Diversiteit in bestuurskundig perspectief

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.

De ongekende effecten van deregulering: een experiment in Hollands Kroon

    What happens in the case of massive deregulation in the local public domain? Despite the widespread call for ‘less regulation’, the effects of large-scale deregulation have received surprisingly little academic attention. In this article, we present the results of a longitudinal study on the effects of deregulation in the Dutch municipality of Hollands Kroon. The municipality abolished a vast number of regulations on public order offences in a radical two-year policy experiment, encouraging citizens to exercise more social control. In contrast, criticasters expected that the experiment would lead to more public offenses and conflict. Based on our data collected over three survey rounds; focus groups with citizens, politicians and civil servants; and several secondary data sources, we conclude that there was little effect: neither an increase in public order offences, nor an increase in social control. Our research shows that, in the short term, deregulation did not significantly affect the behavior of citizens.

Hij doceert er de vakken vergelijkende politiek en public affairs. Hij is ook voorzitter van Bepact, de Belgische vereniging van public affairs officials. Zijn wetenschappelijk onderzoek spitste zich eertijds toe op de carrières van parlementsleden en regeringsleden.

Frederik Verleden is historicus en doctor in de Sociale Wetenschappen. Hij publiceerde een historische en politicologische analyse over het ontstaan van de particratie in België. Hij werkt bij de dienst Juridische Zaken en Parlementaire Documentatie van de Kamer van Volksvertegenwoordigers en is als gastdocent politieke geschiedenis verbonden aan de faculteit Sociale Wetenschappen van de KU Leuven.

    Particracy has been widely used to describe Belgian politics after World War II. Yet, Belgian politics has changed. We examine five changes – the federalisation of the state architecture, diversification of the demos, erosion of political support, party’s dealignment and personalisation of politics – to evaluate how they have affected particracy in Belgium. The answer is twofold: particracy is still very strong, but it has changed. The three traditional party families that had institutionalised particracy in Belgium (Christian-democrats, socialists and liberals) had to face new challengers. They co-opted the most moderate ones (greens, regionalists), while excluding others (radical right/left). Intraparty democracy/participatory/transparency reforms, or changes to the electoral system, all of them opening the political system, were also implemented, but parties were able to overcome them. Yet, the ever-growing gap between traditional parties and citizens and the growth of new parties building upon voters’ dissatisfaction with traditional parties, may put particracy more radically into question.

Hij doet onderzoek naar politieke partijen, kiessystemen, kiesgedrag, de personalisering van de politiek en democratische vernieuwing. Petra Meier, hoogleraar Politieke Wetenschappen aan de Universiteit Antwerpen, focust op de representatie van gender, de reproductie van ongelijkheid en de constructie van normativiteit in politiek/beleid. Zij publiceerde recent een aantal special issues over de ontwikkeling van gender beleid (Journal of Women, Politics and Policies; met Emanuela Lombardo en Mieke Verloo), symbolische vertegenwoordiging (Politics, Groups, and Identities; met Tania Verge) en een boek over de professionalisering van de strijd voor gelijkheid (Academia L’Harmattan; met David Paternotte).

    This book focuses on gender equality policy in the Netherlands since 1974, when the issue made it to the political agenda and the major policy goals became attaining equal rights for women and equal status between women and men. The authors offer a chronological overview, intended for a wider audience, and focus mainly on the ‘second wave’ of feminism and the national level. In providing an overview, the book could have been a welcome addition to the existing literature on the topic, but it is marked by several flaws. It makes little use of this existing literature on the topic, neglects the policy input of women’s movement organizations, and the legal struggle on equal treatment. As the book lacks a central question, it does not provide an analytical analysis, an adequate definition of the scope of gender equality or discussion of the political difficulties of intersectoral policies. It also does not deal with the issue of implementation. Finally, there are too many inaccuracies and flaws in the references to make the book a reliable guide for a wider audience into the area.

    This article analyses the transformations of the Dutch civil service over the last 15 years, during which numerous cutbacks and reorganizations took place. While existing research predominantly focused on changes in the total number of civil servants, we examine how the distribution of civil servants changed in terms of rank, gender and age. We theorize four methods for shrinking the government apparatus, and for each method, we identify the possible consequences for the composition of the central civil service in terms of hierarchical make-up and of age. Our results indicate that the total number of civil servants only slightly decreased, but the decrease affected differentially the various ranks of the civil service. While at the lower ranks the number of civil servants decreased strongly, at the upper ranks the number actually increased slightly. The number of women in the civil service increased, also in the higher echelons. Regarding the age distribution, we found considerable changes, with the modal age shifting upwards with up to ten years. Altogether, the civil service has become slightly smaller, more gender-balanced, and significantly more senior (both in terms of ranks and age). The results of this study show that it is important for researchers and practitioners to look beyond the trends in the total number of civil servants and explore the deeper changes within the civil service.
