The police use all sorts of information to fulfil their tasks. Whereas collection and interpretation of information traditionally could only be done by humans, the emergence of ‘Big Data’ creates new opportunities and dilemmas. On the one hand, large amounts of data can be used to train algorithms. This allows them to ‘predict’ offenses such as bicycle theft, burglary, or even serious crimes such as murder and terrorist attacks. On the other hand, highly relevant questions on purpose, effectiveness, and legitimacy of the application of machine learning/‘artificial intelligence’ drown all too often in the ocean of Big Data. This is particularly problematic if such systems are used in the public sector in democracies, where the rule of law applies, and where accountability, as well as the possibility for judicial review, are guaranteed. In this article, we explore the role transparency could play in reconciling these opportunities and dilemmas. While some propose making the systems and data they use themselves transparent, we submit that an open and broad discussion on purpose and objectives should be held during the design process. This might be a more effective way of embedding ethical and legal principles in the technology, and of ensuring legitimacy during application. |

Complexity theory dares to adopt a critical-constructive attitude to the practice and science of public administration. From the worldview of complex systems, it raises questions about the machine thinking that has influenced public administration strongly and persistently. Many contemporary attempts by governments to simplify societal issues to knowable, solvable and controllable problems – for example the approach to transforming Utrecht Central Station and dealing with multi-dimensional problems in families – can be traced back to machine thinking. Complexity theory points to the ineffectiveness and undesirability of simplifications and considers the complexity of government and society a quality that should be increased rather than reduced. Complexity theory not only keeps the administrative mind sharp on simplification reflexes, but also offers the option to make policy by increasing, rather than reducing complexity. |

A pragmatic criticaster or a critical pragmatist is considered a schizophrenic in daily life: it seems impossible to be solution oriented and critical at the same time. You are either an optimist or a pessimist. This schism also seems to run between public administration and political scientists. Public administration is focused on (positive) problem solving, whereas political scientists – especially in a tradition of critical theory – examine the exertion of power. This essay proposes a combination of the two extremes: a critical-pragmatist approach for public administration. |

The information revolution, and in particular the convergence of nanotechnology, biotechnology, information technology and cognitive technology, creates a new societal arena: biopolitics. This so-called NBIC-convergence strengthens the promise that live, including our bodies (e.g. genes), brains (e.g. attention) and social environment (e.g. social contacts and consumer behaviour), can be brought into the domain of technological manipulability. NBIC-convergence, therefore, raises many social and ethical issues. The dominant naïve belief in progress through technology often stands in the way of a timely and adequate governance of these issues. The current situation in which the information revolution is mainly developing on the political sidelines, can lead to thorny societal and political problems in the mid and long-term. |

Political and policy decisions are often presented as neutral choices. Yet, seemingly neutral and widely accepted views are ideologically embedded in a vision on how society should look and what role citizens have to play. These ideologies, we argue, remain silent. In this special issue, we discuss the value and risks of silent ideologies. While silent ideologies may be functional in some cases, there are also risks. The various contributions show that there is a risk of criticism, new ideas and innovative solutions being removed from the political debate. Also, silent ideologies may conceal conflicting interests of citizens and the state, which may exclude the ‘irresponsible’ citizen from the public domain. We argue that public officials and civil servants should take up a role in addressing silent ideologies and their workings. |

This article analyzes the political discourse of alliance or partnership thinking. The metaphore of a partnership suggests a government which stands alongside civilians embodying a humble and service-based policy-making. We claim that this metaphore is in fact a justification for an interventionist claim towards those who not subscribe to the pact. The ideal of partnership is based on the political mimesis, a political conception which denies the principled distinction between state and society. The identification of a popular and political will is the legitimation of partnership thinking. It creates a problematic distinction between those who are supposed responsible and those who are not. To oppose governmental policy making leads to a high political price: either you’re with us, or against us. |

Problems with the rivers were the incentive to change Dutch flood safety policy in 2000. ‘A different approach to water’ became the new policy slogan. Government presumes that public engagement in decision-making on flood safety will lead to more water awareness and risk aware behaviour. ‘No or hardly any negative side-effects’ are expected from this strategy. However, our research shows that public engagement in flood safety decision-making leads to fierce policy contestation, since proposed solutions do not meet the safety perception of local citizens. ‘A different approach to water’ strategy does not resonate in Dutch society because most people are convinced that government guarantees water safety. In this article we explain that this so-called ‘myth of water safety’ is based on a deep frame of risk control. We argue that flood safety needs to be reframed and that a new frame should be based on acceptance of vulnerability instead of risk control. |
