    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

Catharsis: een vergeten functie van financiële verantwoording

    Performance Budgeting has been introduced to gain greater managerial control over the outcomes and efficiency of policies and their budgets. Strikingly, a growing body of literature has explained that politicians hardly use performance information or only to emotionally judge government performance. We, however, propose understanding the emotional use of performance information as catharsis. Catharsis is the ritual of emotional and moral judging to understand and initiate improvement. Catharsis has been named as an important function of accountability, but has not been researched in the field of Public Administration. We discuss the concept of catharsis in relation to accountability and show that, by using evidence from its role in Dutch parliament, the use of ‘cathartic emotions’ are omnipresent in financial debates, especially when parliamentary enquiries and annual budgets are debated. Based on these findings catharsis should be understood as a much more serious function of accountability by both academics and public officials.

    New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation.

    Local authorities expect citizens to fulfil an increasing number of public services. In that context, citizen-based networks are emerging as means to fulfil a variety of public tasks, varying from supporting young entrepreneurs and strengthening social cohesion, to providing local care. In this article, we address the following questions: Which phases do community enterprises pass through in their efforts towards realising a sustainable contribution and how do participation professionals support these phases? To respond to this question, researchers followed seven community enterprises based in Amsterdam over a two-year period. We identified a typology of four development phases, with particular attention to the interaction between external participation professionals and the key persons of community enterprises. The study has practical relevance for governance of citizen participation and also raises important follow-up questions about the role of the local government.

    This article explores how we can gain insight into the quality of local government with the help of the public value perspective. The public value perspective does not evaluate government through generalised standards or benchmarks, but through the judgments of the actors involved in the policy. This approach could do better justice to the unique context of different governments, such as different local governments. The public value perspective, however, is hampered by the competing expectations that actors have of public policy and their generally negative bias towards the government. Based on 71 interviews with local actors in six municipalities, we show how the public value approach does indeed yields many different and critical perspectives, even within municipalities that are considered successful by national experts. However, we also show which connections exist between these seemingly competing perspectives and how sombre judgments about past governance are actually influenced by optimistic ambitions for the future.

    With her chair in urban development management, Ellen van Bueren investigates policy, governance and management issues. Cities, as economic and cultural centres in our society, are major consumers of resources. They not only contribute to problems such as climate change, but also experience the risks and consequences thereof. Technological solutions to these problems are difficult to implement. They require larger-scale system changes, or encounter resistance. Making cities sustainable not only requires technical solutions, but also institutional innovation. A socio-technical-ecological system approach to cities shows the coherence and complexity of issues. Issues play on multiple scales, are cross-sectoral, and require an interaction of citizens, companies, and governments. Moreover, the playing field between these groups of actors is changing rapidly, technological empowerment in particular has made the citizen a much more equal player alongside the government and business. Existing instruments and approaches are not sufficient to approach sustainability issues. To identify and address these issues, cooperation between science and society is necessary. Multi- and transdisciplinary learning environments enable researchers and students to identify issues, to answer questions and to try out solutions together with stakeholders. Such environments are indispensable for the development of sustainable cities.

    This article presents the research program into governance in a knowledge society of professor Albert Meijer and colleagues at Utrecht University. The knowledge society is a society in which (1) citizens are higher educated that ever before and their level of education largely determines their societal position, (2) knowledge plays a key role in administrative and policy processes and is increasingly contested and (3) technology plays a key role in every facet of societal life. Research into governance of and in the knowledge society requires a transdisciplinary and plural approach to scientific work. Transdisciplinarity entails combining insights from science with various forms of contextual and practical knowledge. A plural approach to scientific works means that we should not only do explanatory empirical work but also theoretical, normative and prescriptive research. The overall ambition of this research program is to contribute to a democratic debate about the governance of the future.

    The work of Elinor Ostrom suggests that under certain conditions local communities are better able to sustainably manage so-called common pool resources than an external party such as government. In this article I explore whether and to what extent those conditions also apply to the governance of the Dutch welfare state. I show that in the current participation society there are numerous examples in which self-governance seems to be successful and in which Ostrom’s conditions seem to play an important role. On that basis, I come to the conclusion that citizens – under certain institutional conditions – may be better able to resolve social problems among themselves than through external interventions. This requires a shift from public administration to self-administration.

    Changing behavior is often necessary to tackle societal problems. Governments can change behavior via economic incentives (such as subsidies for electric cars), bans/mandates (such as prison sentences for drug smuggling), communication (for example information campaigns) and nudges (for example, being a donor by default). However, the government should not be a manipulator that applies the latest behavioral tricks without societal support. Public administration research shows that support cannot be taken for granted. If there is no support for behavioral change, well-intended interventions can even be counterproductive. I therefore develop a model for supported behavioral change. I provide five criteria that indicate when there is supported behavioral change: if the behavioral change is both effective (1) and efficient (2), and when there is support for behavioral change among politicians (3), among implementing organizations (4), and among citizens (5).

    Singapore and the Netherlands are small, export- and trade-dependent countries that perform excellently in many areas, such as good governance and integrity, policy effectiveness, liveability, innovation, and e-government. At the same time there are clear differences in political culture and history: Singapore has a more authoritarian governance style including limitations in press freedom, freedom of speech, and political activism. Within these contrasting contexts, both countries have introduced and implemented similar public management reforms since the 1990s. The aim of these reforms is to maintain public service excellence in a dynamic environment but the countries make contrasting choices in achieving this aim. This article describes how administrative excellence is organised and pursued in Singapore and identifies five lessons for the Netherlands: (1) Use positive narratives about government often; (2) be nuanced about capping top-level remuneration; (3) enhance the attractiveness of government as an employer; (4) invest in life-long learning; (5) be an authoritative expert amidst horizontalisation hypes.

    South Africa underwent an unprecedented transition in 1994. The country changed from the Apartheid regime into a system founded on the principles of the rule of law and equal treatment for all. Along with this political regime change, a wide range of social rights were included in the Constitution, which grants al citizens a constitutional right to a wide range of social services. Moreover, the system of governance and organisation of services was designed according to the latest insights from the then emerging new public management paradigm. Now, twenty years later, the system is crumbling; many of the basic services are not properly provided to citizens. Partly, this is a consequence of a basic absence of integrity in parts of the political class and in elements of the civil service. However, as we illustrate in a case analysis of the Water Boards in the Western Cape Province, the problem is also a consequence of the design of the system of governance. The combination of unlimited constitutional access to services and a stringent regime of new public management principles in the organisation of service provision has led to a serious crisis of performance. Therefore, the solution for the problem may be to redesign the system according to other governance principles, such as learning governance and networked governance.

    In the past years, Flemish municipalities have been confronted with a plethora of new public management reforms. The two probably most salient reforms include the introduction of a strategic planning system entitled the policy and management cycle (PMC) as well as the provision of financial incentives for municipalities that undertake a merger. These reforms are not unique to the Flemish context. Indeed, similar reforms took place in the Netherlands, where policy and management instruments (PMI) – a strategic planning system – were introduced in the eighties and municipal mergers have been part of the political agenda for several decades. But similar reforms also took place in, for instance, the United Kingdom (i.e. the best value regime in 1999) as well as Denmark (i.e. the municipal mergers in 2007). In this essay, these Flemish reforms are critically evaluated, taking into account following question: which public values are triggered through these reforms, and what might this imply for the Flemish and Dutch local public sector? This essay uses new public governance principles such as strategic thinking and the learning organisation to answer this question.

    In international comparative research, a dominant image often emerges of Denmark as a frontrunner in innovative governance, gaining top results in international rankings.
    Based on four recent examples of national public reforms, this article studies the dynamics of reform implementation in Denmark, which can be characterised as expeditious and efficient. Three explanatory factors are discussed: a political, systemic and managerial factor. What is Denmark, a country in many ways similar to the Netherlands, doing differently? The article concludes that, for the Netherlands, the guiding element of Danish public reforms can be found not in the results of these reforms, but in the efficiency with which they are implemented.

    The democratic deficit is generally observed to be one of the largest challenges facing the European Union. This is in spite of the fact that the member states introduced transparency in 1992 to address this legitimacy problem. This article asks why, after several decades, the transparency policy has still not delivered on its promise. In doing so, it bases itself on new empirical data that was collected in the context of a recently presented dissertation (Hillebrandt, 2017), while drawing a strict distinction between the empirical policy change question and the normative desirability question. From a longitudinal comparative analysis, a differentiated empirical image arises. On the one hand, a clear enhancement of legislative transparency can be discerned; on the other hand, a plurality of transparency-evasive practices has emerged in the area of non-legislative decision-making. This equivocal image supports contrasting normative responses, according to which transparency is respectively cast as an indispensable ideal, a fiction, or a solution in search of a problem.

    Since the late eighties, Mexico has experienced profound economic modernisation and political democratisation. However, the corresponding administrative reforms have lagged: professionalisation of the public sector, improvement of public service delivery and development of modern management principles are plagued by a lack of coherence, implementation, and continuity. This can be traced back to several historically rooted and structural characteristics of Mexican public administration, which reproduce vicious circles of low trust and dysfunction. For example, (1) the extreme spoils system maintains a culture of distrust towards civil servants; (2) Mexico’s weak state capacity is a consequence of a lack of collective action, but also further undermines citizens’ trust in government; (3) strong labour unions are a response to poor labour rights, but also uphold a system of capture and confrontation; and (4) corruption is inevitable if cooperation depends on personal loyalties.

Diversiteit in bestuurskundig perspectief

    In practice, diversity interventions do not always appear to be effective. One argument is that there is little or no match between the perspectives of public organizations on diversity and the interventions used. This article provides an overview of the underlying rationales for diversity policy and discusses the perspectives on diversity from the diversity literature, HRM, and management literature and how these overlap, complement each other and differ from each other. What these perspectives have in common is that they all emphasize the added value of diversity. In the diversity literature, the emphasis is on the four perspectives equality, legitimacy, creativity, and the labour market. HRM literature focusses on managing differences. In public administration, there is a shift from active representation by individuals to connecting by all employees. Furthermore, the binding perspective is gaining more and more importance in the public domain because it may be possible to close the gap between the government and its citizen. This perspective emphasizes the importance of the long-term relationship with citizens to strengthen the trust of citizens in the government for realizing social tasks and responsibilities. It makes diversity an issue for all employees. For Hassan and Havva, and also for Hans and Hanna.

    Whereas constitutions establish the institutions of government, human beings actually govern countries, municipalities, and regions. The institutional position of these people may be constitutionally constrained but the people who occupy these positions always have some discretion with regard to the way they fulfil their duties. Either consciously or unconsciously these officials develop their styles of governance. A style of governance reflects a combination of personal traits, institutional constraints, and a genuine set of beliefs with regard to what these duties exactly entail. While some people in a government position believe that a debate in Parliament constitutes the core of their work others may prefer developing policies or meeting citizens. Twenty years ago, observational research conducted in Dutch municipalities led to a set of five coherent beliefs or styles of governance. Over the past two decades, politics in the Netherlands has changed dramatically. The stable pillars that characterized and stabilized the Dutch political system have been replaced by political online and offline swarms, the volatility of the electorate has increased more than in other European countries, and incident driven politics has replaced the ideological and managerial political styles of the 1970s, 1980s, and 1990s. In this article we explore the implications of these dramatic changes for the styles of governance in the Netherlands. As recent empirical research is not available yet, we analyse the changes in the Dutch political context to derive a number of implications for the styles of governance.
