Regionalization is foregrounded among policymakers as a solution to the complex problems elderly care is facing, such as a pertinent staff shortage, a greying population and a lack of suitable accommodation. In this article, following a decentered approach, we analyze how field parties like nursing homes and policymakers in interaction give shape to regional collaborations within a market-oriented institutional healthcare context. Our findings show the emerging frictions, due to layered institutional arrangements and the proliferation of policy initiatives and partnerships. We find different responses of institutional actors to these frictions; actors holding off closer regional cooperation, actors creating urgency and commitment to organize care regionally, creating interstices in rules and regulations and building regional networks and care infrastructures. We argue that a focus on the iterative processes through which actors on different layers of the healthcare system give shape to policies adds a valuable perspective to the study of policy changes. We conclude that ‘layered work’ – mobilizing and working with and between different organizational and policy layers simultaneously – is required to develop appropriate (layered) ways to deal with complex problems. |

The recent decentralization of many healthcare and welfare responsibilities from the national to the municipal level in the Netherlands was aimed at reducing unnecessary bureaucracy and giving discretion to the professional. However, this is not (yet) fully achieved. Therefore, calls have been made for more purpose-driven organizations. Pro-social rule breaking, which refers to acts of rule breaking motivated by the benefits that this creates for citizens, might be a way to make organizations more focused on their organizational purpose. Since little is known about the antecedents of pro-social rule breaking, this article looks at the possible effects of red tape and supportive leadership on pro-social rule breaking behavior of professionals. Based on a quantitative large-n study of professionals in the social domain, the results show that red tape significantly affects pro-social rule breaking. Stimulating leadership does not affect pro-social rule breaking behavior, which may be caused by the fact that intended leader support is not be perceived that way by the professional. The article concludes with a discussion on the desirability of rule breaking in a public sector context, followed by practical implications and further avenues for researchers. |

Both education and housing are highly regulated sectors in the Netherlands. According to various stakeholders, regulations and formal and informal rules hinder the development of new initiatives aimed at providing attention to personal needs and wishes of children (in education) and older people (in housing). This article focuses on founders of initiatives in both sectors that, despite institutional obstacles, dare to do things differently. We adopt a rebellion perspective, which focuses on how individual and collective actors aim to create favorable circumstances for providing better services, even if this means they have to disrupt existing institutions. In-depth interviews were conducted with 22 founders of rebellious initiatives in education and housing for older people. According to the founders, what makes them different from others is having a dream, learning by doing, and critically assessing rules and regulations. Founders in both sectors not only interpret rules differently, but also try to change them. In order to do so, they need supportive internal and external contexts, which they create through personal contacts and social media. Although rebellion in both sectors has many similarities, sector-specific institutional settings and past events do shape its appearance. |

Algorithms applied in public administration are often criticized for lack of transparency. Lawmakers and citizens alike expect that automated decisions based on algorithmic recommendations to be explainable. The focus of this article is the organizational context behind the idea of transparent algorithms. Transparency is portrayed as one of numerous values that are at play when algorithms are applied in public administration. The article shows that applying algorithms may lead to conflicts between these values. Such conflicts often result in trade-off decisions. Looking from the organizational perspective, we describe how such trade-offs can be made both explicitly and implicitly. The article thus shows the complexity of algorithmic trade-offs. As a result of this complexity, we not only call for more transparency about algorithms, but also more transparency about trade-offs that take place in public administration. Finally, we present a research agenda focused on studying the organization of trade-offs. |

‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare. |

Since the late eighties, Mexico has experienced profound economic modernisation and political democratisation. However, the corresponding administrative reforms have lagged: professionalisation of the public sector, improvement of public service delivery and development of modern management principles are plagued by a lack of coherence, implementation, and continuity. This can be traced back to several historically rooted and structural characteristics of Mexican public administration, which reproduce vicious circles of low trust and dysfunction. For example, (1) the extreme spoils system maintains a culture of distrust towards civil servants; (2) Mexico’s weak state capacity is a consequence of a lack of collective action, but also further undermines citizens’ trust in government; (3) strong labour unions are a response to poor labour rights, but also uphold a system of capture and confrontation; and (4) corruption is inevitable if cooperation depends on personal loyalties. |

Volgens de Marylandschaal is rct het best mogelijke type beleidsonderzoek. Rct is dan ook het boegbeeld van het evidence-based onderzoek. De kritiek op rct’s is echter in de loop van de jaren alleen maar groter geworden. Bovendien blijkt uit een recente meta-evaluatie dat de non-experimentele onderzoeken niet tot andere uitkomsten leidden dan de rct’s. Al met al wordt te veel geloof gehecht aan de evidence-based benadering in het algemeen en rct’s in het bijzonder. Vandaar de vraag: wordt het misschien tijd voor een Maryland Scientific Methods Scale 2.0? |

The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures. |

Recently the authors, who all work at the Ministry of the Interior and Kingdom Relations, published a paper in which they analysed contemporary literature and research on social discontent to clarify whether this current feeling of discontent is different to previous periods of discontent and how it might affect the functioning of the Dutch government. In addition, to strengthen their analysis they discussed its implications with local politicians, experts and practitioners. In this article, the authors reflect on the outcome of these discussions. Their dialogues revealed that there is a need to redefine the dialogue between administration and society. They distilled five lessons from these discussions: they argue that government should be more 1) reliable and credible, 2) responsive, 3) effective, 4) empathic and 5) cohesive. |

Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel. |

Science and practice are largely agreed on the importance of interorganizational cooperation in the approach of tackling complex societal problems. Organization transcending innovation through this type of cooperation however appears to be complicated. Based on an analysis of the literature about partnerships, the authors distinguish three challenges: coping with the tension between old and new accountability structures, building good working relationships and developing capabilities for problem-oriented working. Starting from these insights they designed action research into problem-oriented partnerships in the safety domain (safety chain). Their main question was: what is the most important obstacle for innovation through problem-oriented interorganizational cooperation? Over a period of nine months, they watched eight teams of professionals from different organizations. Their task was to develop and implement innovative approaches to tackle persistent organized crime. Although all three challenges identified in the literature indeed played a prominent role, problem diagnosis and problem definition appeared to be the main obstacle for the teams. In this article the authors describe the action research and explore, on the basis of the results and the literature, how partnerships could cope in practice with the challenge of problem definition and problem analysis. They conclude the article with suggestions for the design of a follow-up round of the action research. |
