    The Anthropocene offers a narrative to rethink the full range of present-day institutions. The urgency, complexity and scope of the ecological challenges that are upon us provide important challenges. Traditional institutions may be up to the task or be able to adapt to the new challenges, but likely new institutional perspectives will be required. The idea of ‘ecological reflexivity’ is helpful to critically explore some new and important institutional features for the Antropocene: recognition of the non-human world and its voices, reflection upon what works and upon what can be imagined, and response in terms of new practices and functions. We explore these features and offer some examples of new institutions.

    Theory about participation has long moved beyond merely informing citizens, arguing for more influential and effective instruments. Nevertheless, ‘inspraak’ remains widely implemented in Dutch practice, with mixed results. This article argues that the deliberative quality of the instrument is closely related to the performance of power. Dramaturgical concepts are employed to analyze resistance against the siting of a homeless facility in an Amsterdam neighborhood. One particular evening sets the stage for escalation, which ultimately frustrates the policy process. The analysis shows how the performance of the meeting invokes specific kinds of resistance. A different performance of ‘informing’ could potentially improve the quality of the public sphere.

    The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    Good work of any professional, including that of academics, consists of three elements: Ethics, Excellence and Engagement. Psychology professor Howard Gardner from Harvard developed a toolkit to identify the specifics of these three E’s for different professionals. Professor Gabriël van den Brink, Wout Scholten and Thijs Jansen unraveled how excellence, ethics and engagement are defined by Dutch academic scholars. They question the effects of an academic regime in which judgements about scientific quality are replaced by the counting of publications, the education of students is severely neglected and job satisfaction has been affected by bureaucratic obligations. Speaking about the human sciences more specifically, this essay advocates a better understanding of social complexity, a more convincing engagement with problems that influence many people and acknowledgement of the fact that the human sciences can only demonstrate their relevance in the long run.

    This paper shows how interactive governance can be helpful in dealing with information asymmetries in the design and administration of public policy. It describes the checks and balances of a properly incentivized mechanism design of contextual or situational contracting that reveals information on diversity in demand for public intervention, deals with complexity, creates commitment to the public cause and disciplines uncooperative behavior. The contractual mode, moreover, discloses the actual trade-offs between rivalling criteria of good governance such as individual freedom, efficiency, distributional concerns and sustainability, deepening our insight in who gets – or pays for – what, when, where, how and why, as the key issues of policy analysis. Evidence from early applications is combined with suggestions for rolling out this new mode of relinking public policy, implementation and external control.

    In this article, based on a case study regarding the merger of boroughs within the municipality of Amsterdam, different perspectives are brought together to provide an overall analysis leading to insight into the change in the organizational culture. A particular research methodology is used to shed light on three elements of organizational culture: mindset (values), arena (group) and behavior. Through periodical measurements the effects of interventions and the progress in culture change is followed. It is argued that measurement instruments to explore the shifts in thinking and action are useful but limited. Policy makers and organizational actors from all hierarchical levels are shown to be influenced and disciplined by the actual existing change discourse to various degrees. Every organization nowadays must prove to the market that it is capable of change. Stories about organizational flexibility are embedded in more macro-stories of the changes in economic life. This article provides insight into the complexity of organizational discourse and the philosophical and sociological richness that it embodies. Therefore anthropological concepts are used which make the case more understandable in terms of rules and procedures that construct and legitimate the way we see things and talk about them.

    The lessons learned from the financial crisis are not necessarily limited to the financial sector. Both the financial sector and the public sector have to deal with perverse effects. The effects can be related to a reduction of complexity and plurality through introducing (oversimplified and one dimensional) models and financial incentives. However, in doing this, complexity and plurality are often lost: the neglect of multiple interests, goal replacement and too much focus on short term results. As a consequence perverse effects arise.
    Public sectors and organizations face internal and external pressure to act as they do. At the level of organizations or groups this may involve groupthink; at institutional level uniformity is promoted by the dynamics of isomorphism. This article is a critique on simplification and a plea for the (re)introduction of plurality. More specifically, we stress the importance of individual moral responsibility as a resource for and a way to preserve plurality. Not because that is the only option, but because it is an option that we believe deserves more attention. Other options such as changing regulations and changing the structure of supervision are already broadly discussed. We want to draw attention to the individual as parts of multiple organizations and systems. Individuals are therefore a natural carrier of multiplicity and plurality. Taking moral responsibility serious is not an easy task, but a meaningful step towards awareness of perverse effects due to reduction of complexity and plurality.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    There are many different ways in which employees may choose to address unequal treatment at work. They may do so themselves, in an informal or formal manner on the work floor. They may also, at some stage in the dispute, decide to involve specialized advisers such as legal advisers, anti-discrimination officers, health and safety executives and labour unions. It is generally assumed that consulting such specialized advisers will help the employee to address unequal treatment more successfully. In this paper, the effectiveness of the interorganizational field of specialized advisers is analyzed on the basis of an elaborate study among different types of respondents. The main finding is that fear of retaliation plays a crucial role in seeking and receiving specialized advice and that the existing interorganizational field broadly fails to cope with this fear. To resolve this issue, the field needs an improved governance structure with better co-ordination between different types of advisers.

    The application to animals of biotechnological techniques raises moral dilemmas and requires collective agreements. Under what circumstances, for example, are applications permissible? The technological and ethical complexity of biotechnology makes it difficult to arrive at such agreements. With the recent Animal Biotechnology Act, the Dutch Minister of Agriculture has created an arrangement that should facilitate social learning. Did the arrangement work out as planned? This evaluation study demonstrates that very little substantive learning has taken place: positions have become more rigid and antagonists continue to contest one another in a legal discourse. The legalization has hindered learning processes but presents the opportunity for a polarized debate to be conducted within the same institutional framework.

    Cities are in stage of transformation under the combined effect of enlargement of scale and the enlargement of scope of urban activities. The enlargement of scale is visible in the regionalization of urban development. Housing markets, labor markets and mobility patterns crystallize at regional level. However, the scaling up of urban life is not just an extension of the city as is experienced over more than a century. The simultaneous enlargement of scope makes the transformation more complex and dependant on external connections, both in the private and the public sector. The essay explores concepts that try to explain the nature of this new complexity. What is the meaning of 'urban space' and 'urban place' under the conditions of globalization? And what are the consequences for the guidance of collective action in the context of multi actor and multi level governance? The nature of urban change is illustrated in the case of the Randstad Holland, in particular the region of Amsterdam.

    This paper addresses the question whether potentially conflicting health policy goals can explain the presence of multiple competing health policy programs. For more than fifteen years, successive government coalitions have proposed to replace the dominating policy program of supply and price regulation by the policy program of regulated competition. Due to its institutional and technical complexity, however, so far most efforts have been focused on the realization of the appropriate preconditions for regulated competition and the actual implementation is still in its infancy. The remarkable perseverance of the market-oriented policy program can be explained by the fact that it offers, at least in theory, a single comprehensive solution for satisfying both efficiency and equity goals. Even if the program succeeds in fostering efficiency while maintaining equity, several reasons are pointed out why the market-oriented program is unlikely to fully replace supply and price regulation. First, the market-oriented program does not seem suitable for all health sectors or even for all geographical markets within a specific sector. Second, the market-oriented program is unlikely to meet political objectives about the desired level of public health spending.
