    Sometimes dreams become reality, but there are also many examples in which manic ideas for image-defining projects turn into fiascos. How do you find the right balance in the planning and decision-making of image-defining projects between taming manic mechanisms that cause these projects to fail and unleashing manic mechanisms that are necessary to make these projects happen? This article attempts to answer this question by exploring how the taming of mania (through welfare-economic analysis) and the unleashing of vision and ambition (through imagination) can be combined in a better way. We call this a search for an ‘imaginative utilitarianism’ and draw up three preconditions under which this approach can work: (1) more attention to incremental and less grotesque projects, (2) a different appreciation and historiography that places individuals less centrally and also appreciates what has not been built, and (3) a stronger interweaving between the design process and a welfare-economic approach.

    The refugee crisis of 2015-2016 prompted European governments to quickly institute new asylum seeker centres. Often however, plans for opening new reception centres are met with protest in surrounding localities. Gaining public support for new ASCs has become a pressing governance issue facing local governments. This research looks at whether a policy strategy of ‘giving back’ to the neighbourhood rather than ‘giving in’ to the demands of protesters can minimise local opposition and alleviate negative attitudes . A door-to-door survey of N = 511 neighbourhood residents is combined with semi-structured interview data of N = 31 neighbourhood residents. We find that attitudes were already neutral to fairly positive shortly after the centre opened and fears of nuisance and crime did not materialise. Those who became involved in the ASCs’ courses and activities are a small and selective group who were already fairly accepting of the centre. Contact between asylum seekers and neighbours developing within and beyond the ASC was valued but did not develop into stronger ties due to frequent moves of asylum seekers and early closure of the ASC.

    Governmental IT-projects regularly make the news due to issues about the quality of end results, planning or costs. The Elias report, which is based upon a Parliamentary Inquiry, recommends to evaluate more and learn from the outcomes of these evaluations. However, the report does not give guidance on how to evaluate. The question thus remains: what constitutes a good evaluation of governmental ICT-projects, and what characteristics should be addresses in evaluation research. After careful study of various scientific disciplines, the researchers developed an extensive reference model, including additional suggestions for defining methods, the evaluation process, and criteria on how to evaluate an evaluation. After using this reference model in a content-analytical document analysis, it became clear that many evaluation reports are not being shared with other professionals or practitioners, that reports often lack a specifically formulated research question, and that conclusions and additional reflections are limited. There is room for considerable improvement in the evaluation of ICT-projects.

    The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity.
    Finally, officials are being called upon to open their doors, and share valuable experiences.

    Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required.

    The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum.

    A pragmatic criticaster or a critical pragmatist is considered a schizophrenic in daily life: it seems impossible to be solution oriented and critical at the same time. You are either an optimist or a pessimist. This schism also seems to run between public administration and political scientists. Public administration is focused on (positive) problem solving, whereas political scientists – especially in a tradition of critical theory – examine the exertion of power. This essay proposes a combination of the two extremes: a critical-pragmatist approach for public administration.
    In this approach, critical political theory goes hand in hand with pragmatist reconstruction and design. This design is impossible without normative and procedural principles, for example ideas about sustainability, justice and democracy. This is illustrated with an example for designing just governance arrangements in the Dutch regional energy strategies. The article shows that public administration that is relevant, reflective and democratic builds on a critical-pragmatist approach.

    In the relationship between the Ministry of Justice and Security and the Scientific Research and Documentation Center, safeguards to prevent improper influence of research were lacking. In the opinion of the WODC II investigation committee, civil servants were too close to the substantive execution of the investigation, as a result of which the WODC was given too little room for critical investigation. For other ministries and knowledge institutions the question is relevant as to what safeguards are needed for conducting independent research. Rules and procedures are not sufficient for creating and maintaining responsible research practices. It is also important that employees learn to recognize difficult situations, can discuss these with their colleagues, and know how to deal with dilemmas. Other organizations can learn from the WODC issue that they must maintain and recalibrate the formal and professional safeguards for the independence of scientific research. Trust in science stands or falls with independence and soundness in word and deed.

    The Dutch central government has a long history in its search to meaningfully present policy effects. One of the instruments that was developed to this end is the Policy Conclusion (beleidsconclusie). This part of the annual report, which has been mandatory since 2013, should provide a judgement for every policy article on its results in the year 2017. To what extent has the Policy Conclusion been successful in its aims? And how do various governmental departments give substance to it? For this article, all policy conclusions that were composed for the most recent reporting year were examined. Among others, our analysis shows that departments differ greatly in their interpretation of what the Policy Conclusion should include, such as the usage of sources and the way in which intended results are (re)addressed. In addition, it was found in the Policy Conclusions that a tendency exists to put a strong focus on positive outcomes.

    Regularly, doubts about the independence of research leads to heated discussion. This is especially true if things have gone wrong. This issue explores the question how research organizations and researchers can defend themselves against improper influence: the conscious and active pursuit of too positive research results by commissioners or government officials. This article outlines a number of dimensions of how establishing good, independent research can be structured in a systematic and sensible manner. Independent inquiry manifests itself in position, judgment, and appearance or image. Institutional safeguards form the basis for professional roles and responsibilities that can fulfill the requirements of independent research in the political arena.

    If the stakes are high, policy researchers can find themselves under strong pressures from politicians or policy makers to compromise on issues like scope of a research project, research methodology, reporting, framing and interpretation of results, and timing of publication. Research organizations experiment with various formal and informal arrangements to cope with such pressures and guard their independence.
    This article describes six coping strategies that are being explored by the Netherlands Environmental Assessment Agency (PBL). These are: i) taking control in determining the project scope and the research questions; ii) making responsibilities explicit and guarding respective roles; iii) installing a broad based societal project advisory group; iv) having some researchers in a project that interact with stakeholders, while keeping others at a distance; v) having a differentiated communications strategy; vi) being fully transparent as to hypotheses and uncertainties regarding data and models.
    Safeguarding independence in research through formal rules and provisions is generally insufficient to protect research from undue stakeholder influence. Also changes in labor routines, relationship management and organizational cultures are needed, not only on the researcher side, but on the stakeholder side as well. This calls for dialogue and joint learning processes.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation.

    This article explores how we can gain insight into the quality of local government with the help of the public value perspective. The public value perspective does not evaluate government through generalised standards or benchmarks, but through the judgments of the actors involved in the policy. This approach could do better justice to the unique context of different governments, such as different local governments. The public value perspective, however, is hampered by the competing expectations that actors have of public policy and their generally negative bias towards the government. Based on 71 interviews with local actors in six municipalities, we show how the public value approach does indeed yields many different and critical perspectives, even within municipalities that are considered successful by national experts. However, we also show which connections exist between these seemingly competing perspectives and how sombre judgments about past governance are actually influenced by optimistic ambitions for the future.

    Evaluations of EU legislation can fulfill a key role in the European policy process. They can provide the knowledge base required for political accountability towards the electorate, and form a basis for the improvement of existing legislation. This article introduces a research agenda in the realm of the ex-post evaluation of EU legislation, which comprises two research lines. The first strand comprises research into ex post legislative evaluations conducted by the European Commission. This research is innovative, because EU policy researchers so far have barely touched upon evaluation, as a final and important stage in the EU policy cycle. By assessing evaluation critically, we can ascertain to what extent the EU’s ex-post evaluation system is more than an instrument, aimed at increasing the EU’s legitimacy. The second research strand is own evaluation research, focusing on the role of European administrative networks- intergovernmental structures that have been established to improve the implementation of EU legislation by the member states. By critically evaluating the functioning and effectiveness of these networks, I hope to be able to find out whether and under what conditions these network structures are more, than the sum of their national parts.

    This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

    In this article, we discuss how regulation of governance in healthcare has been shaped over the past decade. We describe the presuppositions under this movement. Searching and balancing was needed to meet the complexity of care management. This has to do with the fact that the external pressure on the regulator after incidents is high. Due to this pressure, it is necessary to constantly ensure that management-oriented regulation does not narrow to the supervision on the actor with final responsibility. The regulation of good governance requires reflectivity of the inspectors and is aimed at stimulating recoupling between management and shop floors. This requires space for experimentation for both managers and inspectors. To provide this space, we do not only need a political and social debate about the quality of care and its management, but also attention and appreciation for the difficult considerations of organizing care.

Samenvatting

    Public organizations are confronted with rapid subsequent changes in their environment. Against this background, we increasingly see and hear a call for agile public organizations. But what exactly is agility? And how can organizations achieve this? In this study, we have developed and validated the concept of agility and empirically identify the effect of different management practices that contribute to agility. This study shows that, seen from the perspective of the experienced dynamics, it is not necessary to be agile for all organizational units within the public sector. At the same time, there is a substantial group that should be more agile given the dynamics they encounter. This study shows that agile organizations are more committed to developing the mindset of employees, influencing the degree of autonomy for decision-making and stimulating the promotion of new ideas and insights.
