    Recently the authors, who all work at the Ministry of the Interior and Kingdom Relations, published a paper in which they analysed contemporary literature and research on social discontent to clarify whether this current feeling of discontent is different to previous periods of discontent and how it might affect the functioning of the Dutch government. In addition, to strengthen their analysis they discussed its implications with local politicians, experts and practitioners. In this article, the authors reflect on the outcome of these discussions. Their dialogues revealed that there is a need to redefine the dialogue between administration and society. They distilled five lessons from these discussions: they argue that government should be more 1) reliable and credible, 2) responsive, 3) effective, 4) empathic and 5) cohesive.

    Despite the praise for Richard Florida’s new book The new urban crisis, it remarkably can be seen as an ‘urban confession’ or even as a ‘public penance’ for everything he wrote before in his glorious publication The rise of the creative class. That book offered the opportunity to look at the city in a different way and to formulate approaches for new urban politics. As a child, Florida and his family fled the city with its crime and other problems and moved to a suburb. As a young intellectual, Florida returned to the city, where he became interested in the role of the creative class in the process of re-urbanization. During his academic research, he discovered the ‘magic formula’ that cities could flourish by stimulating this creative class. However, his belief in this magic formula has eroded and now, about fifteen years after his publication, he admits he was mistaken. What seemed a solution appeared to be the cause of ‘the new urban crisis’. In his new book, the ‘urban optimist’ is replaced by the ‘urban pessimist’. New policies are needed that replace the concept of ‘the-winner-takes-all’ by ‘urbanism-for-all’ to stop the so-called ‘patchwork metropolis’ of segregated neighborhoods.

    In the Netherlands, as in many other countries, housing supply fails to meet the rapidly increasing housing demand in already densely urbanised areas, contributing to rising housing prices and possibly gentrification. The state and local governments aim to satisfy this demand by densifying urban areas and by transforming urban brownfields and vacant office parks into residential areas, thus containing urban sprawl. However, the private actors needed to redevelop these areas operate according to a different institutional logic and discourse: the market. According to this market logic, urban transform is too expensive, even when partly subsidized, and, to some extent, sprawl is unavoidable to satisfy housing demand. The two different logics fail to deliver the housing needed. Building discourse coalitions is suggested as a possible way out of this deadlocked debate, while government actors might also aim to influence the housing market with novel, market oriented policy instruments.

    Reading the most recent and most revealing book of Rinus van Schendelen leads to the conclusion that lobbying is not the strongest side of the Netherlands, which is rather strange for a small country with an external orientation that goes back for centuries. As one of the (six) founding fathers of European cooperation the Netherlands could not hold this special position in the EU. The money-driven attitude of the Netherlands may be profitable short-term, but is harmful for the position of the country and for its decentralized authorities (municipalities and provinces). The Dutch political scientist Rinus van Schendelen is well known for his long years of investigation into ‘lobbying’, but what in fact can be called public affairs (PA). In his older work Van Schendelen discusses PA mainly as a managerial, instrumental, Machiavellian means for steering private and public interests. In his new book he further develops this approach by investigating processes which can contribute to the use of PA instruments for sustainable effects. The new book clearly shows that nowadays the intelligent use of social media is a necessary supplement to the intelligent use of traditional PA instruments. Because of the influence of social media an adequate training of PA professionals is urgently needed in social psychology and other relevant disciplines to prevent floor tourists and other adventurers entering the PA scene.

    E-democracy incorporates digital tools, the internet and social media to enhance democracy. There are many of these tools available to improve governmental responsiveness, transparency, and accountability, but also to support the inclusiveness, representativeness and influence of citizens’ participation. Examples are online petitions, apps for neighborhood watches, wikiplanning and social media monitoring. Web 3.0, which is more interactive and less location specific, enables governments to take a more personalized approach. It also allows for participation across administrative and geographical boundaries. In this symposium two contributions address the question of the influence of e-democracy on the democratization of governmental decision-making, information and service delivery, and of citizens’ participation.

Monitoring van sociale media: op weg naar een Brave New Democracy?

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    Various Dutch municipalities hire municipal law enforcement officers from private security companies. This process of outsourcing sometimes meets political resistance, because safety and security are central tasks of government that should not be carried out by commercial parties. At the same time, little is known about the actual pros and cons of private law enforcement officers in relation to their public colleagues. From the literature we expect differences in cost, flexibility, local knowledge, professional autonomy, job satisfaction and cooperation with the police. Our empirical research shows that these differences are smaller than initially assumed. Private law enforcement officers work longer hours under more or less the same working conditions (salary) as public law enforcement officers. Their turnover rate is also higher compared to public law enforcement officers, because of their lower career expectations. Overhead costs, including the costs of outsourcing processes, remain unknown.

Non-participatie in de doe-democratie

    Research into citizens’ initiatives usually focuses on those who already participate. In this article the central question is how those who do not participate yet can be motivated to take part in citizens’ initiatives. To investigate this the authors used vignettes in which four key motives for participation in citizens’ initiatives are linked to three types of citizens’ initiatives. The results of this research show that people are more likely to take part in an initiative if a call is made to altruism. Usually it is also in general easier for small-scale, more applied citizens’ initiatives to motivate people. Non-participants will be more inclined, certainly in the presence of a specific local problem and if they are asked, to respond in a positive manner to an invitation to take part. For more abstract citizens’ initiatives, like a citizens summit in which not one single specific problem is addressed, it is much more difficult to motivate people to take part. Participation in citizens’ initiatives indeed increases the quality of local democracy, but only if the (local) government doesn’t take over these initiatives. Also those who do not yet take part in citizens’ initiatives have a positive and constructive attitude towards them.

    Public value management encourages public organizations to move beyond existing frameworks and create value in flexible collaboration with societal partners. However, this approach creates problems for the accountability processes, because reports to politicians are often still directed at quantitative goals and rigid frameworks. This creates uncertainty and disagreement around the definition of value, the legitimacy of the new governance styles and the complexity of the new collaborations. This article describes the experiences of a large Dutch municipality where we conducted an experiment with an innovative accountability process for public value creation in the public health domain. Political administrators, council members, civil servants and societal partners have jointly assessed, through an interactive Public Value Table meeting format, what value their combined efforts in complex societal challenges have created. This experiment gives insight in the growing pains of public value creation, but also shows some possible solutions to address these tensions.

    The most relevant part of a discussion is not what is discussed but what cannot be spoken of. The real taboos are those for which it is taboo to call them taboos. The status quo defines itself as non-ideological while denouncing any challenge to itself as radical. Therefore the column ‘De Blinde Vlek’ frames the framers, politicizes the status quo and articulates what is not heard of.

    In this article the case is made that, unjustly, there is a lack of interest in the topic of cybersecurity of on the part of public administration scholars and professionals in the topic of cybersecurity. ICT has become persistent in society and so has cybercrime, cyber sabotage and cyberespionage. The threats are real and growing. There is market failure and consequently there is a need for government intervention. This poses new challenges to governments as jurisdiction problems and sovereignty-issues arise, together with the dominance of private actors. The authors argue that a multistakeholder approach in such a networked environment is crucial but not sufficient. The concepts of Lessig and Thaler/Sunstein are used to sketch new and broader potential policy strategies.

    A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues.
