    Despite notable progress, women remain heavily underrepresented in virtually all layers of the Dutch political system. Only one in three Dutch MPs is currently female. The Minister of the Interior has recently made a number of suggestions to increase gender diversity in politics, in light of 100 years of active voting rights for women. Gender in politics is about much more than the number of women though: it is about the role and position of women in politics as well as about the uneven gendered influence of politics. This introduction discusses the importance of focusing on women and gender in politics, and introduces the four contributions to this Dossier. We specifically call for an intersectional perspective and the various dimensions of gender in and of politics.

    In this feature authors discuss recent research findings that are of interest to readers of Beleid en Maatschappij.
    We calculate and describe profits obtained by health organizations in The Netherlands in the years 2014 and 2015. We distinguish between profit and not-for-profit organizations. We find that on average net profits amount to about 2 percent on turnover with a peak of more than 3 percent for mental-healthcare organizations. If we take the size of organizations into account, we find that for-profit organizations with a turnover of less than 1 million euro tend to have on average net profit rates of 4 percent to more than 5 percent with peaks amounting to more than 50 percent. We are not yet able to come up with explanations for these excessively high profit rates in parts of the Dutch health care sector. On the other hand, the highest losses can be found in small-sized organizations as well. We delved deeper into the financial accounts of a few for-profit organizations and found indications of misreporting of turnover or number of treatments. On the other hand, bad management and unhealthy cost structures might explain why some organizations incur excessive big losses. The sector does not appear to be well monitored by the government.

    The key question of this study is whether policies adopted elsewhere in Europe might be useful in helping to increase the labour force participation of women and of older workers in the Netherlands, and thus improve the financial basis for social security arrangements. We examined the effectiveness of national policy measures over and above that of the individual-level determinants that are traditionally examined in economic and sociological studies. The data on labour force participation are from the European Social Survey, and information on public policy arrangements comes from the MULTILINKS database. Regarding the labour force participation of women, findings show the importance of distinguishing financial measures and care services. Women generally work fewer hours per week in countries with generous financial support for families (tax benefits, child support), and more hours in countries with generous parental leaves. Regarding the participation of older workers, findings show the importance of distinguishing the minimum pension level (negative association with the likelihood of having a job) and pension as a proportion of earned wage (no association with having a job). A novelty of the present study is its ability to demonstrate the impact of national arrangements at the level of individual participation behaviour.

    A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo.

    Between 1800 and 2000 Dutch population increased from two million souls to sixteen million inhabitants. By the end of the 20th century, however, this spectacular growth slowed down to such a degree that some observers predicted a decline of population in the near future. This paper focuses mainly on the period before the great turn. We will present differences in population growth in time and between regions from 1800 on, but we also deal with the consequences of two centuries of population growth: urbanization and changes in age distribution, in sex ratio, in the composition of occupational population, and in the changing numerical relationships between denominations. In our conclusion we use the historical perspective to assess whether or not the Dutch population will decrease and if so, what consequences can be expected.

    Municipalities expect that outsourcing, autonomization and privatization will reduce costs or even create revenues. Such decisions also have costs. An analysis of 38 reports by local audit offices shows that municipalities are not aware or unable to calculate these costs. Based on thirteen cases of autonomization and privatization in a large Dutch municipality, this article shows for example that personnel costs can be very high. Municipalities should therefore make better informed decisions, based on managerial considerations, rather than political reasons.

    Uncertainties about climate change are a major incentive for the Dutch government to communicate frequently about risks related to water safety. In September 2008, the 'New Delta Committee' even presented several coping strategies to safeguard the low-lying Delta of The Netherlands far into the next century. The government assumes that increased high water risk awareness and behaviour in society, based on a risk-based approach, is an important factor for sustainable future living with water and thus made this into the spearhead of policy. However, the main part of Dutch society still lives in a flush of victory. The Delta Works symbolize the victory over the water; The Netherlands is safe. The government doesn't succeed satisfactorily to realize high water risk awareness and behaviour in its society, notwithstanding years of campaigning. Cultural sociologists Heems and Kothuis demonstrate by means of a discourse analysis of public campaigns that government communication on high water safety is not only entangled but also creates confusion. Reason of the entanglement in communication is a breakthrough of the taboo on publicly speaking of a flood disaster as a realistic scenario. The confusion obstructs the Dutch government to bridge the gap in perception between itself and society and to achieve its policy objectives.

    Across Europe, urban education systems are struggling with the process of integration of immigrants in its schools. This article explores the most important aspects of this new urban phenomenon and its impact on urban school systems in the Netherlands. It clearly shows that ethnic segregation in elementary and secondary schools is widespread in Dutch cities. This ethnic segregation is caused by a combination of residential segregation, and, as our own studies prove, of parental choice. The article also deals with recent Dutch studies on the effects of segregation. Finally, it treats the question how schools and authorities, in a long-standing tradition of parental choice, are dealing with this segregation.
