    In recent narratives about the negative mood of the Dutch, ‘societal unease’ and ‘angry citizens’ seem to be concepts that are directly linked: angry behaviour is the manifestation of deep feelings of unease. Is it that simple? In this contribution, I use the Citizens’ Outlook Barometer (COB) to investigate unease and anger, and their relationship. The spread of unease in today’s Netherlands is outlined quantitatively using indicators for strong societal pessimism and political discontent (a complex of negative attitudes towards national politics and globalization). The approach to anger is more exploratory. Anger is definitely not the most dominant feeling that pessimists are aware of, but their explanations of why the country is heading in the wrong direction do often reveal anger. Interviewing ‘angry citizens’ suggests that they are not ‘angry people’ in general, but that their anger is limited to politics and social issues, and is sometimes instrumental (‘you have to express yourself angrily to be heard’). This civic anger can be important both in addressing injustice in politics and as a source of action. It is better to approach anger as a topic in its own right rather than to frame it as an expression of unease.

    Societal and technological developments (such as the digital and energy revolutions) move faster than existing institutions can keep up with. The developments may lead to a metaphorical institutional void, which brings questions about the nature of the void, the changing rules, practices and responsibilities, and about the strategies to deal with the void. The concept has been around for a while but (again) seems relevant to understand current socio-technological innovations and challenges, that also allow us to further conceptualise the institutional void. In this introduction to the issue, we discuss the concept of an institutional void and explore how it is used in various domains of study, including public administration. We argue for how the concept is relevant today and therein also introduce the topics that are discussed in this special issue.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    In this article the case is made that, unjustly, there is a lack of interest in the topic of cybersecurity of on the part of public administration scholars and professionals in the topic of cybersecurity. ICT has become persistent in society and so has cybercrime, cyber sabotage and cyberespionage. The threats are real and growing. There is market failure and consequently there is a need for government intervention. This poses new challenges to governments as jurisdiction problems and sovereignty-issues arise, together with the dominance of private actors. The authors argue that a multistakeholder approach in such a networked environment is crucial but not sufficient. The concepts of Lessig and Thaler/Sunstein are used to sketch new and broader potential policy strategies.

    The speed and disruptive character of digital innovations affect social structures and practices faster than institutions can keep up with them. This results in an ‘institutional void’, i.e. a gap between the rules and institutions and their ability and the effectiveness of their measures. It also affects the institutional stability that is the basis for the paradigm of collaboration-based types of governance. In this paper, we explore how parties are able to set up collaboration for digital security, which is inherently a topic that transcends organisational boundaries. Yet digital innovations constantly enable new challengers that might not share the same incentives for collaboration. Life in an institutional void is convenient for them and enables new business models. Hence, a key question is whether (institutionalised) collaboration is a sustainable model for addressing shared problems like digital security. We explore this question in the domain of financial cyber fraud. The new (regulatory) space currently being created for innovators suggests that the answer is ‘no’. It is too early to say how this will play out specifically and we argue for further research into the antecedents for collaboration in institutional voids.

    A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues.

    Cybersecurity is becoming increasingly vulnerable. DDos attacks, phishing e-mails, ransomware, Russian hacker attacks on the head office of a political party are all part of our daily online businesses, for governments too. Governments play various roles here. They are internet users and rely on information on the internet. They are also suppliers of online information and in these roles they are connected to citizens, companies and other governmental organisations. Because of the role they play in society, the government possesses huge quantities of – often sensitive – information. They have the legal and moral obligation to be careful with this information and to secure it properly. Providing adequate security for information, however, is not an easy task for governments, especially because they usually do not operate in isolation. What factors threaten the security of government information and the systems involved? And who is accountable for the security of the information chains that are becoming complex as a consequence of cooperation between organisations?
