    The Dutch digital fraud detection system SyRI was announced to set up to detect social security fraud quickly and effectively and by doing so, maintain support for the social security system. It was the formal position that for the sake of effectiveness, no information about the algorithm and very limited information about the application of the system should be shared. The authors argue on the basis of a policy analysis, a legal exploration and a literature study that the lack of transparency about the chosen method and the application of the digital fraud detection system in social security can have far-reaching consequences for both the individual and society . The information sharing and the use of algorithms can lead to suspicion of and declining confidence in the government, and a reduced motivation to comply with the prevailing rules. This could undermine the original purpose.

    The idea of animal rights is sympathetic with regards to animal suffering. Including these rights in the constitution has enormous symbolic value: it underlines the important moral position of other creatures. Nevertheless, in this contribution it is stated that the attribution of rights to other than human animals in a legal system that is developed for and run by human animals, is in a sense speciesistic: other than human animals cannot fence for themselves within our legal arena. The law as we know it, is an important tool in addressing human behaviour towards other species.

    This paper investigates the effects of neighbourhood change caused by the inflow of new residents in the still existing social rental stock in a post-World War II district next to the effects of the changing population as the result of urban restructuring. All residents, native Dutch and residents that belong to an ethnic minority, are critical about the occurring concentration of the latter in the existing rental housing stock. Loss of respectability and of shared norms and values of how to live in the neighbourhood play an important role in the critical stance of mostly older Dutch native residents. Residents with a migrant background criticize the concentration as a negative influence for their integration in Dutch society. Most residents support the idea of a mixed neighbourhood based on income and ethnicity. Restructuring by demolition of old social rental dwellings and new housing development for owner-occupiers is supported by most residents, based on the positive impact on the liveability. Urban restructuring has however not decreased the share of non-Dutch-native residents but it did bring more middle-class households. In the view of the residents these are ‘decent people’ as they have to work in daytime and do not linger at night in the streets.

    The impact of residualisation on social work has so far hardly been explored. Based on existing literature and recently started empirical research in Amsterdam we analyze several consequences. Residualisation refers to the process whereby urban social housing is strictly allocated to the lowest income groups. What does this concentration of disadvantaged households mean for the role of social workers? Firstly, for community workers residualisation mostly implies a renewed role as instigators of residents’ participation in urban renewal trajectories for social mix. Furthermore community activities are increasingly used to offer safe havens for new and old groups of residents and also to prevent expensive treatments for several residential groups. For social workers focusing on individual support or casework residualisation results in an increasingly complex caseload. Residualisation does not imply extra formation for social work, but rather extra attention for the effortful coproduction of welfare between formal and informal actors. Within this playing field, we distinguish link work as vital for both formal and informal social work. Link work is about establishing vertical and horizontal connections between different worlds, across sectoral, professional or trust gaps. We expect that in areas of residualisation successful urban social work is dependent on strong linking skills.

    Theory about participation has long moved beyond merely informing citizens, arguing for more influential and effective instruments. Nevertheless, ‘inspraak’ remains widely implemented in Dutch practice, with mixed results. This article argues that the deliberative quality of the instrument is closely related to the performance of power. Dramaturgical concepts are employed to analyze resistance against the siting of a homeless facility in an Amsterdam neighborhood. One particular evening sets the stage for escalation, which ultimately frustrates the policy process. The analysis shows how the performance of the meeting invokes specific kinds of resistance. A different performance of ‘informing’ could potentially improve the quality of the public sphere.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    The Internet of Things generates a wealth of data (big data) about personal behaviour, which can be used for marketing purposes. It brings about both benefits and costs in terms of societal welfare. Various forms of government intervention are needed to safeguard the public interests associated with these welfare effects. These public interest relate, on the one hand, to public availability of data and information, to repairing informational asymmetries, and on the other hand to providing personal security and privacy protection. This article discusses, from the perspective of the principal/agent approach to regulation, how the design of applications and systems in the Internet of Things can best be shaped. The example of the smart thermostat Toon® of the Dutch energy provider Eneco shows how an intensive collaboration between designers and software engineers may contribute to both proper data protection and to provide an incentive to save energy.

    Although in many Western European countries women have entered the workforce in large numbers this has not resulted in an equal representation in senior positions. Little is known about how organizational policies could be changed and what initiatives have proven to be effective in raising the number of women in the top of organizations. This article examines the effectiveness of measures taken by organizations to increase the number of women in senior management positions. We have reviewed literature regarding the effects of various types of measures on realizing more women in senior positions. The outcomes of this literature review have been used as a framework for an empirical analysis of the effectiveness of measures taken by companies. Data from the Charter Talent to the Top show that adopting a broad range of measures at the strategic level leads to a higher share of women in senior management positions. HR instruments and communication strategies also affect the proportion of women at the top. More specifically, facilitating flexible work options, external communication about the organization’s diversity goals, and increasing women’s visibility within the organization all have positive effects on the share of women in the top.

    The traditional authority of mayors and aldermen is readily challenged. Formal positions do no longer constitute authority. For that reason, new political repertoires are being sought after and are being developed by local political-executive leaders. This article analyses and compares the sources of authority for mayors and aldermen: how can they develop, maintain, and strengthen their authority? It develops an innovative typology of sources of authority. A distinction is made between institutional, positional, and personal sources of authority. The model is applied to the mayors and aldermen in relation to relevant socio-political developments that affect the two offices. It is found that the authority of mayors rests on institutional sources of authority more so than that of aldermen. For the latter, positional and personal sources of authority are more important. At the same time, personal sources of authority have become very important for mayors as well as aldermen. The results call upon mayors and aldermen’s skills and competences to develop personal authority through persuasion.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    When people think of Pim Fortuyn, most of them mainly remember his national campaign and (electoral) debates. However, Fortuyn also had an impact in local politics. With the local party Liveable Rotterdam (Leefbaar Rotterdam) he won the 2002 Rotterdam municipal elections with almost 35 procent of the votes and was involved in coalition talks with the Liberal Party and the Christian Democratic Party. Without Fortuyn, who was murdered in 2002, Liveable Rotterdam was able to implement several parts of its electoral programme (Van Ostaaijen 2010, 2011). But Fortuyn’s anti-establishment attitude was not unprecedented at the local level. Many local parties, meaning parties not affiliated to a national party, already portrayed styles of anti-establishment, especially the so-called ‘Liveable’ (Leefbaar) parties. In this article, the development of those parties, mainly since 2002, is described and discussed. The electoral results of these parties are, where possible, linked or hypothesised to the rise of Fortuyn.

    A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo.

    Climate change forces to a fundamental reconsideration of our strategic policy, and especially of the relationship between policy and law. With regard to political urgent topics, a tendency towards policy instrumentalism always lies in wait. In the current policy practice this problem manifests itself in the application of law (in many detailed norm prescriptions) and – curiously – also in its policy counterpart: the search towards informal but even goal specific policy processes.

    The authors plead for dealing with spatial climate challenges by creating room for a strategic policy perspective and a sustainable approach of the relation between law and policy. A qualitative approach of policy and law necessitates an innovative juridical transformation: the use of general normative rules which give direction to flexible policy processes in multiple, specific policy situations.

    Fathers may fundamentally change their behaviour, depending on the context. In this article, this aspect was investigated on the basis of three exceptional practices. The 'standard practice' has been defined as a living unit consisting of a man, a woman and one or more children, with the man working outside the home at regular times (generally from 9-17 hours) and the woman being (largely) responsible for household and care tasks. We speak of an exceptional practice if the man works non-regular hours, or has an unusual working pattern, or is part of a special type of household. The study involved around thirty such households, subdivided into the households of homosexual fathers, shiftworkers and teleworkers. The main conclusion of the article into exceptional practices is that men's views and preferences as regards the distribution of tasks between men and women are closely linked to the context in which they perform these tasks. In households characterised by a more balanced distribution of tasks, the alleged skills and preferences of men and the tradition in which they grew up have become largely or totally irrelevant. It turns out that men's opinions may change in situations where men are forced to carry out certain tasks because of a change in circumstances (different working hours, working patterns or alternative lifestyles). In that case, even supposedly poor skills are suddenly of little or no importance. Being 'alone' at home with the children appears to be an important stimulus to actually perform care tasks.

    In February 2004, a highly debated research report with the title 'A Burdened Relation. 25 Years Development Aid between the Netherlands and Surinam' was sent to parliament. The study was conducted by a Netherlands scientist and a Surinam senior official (Kruijt and Maks, 2004). Their central aim was to execute a 'quick scan lessons learned evaluation' in order to arrive at a research agenda for a more detailed and profound study of the bilateral development aid relations of the two countries. In spite of this, the Netherlands minister for Development Aid decided in June 2005 to terminate the research project. Main argument she put forward to underpin the decision was that further research would add just about nothing to what already was known, or could be thought relevant for policymaking. The author of this article questions the validity of the argument of the minister. She scrutinizes the threefold research task, the research process and the results of the joint exercise. This demonstrates that the review holds a future scientific research agenda that is both innovative and provocative. Furthermore, she points out that the political ups and downs that accompanied the publication contain some additional practical insights.
