Media als kritische transparanteurs van beleid

    Transparency is a token of modern governance and is said to serve many different goals. Earlier research has shown that the disclosure of information will only be seen by the public and serve its goals if ‘transparators’, such as news media, pay attention to the information. The news media cannot be expected to be uncritical implementers of transparency policies; they will only do so when the policy and ensuing story fit their criteria for newsworthiness. This paper analyzes when and how news media pay attention to different types of policies serving different types of goals. It does so on the basis of quantitative and qualitative content analysis of 8 important cases of transparency-policies in the Netherlands in the past decade. The analysis shows that, even for these high profile cases, the amount of media attention for disclosed information is limited. The analysis also suggests that the media primarily tend to treat items in neutral or critical frames. Particularly in cases where the disclosed information is about the government itself, media stories seem to be primarily negative. These results suggest, in line with prior research, that transparency-policies may easily fail to be effective.

    For aldermen in Dutch municipalities, ‘integrity’ increasingly seems to be an important factor causing their downfall. A lot of aldermen have resigned in the recent years because of ‘integrity’ and invariably local and national media were actively involved in this process. This article deals with the question of the role of the media in integrity affairs involving aldermen that have to resign. To answer this question, the authors analysed ten affairs that occurred in 2014 in which an alderman had to resigned (forced or voluntarily) because of integrity issues. The analysis shows that local media, regardless of how small they may be and how limited their means, often report extensively about integrity issues. In some cases, local media even act as accountability forums that call these aldermen to account. In other cases, the coverage in local media leads to further questions and calls for political accountability in the municipal council. Sometimes the media ‘merely’ report on the debates between the municipal council and the municipal board, but by doing so magnify the impact of an affair in the local community. In this way, the media fulfil their democratic role as watchdogs of local democracy, a role in which they bark loudly, often persistently and sometimes venomously about (alleged) integrity affairs.

    This paper shows how interactive governance can be helpful in dealing with information asymmetries in the design and administration of public policy. It describes the checks and balances of a properly incentivized mechanism design of contextual or situational contracting that reveals information on diversity in demand for public intervention, deals with complexity, creates commitment to the public cause and disciplines uncooperative behavior. The contractual mode, moreover, discloses the actual trade-offs between rivalling criteria of good governance such as individual freedom, efficiency, distributional concerns and sustainability, deepening our insight in who gets – or pays for – what, when, where, how and why, as the key issues of policy analysis. Evidence from early applications is combined with suggestions for rolling out this new mode of relinking public policy, implementation and external control.

    In the 1990’s, the Dutch social democrats were trailblazers of what became known internationally as the politics of the Third Way, a new middle course between social democracy and neoliberalism. From the start, the Dutch Third Way distinguished itself from its Anglo-Saxon counterparts by its implicit character. The Dutch social democrat party (Partij van de Arbeid, PvdA) never fully embraced the Third Way and has sought to downplay the idea of a break with traditional social democratic thinking, combining Third Way practice with more classical social democratic rhetoric. The resulting political ambiguity, this paper argues, is at the centre of the present identity crisis of the social democrat party. Even though Third Way ideology has at times been declared dead, the range of attitudes, strategies and policy proposals that were introduced under its banner, still play a vital and prominent role in Dutch politics. While in the UK and the US, communitarianism was from the very beginning a defining feature of the Third Way, in the Netherlands this only came to the fore in 2012 under the leadership of Samsom and Asscher, and in the plea for a participation society under the Rutte II government. Leading us to conclude that the reports of the Third Way’s death are greatly exaggerated.

    In this article we show that theories and methods from psychology are valuable for public administration scholars and practitioners. We advocate the development of an interdisciplinary approach entitled ‘Behavioral Public Administration’. It is not the intention that Behavioral Public Administration replaces traditional public administration research. It is an addition. We start with an analysis of the background of Behavioral Public Administration research via a historical overview of the work of Herbert Simon among others. After that, we demonstrate that Behavioral Public Administration can be valuable (a) to test public administration theories and refine these; (b) to encourage methodological sophistication of public administration research; and (c) to improve the interaction between science and practice. We hope that this article contributes to a fruitful conversation that leads to a scientific and practical research area where public administration scholars and psychologists work together and learn from each other.

Publiek-private samenwerking in Nederland en Vlaanderen: een review van veertien proefschriften

    Public-private partnerships (PPPs) have attracted considerable attention in the Netherlands and Flanders, as witnessed by the recent wave of doctoral theses on this topic. This article presents a review of fourteen Dutch and Flemish doctoral theses, published in the period 2012-2015. The main purpose of the review was to examine what the theses’ most important findings and conclusions are. We found that they mainly focus on themes related to effectiveness, transaction costs, and legitimacy. However, although PPPs are often part of a debate between opponents and proponents, none of the studies found convincing arguments for or against the use of PPPs. Instead, most studies stressed the importance of contextual factors for the success of PPPs. The doctoral theses provided various valuable recommendations for practitioners regarding, e.g., the optimization of PPP procurement and the importance of soft management aspects such as collaborative working and process management. We observed that most theses studied PPPs by applying traditional theories and methods and that the majority focused on the early project phases of planning, procurement, and contracting. More research is needed into the later project phases. Finally, since the generalizability of the theses is limited, more programmatic, quantitative, and (international) comparative research is required.

    The evaluation purpose is decisive for how a policy evaluation is eventually used and deserves more attention in policy evaluation studies. In the present article, we investigated the motives underpinning concrete evaluations, as outlined in four series of Flemish ministerial policy notes that altogether span a 20-year policy period. The most important key finding is that the evaluation purposes are not sensitive to certain modes, neither are they strongly influenced by reforms and corresponding discourse. Despite the introduction of New Public Management oriented reforms in the Flemish public sector and the financial crisis, the relative share of attention that each of the evaluation purposes get has remained relatively unchanged across time. There seems to be a stable demand for ex ante and ex post evaluations and associated evaluation purposes. The common perception of a trend towards ever more evidence-based policy can hence not be confirmed. Remarkable as well is the low share of attention given to ‘accountability’, at least in discourse.

    Policy evaluation has two main functions: it should lead to policy oriented learning and facilitate accountability. Rendering account is considered an important democratic duty but is not very popular with politicians and, hence, public officials. Learning is popular, but in practice it is often difficult to organize or, indeed, witness.
    This contribution addresses the question how, in both functions, policy evaluation could be better utilized. As a starting point we the tension between scientific and political rationality and the barriers associated with these different worlds to the development of knowledge.
    As indispensable for sound and productive knowledge management in government the article outlines the importance of societal values, policy effectiveness as a research angle, and the independence of researchers at major evaluations. In addition, relevant research questions, high methodological quality, responsiveness, good timing, and clear and accessible reporting are indispensable. It is argued that these are by no means abstract notions but can be brought into real day-to-day practice.
    The conclusion is that a knowledge agenda for policy evaluation that is based on the search for effective policy interventions and societal values can help to bridge politics and science.

    In this article, we explore how evaluations are managed by Dutch policy departments in terms of six aspects of evaluation capacity: institutions, programming, budgeting, evaluation process and content, and finally, evaluation use. We also sketch how international organisations and a number of larger countries deal with these issues of evaluation capacity. Internationally, a variety of norms, checklists and procedures demonstrate that the commissioning party is considered to play a key role in the realisation of evaluations as well as their use. Here, evaluation and evaluation knowledge are often viewed as part of the policy process rather than as a separate exercise. Our description of evaluation practices in Dutch policy departments reveals that several capacity-enhancing initiatives were developed in the past few years, such as new evaluation institutions or structures and programs to promote the commissioning of effectiveness evaluations. It also suggests, however, that accountability is an important driving force behind evaluation, perhaps more powerful than learning.

    One of the classic issues in literature on policy evaluation is that of utilization: how can we make sure the results of evaluative inquiry are used more and better? Traditionally, the answer to this question is often searched in improvement of evaluation quality (accuracy, reliability, independence of the researcher) or evaluation processes (more interaction and responsiveness). Although these are and remain crucial elements for any evaluation, the focus remains on the supply side of evaluation. The psychological insight that people tend to learn more from positive feedback and success is not taken into account.
    In this article, we ask whether and how a more positive form of evaluation may contribute to a more effective cycle of learning and accountability. What if – instead of failure, compliance, and accountability – the main focus of monitoring and evaluative inquiry would be to identify and foster achievements that were successful and effective? How would such a positive approach look like and how can it help the actual utilization and usefulness of evaluation? On the basis of theory and international case studies the article describes how focusing on the positive elements of policy and/or implementation may contribute to the demand for and utilization of evaluations.

    The recruitment and selection of candidate (municipal) councillors by political parties at the local level is an underexposed area of research. This is noteworthy because of the explicit worries about the lack of suitable candidates and about the underrepresentation of certain groups in society. These kinds of nomination problems may also arise from the manner in which parties recruit and which requirements they have for potential candidates. Therefore this article explores recruitment and selection processes at the local level in order to be able to designate possible causes of these nomination problems. The exploratory research involves case studies of the selectors, candidates and the nomination procedure of seven political parties that took part in the municipal elections of 2014 in a typical, average Dutch municipality in the west of the Netherlands: Voorschoten (25,000 inhabitants). The local party elite mainly recruited party members and some non-party members from their own networks, such as local associations. Thus groups in society that are not part of these networks, are less likely to appear in the picture. Active party membership and the willingness to invest a lot of time in their council work appeared to be the highest appreciated characteristics of the ideal councillor according to interviews with the local party elite and a survey amongst the candidate councillors. With a declining number of party members and other ways to spend their time, it is becoming increasingly difficult to recruit non-pensioners as candidates.

    Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research.

    This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves.

    Public administrations have always dealt with large volumes of data. They are now increasingly adopting sophisticated big data technologies to further leverage the data. Data provided by citizens, observed by sensors, deduced and inferred from diverse data sets are being used for decision making and making (pre-emptive) predictions about the behaviour of citizens and groups of citizens. The data and algorithms are not neutral nor flawless, but contain biases and may induce harms to individuals, such as discrimination, loss of autonomy, infringing their privacy. Big data decision making systems are usually opaque. Providing transparency about input, process, and even outcomes may be difficult due to the complexity inherent to the technology and even undesirable because it could affect the effectiveness of the system. This lack of transparency is at odds with the Rule of Law, which requires transparency and accountability of government action. What transparency should entail in the context of predictive analytics, however, is unclear. This short article points out some of the issues at stake.

    For the Dutch Association of Municipal Councillors (Raadslid.Nu) Bas Denters, professor of Public Administration at the University of Twente, wrote an essay on control and accountability in local government and the role of the municipality in this process. At close examination the relations in this area are less clear than they look on paper. The reason is what Mark Bovens and others have called the ‘displacement of politics’ in all its appearances: regionalization, privatization and socialization (i.e. tasks carried out by the society instead of the government). That process requires reflection on the question how democratic control and accountability at the local level can be reshaped. It is important to experiment with new ways in which municipal councils redefine the local processes of control and accountability. One can think of: (a) broadening the scope of the section in Dutch Municipal Law on affiliated parties (‘Verbonden Partijen’); (b) formulating Governance Charters and process framework notes; and (c) organizing the ‘democratic encirclement’ of the local administration, e.g. by other parties. In various places interesting initiatives have already been taken and hopefully this essay and the attention from Raadslid.Nu will contribute to more municipalities daring to blaze new paths.

    With the term ‘system responsibility’ the authors (both working for the Dutch Scientific Council for Governmental Policy) mean the responsibility for the functioning of complex ‘administrative systems’. In these complex administrative systems supervision can have different roles: to assess the functioning one-sided from the perspective of the government, but also to put on reflective glasses (‘from afar glasses’) that aim at the bigger picture of divergent rationalities of the actors involved. In the second case, there is ‘system responsible supervision’. This essay explores the ‘what’ and the ‘how’ of the desirability of system responsible supervision in a society with complex, compound administrative systems. Such supervision can contribute to a somewhat better understanding of these systems and a somewhat better ability to adjust these complex systems. These supervisors can be seen as a necessary complement of the withdrawal of the government and the rise of ‘horizontal administration’, in which the hierarchical decision-power of the central government has gradually shifted to other actors. As unelected and as relatively independent actors they occupy a new, hybrid place in the ‘trias politica’, because on the one hand they have taken over functions of elected politicians and administrators and on the other hand they function in many respects as a quasi-judicial power.
