    The lessons learned from the financial crisis are not necessarily limited to the financial sector. Both the financial sector and the public sector have to deal with perverse effects. The effects can be related to a reduction of complexity and plurality through introducing (oversimplified and one dimensional) models and financial incentives. However, in doing this, complexity and plurality are often lost: the neglect of multiple interests, goal replacement and too much focus on short term results. As a consequence perverse effects arise.
    Public sectors and organizations face internal and external pressure to act as they do. At the level of organizations or groups this may involve groupthink; at institutional level uniformity is promoted by the dynamics of isomorphism. This article is a critique on simplification and a plea for the (re)introduction of plurality. More specifically, we stress the importance of individual moral responsibility as a resource for and a way to preserve plurality. Not because that is the only option, but because it is an option that we believe deserves more attention. Other options such as changing regulations and changing the structure of supervision are already broadly discussed. We want to draw attention to the individual as parts of multiple organizations and systems. Individuals are therefore a natural carrier of multiplicity and plurality. Taking moral responsibility serious is not an easy task, but a meaningful step towards awareness of perverse effects due to reduction of complexity and plurality.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    Over the last decades an increasing number of mergers and acquisitions between Dutch healthcare organizations has taken place (up scaling). More recently there is a rise in the numbers of new small-scale healthcare organizations and small-scale care facilities (down scaling in the numbers). The wide variety of scales, each with its pros, cons and (historical) contexts, makes the existence of one optimal scale an illusion. Our research question is: when, and on the basis of which values, is scale of healthcare organizations legitimate? We answer this question by analyzing 650 newspaper articles from fourteen national newspapers. By using theory about legitimacy and values, we argue that five values underlie the public discussion on scale: governance, the human size, quality of care, market power and efficiency. We conclude that achieving legitimate scale involves dealing with those five values, which are not always commensurable and sometimes conflicting. With this article we contribute to the scientific debate about scale and values. We also give recommendations to policy makers and executives that can be used to improve the legitimacy of scale decisions.

    Over the last decade educational regulation has changed dramatically. Attempts to develop more cost-efficient regulation and to reduce the regulatory burden paralleled an increased focus on student achievement and sanctioning of failing schools. Additionally, the Inspectorate of Education holds school boards (instead of school principals) accountable for the quality development of their schools. Also, a change in legislation now requires schools to establish an internal supervisory board and improve their accountability to stakeholders.

    These changes greatly impact the role of the Dutch Education Inspectorate as they are placed in a polycentric, instead of a monocentric, steering context. This article discusses the new position and role of the Dutch Education Inspectorate and evaluates the extent to which the educational sector and the Inspectorate of Education meet the requirements of such a polycentric context.

    This article explores the role of frames about the future in policy reform, by analysing Dutch debates about population ageing and their impact on welfare policies in the period from 2000 until 2008 as a case study. Mapping the debates around ageing in the Netherlands, the article demonstrates that frames are a powerful force in the policy process. Diverging frames about the future enable fundamental changes of deeply embedded policy institutions. The case study shows the process of argumentation about the future that took place between 2000 and 2008, and reflects upon the frames about the future that were of crucial importance in bringing temporary closure to the controversy over the proper response to the demographic shift, which then lead to several important and rather strong changes in institutions of welfare state policies and fiscal policies.

    This paper reports on a qualitative interview study into the prioritization and interpretation of public values government elites in the Netherlands, comparing value preferences between political and administrative elites. Based on 65 in-depth interviews with MPs, ministers and senior civil servants, statements on four public values (responsiveness, expertise, lawfulness, transparency) that have been deducted through a substantive literature review, are coded and categorized. Overall, political and administrative value preferences in the Netherlands turn out to be more similar than they are different. However, mutual perceptions emphasize differences and contrasts. Theoretical and practical implications of the results are offered and hypotheses are formulated for future studies.

    The recent scholarly debate on policies and discourses with regard to citizenship in the Netherlands point to a moralization or culturalization of citizenship. This article aims to contribute to this debate by zooming into the current contents of citizenship education. We make a comparative analysis of the contents of textbooks for citizenship education that are used for civic integration courses for migrants and for primary and secondary school students in the Netherlands. Our findings show that citizenship has indeed gained a moral content in both contexts but that the difference lies in the norms that are stressed and how they are conveyed to the target population of future citizens. Whereas civic integration books for migrants emphasize the importance of learning local procedures and habits in order to belong to the Dutch national community, primary and secondary school books underscore the importance of dealing with cultural diversity in the multicultural society.

    The opacity of and lack of democratic control over the European system of comitology - where detailed decisions are made by committees of national officials, chaired by the Commission - has frequently been criticized. With the entry into force of the Treaty of Lisbon and especially since March 1, 2011, this system of executive and quasi-legislative power has changed in a number of important ways, however: on paper, the committees of national officials play a less prominent role than before and the role of the European Parliament has intensified. The question addressed in this article is what these changes in practice exactly mean. Has there really been so much change, and, if so, what are the implications for national civil servants? Working with the new comitology system means working with two regimes: delegated acts and implementing acts. Although innovative, we conclude that this change seems less fundamental than might be expected. Yet, for both regimes an increased number of parties is involved, which makes working with the new comitology difficult. Stakeholders, including Dutch officials, will thus have to deal with comitology in another way, which could make the new world of comitology an even more important battleground in the European policy process than already is the case.

    In 2010 the Netherlands Institute for Social Research (SCP) concluded that the Social Support Act (Wet maatschappelijke ondersteuning, Wmo) is successful as it leads to greater coherence in policies, and because the public Wmo-advisory councils are satisfied with the role they play. Wmo councils provide solicited and unsolicited advice to municipalities. They defend citizens’ interests against those of health care providers and insurance companies. Despite the positive results of the SCP study, there is an ongoing debate about the restyling of the Wmo-councils to increase their influence on local policy making. Some studies even call for a national council to prevent bargaining between the Associations of Dutch Municipalities (VNG) and the Ministry of Health, Welfare and Sports (VWS).

    In this exploratory article, the authors analyse the influence of five local Wmo-councils - Alkmaar, Delft, Kerkrade, Tilburg and Utrecht - on local policy making. They examined the recognition and authority of these five councils and studied if municipalities heeded their advice. The article shows, that Wmo-councils themselves are dissatisfied with the influence they have. Subsequently, it demonstrates that municipalities anticipated the actions of Wmo-councils but hardly ever changed their policies accordingly. Wmo-councils are meant as a horizontal counterweight but are in danger of not being taken seriously.

    The assassination of Pim Fortuyn and the electoral breakthrough of his Lijst Pim Fortuyn sent shockwaves through the Netherlands in May 2002.     Sustainability, the question of how our system of prosperity could be maintained, is one of the main issues of the coming decades. To combine economic growth and a pleasant environment, society needs to scale back its resource use and the ensuing pressures on the environment, by a factor of five. The challenge is to do more with less; something for which there is no instant solution. The city is the place where this change will begin, not by ‘big’ government with ‘big’ plans, but by the energetic society. Citizens and the business community are motivated by their wish for a clean economy and a pleasant living environment. The rise of the information society has increased their ability to exchange knowledge and ideas, releasing creativity and creating new solutions. If city governments are to tap into the strength of society, they must embrace the initiatives and join citizens and business in the empowered deliberative search for sustainable solutions. The goal of a clean economy is within reach, but it demands comprehensive physical and cultural change, in which local initiatives may lead the cultural change towards a broad vision of a strong, sustainable society. A large role for government remains, but high quality, low carbon cities may be the winners of the future.

    In recent decades, professionals in the public sector have been faced with increasingly detailed demands concerning accountability and performance. It is often argued that this increased accountability and its bureaucratic pressures limit professionals’ discretionary space and autonomy. However, this critique is hardly based on empirical research on the experiences and perceptions of professionals themselves. In this article we present an investigation into these perceptions and experiences with accountability in one particular brand of the public sector, namely youth care.
    Our research indicates that professionals in youth care are hardly interested in greater autonomy or discretion. They rather want clarity, security and options for learning. Moreover, we found ‘bureaucratic attachment’: attachment to bureaucratic procedures particularly as a reaction to increased fears to be sued when something goes wrong with clients. In the recurrent arguments for reduction of bureaucracy, this other face of bureaucracy is often disregarded.
    Regarding working conditions however, the professionals we interviewed do want more discretion. Especially concerning occupation of beds, as the requirement for permanent occupation is viewed to augment risk. We therefore argue for better backing of professionals in youth, for a more precise battle against unnecessary bureaucracy, and for professionalization in order to handle more discretion.
