Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust. |

Algorithms applied in public administration are often criticized for lack of transparency. Lawmakers and citizens alike expect that automated decisions based on algorithmic recommendations to be explainable. The focus of this article is the organizational context behind the idea of transparent algorithms. Transparency is portrayed as one of numerous values that are at play when algorithms are applied in public administration. The article shows that applying algorithms may lead to conflicts between these values. Such conflicts often result in trade-off decisions. Looking from the organizational perspective, we describe how such trade-offs can be made both explicitly and implicitly. The article thus shows the complexity of algorithmic trade-offs. As a result of this complexity, we not only call for more transparency about algorithms, but also more transparency about trade-offs that take place in public administration. Finally, we present a research agenda focused on studying the organization of trade-offs. |

This article contains a critical reflection on eXplainable Artificial Intelligence (XAI): the idea that AI based decision-making using AI should be transparent to people faced with these decisions. We discuss the main objections to XAI. XAI focuses on a variety of explainees, with different expectations and values; XAI is not a neutral activity, but very value-sensitive; AI is dynamic and so XAI quickly becomes obsolete; many problems are ‘wicked’, which further complicates XAI. In addition, the context of XAI matters – a high level of politicization and a high perceived impact of AI-based decisions, will often result in much criticism of AI and will limit the opportunities of XAI. We also discuss a number of alternative or additional strategies – more attention to negotiated algorithms; to competing algorithms; or to value-sensitive algorithms, which may contribute to more trust in AI-based decision-making. |

The police use all sorts of information to fulfil their tasks. Whereas collection and interpretation of information traditionally could only be done by humans, the emergence of ‘Big Data’ creates new opportunities and dilemmas. On the one hand, large amounts of data can be used to train algorithms. This allows them to ‘predict’ offenses such as bicycle theft, burglary, or even serious crimes such as murder and terrorist attacks. On the other hand, highly relevant questions on purpose, effectiveness, and legitimacy of the application of machine learning/‘artificial intelligence’ drown all too often in the ocean of Big Data. This is particularly problematic if such systems are used in the public sector in democracies, where the rule of law applies, and where accountability, as well as the possibility for judicial review, are guaranteed. In this article, we explore the role transparency could play in reconciling these opportunities and dilemmas. While some propose making the systems and data they use themselves transparent, we submit that an open and broad discussion on purpose and objectives should be held during the design process. This might be a more effective way of embedding ethical and legal principles in the technology, and of ensuring legitimacy during application. |

‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare. |

The refugee crisis of 2015-2016 prompted European governments to quickly institute new asylum seeker centres. Often however, plans for opening new reception centres are met with protest in surrounding localities. Gaining public support for new ASCs has become a pressing governance issue facing local governments. This research looks at whether a policy strategy of ‘giving back’ to the neighbourhood rather than ‘giving in’ to the demands of protesters can minimise local opposition and alleviate negative attitudes . A door-to-door survey of N = 511 neighbourhood residents is combined with semi-structured interview data of N = 31 neighbourhood residents. We find that attitudes were already neutral to fairly positive shortly after the centre opened and fears of nuisance and crime did not materialise. Those who became involved in the ASCs’ courses and activities are a small and selective group who were already fairly accepting of the centre. Contact between asylum seekers and neighbours developing within and beyond the ASC was valued but did not develop into stronger ties due to frequent moves of asylum seekers and early closure of the ASC. |

This paper analyzes the impact of linguistic characteristics of accountability reports on public sector organizations. It does so by analysing hundreds of accountability reports by four public sector bodies using the linguistic tool LIWC. The research question is: what linguistic characteristics of accountability reports are related to a bigger impact on the evaluated organization? The impact of three strategic choices is assessed. First of all, the impact of strategic positioning. Authors of texts can maintain a position of power in the choice of language (high clout) and speak top down to the recipient or they can take a more egalitarian, face to face, position. Secondly, authors can choose to use many complex linguistic phrasings, with causal reasoning for instance, or they can opt for simpler texts. Finally, the text can be littered with emotional, positive and negative, wordings or can be set in a neutral tone. Our analyses suggest that more emotional accountability reports are consistently related to a better reception and seem to have more impact. This has important consequences both theoretically and practically, which are discussed in the paper. |

Governmental IT-projects regularly make the news due to issues about the quality of end results, planning or costs. The Elias report, which is based upon a Parliamentary Inquiry, recommends to evaluate more and learn from the outcomes of these evaluations. However, the report does not give guidance on how to evaluate. The question thus remains: what constitutes a good evaluation of governmental ICT-projects, and what characteristics should be addresses in evaluation research. After careful study of various scientific disciplines, the researchers developed an extensive reference model, including additional suggestions for defining methods, the evaluation process, and criteria on how to evaluate an evaluation. After using this reference model in a content-analytical document analysis, it became clear that many evaluation reports are not being shared with other professionals or practitioners, that reports often lack a specifically formulated research question, and that conclusions and additional reflections are limited. There is room for considerable improvement in the evaluation of ICT-projects. |

The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity. |

Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required. |

Complexity theory dares to adopt a critical-constructive attitude to the practice and science of public administration. From the worldview of complex systems, it raises questions about the machine thinking that has influenced public administration strongly and persistently. Many contemporary attempts by governments to simplify societal issues to knowable, solvable and controllable problems – for example the approach to transforming Utrecht Central Station and dealing with multi-dimensional problems in families – can be traced back to machine thinking. Complexity theory points to the ineffectiveness and undesirability of simplifications and considers the complexity of government and society a quality that should be increased rather than reduced. Complexity theory not only keeps the administrative mind sharp on simplification reflexes, but also offers the option to make policy by increasing, rather than reducing complexity. |

The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum. |

The Dutch central government has a long history in its search to meaningfully present policy effects. One of the instruments that was developed to this end is the Policy Conclusion (beleidsconclusie). This part of the annual report, which has been mandatory since 2013, should provide a judgement for every policy article on its results in the year 2017. To what extent has the Policy Conclusion been successful in its aims? And how do various governmental departments give substance to it? For this article, all policy conclusions that were composed for the most recent reporting year were examined. Among others, our analysis shows that departments differ greatly in their interpretation of what the Policy Conclusion should include, such as the usage of sources and the way in which intended results are (re)addressed. In addition, it was found in the Policy Conclusions that a tendency exists to put a strong focus on positive outcomes. |

This article outlines a number of dimensions of how establishing good, independent research can be structured in a systematic and sensible manner. Independent inquiry manifests itself in position, judgment, and appearance or image. Institutional safeguards form the basis for professional roles and responsibilities that can fulfill the requirements of independent research in the political arena. |

The goal of citizens participation increases the moments of contact between politicians, policy makers, welfare professionals and citizens. The shared responsibility for local decision making is not an easy task. Often conflicts emerge between parties with opposing needs and interests. Citizens oppose decisions or organize protest. These moments do not only challenge the goal of participation, they also jeopardize the quality of democracy. The democratic value of contentious moments, however, is often neglected. How can public professionals deal with the dilemma’s and chances that emerge during interactions that happen unexpectedly at the street-level? I answer that question by applying the agonistic approach to democracy to the action repertoire of public professionals dealing with conflict. A dramaturgical analysis of contentious interactions provides insights in how we can recognize and acknowledge contentious citizenship. |

On 29 May, the highest court in the Netherlands, the Council of State, ruled that the government’s Nitrogen Emissions Program (PAS) did not comply with the European Habitats Directive. The PAS arranged permit applications for economic activities that caused extra nitrogen oxide emissions. According to the Council of State, the PAS proved to be insufficiently capable of protecting the ‘natural characteristics’ of Natura2000-protected areas against damage caused by nitrogen depositions. The ruling has led to a situation in which all pending license applications in construction and agriculture have been rejected or put on hold. This political ‘nitrogen crisis’ that resulted from this ruling has been characterized by major disagreements between the government coalition parties, large farmers’ protests, and a faltering coordination between the central government and provinces. This essay analyzes the root causes of the nitrogen crisis and presents some ideas about how to overcome the current deadlock. I argue that the PAS debacle symbolizes a failing, reactive agricultural and nature policy. More than ever, strong leadership and a clear future perspective for the Dutch food system are needed. |
