    This article offers the reader an overview of arguments for and against the different modes of appointments of Dutch mayors. The authors do this from different perspectives that are based on relevant values of good governance. In relation to the intended deconstitutionalization of the mode of appointment, they want to contribute with this overview to the debate on the role of the mayor and the mode of appointment. The three modes of appointment discussed are nomination by the Crown, election by the municipal council and direct election by citizens. On the basis of this research, they conclude that changing the mode of appointment to one of the three (pure) modes of appointment has advantages as well as disadvantages, but that the combination has important consequences for the functioning of the local governance system as a whole. In addition, they conclude somewhat paradoxically that the mode of appointment is only one of the factors that influences the functioning of a mayor. Therefore, the question about the mode of appointment of Dutch mayors must be considered within a broader framework of possible measures, with the underlying questions: what kind of mayor, and what kind of local governance, do we want ultimately?

Het succes van de business case(s)?

Een casestudy naar de totstandkoming van Wildlands Adventure Zoo

    In 2012, the municipal council of Emmen (a municipality of 107,000 inhabitants in the northeast of the Netherlands) took the final decision for the transformation and rehousing of the Wildlands Adventure Zoo on the basis of a so-called business case. Business cases are also being increasingly used in other organizations and sectors. However, not much is known yet about the qualities of the instrument. This article shows that the use of the business case in a specific case had value. For this case study, over 100 very diverse mainly digital sources, such as official decision-making documents, research reports and statement via social and other media, were used. In this way, in-depth knowledge was acquired about one of the mechanisms that underpinned the creation of the park. The sources are carriers of the narrative ‘Wildlands Emmen.’ Despite the success, a warning is called for. A healthy focus on results can result in ‘escalating’ commitment. Then the parties involved are linked to the project to such an extent that a way back is excluded by definition. Although the business case should be a ‘business-like’ justification, it seems that the mechanism of ‘self-justification’ enters into force. One shows through rationalization that previous decisions were right and then acts on these decisions in a sensible and competent manner. However, alternatives are not explicitly weighed against each other and there can be a tendency to underestimate the risks.

Het electorale succes van etnische minderheden in Brussel: de rol van kiezers en partijen

    European democracies have grown ethnically diverse in the recent years. Yet, ethnic minorities remain underrepresented in politics. Despite the theoretical argument asserting that ethnic minorities should perform better in systems allowing voters to cast intra party preferences, empirical studies bring mixed results. In particular, scholars highlight the role of both parties and voters in explaining the electoral success or failure of ethnic minority candidates. Using data on regional elections between 1995 and 2014 in Brussels, our study shows that even though parties have made gradual efforts to include ethnic minorities on their lists, voters appear to be an important force behind the election of ethnic minorities. We find variations according to party ideology, with socialist and – to a lesser extent – Christian democratic candidates benefiting the most from preferential voting. However, the positive impact of preference votes seems to decrease over time, as parties themselves become more inclusive and tend to allocate more realistic positions to their ethnic minority candidates in recent elections.

Chloé Janssen is als doctoraal onderzoekster verbonden aan het Departement Politieke Wetenschappen van de Vrije Universiteit Brussel. Daarvoor werkte ze als FNRS research fellow aan de Université catholique de Louvain. Haar onderzoek handelt over de politieke vertegenwoordiging van etnische minderheden en vrouwen, en focust in het bijzonder op het effect van het kiessysteem en de rol van politieke partijen.

Régis Dandoy is docent aan de Waseda University (Tokio, Japan) en gastdocent aan de Université catholique de Louvain. Zijn belangrijkste onderzoeksinteresses zijn Belgische politiek, vergelijkend federalisme, regionale politiek en party manifestos. Hij publiceerde hierover in internationale tijdschriften en is tevens coredacteur van verschillende boeken over Belgische politiek.

Silvia Erzeel

    Reading the most recent and most revealing book of Rinus van Schendelen leads to the conclusion that lobbying is not the strongest side of the Netherlands, which is rather strange for a small country with an external orientation that goes back for centuries. As one of the (six) founding fathers of European cooperation the Netherlands could not hold this special position in the EU. The money-driven attitude of the Netherlands may be profitable short-term, but is harmful for the position of the country and for its decentralized authorities (municipalities and provinces). The Dutch political scientist Rinus van Schendelen is well known for his long years of investigation into ‘lobbying’, but what in fact can be called public affairs (PA). In his older work Van Schendelen discusses PA mainly as a managerial, instrumental, Machiavellian means for steering private and public interests. In his new book he further develops this approach by investigating processes which can contribute to the use of PA instruments for sustainable effects. The new book clearly shows that nowadays the intelligent use of social media is a necessary supplement to the intelligent use of traditional PA instruments. Because of the influence of social media an adequate training of PA professionals is urgently needed in social psychology and other relevant disciplines to prevent floor tourists and other adventurers entering the PA scene.


Dr. Ed Figee
Dr. E.L. Figee is van huis uit journalist en promoveerde in 2017 aan de Universiteit Twente. Hij werkte van 1979 tot 2011 nagenoeg onafgebroken in de Haagse politieke arena, aanvankelijk als regionaal parlementair redacteur en vanaf 1995 als Haags (en Brussels) adviseur voor Oost-Nederland. Daarnaast participeerde hij wereldwijd in missies van VNG International voor het revitaliseren van lokale democratieën (veelal in post war countries).

    This article investigates to what extent national and/or local factors influence the performance of national parties in the most recent Flemish and Dutch municipal elections of, respectively, 2012 and 2014.
    Our analyses underscore the impact of local factors on the municipal election results, both in Flanders and in the Netherlands. The number of parties and previous election results have a negative effect on the vote share of national political parties. Contrary to the expectations, participation in local government does not have any influence on the national lists’ elections results.
    Although local factors have to be taken into account to get a better estimation of the performance of national lists in municipal elections, national factors have significant effects as well. Parties doing well at the national elections, are less successful at the local level.

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.
