    The vast majority of Dutch municipalities organize part of their activities on a smaller scale than those of the municipality as such: it is called intra-municipal organization. In this article an inventory is made of the existing knowledge about the effects of various forms of intra-municipal organization in the Netherlands. On the basis of recent research, this knowledge is supplemented and it is also made clear which forms of intra-municipal organization are currently used. An analysis is also made of what legal leeway Dutch municipalities have in this regard. A new and richer typology of intra-municipal organization is also being developed. Finally, the authors place the results of the research reported here in a broader perspective. In particular, they reflect on two presuppositions under many forms of intra-municipal organization, namely that activities are location specific and democracy must necessarily be of the ‘representative’ type. Its relevance for practitioners is that the article provides insight into the legal leeway for intra-municipal organization and into the design of intra-municipal organization. It also contains a reflection on the design of the intra-municipal organization.

    Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level.

    Governance is a human activity and is therefore unquestionably about relationships. Relationships between public and private parties. Relationships in existing steering-oriented structures (the political administrator as guardian, magistrate) and also relationships in new forms of cooperation that are often focused on good relationships (government participation). Public-private partnerships are inevitably accompanied by conflicting interests that place different demands on interactions. One-size-fits-all does not fit there, but customization is required, with constant alignment with what is – and what is not (yet). And so the ability to make contact requires much more attention, and from there to explore and grasp perspectives. How do you work on the tensions that you find on your way? It is there that the method of communication influences how the process of cooperation and steering proceeds. This is not a matter of whether-or, but and-and. Both perspectives are characterized by a different relationship with those involved and a different way of contact and interaction. This article focuses on contact from a collaborative perspective. The classical administrative side already has a rich history, while the cooperation side is often still an unknown and unexplored territory. The central question is: how can you, as a director and public professional, deliver tailor-made solutions and therefore adapt to complex tasks? The authors look at complex situations from a communicative perspective and they introduce ‘appreciative communication’ as the art of aligning with what really moves people, as a frame of view of the inconvenience caused by the differences present. They highlight a number of generic tensions that can arise in cooperation situations. A case study into the approach to regional innovation in the field of mobility serves as an illustration.

    Exploration of the future is about systematically exploring future developments and the possible consequences for an organization or issue. The demand for future explorations at local policy level has increased in recent years. This article focuses on the relationship between participatory future exportations and local strategic policy processes. On the basis of four case studies, the meaning of participatory foresight studies for local policy processes was investigated. The research, which was carried out as action research, shows that future explorations in local strategic policy processes can be significant in different ways: they provide new knowledge, they promote learning in an integral and future-oriented manner and they encourage social learning processes that are independent of the content, which is valuable for group dynamics. In addition, future explorations can be useful in different phases of the policy cycle. Despite the fact that participatory explorations of the future can be meaningful in local strategic policy processes, there is still a bridge between the method of future exploration on the one hand and policy processes and organizations on the other. The research shows that a demand-driven approach starting from the needs of the participants in the policy process and responding to the culture, structure and working method of the organization is a promising approach. At the same time, the research shows that there are several factors that need to be considered in order to achieve a stronger interrelatedness of future exploration and policy. The policy practice and the exploratory practice seem to be gradually evolving towards each other. On the one hand, policy practice is becoming more rational, transparent and analytical in nature through the use of future explorations, at least in policy preparation. The explorations promote substantive discussions on policy agendas and policy intentions. On the other hand, they are becoming more policy oriented through more reasoning from the policy practice in terms of process design and knowledge needs of the policy process.

    Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise.

    A polarizing society, ever-changing politics and an administrative field that is fragmented: that is the present world of Dutch mayors. These three processes have had a profound impact on local government and on the office of mayor. The position of the mayor has become vulnerable and his or her functioning is being put under a magnifying glass, sometimes leading to negative imaging and even a premature departure of mayors. More and sometimes conflicting demands are being imposed on mayors on the basis of their different tasks and responsibilities, as a result of which their positional authority has come under pressure, among other things. Based on discussions with 20 Dutch mayors, the authors of this essay present five central leadership dilemmas for mayors: (1) internal versus external connection; (2) authenticity versus adaptability; (3) involvement versus distance; (4) setting the course versus being of service; and (5) knowledge of content versus process monitoring. Coping with these leadership dilemmas also requires a different set of skills. First, the mayor must be pro-active and have a good antenna for new developments. Secondly, it is essential that he or she not only keeps in mind the short-term perspective, but also the middle-term and the long-term perspective. Thirdly, the mayor is expected to be able to combine hard and soft personality traits: just being nice is not enough.

Het succes van de business case(s)?

Een casestudy naar de totstandkoming van Wildlands Adventure Zoo

    In 2012, the municipal council of Emmen (a municipality of 107,000 inhabitants in the northeast of the Netherlands) took the final decision for the transformation and rehousing of the Wildlands Adventure Zoo on the basis of a so-called business case. Business cases are also being increasingly used in other organizations and sectors. However, not much is known yet about the qualities of the instrument. This article shows that the use of the business case in a specific case had value. For this case study, over 100 very diverse mainly digital sources, such as official decision-making documents, research reports and statement via social and other media, were used. In this way, in-depth knowledge was acquired about one of the mechanisms that underpinned the creation of the park. The sources are carriers of the narrative ‘Wildlands Emmen.’ Despite the success, a warning is called for. A healthy focus on results can result in ‘escalating’ commitment. Then the parties involved are linked to the project to such an extent that a way back is excluded by definition. Although the business case should be a ‘business-like’ justification, it seems that the mechanism of ‘self-justification’ enters into force. One shows through rationalization that previous decisions were right and then acts on these decisions in a sensible and competent manner. However, alternatives are not explicitly weighed against each other and there can be a tendency to underestimate the risks.

    Local authorities know for some time from experience with partnerships with local communities in the area of sustainable development that the urgency of climate change increases and that citizens develop into an equal partner. The convergence of these two motivations asks for an innovative way of acting, in which the performance of local authorities is a crucial factor for the ultimate success of local sustainable energy projects in which citizens are actively involved or will be involved. This article exposes the ways in which local authorities innovate with policy for the support of active citizenship in the production of locally generated sustainable energy. The article also explores the barriers that arise. The authors analyse two cases on different levels of government; ‘The Energy-workplace’ (in the Dutch province Fryslân) and ‘The Armhoede sustainable energy landscape’ (in the Dutch municipality Lochem). The cases show that policy innovations crystallize as well at ‘arm’s length’ distance as in the direct sphere of influence of the (local) authority. However, innovation takes place by the grace of the space in the existing institutional framework and the political (and administrative) system. Formal guidelines (like policy or regulation), persons, and informal practices of the traditional policy implementation may hinder a productive interaction between (active) citizens and government.

    In the safety domain important developments are currently taking place concerning the way in which administrative and tactical operations are dealt with in crises. It is characteristic for the approach that cooperation in chains and networks is increasingly needed to arrive at a suitable approach. In this essay, the authors analyse two subdomains in two concrete cases on how cooperation between several parties takes shape and functions. For that purpose, they differentiate between acute and non-acute crises. In the subdomain ‘acute crises’, they have chosen the case of the Dutch town Moerdijk (the fire at the Chemie-Pack company in 2011). In the subdomain of non-acute crises, they focus on community safety partnerships (‘Veiligheidshuizen’), especially on the community safety partnership in the Dutch province of Friesland (‘Veiligheidshuis Friesland’). In both subdomains the establishment of a good basic cooperation and leadership structure appears to be of prime importance. From there it is necessary to respond in a flexible manner (to be able to execute custom-made work). Within that framework, the capacity may develop to arrange a well-structured and effective cooperation at the operational level (ad hoc in acute crises), to monitor progress properly and to carry out targeted interventions if the developments in the situation ask for these interventions. A good knowledge of each other’s frame of reference is necessary to make this work, so that a maximum level of integration in the approach is achieved.

    Politicians and scientists in the Netherlands often claim that only municipalities with over 100,000 inhabitants (so called ‘100,000+ municipalities’) have enough administrative power to be able to carry out their tasks in the future well. This is also the case for the responsibilities that recently have handed over to the Dutch municipalities as part of the three decentralizations. Against the background of this debate, the authors of this essay argue that the experiences of the four European microstates – Andorra, Liechtenstein, Monaco and San Marino –may offer an interesting frame of reference where it concerns the delivery of public services. These four countries have all the responsibilities and tasks of a sovereign state, but at the same time three of the four countries have a population of fewer than 40,000 inhabitants. Also, the fourth country is smaller than a 100,000+ municipality. Despite the small size of these states, their public services are of an exceptionally high level. Therefore this essay tries to answer two questions: How is this possible? What can we learn from the experiences of these microstates about the debate on scale and administrative power in the Netherlands?

    Since 2001 the Dutch province of Overijssel has its own knowledge centre in the area of urban society next to the national knowledge centres: the ‘KennisInstituut Stedelijke Samenleving’ (KISS). In a previous essay an overview of KISS-meetings dedicated to citizen participation was given. Examples were used from all over the world. This essay zooms in on Deventer, a municipality with almost 100.000 inhabitants in the east of the Netherlands, that can be considered a frontrunner in the area of innovative community and area development. This essay gives an impression of some KISS-meetings on physical community development (to give the inhabitants a say in the physical renewal of their neighbourhoods), social community development (to stimulate inhabitants to improve their own life chances) and economic community development (to give the inhabitants better opportunities on the labour market). This approach was implemented in a deprived neighbourhood (‘Rivierenbuurt’) for the first time and was accompanied by ‘verbal renewal’. The case of area development (‘Havenkwartier’) concerns the subject of temporarily landscapes (‘pauzelandschappen’) that are developed, because the original development plans have incurred a delay. Apart from its willingness to break new ground Deventer shows a lot of attention for issues of sustainability and the positive role of the art sector. In short it is a versatile ‘micropolis’ that uses the available ‘social capital’ and the ‘creative class’ well.

    Polling is being done a great deal in the Netherlands, especially during election campaigns when market researchers sometimes present new polls every day. The national government also takes polls that are often larger and more complicated than the quick and small polls conducted by market research agencies. They are often called surveys, and they gather information on the state of affairs in society. That information can become the basis for new policies. Local governments also take polls, although on a smaller scale than national government. Dutch municipalities have a tradition of organizing omnibus surveys in which (as the name indicates) several subjects can be addressed. Nowadays many ‘omnibus surveys have been replaced by ‘citizen panels’. One thing all these polls and surveys have in common is that they are based on random samples of the population and statements are made about the population as a whole based on these samples. Such generalizations are only possible if the sample is drawn using by random sampling methods. This article describes good and bad polling. This is illustrated using a unique example: the research into the opinion of the inhabitants of Alphen aan den Rijn, a Dutch municipality, on Sunday shopping. At the same time, and using the same questionnaire, three different polls were carried out. This example makes clear that the wrong sample can lead to incorrect conclusions and maybe to incorrect policy decisions.
