuurders in non-profitorganisaties

    Changes in views on the management of non-profit organizations have implications for the role expected of administrators. This also has an important influence on the requirements placed on these administrators. In the Dutch context, it has not previously been investigated whether and how the requirements for administrators change, and to what extent this occurs in conjunction with changes in the views on the management of non-profit organizations. This is central to this study. By means of a content analysis, in which 363 recruitment texts from the period 1980-2010 were analyzed, the authors show that more and more divergent demands are made on administrators in non-profit organizations. With our study we also show that this accumulation is closely related to views on management. Regulators are advised to focus on optimizing requirements, rather than maximizing them. This allows for more targeted and more adequate recruitment. The study also shows that accountability has not previously been a specific requirement in recruitment texts, whereas this is desirable in the light of previous incidents. Our recommendation to supervisors is to pay more specific attention to this when drawing up job profiles. The relevance for practitioners is (a) that the study provides insight into the relationship between views on the management of non-profit organizations and the demands placed on directors by supervisors; (b) this also clarifies that there are or may be blind spots, as becomes clear with regard to accountability requirements; and finally (c) our study provides food for thought about the role of recruitment texts in the selection process, and whether the requirements set are really relevant to the organization.

    This article is a review of two policy documents on integrated care in the Netherlands. I argue that not a shared definition of ‘integrated care,’ but instead the own factual understandings of care and normative preferences, values or interests concerning care motivates the action of actors that need to produce integrated care. Not the network-level problem, but instead actor-level motivations explain to what extent integrated care is effectuated. The policy documents, but also important segments of the literature on policy integration seem to underestimate this problem.

Between Party Democracy and Citizen Democracy

Explaining Attitudes of Flemish Local Chairs Towards Democratic Innovations

    As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations.

    This article provides insight into the way in which various city churches that are national monuments fulfill their various, sometimes contradictory, functions. All of these are church buildings that determine the city view. These five church buildings are dependent on commercial rental by a foundation or manager for their maintenance, but they also explicitly fulfill a religious and cultural-historical function. How do ecclesiastical and management organizations deal with this area of tension, what administrative forms do we find and where and why do tensions arise? The author sketches the results of a comparative case study of five churches, supplemented with data collected through focus groups with administrators of 20 church communities associated with city churches that are national monuments. It appears that tensions between the various functions of the church building occur in all these churches, regardless of the chosen administrative model. These tensions seem to be concentrated mainly around the ‘iconic’ meaning of the church building. For the church community, the church building not only fulfills the function of ‘meeting place’; it is also the building through which the church community is visible and recognizable in the city. In addition, the church building also appears to represent certain values with which church communities identify themselves. It is therefore important for administrators and foundations to answer a ‘cardinal’ question: can the current ecclesiastical function of the building be part of the commercial and cultural-historical function of the building, or should it remain strictly separate from it?

    Participatory and responsive approaches to research strive to be democratic, inclusive and impactful. Participatory researchers share a commitment to epistemic justice and actively engage citizens and users as well as other stakeholders in the co-creation of knowledge for social change. While more and more researchers and policymakers feel attracted to these approaches in practice, the normative ideals of social inclusion and justice are sometimes hard to realize, because of established interests, power relations and system requirements. In this article I argue that participatory researchers and evaluators have a moral responsibility to do ‘ethics work’. This is more than just following ethical principles and codes of conduct. ‘Ethics work’ entails the labour and effort one puts into recognizing ethically salient aspects of situations, developing oneself as a reflexive practitioner, paying attention to emotions and relationships, collaboratively working out the right course of action and reflecting in the company of critical friends. In this article I present the theory and ethics of participatory approaches, illustrate ethical issues and ethics work related to collaboration, politics and power, and share lessons based on ten years of practice in the field of health and social well-being.

Het prestatievoordeel van publiek-private samenwerking

    Compared to regular contracts, infrastructure development and management through Public-Private Partnerships (PPPs) is expected to lead to better cost and time performance. However, the evidence for this performance advantage of PPPs is lacking. This article analyzes the performance differences of projects with a Design-Build-Finance-Maintain (DBFM) contract (a type of PPP) and a Design-and-Construct (D&C) contract. Project performance data were collected (N = 65) from the Project Database of Rijkswaterstaat and analyzed using non-parametric tests. Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water Management. The results show that DBFM-projects have a significantly higher cost performance than D&C-projects. In particular, DBFM-projects have less additional costs related to technical necessities in the implementation phase. Regarding time performance, DBFM-projects seem to perform better although the difference with D&C-projects is not statistically significant. The article discusses explanations for the performance advantage of PPPs, rooted in principal-agent theory. From this discussion, an agenda is presented for further research into the performance advantage of Public-Private Partnerships.

    Governmental IT-projects regularly make the news due to issues about the quality of end results, planning or costs. The Elias report, which is based upon a Parliamentary Inquiry, recommends to evaluate more and learn from the outcomes of these evaluations. However, the report does not give guidance on how to evaluate. The question thus remains: what constitutes a good evaluation of governmental ICT-projects, and what characteristics should be addresses in evaluation research. After careful study of various scientific disciplines, the researchers developed an extensive reference model, including additional suggestions for defining methods, the evaluation process, and criteria on how to evaluate an evaluation. After using this reference model in a content-analytical document analysis, it became clear that many evaluation reports are not being shared with other professionals or practitioners, that reports often lack a specifically formulated research question, and that conclusions and additional reflections are limited. There is room for considerable improvement in the evaluation of ICT-projects.

    The urbanisation of society is a well-known fact. It is perhaps less well known that this process is accompanied by the emergence of ‘city gurus’. By this, the authors mean advisers, scientists and other authors who have an international influence on the thinking and actions of city administrators and other urban policymakers. City administrators nowadays often find their intellectual inspiration from ‘contemporary city gurus’. They are usually not public administration experts; instead they come from the fields of urban geography, urban economics, or urban sociology. Their ideas do however resonate in administrative practice. The questions that the popularity of contemporary city gurus raise are: is this a hype or is it really about thoughts that have a lasting impact on ‘urban development’ and city management? Which city gurus are we actually talking about? There are several of them, but in this essay the authors highlight a few that can be counted among the favourite speakers among the ‘science and advisor conference goers’ in recent years: Richard Florida, Bruce Katz, Richard Sennett, Benjamin Barber and Jeb Brugmann. The city gurus ask us to have an eye for the city. But the authors of this essay believe that that also means that we must be aware of differences, because every city and every city dweller is different, and that requires an interpretation of the ‘city of difference’. The popularity of the city leads to an increase in those differences and they present us with various considerations and management issues.

    Technological advancements in the field of data analytics, algorithms and AI have dramatically increased opportunities for workplace monitoring. In this article, we discuss some of these digital technologies, and examine their impact on employment relationships and the quality of work. Based on desk research, literature review and interviews, the Rathenau Institute examined a wide range of digital instruments, their scientific basis, implications for the quality of work and relevant legal frameworks. Digital monitoring technologies often quantify work activities. We argue that it is important for organisations to realise that such quantification often negatively impacts both job quality and employment relationships. Responsible use of digital monitoring tools not only requires a broad societal and political dialogue about privacy, discrimination and workload but also a critical reflection on the aim of organisations to use data to understand workers, while not everything of value can be captured in data.

    Over the past four decades of its existence, Dutch public administration has developed into a science which mainly produces knowledge that either caters to a very specific scientific niche or aims to optimize policy processes in an instrumental fashion. This type of knowledge is not well equipped to provide answers or improve understanding of the challenges of our time. We argue that public administration needs to shift its focus more towards producing reflexive knowledge in the form of what we would call critical public administration. Based on the contributions in this special issue, this article outlines what the contribution of such a critical public administration could be. The article shows that, even though it is theory driven, critical public administration is close to policy practice and can fuel a productive public debate by imagining alternative futures.

    By analysing the current self-presentation of educational programs, this article problematizes the dominating instrumental knowledge within Public Administration. By foregrounding ‘productive subversion’, the authors provide a perspective on more reflexive types of knowledge and methods, to re-value educational programs within Public Administration.

    Q-methodologie is een nog relatief onbekende onderzoeksmethode, met veel potentieel voor beleidsonderzoek en -analyse. De benaderingen, doelen en onderzoeksvragen in verschillende toepassingen lopen uiteen, maar vertonen ook duidelijke overeenkomsten. In dit artikel beschrijven we de belangrijkste theoretische en analytische bouwstenen van de methode, en een praktijkgericht 10-stappenplan waarmee men snel zelf aan de slag kan met Q-methodologie. Op basis van een aantal toepassingen van Q-methodologie in Nederland en Vlaanderen laat dit artikel op inzichtelijke wijze zien wat Q-methodologie toevoegt aan de toolbox van beleidsonderzoekers. Naast de theoretische achtergrond van de methode biedt deze bijdrage een praktisch stappenplan voor het gebruik van de methode in de praktijk.
