    Municipalities play an important role in the Dutch energy transition. Therefore, they are expected to deal both sufficiently and timely with their tasks. The question is whether they have the capacity to do so (governing capacity). This study aims to assess whether improving governing capacity can be used to improve the policy performance. We operationalized governing capacity and built a model to assess the relation between several conditions for governing capacity and policy performance for three domains of the energy transition: built environment, mobility and renewables. We found no direct relationship between perceived governing capacity and energy transition policy output. However, we found relationships between conditions for governing capacity, and the policy output. About 25 percent of the total variance in policy performance could be attributed to population size. This percentage levels up to 55 to 60 percent if the motivation of the local administration, cooperation between municipalities and other governmental organisations and the participation of citizens and businesses are also taken into account. This contradicts the idea that enlarging municipalities is the most important way to achieve a higher policy performance.

    This article clarifies the democratic problems of multilevel governance, with a focus on the Regional Energy Strategy decision-making process. First, the risks that these democratic problems entail for democratic support and for the quality and speed of decision-making are discussed. Next, these problems – and their possible solutions – are discussed by means of three approaches to democracy: representative democracy, pluralist democracy and participatory democracy. A tailor-made mix of these three approaches is recommended as most useful for a solid democratic anchorage of multilevel governance.

    The concept of self-reliant citizens reflects an ideology of citizenship that is multiple and flexible. It could be regarded as a ‘plastic’ word, malleable and adjustable according to convictions, needs and purposes. This study shows the importance of considering the way in which ideological views on citizenship are transferred, adjusted and enacted in an organizational context. On the basis of a case study at the Dutch Tax and Customs Administration (DTCA), we contribute to knowledge on the way processes of framing interrelate on micro, meso and macro levels. We found that frames on self-reliance are enacted in a way that tensions and dilemmas are neutralized or reduced. In a dynamic context of conflicting goals and limited resources, DTCA-employees create meanings of self-reliance which legitimate practices and policies. By doing this they reproduce both organizational and social perspectives. Accounts of citizenship play an important role in this process. Self-reliant citizens are presented as active and responsible. The need of help is imagined as a normal and yet an atypical situation. This study promotes attention to the possibility that organizational systems reproduce perspectives in a way that alternative views remain unnoticed, whereas organizational choices are silently accepted as natural facts.

    According to the outgoing European Commissioner Pierre Moscovici, the European Union (EU) has made more progress in tackling tax avoidance and evasion in the last five years than in the twenty years before that. This article argues that although several targeted measures have indeed been adopted, such as automatic exchange of tax rulings and limitations on interest deductions, this has not led to a structural change in EU corporate tax policies, nor in underlying power relations. The article discusses the politics of a number of recent policy developments related to tax avoidance and evasion by transnational corporations. It argues that the adoption of targeted measures, and the simultaneous stalling of more comprehensive approaches – in terms of tax transparency or a common consolidated corporate tax base – can be explained by recent tax controversies, international politics, and the dynamics within and between EU institutions. Particular attention is paid to the role of the European Parliament that is formally limited, but still houses progressive forces that have continuously pushed for a clampdown on tax avoidance. Finally, the article pleads for more transparent EU decision-making, specifically concerning discussions with and within the Council, in order to improve the democratic legitimacy of EU corporate tax policies and processes.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo.

Welke burger telt mee(r) in de doe-democratie?

    In citizens’ initiatives (CI’s) citizens themselves take action to solve problems in their community. Many Dutch municipalities have adopted policies to facilitate CI’s. This raises a number of issues. For example who are involved in such initiatives? And, which problems are likely to be addressed? Such questions are pertinent, because for other forms of civic participation research has demonstrated that privileged social groups are overrepresented. We have compared groups of citizens who are actively involved in CI’s with less active citizens. It is demonstrated that in keeping with previous findings privileged social groups (e.g. high income and well educated people) are overrepresented amongst the more active citizens. This is true for both individual and collective neighbourhood initiatives. However, we did not find an overrepresentation of males amongst the activists. In answering the second question, we have looked at the concerns and worries of the citizens. There is no evidence of systematic differences in the problem definitions of more and less active citizens. This mitigates problem of the social selectivity in civic participation: if citizens agree about the issues to be addressed, who cares about who does the job, provided that someone is willing to do it?

    The problem of climate change is high on the various political-administrative agendas, both national and international. At the same time the problem is full of uncertainties and controversies. Adaptation to climate change asks for adjustments in our spatial planning, but can also necessitate changes in the distribution of public and private responsibilities. A crucial question is how the legitimacy of adaptation measures can be organized in a context surrounded with uncertainties, controversies and conflicting interests. In this paper we introduce the central theme of this special issue and the various contributions.

Etatisme in de polder?

    Decision-making in the Netherlands is generally characterised as (neo) corporatist. Whether stakeholders enjoy a similar level of access to, and influence on the formulation of the national position, which the Dutch government advocates in Brussels, remains however unclear. This article aims at providing a first tentative answer to this question by studying the formulation of the Dutch position on EU resolution 882/2004 concerning the official controls on compliance with feed and food law, animal health and animal welfare.

    In-depth analysis of this case reveals that the development process of the Dutch stance on 882/2004 was largely devoid of stakeholder-input. As such, this process may be characterised as essentially etatist rather than corporatist. Moreover, it was established – as expected – that specialised lobby groups – those that could offer additional information and expertise to the dossier team responsible for 882/2004 – were able to exert more influence than general advocacy groups. Finally, the hypothesis that openness leads to more stakeholder-influence was not confirmed in this case. To the contrary, only during private bilateral discussion did a selection of business organizations manage to convince the dossier team of the benefits of limited border controls.
