    Incidents in the semi-public sector regularly reveal the underlying problems of managerial mania and decline. Since the Parliamentary Committee of Inquiry into Housing Associations and the new Housing Act, there have been fewer incidents involving managerial hubris and risky projects. However, in the event of incidents, the share of administrative decline of often long-serving directors of small corporations in particular is still considerable. The question in this article is what forms of managerial mania and decline occur among corporation directors and what internal and external supervisors can do to identify and mitigate this in a timely manner. To answer that question, this article examines the theory and practice of managerial mania and decline. Case analysis shows which manifestations of managerial mania and decline there were in the housing association sector. Internal and external supervisors can counter managerial mania and decline by exchanging knowledge with each other about the weak signals of decline and effective forms of countervailing power.

    Prestigious urban projects demonstrate many insights in the functioning of public administration. Especially, prestigious urban projects can teach us about what we call ‘managerial mania’. Following the perspective of behavioural public administration, this article observes significant characteristics of managerial mania, such as elated behaviour, an exaggerated positive self-image, infectious enthusiasm, selective argumentation, tunnel vision, and an unsubstantiated faith that plans will succeed. As a consequence of managerial mania, prestigious projects are at risk of cost overruns, project fiascos, or underdelivering the expected outcomes promised by politicians or top-level managers. This article explores the phenomenon of managerial mania based on examples of large and controversial urban projects. Furthermore, this article describes and analyses the symptoms of managerial mania, its implications, and its mechanisms. Finally, the authors suggest some means of restraining the most extreme forms of managerial mania.

    After the European refugee crisis of 2015-2016, many Dutch municipalities took initiative in (re)shaping policies of asylum seeker reception and refugee integration in their own ways. We are witnessing a ‘local turn’ of integration policies with decentralization of responsibilities to the local level of governance. Besides civic integration and socioeconomic integration, social integration of asylum seekers and refugees has been a concern as these groups are often housed in superdiverse and vulnerable neighborhoods. How can municipalities best address the specific problems in their cities? This editorial introduces the four articles that are part of this special issue. We discuss three overarching topics. First, we argue that aside from targeting specific groups and issues, cities should develop mainstreamed policies and provisions to be able to handle future fluctuations and changes in their populations. Second, we observe that in policies aimed at enhancing inter-group contact, earlier immigrant groups are often overlooked. They can play a bridging role in establishing social connections. Third, we highlight the role of urban experiments and living labs in transfer and upscaling of innovative policies.

    This article is a review of two policy documents on integrated care in the Netherlands. I argue that not a shared definition of ‘integrated care,’ but instead the own factual understandings of care and normative preferences, values or interests concerning care motivates the action of actors that need to produce integrated care. Not the network-level problem, but instead actor-level motivations explain to what extent integrated care is effectuated. The policy documents, but also important segments of the literature on policy integration seem to underestimate this problem.

    The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity.
    Finally, officials are being called upon to open their doors, and share valuable experiences.

    Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required.

    The authority of a municipal secretary has to be continuously earned. This is a complex task that demands highly developed personal qualities and attributes. According to an opinion poll, filled out by 120 active municipal secretaries, they believe that they meet these necessary standards. In this poll they were asked what they recognize as their most important sources of authority. The top three answers were, respectively; personal leadership, trust, embodied ethics. Other important factors were their roles as chief executive officer of local governance and/or first advisor. These roles are however no longer enough to establish authority within local governance. Authority and influence must be earned on a daily basis in vastly different spheres and among different social groups.

    The goal of citizens participation increases the moments of contact between politicians, policy makers, welfare professionals and citizens. The shared responsibility for local decision making is not an easy task. Often conflicts emerge between parties with opposing needs and interests. Citizens oppose decisions or organize protest. These moments do not only challenge the goal of participation, they also jeopardize the quality of democracy. The democratic value of contentious moments, however, is often neglected. How can public professionals deal with the dilemma’s and chances that emerge during interactions that happen unexpectedly at the street-level? I answer that question by applying the agonistic approach to democracy to the action repertoire of public professionals dealing with conflict. A dramaturgical analysis of contentious interactions provides insights in how we can recognize and acknowledge contentious citizenship.

    On 29 May, the highest court in the Netherlands, the Council of State, ruled that the government’s Nitrogen Emissions Program (PAS) did not comply with the European Habitats Directive. The PAS arranged permit applications for economic activities that caused extra nitrogen oxide emissions. According to the Council of State, the PAS proved to be insufficiently capable of protecting the ‘natural characteristics’ of Natura2000-protected areas against damage caused by nitrogen depositions. The ruling has led to a situation in which all pending license applications in construction and agriculture have been rejected or put on hold. This political ‘nitrogen crisis’ that resulted from this ruling has been characterized by major disagreements between the government coalition parties, large farmers’ protests, and a faltering coordination between the central government and provinces. This essay analyzes the root causes of the nitrogen crisis and presents some ideas about how to overcome the current deadlock. I argue that the PAS debacle symbolizes a failing, reactive agricultural and nature policy. More than ever, strong leadership and a clear future perspective for the Dutch food system are needed.

    The author discusses the practices, problems and pitfalls research in the biomedical field with regard to conflicts of interests. Medicines are not ordinary products: the exclusive right to prescribe lies with the doctor, and because of the potentially life-saving nature of medicines, their use, price and availability is surrounded by emotions, especially when there is only one medicine available for a serious illness. Nonetheless, these products are marketed by companies that have a primarily commercial interest and, on the basis of those interests, engage in pricing and advertising activities. In the research on medicines, there is close cooperation between the pharmaceutical industry and doctor-researchers, whereby independence is at stake due to the large financial interests and reimbursements. This pushes the design, outcome and publication of research in a direction that is favorable to the pharmaceutical industry, but that is not financially the best direction for society, or medically for patients.

Prof. dr F.R. Rosendaal is hoogleraar en afdelingshoofd Klinische Epidemiologie in het Leids Universitair Medisch Centrum (LUMC). Hij doet onderzoek naar oorzaken van hart- en vaatziekten.     Citizens and scholars excel in identifying and analysing government failure. It is important indeed to understand public sector, but while governments in the Low Countries are doing well on average and very well from an internationally perspective, most attention is focused on the errors and mishaps. This article argues for a robust positive perspective on the public sector as a complement to existing research. From a scientific perspective, public administration must set itself the ambition to connect and aggregate existing positive insights even better. From a social perspective, the discipline must prevent the gap from being filled by a wholesale rejection of democratic government or the use of unproven miracle cures. This article elaborates the starting points for Positive Public Administration, arguing that this perspective should be comprehensive, context related, inter-subjective, learning-oriented, and robustly scientific in nature. The article also introduces the other contributions in this special issue, which together give an initial interpretation of positive public administration.

    New insights from the field of positive psychology led to the insight that people learn more effectively from positive feedback. Policy evaluation aims to improve public policy programmes through contributing to both accountability and learning. This ambiguous ambition has contributed to a considerable body of research into the impact of policy evaluation. Too often the conclusion is that the outcomes of policy evaluations – which are often negative by nature – are sparsely used by policy makers. This has led to series of improvements in the way we carry out evaluations. First through technical improvements and then by more responsive approaches. Both have not led to the desired breakthrough. Building on a number of positive evaluation studies, we advance a more positive approach in policy evaluation. Focussing on the successes in policy programmes rather than on its failures may contribute to evaluation impact. Consequently, we think a more positive, appreciative approach and using data to find success in policy making is necessary for policy evaluators to be more effective. This article presents practical examples of positive policy evaluations and successful use of data in the domain of policy evaluation.

    In several regions in the Netherlands there are declining population numbers. In those regions, administrators, companies and societal organisations often start regional collaborations in order to anticipate population decline and maintain a good quality of life. This is a logical step, but in practice the collaborating partners face challenges. For this article we analysed over a period of eight years the dynamics of cooperation in the Hoeksche Waard, a region in the province of South Holland that is dealing with a decrease in the number of inhabitants. On the basis of the regime model (Stone 1989), and by conducting qualitative research, in this exploratory study we discerned a paradox of regional cooperation in this ‘shrinking’ region: a decline of population numbers is the reason to initiate informal cooperation in networks, but the complexity of the regional agenda leads to the desire for formalisation of the collaborations in formal decision making structures. This formalisation, in its turn, leads to less commitment from the parties and makes cooperation and achieving results difficult, which increases the need for informalisation.

    This article explores how we can gain insight into the quality of local government with the help of the public value perspective. The public value perspective does not evaluate government through generalised standards or benchmarks, but through the judgments of the actors involved in the policy. This approach could do better justice to the unique context of different governments, such as different local governments. The public value perspective, however, is hampered by the competing expectations that actors have of public policy and their generally negative bias towards the government. Based on 71 interviews with local actors in six municipalities, we show how the public value approach does indeed yields many different and critical perspectives, even within municipalities that are considered successful by national experts. However, we also show which connections exist between these seemingly competing perspectives and how sombre judgments about past governance are actually influenced by optimistic ambitions for the future.
