Klein maar fijn?

De effecten van kleinschaligheid op het karakter van politiek en democratie

    Whereas the six Dutch islands in the Caribbean all have a (very) limited population size, analyses of political problems on the islands rarely seem to take the variable of state size into account. The available academic literature demonstrates that the population size of states has a strong influence on the quality of democratic governance, although scholars disagree on the question whether smallness is an asset or an obstacle to democratic development. After a discussion of this theoretical literature, the present article proceeds with a presentation of field research in three small island states (St. Kitts and Nevis, Seychelles, and Palau) in which the political consequences of a limited population size are analyzed. This analysis reveals that a number of size-related effects can be observed in all three examined island states, among which a tendency to personalistic competition, strong polarization between parties and politicians, particularistic relationships between voters and their representatives, and a dominant position of the political executive vis-à-vis other institutions. A subsequent analysis of the contemporary political situation on the Dutch Caribbean islands shows that the observed problems also play a role on these islands, which indicates that smallness is perhaps of greater significance than is now often supposed.

    The traditional authority of mayors and aldermen is readily challenged. Formal positions do no longer constitute authority. For that reason, new political repertoires are being sought after and are being developed by local political-executive leaders. This article analyses and compares the sources of authority for mayors and aldermen: how can they develop, maintain, and strengthen their authority? It develops an innovative typology of sources of authority. A distinction is made between institutional, positional, and personal sources of authority. The model is applied to the mayors and aldermen in relation to relevant socio-political developments that affect the two offices. It is found that the authority of mayors rests on institutional sources of authority more so than that of aldermen. For the latter, positional and personal sources of authority are more important. At the same time, personal sources of authority have become very important for mayors as well as aldermen. The results call upon mayors and aldermen’s skills and competences to develop personal authority through persuasion.

    This article analyzes the inquiry into the financial problems at a large educational conglomerate, Amarantis, in the Netherlands. The article is solely based on the text of the report. From a learning point of view, assuming that inquiries should contribute to learning from the past to improve the present and future, there are three weaknesses in the approach followed by the commission. The first is that the commission looks at the principles for governing the organization to explain its fall. However, the principles adopted match very well with professional organizations and are used successfully in other professional organizations. The question why these principles were unsuccessful in the case of Amarantis has not been addressed in the report. Second, the report strongly focuses on the role of the top management of the organization and ignores the middle management, a critical layer in managing professional organisations. And third, by looking back the commission creates a bias of hindsight, ignoring the question of how the managers could have identified upcoming problems at that time.

    Committees are connected with the political culture of the Netherlands. It is no surprise that organizations that promote certain interests aim at bringing forward their members’ interests by installing committees. Lobbying through a committee, however, is a delicate matter. What elements lead to a committee that is a successful instrument of lobby? A comparison between the committees of the Dutch Union of Municipalities (VNG) led by Jorritsma, Bovens and Van Aartsen on one hand and the committee led by Nijpels on the other shows that the denial of problems and shortcomings does not help the organization or person that asks for the advice of the committee. This person or organization benefits most if the committee points out existing displeasure with the functioning of the person or organization. Yet at the same time, the committee must present a way ahead and proposals for improvement. This gives a positive turn to the criticism and presents a perspective for improvement.

    The key question of this study is whether policies adopted elsewhere in Europe might be useful in helping to increase the labour force participation of women and of older workers in the Netherlands, and thus improve the financial basis for social security arrangements. We examined the effectiveness of national policy measures over and above that of the individual-level determinants that are traditionally examined in economic and sociological studies. The data on labour force participation are from the European Social Survey, and information on public policy arrangements comes from the MULTILINKS database. Regarding the labour force participation of women, findings show the importance of distinguishing financial measures and care services. Women generally work fewer hours per week in countries with generous financial support for families (tax benefits, child support), and more hours in countries with generous parental leaves. Regarding the participation of older workers, findings show the importance of distinguishing the minimum pension level (negative association with the likelihood of having a job) and pension as a proportion of earned wage (no association with having a job). A novelty of the present study is its ability to demonstrate the impact of national arrangements at the level of individual participation behaviour.

    A public interest implies that government intervention is needed in order to enhance societal welfare. After the character of the public interest has been determined from the theoretical perspective of public economics, the government has the responsibility to safeguard the public interest at lowest societal costs. This article discusses the supportive role of intermediaries (or ‘middlemen’), using prescriptions from transaction management. A discussion of three case studies shows how in public private partnerships the knowledge of such intermediaries can be used in order to safeguard the public interest in an efficient manner.

    This article returns to the meanwhile classic question of which factors explain the adoption of gender quotas, but approaches the issue through the literature on electoral reform. It argues that the latter offers two new issues to be studied when it comes to the adoption of gender quotas. Firstly, the definition of the political-institutional and socioeconomic context in which gender quotas are adopted should be broadened, and international institutions, much focused upon in research on gender quotas, should be integrated in this definition of the context in which gender quotas get adopted, so as to facilitate comparative research. Secondly, research needs to approach actors striving for gender quotas more critically. This implies paying more attention to the women/feminist stakeholders involved in campaigns for gender quotas, as well as to their strategic motivations and possible self-interest.

    Because of the blurring of the European internal borders, combating crime is demanding closer cross-border collaboration between police forces. For that reason, the Dutch police have expressed the objective that dealing with cases with an international component should be an integral part of the job for every police officer. This study focuses on the attitudes of Dutch police officers regarding cross-border policing, and seeks to determine which factors have the greatest effect on those attitudes. This attitude approach contrasts with more traditional, top-down approaches, by shifting the focus to micro dynamics on the individual level. The methods chosen for addressing this research objective consist of semi-structured interviews and observations. The results show that the current attitude of Dutch police officers is mainly determined by the extent to which they have had to deal with international issues in their daily work. Although strong organization-wide attitudes towards cross-border policing are not likely to arise, much could still be gained by facilitating cross-border experiences and making more coherent efforts at socialization.

    This article discusses the realization of public value through social entrepreneurship. It shows practices that can at present be seen in the Dutch society and answers the question: what is the relation between social entrepreneurship and the realization of value in the public domain? We conclude that public value is at the same time the result of the efforts of a social entrepreneur (person) in the beginning of his endeavors, the presupposition for social entrepreneurship (activity) in the phase of growth and the good that is preserved by the social enterprise (organization) by the time it has matured. In realizing public value social entrepreneurs come into contact with government. For government this encounter has quite an awkward nature since government has at the same time both a say (it is responsible for policy) and no say (it is not responsible for individual social entrepreneurial initiatives) regarding the realization of value in the public domain through social entrepreneurship.

    Research on the implementation of air-quality directives in the Netherlands shows that national and local governments have taken substantial measures to increase air quality. Still, the norms of the directive are not met. Besides, as a result of the focus on norms, insufficient attention has been paid to the objective of the directive, namely improving health. To examine this, a case study on the implementation of the directive within four Dutch cities has been conducted by their local audit services. This shows that, due to the enforcement capacity of the EU (Sverdrup, 2007), that was made effective through the national courts, the Dutch national and local authorities have taken substantial measures. Domestic preferences and the characteristics of the Netherlands’ public law system, contributed to this. In line with Sverdrup’s (2007) ideas on the domestic management capacity of member states, insufficient measures were taken to meet the norm because responsibilities were not clearly distributed between national and local governments and because of conflicting policy aims. Since this takes place during a drawn-out implementation process, the participating actors need clear information about the progress that is made the policy can improve and be enforced during the implementation phase. Independent, local and national, auditors can help the European Committee to provide this insight.

Humberto’s paradox

    Humberto is the name of a popular presentor on Dutch radio and television. In response to an item on a conflict between the Labour Inspectorate and the police authorities, he hesitantly posed the question whether the government should interfere. This is the paradox of citizens viewing the government sometimes as a single actor, whereas at other times they seem to acknowledge the fact that government consists of multiple actors. The use of co-creation and digital platforms could provide means that help todays government to mediate between the two extreme perceptions of government as a unitary actor and government as a conglomerate of actors operating in a networked society in which sometimes government organisations and sometimes other actors, including (groups) of citizens, in society take initiatives to promote and contribute to public values.

    The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance.
