    The Netherlands enjoys a long-standing reputation in the field of road safety. Following the ‘Sustainable Road Safety’ program of the 1990s, the infrastructural layout considerably reduces the risk of accidents while at the same time many measures are in place to improve road user behavior. In recent years, however, there have been several developments that may affect the success of the approach. In addition to an ageing population, urbanization, and the rise of new technologies, there is a combination of decentralization, policy integration, and budgetary restraints.
    This contribution presents the philosophy behind the sustainable road safety program and describes its key elements. It discusses policy and societal developments, and the continuing need to improve road safety, especially at a decentralized level. The article argues in favor of a continued systematic approach towards safer road traffic, also in periods of decentralization and limited budgets. It presents a concrete perspective of the role of policy analysis and policy evaluation to develop a proactive approach to road safety under the new conditions. In this, evidence-based interventions, an active use of safety performance indicators, and a focus on success are key elements.

    After years of debate, the discussion concerning the legal status of civil servants has reached its climax. The abolition of special civil servant status has never been closer. In February 2014 the Dutch Parliament approved a proposal that is based on the view that the particular legal status of civil servants has to be ‘normalized’, and that the terms and conditions of employment in the public sector could be regulated in line with market sector standards. In this article, both the discussion and the proposal are considered. In addition, we reflect on the extent to which and the way in which the proposal could have a positive impact on the development of the professional competence of civil servants.

    The focus of the diversity policy in the Dutch public sector has moved during the past decennia. In the eighties offering equal chances for the different target groups was the central policy goal, after the millennium this became the effective and efficient management of a diverse work force in order to arrive at a better performing public sector, also called the business case of diversity. This article investigates the question how far the Dutch cabinet has influenced the diversity policy of public organizations. The answer to the question is that there was limited influence from the Dutch cabinet on the arguments for diversity of public organizations, but there was greater influence on the diversity interventions, especially in three sectors: central government, municipalities and police. This influence on interventions of other (‘fellow’) governments is caused by the strong steering of the cabinet. The interventions undertaken therefore reflect to a more limited extent the business case of diversity and remain stuck in the old target group policy. However, public organizations with a longer history in diversity policy, that operate closer to society and see the necessity for diversity, are more inclined to embrace the business case and start interventions that are related to this new approach.

    Nudging is currently high on the political agenda. The idea behind nudging is that the government can gently push citizens in the ‘good’ direction by anticipating their predictable irrational behaviour. In the Dutch discussion nudging often is seen as an instrument to influence citizens more. Therefore critics fear paternalism, manipulation and technocracy. However, we could also see nudging as a replacement of more coercive instruments. Then nudges might even offer chances for a state that is withdrawing under the condition that citizens have both the opportunity and the capability to make alternative choices in practice than the choices to which nudges aim. Therefore nudges by the government should not avoid reflective and conscious thinking processes, but rather stimulate deliberation and make citizens more aware of their decisions.

    This paper draws some lessons, expected and unexpected, from the different contributions in this special issue on the retreating state. The special issue has shown that the retreat of the retreat of the state is a paradoxical and unequivocal development. The retreat of the state is also accompanied by active forms of central management and policy initiatives. Wider developments in the economy and international politics demonstrate that the state is not, as has often been suggested, obsolete. Disregarding this, however, many citizens are actively involved in shaping a new form of participative society.

    In this paper it is argued that the discourse on the retreating government is a story about mobilizing executive power deemed necessary for enforcing a neoliberal worldview. The intellectual discourse about the retreating government, the argument goes, develops as a radical and neoliberal critique of the Keynesian planning and organization of the enlightenment – an organization that is above all expressed in the postwar welfare state. The Dutch policy discourse, by contrast, is of a practical nature: it is about the organization of the government retreat. In the reconstruction of the policy discourse, as it is manifest in leading policy documents of the Dutch central government, it is observed that this discourse has emancipated from the intellectual discourse. The policy discourse of the retreating government has developed into a financial management discourse, free from European ideals.

    The military is generally considered to act as a professional when it comes to retreating forces from military battleground or international conflict areas. At the same time recent national experiences with the withdrawal of national troops from international peacekeeping operations are filled with disappointments and crises. In this article the authors question the idea that these disappointments and crises are simply due to problems of reduced military competence or military morale. They argue that the military is still the alleged expert who knows how to perform military retreats and other military actions. At the same time they show that network-like decision-making structures that are inherent to the deployment of troops in international peacekeeping missions, have become a major obstacle for the military to act in its own right. The lessons that government can learn from the military experience are firstly, that decisions for national public cutbacks should be accompanied by a more in-depth (re)consideration of public (key) tasks than up to now was considered appropriate, and secondly, that more trust should be shown in the skills, knowledge and motivation of professionals to delineate and constrain the boundaries of their own fields of expertise.

    While the Netherlands has been a globally leading country in the area of agrofood for the latter half of the 20th century, its chances to maintain that position will co-depend on its capacity to develop its primary sector into more sustainable directions. This is no trivial task. For a long time, strong institutional arrangements provided guidance to practices of governance, consumption, production and innovation in line with a productivist paradigm. Although these arrangements have been significantly destabilized, and novel ones are emerging, a mature institutional landscape, tailored to a more sustainable development, has not yet fleshed out.
    This article asks the question how innovative practices deal with this ambiguous and dynamic institutional context. It does so through investigating how, over about a decade, two sets of practices to promote more sustainable development (in the fields of livestock systems and greenhouse horticulture), draw on (remains of) incumbent arrangements, and novel institutional elements to provide normative guidance and mobilize resources (money; knowledge; legitimacy). Theoretically, it thus contributes to (1) understanding the emergence of novel modes of governance in an institutional void, (2) taking into account and extending it to a dynamic context, the paradox of embedded agency.

    This article presents a comparative analysis of the news coverage on the euro crisis in Flanders (Dutch-speaking Belgium) and the Netherlands. The aim of the research was to identify how newspapers in the Low Countries have portrayed the roots of the crisis, the main victims, and those held responsible to solve the crisis, and ways to do so. This study also analyzed the differences across geographical contexts and types of newspapers. Furthermore, it examined how the coverage changed as the crisis continued. Research findings include that Flemish newspapers more often reported about the causes of the crisis, whereas the Dutch newspapers published more articles discussing the responses to it. Furthermore, financial newspapers provided more news stories searching for a solution, while popular newspapers usually published short, factual descriptions.

    While the belief in a socially engineered society has been renounced to a large extent, in cities actors continue to struggle with the question how their plans can be steered on goal achievement. This article addresses a steering philosophy that is based on an emergent adaptive urban development process. This means that urban strategies adapt during the process by connecting to initiatives from the market and civil society. The central question of this article is how specific projects are ‘made’ in accordance with the intentions of the actors involved and how these projects are connected to larger policy stories for the city. In this article perspectives are explored that have replaced the old thinking in terms of ‘social engineering’. On the basis of two case studies in the Netherlands (Brainport Eindhoven and Mainport Rotterdam) an emergent adaptive strategy is explored as a perspective for action. This perspective is not only about ‘social engineering’, but also about ‘social connecting’. An emergent adaptive strategy is not designed on the drawing table, but it emerges during the practice of project development out of an attitude that is conscious of the environment, connective and reflective.

    Na het aantreden van Rutte II heeft de bestuurlijke opschaling van gemeenten en provincies twintig maanden lang op de agenda gestaan. Zoals bekend hebben de plannen van het kabinet de eindstreep niet gehaald. Vooral bij de meest betrokken provincies bestond er kritiek op het ontbreken van een visie en onderbouwing. In dit artikel wordt onderzocht in hoeverre een netwerkanalyse van het verplaatsingsgedrag daarin zou kunnen voorzien. Voor een volgende ronde, die zich mogelijk al snel weer aandient. De uitkomsten van verschillende algoritmes voor netwerkanalyse worden vergeleken. Het begrip daily urban system, gekoppeld aan welvaartstheoretische inzichten (Tordoir), dient als inhoudelijke leidraad. Netwerkanalyse blijkt zakelijke argumenten op te leveren die behulpzaam kunnen zijn bij het trekken van (nieuwe) bestuurlijke grenzen, ook al zullen deze om verschillende redenen nooit alleenzaligmakend zijn.

    In Flanders, every political party has its own political foundation or study centre. Although their importance for the party organisation is widely recognised, a systematic and comparative analysis of these study centres is still lacking. This article is the first attempt to address this empirical void. Based on document analysis, interviews and survey material, we analyse the basic characteristics of the study centres of seven Flemish parties, covering all major political families. We compare their size, internal structure and autonomy vis-à-vis the party, explore the advisors’ profile and background and discuss the generation and products of advice. We conclude that despite their heterogeneity Flemish study centres share a common but limited functionality, being more of an extension of political parties than classical think tanks.

    This article addresses the question how aldermen are selected and nominated and how this process is related to a number of democratic values like popular influence and transparency. The central question is how one becomes an alderman in the Netherlands. To answer this central question a document analysis has been carried out and 137 interviews with aldermen have been held in 77 municipalities that were selected on geographical dispersion and number of inhabitants. The research shows that the process until the appointment of aldermen is little transparent and democratic for the outside world. In the large majority of the cases aldermen are asked an nominated from within a political party. The road to becoming an alderman is not closed, in principle everyone can become an alderman, but it is also not transparent and accessible for everyone. For this the selection and nomination is too much tied up to and decided in political party networks. However, gradually changes occur in this closed party bastion, because now parties more often are forced to look for suitable candidates outside the party.

    In the Netherlands at January 1st 2015 municipalities will most likely receive administrative and financial responsibility for work, youth and societal support. Anticipating this change almost all large municipalities have introduced social neighbourhood teams, inspired by the successful model of the ‘Achter-de-Voordeur-aanpak’ (Dutch for ‘Behind the Front Door-approach’). In this article the authors reflect on this development, because of criticisms about the vagueness surrounding the social teams and with its further development in mind. In a historical analysis they look at this phenomenon in relation to its political and policy context. The central research question is the change in vision that has occurred since the first experiments with neighbourhood social teams and the implications for their design. The authors show how the focus in the policy discourse has gradually moved to arguments concerning the efficiency of the societal support, more self-responsibility and self-direction and more participation in the society and the labour process. This makes a different model for neighbourhood teams desirable, especially in terms of (1) the target group of the approach, (2) the depth of the support and (3) the role of the generalist and the room for manoeuvre or the powers this generalist receives. A lot of municipalities choose to discover gradually what works. Next to the time pressure this might explain the vagueness of the plans for the design and organization of neighbourhood teams.

    Nowadays municipalities in the Netherlands work together more intensively with other municipalities in the region. Also cooperation with companies, institutions and societal organizations is more often looked for at the regional level. In practice this brings along many problems and difficulties. For several reasons it appears not to be easy to combine the implementation strengths of municipalities and societal partners. This article presents a new approach (based on the theory of ‘new regionalism’) to regional implementation strength. This approach is not only about designing regional administrations, but is mainly about the factors that induce administrations as well as companies and institutions to commit themselves jointly for the region. To increase the regional implementation strength more is needed than the formation of a regional administrative structure in which municipalities do not cooperate in a non-committal manner. To induce municipalities and societal partners to commit themselves jointly to handling new tasks or new challenges it is also necessary to have a clear strategic vision on these issues that binds parties and makes them enthusiastic and that regional cooperation is rooted in a societal breeding ground. It also asks for an administrative structure that does justice to the contribution every municipality and societal partner makes to the realization of the strategy and for a democratic involvement of municipal councils and sector-based interest groups.

    Concerns about mobile phone masts are often put down as unfounded fears of health risks. However, our ethnographic study of mast siting controversies shows that citizens mostly want to be democratically involved in the siting decisions. There is no room for such engagement in the national antenna policy, thus, citizens shift their attention to the possibility of health risks. The national government responds to this with more research and risk communication. However, the centrality of science leads to a shift in the discussion towards the credibility of science. Even a Klankbordgroep (Sounding Board) with all stakeholders fails to change the focus. This article shows that local conflicts are not so much the result of individual concerns, which is the subject of many social sciences studies, but are the outcome of a dynamic interaction between governments, citizens and scientists. Governments should not frame a local issue only in terms of a scientific problem.

    In the near future, the Dutch government intends to change the rules relating to smoking bans in the hospitality industry again. After a complete ban, coming into force in July 2008, and introducing an exception for small bars in June 2011, the complete ban will return this year. This article describes the law regarding smoking bans in the Netherlands, and reports along researches of the relevant authority and a commercial research institute the effectiveness of the bans. From these findings it becomes clear that the hospitality industry did a good job in complying with the bans. But there is one exception: small bars. Next we explain, based on the ideas of Kagan and Skolnick and Elias the effectiveness of smoking bans.
