    Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust.

    Algorithms applied in public administration are often criticized for lack of transparency. Lawmakers and citizens alike expect that automated decisions based on algorithmic recommendations to be explainable. The focus of this article is the organizational context behind the idea of transparent algorithms. Transparency is portrayed as one of numerous values that are at play when algorithms are applied in public administration. The article shows that applying algorithms may lead to conflicts between these values. Such conflicts often result in trade-off decisions. Looking from the organizational perspective, we describe how such trade-offs can be made both explicitly and implicitly. The article thus shows the complexity of algorithmic trade-offs. As a result of this complexity, we not only call for more transparency about algorithms, but also more transparency about trade-offs that take place in public administration. Finally, we present a research agenda focused on studying the organization of trade-offs.

    This article contains a critical reflection on eXplainable Artificial Intelligence (XAI): the idea that AI based decision-making using AI should be transparent to people faced with these decisions. We discuss the main objections to XAI. XAI focuses on a variety of explainees, with different expectations and values; XAI is not a neutral activity, but very value-sensitive; AI is dynamic and so XAI quickly becomes obsolete; many problems are ‘wicked’, which further complicates XAI. In addition, the context of XAI matters – a high level of politicization and a high perceived impact of AI-based decisions, will often result in much criticism of AI and will limit the opportunities of XAI. We also discuss a number of alternative or additional strategies – more attention to negotiated algorithms; to competing algorithms; or to value-sensitive algorithms, which may contribute to more trust in AI-based decision-making.

    This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

    During a disaster or crisis, the response capacity of the government is put under extreme pressure. At the same time, citizens are often resilient in times of crisis and are increasingly capable of organizing themselves. Social media and online platforms have increased the possibilities for self-organization through improved connectivity. In practice, we see that governments struggle to deal with this form of self-organization, while it also offers a unique opportunity to increase the response capacity. The smart use of citizens’ initiatives offers opportunities and can increase the effectiveness of the government’s action. This article focuses on the following question: what role do online platforms play in smartly guiding the self-organization of citizens during crises and disasters? We answer the question on the basis of two examples: the role of online platforms in the aftermath of the earthquakes in Nepal in 2015, and the coordination of the reception of refugees during the crisis in the Netherlands in the winter of 2015-2016.

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    Policy evaluation has two main functions: it should lead to policy oriented learning and facilitate accountability. Rendering account is considered an important democratic duty but is not very popular with politicians and, hence, public officials. Learning is popular, but in practice it is often difficult to organize or, indeed, witness.
    This contribution addresses the question how, in both functions, policy evaluation could be better utilized. As a starting point we the tension between scientific and political rationality and the barriers associated with these different worlds to the development of knowledge.
    As indispensable for sound and productive knowledge management in government the article outlines the importance of societal values, policy effectiveness as a research angle, and the independence of researchers at major evaluations. In addition, relevant research questions, high methodological quality, responsiveness, good timing, and clear and accessible reporting are indispensable. It is argued that these are by no means abstract notions but can be brought into real day-to-day practice.
    The conclusion is that a knowledge agenda for policy evaluation that is based on the search for effective policy interventions and societal values can help to bridge politics and science.

    Big data is a well-known phenomenon, even a buzzword nowadays. It refers to an abundance of data and new possibilities to process and use them. Big data is subject of many publications. Some pay attention to the many possibilities of big data, others warn us for their consequences. This special issue goes beyond the hype. It contains accessible contributions about opportunities and threats of big data. The authors have put special emphasize on big data institutions. Many publications about big data seem relatively poor on institutions, reflecting a more technocratic approach. In this first contribution we will introduce core concepts around big data. Additionally, we will specify the need to delve into institutions of big data.

    In this final contribution we will summarize the main findings of this special issue. Moreover, we will think through the main consequences. The contributions all suggest major societal shifts. Organization of government is changing as a consequence of big data. They either reorganize or initiate new collaborations with businesses and knowledge institutions. What’s more, the processes of data generation, data processing and use are far from neutral. It requires more - at least other - technological knowledge and skills, which some possess and others not. New checks and balances are necessary, notably between data scientists and decision makers, between organizations that make big data their business and civilians, and maybe even between man and computer. Their relations might get reconfigured and those not familiar with the new big data methods will prove vulnerable. This final contribution contains an institutional research agenda that will meet these concerns.

    Big data can be seen as vital fuel for the innovation of diverse processes in both companies and in government policies and practices. In this short article we describe local efforts in the region around the Dutch city of Alkmaar in which the (local) government, (local) companies and a nearby university (Vrije Universiteit Amsterdam) work together on data-related challenges in a typical triple-helix structure. The municipality of Alkmaar gathers activities in a physical location to stimulate interaction and cooperation among (potential) partners, and it engages in the formation of new governance structures to increase both the intensity and the regional spread of the activities around data. All this raises many new and interesting issues and challenges for public administration researchers and practitioners.

    This article focuses on the question how Big, Open and Linked Data systems (BOLD) are shifting human-data relations. BOLD is creating a new type of society which is both data-focused and data-driven. Both governments and citizens are measuring, analyzing and verifying data and acting upon these types of analyses. As BOLD is itself becoming intelligent, the process of collecting, linking, and analyzing data is no longer merely the domain of humans. Machine-learning is picking up speed and algorithmic accuracy is being maximized as data are becoming more complex and unpredictable its output. Both citizens and governments will increasingly have to deal with non-human actors in the form of intelligent data-driven systems. By referring to literature on human-animal relations this article makes the argument that data systems are gaining autonomy and a certain level of wildness. As such systems are mediating human relations, the article argues that social relations are shifting to becoming triad relationships in which intelligent information systems are a significant actor.

    In the sequence of creating, processing and use of data several actors are involved. They have different knowledge, skills, motives and interests. In this contribution big data is framed as a coordination effort in a chain. This perspective emphasizes the importance of transfers between actors. It emphasizes their difficulties too. Do actors mean the same? Do actors understand the same? Do actors want the same? To understand the value of data, the entire process from data creation to use need to be considered. This process may entirely take place within an organization. More often parts of the process are outside the organization. The challenge for governments that use big data for their decisions, is managing the quality of data and the chain that process them.

    Planning research is increasingly focused on bridging the gap between practice and academia. However, this requires much effort and is not as commonplace as it seems. To ensure success, innovative research approaches, practitioners and academics are required. The experiential learning cycle of Kolb and Fry (1974) offers a research framework for the authors to reflect on their practice-oriented research on Cost Benefit Analysis processes (CBA) and Transit-Oriented Development (TOD) respectively. Both research projects are compared using the learning cycle. The cycle was completed in the CBA project but only partially resolved in the TOD project. Reflecting on their experiences with applying the learning cycle, the authors conclude on the possibilities and limitations of this application and offer insight into how the interaction between theory and practice can occur.

    During the first decades after World War II income policy was an important topic of public debate in the Netherlands. This changed in the eighties and nineties when gross wages were ‘demoralized’ and taken off the political agenda. Income policy was deemed pointless, inefficient, or superfluous. Moreover wages were determined according to technocratic schemes designed by consultancy firms. These schemes encourage employees to compare themselves with people with a comparable education in other organizations rather than with coworkers in their own organization thus fostering a caste mentality.
    However, following the financial crisis a cry for remoralization was launched which ended in a new law which determined that civil servants and top administrators in public organizations should never earn more than a government minister (178.000 euros per annum). In this article it is argued that such a partial remoralization of the highest wages in the public sector is unsatisfactory. It is argued that wages at large should be a moral topic for organizations that should explain their reward policy for their highest and lowest employees, thus encouraging workers to see themselves as members of their organization rather than their educational caste. Public administration scholars should play a role in this debate.

    A profession can be defined as a group of workers with shared knowledge, skills and quality standards. To maintain its professional status, the professional community needs to be relatively autonomous. However, while performing their tasks, many pressures jeopardize the professional worker’s autonomous position. Here, the professional community can make a difference.
    Subordination to the political principal characterizes the position of the civil servant. What margin of professional independence do political leaders allow their civil servants? Recent academic empirical reports in the Netherlands show conflicting outcomes.
    This essay describes how civil servants from a Dutch ministry deal with their professional standards and argues that, in the process of professionalization, more clarity is required with regard to how autonomy and independence for civil servants are safeguarded. This is especially relevant in a contemporary context where new ways to account for the professional behavior of civil servants need to be sought.

    After years of debate, the discussion concerning the legal status of civil servants has reached its climax. The abolition of special civil servant status has never been closer. In February 2014 the Dutch Parliament approved a proposal that is based on the view that the particular legal status of civil servants has to be ‘normalized’, and that the terms and conditions of employment in the public sector could be regulated in line with market sector standards. In this article, both the discussion and the proposal are considered. In addition, we reflect on the extent to which and the way in which the proposal could have a positive impact on the development of the professional competence of civil servants.
