Dutch mayors are expected to act both as moral person and as moral managers. However, the extent to which council members express such requirements when selecting candidates remains underexplored. To identify possible changes in these expectations following the implementation of a 2016 integrity law, which made the mayor responsible for ‘advancing the administrative integrity of the municipality’, the current article quantitatively analyses 349 vacancy texts for Dutch mayoralty for the time period 2008-2019. Unexpectedly, the authors find that moral person requirements still feature prominently in job advertisements, but that attention is declining. In addition, they find a significant shift from moral-person requirements to moral-management requirements, which indicates that vacancy texts mirror the increasing importance of moral leadership requirements for Dutch mayors. Further, whereas the complex integrity concept requires tailoring to the unique circumstances in municipalities, the authors find that councilors make little effort to provide their own definition of integrity in vacancy texts, which leaves ample room for local customization. |

Predictive tools as instruments for understanding and responding to risky behaviour as early as possible are increasingly becoming a normal feature in local and state agencies. A risk that arises from the implementation of these predictive tools is the problem of dirty data. The input of incorrect or illegally obtained information (‘dirty data’) can influence the quality of the predictions used by local and state agencies, such as the police. The article focuses on the risks of dirty data in predictive policing by the Dutch Police. It describes the possibilities to prevent dirty data from being used in predictive policing tools, such as the Criminality Anticipation System (CAS). It concludes by emphasizing the importance of transparency for any serious solution looking to eliminate the use of dirty data in predictive policing. |

Technological advancements in the field of data analytics, algorithms and AI have dramatically increased opportunities for workplace monitoring. In this article, we discuss some of these digital technologies, and examine their impact on employment relationships and the quality of work. Based on desk research, literature review and interviews, the Rathenau Institute examined a wide range of digital instruments, their scientific basis, implications for the quality of work and relevant legal frameworks. Digital monitoring technologies often quantify work activities. We argue that it is important for organisations to realise that such quantification often negatively impacts both job quality and employment relationships. Responsible use of digital monitoring tools not only requires a broad societal and political dialogue about privacy, discrimination and workload but also a critical reflection on the aim of organisations to use data to understand workers, while not everything of value can be captured in data. |

The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures. |

This paper shows how interactive governance can be helpful in dealing with information asymmetries in the design and administration of public policy. It describes the checks and balances of a properly incentivized mechanism design of contextual or situational contracting that reveals information on diversity in demand for public intervention, deals with complexity, creates commitment to the public cause and disciplines uncooperative behavior. The contractual mode, moreover, discloses the actual trade-offs between rivalling criteria of good governance such as individual freedom, efficiency, distributional concerns and sustainability, deepening our insight in who gets – or pays for – what, when, where, how and why, as the key issues of policy analysis. Evidence from early applications is combined with suggestions for rolling out this new mode of relinking public policy, implementation and external control. |

In the 1990’s, the Dutch social democrats were trailblazers of what became known internationally as the politics of the Third Way, a new middle course between social democracy and neoliberalism. From the start, the Dutch Third Way distinguished itself from its Anglo-Saxon counterparts by its implicit character. The Dutch social democrat party (Partij van de Arbeid, PvdA) never fully embraced the Third Way and has sought to downplay the idea of a break with traditional social democratic thinking, combining Third Way practice with more classical social democratic rhetoric. The resulting political ambiguity, this paper argues, is at the centre of the present identity crisis of the social democrat party. Even though Third Way ideology has at times been declared dead, the range of attitudes, strategies and policy proposals that were introduced under its banner, still play a vital and prominent role in Dutch politics. While in the UK and the US, communitarianism was from the very beginning a defining feature of the Third Way, in the Netherlands this only came to the fore in 2012 under the leadership of Samsom and Asscher, and in the plea for a participation society under the Rutte II government. Leading us to conclude that the reports of the Third Way’s death are greatly exaggerated. |

Citizen participation is firmly on the agenda of many Western policy makers. Numerous opportunities for individuals to participate in public decision-making have been created. However, few citizens use these opportunities. Those who do are often the highly educated, white, middle and upper classes that also tend to dominate other democratic spaces. Opportunities to become active can increase inequalities in terms of whose voices are heard in public decision-making. This fundamentally challenges the central democratic value of equality. Nevertheless, others can represent the interests of those who remain silent. Using the concept of representative claim this paper explores a variety of forms of representation (electoral, formal non-electoral and informal self-appointed) in the domain of social policy which is currently decentralized in the Netherlands. We conclude that especially informal self-appointed representatives such as medical professionals, churches and patient organizations can potentially play an important role in representing groups who often remain unheard in the public debate. They can therefore play an important role in ensuring the democratic quality of the decentralization process. |

Regulatory supervision and inspection have become key features of public governance, some authors even talk about the ‘audit society’ or the age of ‘regulatory capitalism’. Despite international research showing the importance of trust in supervisory relations, there is still a fierce debate about the role of trust in Dutch supervisory relations. Several inspectorates have incorporated trust as a central theme in their supervisory policy. This article describes the role of trust within the policy of the Dutch Healthcare Inspectorate (IGZ). This research addresses four themes in dealing with the concept of trust in supervisory relations: from transparency to accountability, from output performance to performance and risk management, from trust or control to trust and control, and, finally, a special regime for reliable inspectees. The empirical analysis in this paper contributes to the knowledge about the role of trust in supervision (policy) and to the debate about the role of trust in regulatory supervision policy. |

The lessons learned from the financial crisis are not necessarily limited to the financial sector. Both the financial sector and the public sector have to deal with perverse effects. The effects can be related to a reduction of complexity and plurality through introducing (oversimplified and one dimensional) models and financial incentives. However, in doing this, complexity and plurality are often lost: the neglect of multiple interests, goal replacement and too much focus on short term results. As a consequence perverse effects arise. |

The credit crisis that began in the summer of 2007 has fundamentally challenged much financial regulation and the political institutions that produced it. Measured against the criticisms that have been brought forth against previous financial governance, the extent of governments’ overall reform ambitions has been disappointing. Starting from this observation, this article asks: what explains governments’ reform choices, and thus also their limited ambitions? To explore this question, this article focuses on the positions that four governments central to global financial regulation (the USA, the UK, Germany and France) have taken in advance of the G20 meetings in 2009 across four key issue areas: accounting standards, derivatives trading, credit ratings agencies and banking rules. It evaluates both the overlap between positions across domains and governments as well as the differences between them. Such variation, we argue, provides key clues to the overall drivers behind reforms – as well as their limits. The overall picture that emerges can be summarized as follows: governments have been staunch defenders of their national firms’ competitive interests in regulatory reforms. That has not necessarily meant that they followed industry preferences across the board. It has been the relative impact, compared to foreign competitors, that counted in reform positions, not the absolute impact. These differences of opinion have played out within the context and the limits of the overall debates about thinkable policy alternatives. In spite of fundamental criticisms of pre-crisis regulatory orthodoxy, convincing and coherent alternatives have been forthcoming slowly at best. This has made reform proposals less radical than criticisms, seen on their own, might suggest. |

De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises. |

This paper reports on a qualitative interview study into the prioritization and interpretation of public values government elites in the Netherlands, comparing value preferences between political and administrative elites. Based on 65 in-depth interviews with MPs, ministers and senior civil servants, statements on four public values (responsiveness, expertise, lawfulness, transparency) that have been deducted through a substantive literature review, are coded and categorized. Overall, political and administrative value preferences in the Netherlands turn out to be more similar than they are different. However, mutual perceptions emphasize differences and contrasts. Theoretical and practical implications of the results are offered and hypotheses are formulated for future studies. |

The private security sector is rapidly growing and their operations more and more comprise policing and public order maintenance, tasks which to date have been government’s primary responsibility. Some fear this development because the private sector is characterized by market values as profitability and efficiency instead of public sector values such as lawfulness and impartiality, putting the quality of public safety at risk. In this article the professional values, norms and motivations of police officers and private security employees in the Netherlands are compared on the basis of a standardized survey. The main conclusion is that there are large differences in how both groups perceive each other, however the underlying professional morale is actually more similar than different. |

Behind many notions of ‘governance’, there lies the image of a ‘modest’ or ‘retreating’ state. The assumption is that local and national authorities can only perform effectively if in cooperation with other public and private actors. Generally, it is said, governments increasingly lack the legitimacy for top-down interventions and hence the need of including participative citizen involvement in policy making and implementation. In recent years this democratic image has been disputed in scientific debates because of its lack of attention for new forms of interventionism by the state in societal processes, e.g. crime, youth care, immigration and integration. In this article, we aim to contribute to this other understanding of modern governance by analysing Dutch political discourse between 2001 and 2010 on (implicit) notions of the role and responsibility of the state. We show how the idea of ‘responsibilisation’ of citizens is turned into an argument for more instead of less state involvement in societal processes and citizens’ lives. By emphasizing ‘shared responsibilities’ between government and society, a tricky picture of parity is sketched of this relation. Dutch government presents itself as ‘an ally’ of citizens in fighting pressing social problems, but in the meantime an ideal of ‘responsible behaviour’ is constructed, namely, citizen behaviour in concordance with government’s policy ambitions. Within this political discourse, the socio-liberal idea of ‘responsibility’ turns into ‘responsibilisation on government’s terms’ and ‘irresponsible’ behaviour becomes a legitimate focal point for deep state interventions through techniques of governance. |

A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo. |

Agricultural production systems may influence each other in a negative way, with conflicts as a consequence. In general, such conflicts are resolved technically in an ad hoc manner, at farm or greenhouse level. There is no structural attention to so-called co-existence problems. This article makes a plea for acknowledging such problems as policy issues and for grouping these together under the label of co-existence conflicts, broadening this phrase beyond its traditional meaning related to conventional, organic and GM crop production. Co-existence conflicts are concrete, local expressions of the tensions between conflicting values incorporated in the current agricultural system. It is argued that because they are manifestations of conflicting value systems, they offer useful stepping-stones to practically organise and channel discussions on sustainable development in agriculture. |

For many years now, citizenship has been a hot topic in Dutch politics. The activation and participation of citizens has been part and parcel of many policy initiatives. In this fashion, the current cabinet of Prime Minister Rutte has stressed the virtues of a ‘big society’ and a ‘small government’. We call this the new civility: a citizenship philosophy in which an ethico-economic claim of self-sufficiency is accompanied by a strong anticipation of policy conformity. Notably, the democratic legitimation of the new civility has been reversed. Now it is government which demands civic accountability, not the other way around. Responsible citizenship, not responsible government is at its heart. Furthermore, the new civility is based on a reversal of the Mandevillean idea of private vices and public benefits. We illustrate its ambiguous strands by a case study of a citizen’s initiative project in the city of Dordrecht. We conclude by showing how the tension between the values of civil self-sufficiency and policy conformity ironically can turn out in a-political conception of citizenship. |
