    ‘Nudging’ has been introduced as a policy and management tool as a way to influence behaviour without limiting choice. Nudging is mainly used to influence citizens’ behaviour but can also be used to influence the behavior of healthcare professionals. Examples include posters used to improve hand-hygiene compliance, or ‘default’ options in systems to reduce excessive prescriptions of specific medication. However, using nudges raises major worries and ethical issues, also in relation to the independence of healthcare professionals. While the scientific discussion about the desirability of nudges is extensive, the voices of healthcare professionals, who are the subjects of nudges, remain unheard. In this qualitative research we explore the perceptions of nudging held by various healthcare professionals. The interviews reveal that healthcare professionals are generally unfamiliar with the concept of nudging, but they do recognize nudges in their own field of practice. Furthermore, while they are predominantly positive about nudging, they also express concerns about the pressure on their autonomy. These concerns are related to changing professionalism and regulatory pressures in healthcare.

    Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    Positive Public Administration (PPA) encourages scholars to examine governance success. The appreciation of successes, however, is not new. During previous decades, awards were bestowed for exceptional performance. We analyse whether two important awards in the Netherlands and Flanders are an expression of PPA. Firstly, we find that successes are interpreted differently: in the Netherlands, one-off, trendy performances are rewarded, while in Flanders the focus is on consolidated results of long-term change processes. Secondly, we see that ‘clean’ success criteria promote a suggestion of ‘control’, whilst public settings are ambiguous and unpredictable. Finally, we conclude that prizes are primarily celebrations; little evidence is found of systematic knowledge exchange, learning and professionalisation.

Hoe wethouders hun eigen gezag waarnemen

    Over the last four years, one in five Dutch aldermen was forced to step down involuntarily. Drawing on a survey among the 2018 population of these local political-executives, the article evaluates office holders’ self-perceived authority in four authorizing environments, that is the municipal council, the municipal board, among civil servants, and among citizens. The results show that, contrary to the authority-crisis thesis, Dutch aldermen perceive quite a high level of authority overall. Current office holders name trustworthiness as their main source of authority, followed by their personal style in executing their tasks and their moral leadership. This finding illustrates the individualization of contemporary authority at the expense of institutional and positional sources of authority.

    Credibility is an essential quality for executive politicians but cannot be taken for granted. The literature on political leadership suggests that credible politicians are competent, trustworthy, and caring. Existing studies, however, often do not take into account differences between various offices and tend to ignore the distinction between disparate layers of government. In this article, we analyze as yet unutilized data from local and provincial councilors’ and executives’ evaluations on the qualities they ascribe to their fellow executive politicians. The data were collected for the 2015 Best Dutch Executive election and covers almost all executives who were in office at the time. In contrast to what the existing literature often presumes, our secondary quantitative analysis of this data on 1,776 executives shows that there are significant differences in the qualities that are used to evaluate the most appreciated local and provincial chairpersons on the one hand, and the most appreciated executives on the other hand. Whereas municipal mayors and provincial King’s Commissioners are championed for being particularly caring and showing decisiveness, municipal aldermen and provincial executives are valued in particular for their expertise. This finding indicates that a politician’s credibility for his peers depends on his office as each position requires a particular set of qualities.

    In recent narratives about the negative mood of the Dutch, ‘societal unease’ and ‘angry citizens’ seem to be concepts that are directly linked: angry behaviour is the manifestation of deep feelings of unease. Is it that simple? In this contribution, I use the Citizens’ Outlook Barometer (COB) to investigate unease and anger, and their relationship. The spread of unease in today’s Netherlands is outlined quantitatively using indicators for strong societal pessimism and political discontent (a complex of negative attitudes towards national politics and globalization). The approach to anger is more exploratory. Anger is definitely not the most dominant feeling that pessimists are aware of, but their explanations of why the country is heading in the wrong direction do often reveal anger. Interviewing ‘angry citizens’ suggests that they are not ‘angry people’ in general, but that their anger is limited to politics and social issues, and is sometimes instrumental (‘you have to express yourself angrily to be heard’). This civic anger can be important both in addressing injustice in politics and as a source of action. It is better to approach anger as a topic in its own right rather than to frame it as an expression of unease.

    How do you profile a diverse region? Based on what story, and under what name? The Southern Randstad, a conglomeration of large cities, medium-sized cities and villages in the Netherlands, wishes to make a name for itself worldwide as a metropolitan and innovative region. In this article, we will discuss how such a profiling strategy is realized. We will use insights from public administration, geography and those obtained from forty interviews with regional stakeholders. Selecting a new regional profile is a complex matter and sometimes even inappropriate. From the case study, it will be evident that in a pluralistic region collective profiling is only promising if it does not function as a replacement but as an enhancement. Furthermore, it will become clear that an area reference that refers to the two largest cities (Rotterdam and The Hague) in the region name is the most preferable. Finally, municipalities have to ‘play with scales’,i.e. they will have to align their profiling to suit the scale level at which they are presenting themselves.

Nudging: next questions

    Nudging is generally considered to be an innovative and promising way to steer human behavior in the desired direction without imposing any choice. The concept of nudging is derived from insights into how humans typically make decisions and is thus potentially more effective than traditional policy measures. In recognition of this promise, many experiments with nudging in several public domains such as, for example, public health are underway. We argue that next steps need to be taken to capitalize on the promise of nudging. First, more attention needs to be paid to how theoretical insights in human decision making can be translated into effective policy measures. Second, the boundary conditions of nudge effectiveness and acceptability in terms of personal goals, motivation, and awareness need to be identified. Third, it is urgent to consider the long-term effect of nudging in terms of their potential to install new routines.

    This theme issue analyzes and describes the different ways in which behavioral science is currently becoming integrated in public administration as a practice as well as an academic discipline. Many governments and public organizations are currently experimenting with ways to integrate behavioral insights in public policy and public administration. This theme issue addresses the state of the art and the most salient research issues. It does so by explicitly drawing on insights from scholars from both behavioral sciences as well as from public administration. We survey the major theoretical approaches from both fields, investigate up close and personal how real world policy makers are trying to integrate behavioral knowledge in their structures, routines and policies, and we look at some examples of the most promising behaviorally informed policies. The theme issue confirms and documents the sudden rise of behaviorally informed policy making. By doing so, the theme issue allays some of the concerns voiced in the literature. But the theme issues also draws attention to some new critical questions and debates.
