    We study the role division between public and private actors in their search for sustainable innovation of industrial clusters. This search unfolds as a two-phase process. In the first phase, private parties develop different projects for sustainable innovation independently from each other. Without coordination, a common ground for the projects emerges. Through their involvement in several of these projects, public actors are able to take up a central place between the projects and their associated actor coalitions. From this position, they are able to act on the common ground, and mobilize other actors for collaboration. The common ground is translated to a vision, and the private projects are assembled into a program, in which synergetic connections between the different projects are established. This starts the second phase of the process, in which a regional collaboration unfolds, coordinated by the public actors. Thus, the crucial role of private actors is to create the building blocks for sustainable innovation in the early stages of the process. The public actors are crucial in acting on these private initiatives, assembling the building blocks into programmatic effort towards sustainable innovation of industrial clusters. The main strength of public actors lies in their betweenness centrality.

Doorgeven, negeren of vervormen?

Media als kritische transparanteurs van beleid

    Transparency is a token of modern governance and is said to serve many different goals. Earlier research has shown that the disclosure of information will only be seen by the public and serve its goals if ‘transparators’, such as news media, pay attention to the information. The news media cannot be expected to be uncritical implementers of transparency policies; they will only do so when the policy and ensuing story fit their criteria for newsworthiness. This paper analyzes when and how news media pay attention to different types of policies serving different types of goals. It does so on the basis of quantitative and qualitative content analysis of 8 important cases of transparency-policies in the Netherlands in the past decade. The analysis shows that, even for these high profile cases, the amount of media attention for disclosed information is limited. The analysis also suggests that the media primarily tend to treat items in neutral or critical frames. Particularly in cases where the disclosed information is about the government itself, media stories seem to be primarily negative. These results suggest, in line with prior research, that transparency-policies may easily fail to be effective.

    Infrastructure and adjacent areas represent extensive social value. However, infrastructure and areas are still often developed sectoral and independent. In the Netherlands, national spatial policies strive for combining infrastructure and area as one integrated approach as this is expected to result in more spatial quality. Taking this perspective, this article discusses trendy concepts in current Dutch planning, such as: adaptive planning, public and private cooperation and challenge-oriented approaches (‘opgave-gericht werken’ which focuses less on realising a project but more on the current and future issues and challenges in an area). This article argues that these concepts are closely related. Adaptive planning defines the rules of the game and the playing field, within which cooperation may develop. Cooperation is a means for creating spatial quality in interaction within this playing field. After all, generated quality can be considered as a contribution to the specific objectives and interest of the various partners. A challenge-oriented approach is the process for generating spatial quality from synergies in combined infrastructure and spatial development. This article aims to explore the relationships between adaptive planning, public and private cooperation and challenge-oriented approaches and to provide starting points for further research and discussion.

    This contribution contains a summary and a conclusion of the special issue ‘Innovation and government: a bad marriage or a fertile relation’. Innovation is said to be not the core quality of government. However, we found that government is actually good in innovation, albeit not in an obvious way. Government has a complex position when it comes to innovation. Sometimes innovation may be seen as a public value. However, innovation usually also involves conflict with other public values that civilians expect government to secure. This the innovation dilemma is that government ought to be both favour and innovation and fight its negative consequences to other public values. The four contributions show how governments deal with this dilemma. They first move along with the innovation and then redefine their positions by for instance developing new instruments, bundling private initiatives or framing private initiatives to large programmes.

    In The Netherlands an innovative water safety policy is under development: multi-layered safety. This innovation is a move from a preventive approach (levees) towards a risk approach. Mitigation of consequences for spatial measures and disaster management too are considered in reducing flood risks. The theory of path dependence teaches us that many technical, financial and institutional factors keep the current policy system in its equilibrium. This complicates policy innovations. This article contains a case study that explains how pilots contribute to a process of policy innovation. It concludes that enshrining results in the ‘home organizations’ and synchronizing pilots with running policy processes is essential. The pilots also show that policy renewal concerns a process of ‘muddling through intelligently’.

    While international research gives increasing attention to geographical factors in education, this perspective is lacking in Dutch research and policy. That a geographical perspective is badly needed, is demonstrated on the basis of the proposed policy to promote new schools in the Netherlands. Current housing policies for Dutch schools are described, pointing at disputes between municipalities and school boards who hold shared responsibilities. Next, foreign housing policies for new schools are studied, that is for friskolor in Sweden, free schools in England and charter schools in Texas (USA). Experiences abroad not only testify that very different choices can be made, but indicate that housing policies may in the long run have a substantial impact on segregation and educational inequality. It is also shown that new schools are mainly located in urban areas. It is argued that in addition to costs for new schools, friction costs for existing schools need to be considered. In all, a geographical perspective on education is needed, so as to prevent increasing segregation and social inequality as well as wasting public financial resources.

Waarom zorgorganisaties in Nederland fuseren

    In many OECD countries, healthcare sectors have become increasingly concentrated as a result of mergers. However, detailed empirical insight into why healthcare providers merge is lacking. Also, we know little about the influence of national healthcare policies on mergers. We fill this gap in our knowledge by analyzing the results of a survey study among Dutch executives about mergers between healthcare organizations in the period from 2005 to 2012. During this period, Dutch healthcare providers faced a number of policy changes, including increased competition, more pressure from purchasers (health insurers), growing financial risks, de-institutionalization of long-term care and decentralization of healthcare services to municipalities. Our study shows that Dutch healthcare providers predominantly merge to improve the provision of healthcare services and to strengthen their market position. Efficiency and financial reasons are also important drivers of merger activity in healthcare. Motives for mergers seem to be related to changes in health policy, in particular to the increasing pressure from competitors, insurers and municipalities.

    This article examines who ‘21st century public managers’ are and which skills and roles they have to master to function effectively in the 21st century. Based on a large scale analysis of literature and years of interaction with senior practitioners, seven key 21st century demands for public managers are identified, each of which creates dilemmas as well as opportunities. 21st century public managers utilize a combination of traditional and new roles, competencies, and values to turn demands into opportunities. The article concludes with implications for public administration research and education.

    This theme issue analyzes and describes the different ways in which behavioral science is currently becoming integrated in public administration as a practice as well as an academic discipline. Many governments and public organizations are currently experimenting with ways to integrate behavioral insights in public policy and public administration. This theme issue addresses the state of the art and the most salient research issues. It does so by explicitly drawing on insights from scholars from both behavioral sciences as well as from public administration. We survey the major theoretical approaches from both fields, investigate up close and personal how real world policy makers are trying to integrate behavioral knowledge in their structures, routines and policies, and we look at some examples of the most promising behaviorally informed policies. The theme issue confirms and documents the sudden rise of behaviorally informed policy making. By doing so, the theme issue allays some of the concerns voiced in the literature. But the theme issues also draws attention to some new critical questions and debates.

    Local authorities know for some time from experience with partnerships with local communities in the area of sustainable development that the urgency of climate change increases and that citizens develop into an equal partner. The convergence of these two motivations asks for an innovative way of acting, in which the performance of local authorities is a crucial factor for the ultimate success of local sustainable energy projects in which citizens are actively involved or will be involved. This article exposes the ways in which local authorities innovate with policy for the support of active citizenship in the production of locally generated sustainable energy. The article also explores the barriers that arise. The authors analyse two cases on different levels of government; ‘The Energy-workplace’ (in the Dutch province Fryslân) and ‘The Armhoede sustainable energy landscape’ (in the Dutch municipality Lochem). The cases show that policy innovations crystallize as well at ‘arm’s length’ distance as in the direct sphere of influence of the (local) authority. However, innovation takes place by the grace of the space in the existing institutional framework and the political (and administrative) system. Formal guidelines (like policy or regulation), persons, and informal practices of the traditional policy implementation may hinder a productive interaction between (active) citizens and government.

    One of the classic issues in literature on policy evaluation is that of utilization: how can we make sure the results of evaluative inquiry are used more and better? Traditionally, the answer to this question is often searched in improvement of evaluation quality (accuracy, reliability, independence of the researcher) or evaluation processes (more interaction and responsiveness). Although these are and remain crucial elements for any evaluation, the focus remains on the supply side of evaluation. The psychological insight that people tend to learn more from positive feedback and success is not taken into account.
    In this article, we ask whether and how a more positive form of evaluation may contribute to a more effective cycle of learning and accountability. What if – instead of failure, compliance, and accountability – the main focus of monitoring and evaluative inquiry would be to identify and foster achievements that were successful and effective? How would such a positive approach look like and how can it help the actual utilization and usefulness of evaluation? On the basis of theory and international case studies the article describes how focusing on the positive elements of policy and/or implementation may contribute to the demand for and utilization of evaluations.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    Een lerende overheid heeft behoefte aan beleidsevaluaties die niet alleen van betekenis zijn voor het onderwerp waarop deze primair gericht zijn, maar ook bijdragen aan bredere, systematische opbouw van kennis en ervaring. Het interdepartementaal verbinden van expertise verruimt daarbij het zicht op factoren die het leren bevorderen of belemmeren.
    Een centrale vraag is of de door het beleid beoogde publieke belangen inderdaad bevorderd worden. Beleidsevaluatie moet dan niet alleen gericht zijn op effectiviteit en doelmatigheid ten aanzien van relatief gemakkelijk meetbare indicatoren, maar ook op lastig te kwantificeren essentiële waarden zoals subjectief welzijn, rechtvaardigheid en maatschappelijke aanvaardbaarheid. Het verdient aanbeveling kostbare evaluatie-energie te concentreren op belangrijke kwesties waarover vooraf discussie of onzekerheid bestaat.
    Uit een oogpunt van doelmatige beleidsvoorbereiding, en omdat de uitwerking van wetgeving en beleid ex post niet altijd eenvoudig is vast te stellen, is veel aandacht nodig voor ex ante evaluatie. Van onderzoek naar werkingsmechanismen van beleidsmaatregelen wordt in dit verband terecht veel verwacht.
    Er is sprake van een paradoxaal spanningsveld tussen verwetenschappelijking en politisering van beleid. Daarom is stevig verankerde, onafhankelijke en onpartijdige beleidsevaluatie onmisbaar. Hoge methodologische kwaliteit biedt extra houvast om deze functie geloofwaardig te kunnen vervullen.
    In het streven naar systematische opbouw van kennis en ervaring naast dossier-specifieke doelbereiking kan het helpen als evaluaties zowel een specifiek als een breder geldend algemeen deel bevatten. Belangrijk is ook te sturen op een evenwichtige evaluatieportfolio per beleidsterrein, met aandacht voor ex ante en ex post methoden, uiteenlopende waarden, en verschillende informatiebronnen. Naast best practices moet daarbij ook minder geslaagd beleid in beeld worden gebracht. Voor de bruikbaarheid van evaluaties voor de praktijk is goede vertegenwoordiging van het bottom-up perspectief noodzakelijk.
    Evaluatie van beleid vereist gedegen inbedding binnen de nationale kennisinfrastructuur, effectieve samenwerking met kennisinstellingen en het up-to-date houden van het evalueren zelf. Dat is cruciaal voor het evaluatievermogen van de lerende overheid.

Robots en arbeid: technologisch determinisme revisited?

    In today’s debate on the impact of new technology on employment, many fear that robots will substitute human labour. Due to increased exposure to market pressure and the decline in union power, the adoption of new technology at the workplace is perceived as an inevitable course in order to remain competitive. This rejects the basic principles behind organizational choice theory: the idea that technology is shaped by social agency. Analysis of qualitative data from 23 in-depth interviews in two sectors of the Dutch economy shows that the use of robotics at the workplace is far more limited than anticipated.

    In this final contribution we will summarize the main findings of this special issue. Moreover, we will think through the main consequences. The contributions all suggest major societal shifts. Organization of government is changing as a consequence of big data. They either reorganize or initiate new collaborations with businesses and knowledge institutions. What’s more, the processes of data generation, data processing and use are far from neutral. It requires more - at least other - technological knowledge and skills, which some possess and others not. New checks and balances are necessary, notably between data scientists and decision makers, between organizations that make big data their business and civilians, and maybe even between man and computer. Their relations might get reconfigured and those not familiar with the new big data methods will prove vulnerable. This final contribution contains an institutional research agenda that will meet these concerns.

    This essay review discusses three publications on co-creation: ‘We, the government’ by Davied van Berlo (2012), ‘Co-creation of innovation’ by Corry Ehlen (2015), and ‘New Business Models’ by Jan Jonker et al. (2014). The theme of this essay is the specific character of co-creation compared to other buzzwords (e.g. participation, co-production, social responsibility) that can be heard in the search for a new balance between the state and civil society. We suggest that the distinctive character of co-creation lies in the active engagement of parties who work together to co-create. Co-creation means raising the bar of collaboration and dialogue. Openness, trust, equality and reciprocity are emphasised as essential elements in the process. It is literally about collectively creating multiple values in which there should be plenty of room for creativity and sharing ideas. Following on the publications of Ehlen and Jonker a dual vision on co-creation arises. In general terms, the potential of co-creation depends on the know-how, commitment and values of the actors involved (microscopic perspective) and on the social capital in the wider environment that they can draw upon to bolster the co-creation process (macroscopic perspective).

    In 2015, Dutch local governments have become responsible for youth care, social welfare, employment and income assistance programs, as a result of decentralization. Many municipalities have set up service delivery networks and community teams, in which they collaborate with healthcare providers and civic organizations to build integrated care services. It is assumed that these networks will improve outcomes in terms of enhanced people’s self-reliance and healthcare cost control; by operating close to citizens they are in a position to know the client, activate a client’s social network and mobilize specialized professional expertise if necessary. However, a comparative case study of 26 emerging local networks in the Arnhem area indicates that healthcare providers use the networks mainly for presentation purposes in an effort to secure business continuity, that the role of local governments is fuzzy, and that citizen participation only thrives when actively encouraged in a climate of trust.

    With the term ‘system responsibility’ the authors (both working for the Dutch Scientific Council for Governmental Policy) mean the responsibility for the functioning of complex ‘administrative systems’. In these complex administrative systems supervision can have different roles: to assess the functioning one-sided from the perspective of the government, but also to put on reflective glasses (‘from afar glasses’) that aim at the bigger picture of divergent rationalities of the actors involved. In the second case, there is ‘system responsible supervision’. This essay explores the ‘what’ and the ‘how’ of the desirability of system responsible supervision in a society with complex, compound administrative systems. Such supervision can contribute to a somewhat better understanding of these systems and a somewhat better ability to adjust these complex systems. These supervisors can be seen as a necessary complement of the withdrawal of the government and the rise of ‘horizontal administration’, in which the hierarchical decision-power of the central government has gradually shifted to other actors. As unelected and as relatively independent actors they occupy a new, hybrid place in the ‘trias politica’, because on the one hand they have taken over functions of elected politicians and administrators and on the other hand they function in many respects as a quasi-judicial power.
