Information platforms can facilitate data sharing and make new applications possible. It is essential to connect a wide range of both public and private parties to a platform if real data-based transformation is to get off the ground. However, organizations are reluctant to share data if they do not know exactly what it can be used for or if they have no direct interest in it. Achieving a good solution requires a lot from the innovation process itself and the way it is managed. This article uses three innovation perspectives for the analysis of a logistics information platform. This analysis shows that different stages in the development of an information platform can be distinguished, each with its own dynamic. For local government the involvement of and connection to local parties is important, while innovation as a whole benefits from the link with an overarching agenda that transcends the local level. |

This article presents a normative framework for good local governance in the digital society. We build on the five principles of Frank Hendriks (laid down in an article in Urban Affairs Review in 2014): participation, effectiveness, learning ability, procedural justice and accountability. An analysis of these five principles leads to the refinement of these principles for the digital society. The overarching points are that attention is needed for the possibility of human contact, that avoiding discrimination must be central, that higher demands are made with regard to speed of action, that the principles increasingly apply to networks of organizations, and that the principles increasingly apply to the design of systems. This overview thus provides concrete tools for organizations that want to reflect with citizens and stakeholders on the extent to which they are able to achieve good local governance in the digital society. |

More and more government organizations are making data public with the aim of promoting innovation and democratic processes. But open data does not always lead to the desired impact. In this study the authors analyze why some organizations are successful in exploiting the potential of open data and others are not. This research uses an ecosystem approach to investigate similarities and differences between four organizations that use open data. This has revealed three factors that promote the ecosystem, namely the influence of other organizations that are also involved with open data such as the motivation for open data, the important role of innovation champions and the utilization of the user perspective. Three barriers have also emerged: the preparation of a suitable case question for open data, the difficult relationship between obtaining capacity and the expected yields and the difference in scale between issues and profitable data sets. |

At the time of the ‘dualization’ of Dutch local government in 2002 the acting municipal chairman of the local council under article 77 (1) of the Dutch Municipal Act was seen as the ‘guardian of the local council’, who has a special responsibility for the functioning of the council as a whole and who can give the council a face opposite the local board. However, this role has never been given to this ‘vice-president’. This option has recently been suggested again, with the aim of promoting cooperation within the local council and facilitating the changing role of the council. In this article, the authors show that the role of the vice-president in practice is limited, although importance is attached to it and a majority of municipal councils use the power to appoint their own vice-president. For the time being the Netherlands does not seem inclined to learn from Flanders, where the council now appoints its own chairman. This is partly due to differences between the mayor’s positions in the Netherlands and in Flanders. At the same time, it cannot be ruled out that in the Netherlands too in the future more attention will be paid to the issue of the (vice-)presidency of the municipal council. |

In this article in the series on the local democratic audit, the authors argue that municipal democracy in the Netherlands has become a multiple democracy. Within the formal framework of representative democracy, numerous democratic arrangements have emerged that may be referred to as participatory, direct and also what the authors call ‘do-democracy’. Additions to representative democracy did not come without reason: representative democracy is not a perfect system, either in theory or in practice. Efforts have been made to improve the functioning of representative democracy in a number of ways. Three of these are discussed in this article. The authors note that these three reforms do not solve the problems in representative democracy. So the Dutch municipalities have started looking for additions to representative democracy. In this article various forms of participatory, do-it-yourself and direct democracy are discussed. Many effects of these reforms are still unknown and knowledge about them has crumbled, but one conclusion can be drawn: people with a low education are not inclined to take part, even with arrangements that are easily accessible. Striving for a more vital local democracy seems meaningful; the authors formulate a number of ways of thinking about this. |

On January 9 2015, Job Cohen held his inaugural speech at the University of Leiden as extraordinary professor at the prestigious Thorbecke chair. His study field was the theory of the municipality as an administrative, political and legal system. The title of his inaugural speech was ‘The fourth D’, in which the first three Ds stand for three different decentralizations of tasks to Dutch municipalities and the fourth D for democracy. In his speech Job Cohen advocated a deliberative form of democracy, because it doesn’t emphasize differences and the exaggeration of differences, but emphasizes what the members of a community have in common. This essay contains the farewell lecture that he held on November 30 2018. In it Cohen says that we are still in the transition of a gigantic operation, the three decentralizations of youth care, social services and labor participation. In many areas, therefore, cooperation at a higher level than the original municipalities is necessary and indeed established. Due to the increased regional cooperation, the House of Thorbecke no longer has such a strong foundation, which has long been the case. It is therefore inevitable, according to Cohen, that the House of Thorbecke receives more than just a new coat of paint. In his farewell lecture he furthermore discusses two kinds of citizen participation. The first kind concerns policy-influencing participation, the second involves self-reliant participation, or do-democracy or civil administration, in which the Right to Challenge is currently in the center of attention. This requires a delicate coordination between those who have and exercise government powers and citizens who want to exert influence on it. |

Civil servants at the Dutch authorities increasingly make use of behavioural insights in the policy process. These insights are primarily put on the agenda at the level of the national government in the Netherlands. However, they also seem to be particularly useful at the local level. After all, behaviour-conscious policy focuses on behavioural change through the redesign of the direct environments of citizens, and local authorities have a clear view and control over these environments. In the light of this potential, this article explores the current rise and institutionalization of behavioural expertise in local government. The work practices of local behavioural experts are examined on the basis of three dimensions of local government: positioning, practices and politics. The findings show that local behavioural experts are still in an experimental and start-up phase, but at the same time are already working with a wealth of behavioural assignments. In doing so, they deal tactically with scarce resources, resistance and abrasive institutional logics. The article shows that behavioural insights and designs are also promising in local government, that a local administrative landscape of behavioural expertise is already being developed; and that making meters in the field of behavioural expertise calls for several forms of coordination. |

Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise. |

In 2008 a global economic crisis broke out. Now we can look back at the crisis as a clearly ordered sequence of events. But at the time these events were experienced as unexpected, unordered and unpredictable: a shock situation. How did municipalities respond to this shock situation, to this economic crisis? This article describes how two Dutch municipalities, together with their societal partners, made sense of the economic crisis. This concerns the question of how they interpreted the crisis themselves, but also which actions ensued. From a constructivist position, the article considers how the two municipalities together with their partners made sense of the situation and this enabled them to implement measures that could mitigate the consequences of the crisis for their communities. Based on epistemological and methodological assumptions discourse analysis, the author investigates the role of language in this process of sense-making. This approach offers municipalities insight in the role of stories in policymaking and in determining new practical solutions. The article closes with some guidance on how this perspective can help to people and institutions to cope with comparable situations, specifically in the cooperation between municipalities and other organizations. |

To be able to realize the ambitions of citizen participation, diversity of participants is a crucial condition. At the same time excluding groups of citizens, amongst them critical citizens, is inextricably linked with citizen participation. In this article in the series ‘Local democratic audit’, the authors wonder what the exclusion of critical citizens means for the process and outcome of citizen participation. Through two empirical studies during a spatial intervention in different municipalities in the Netherlands, they investigated how people involved in a participation process spoke about critical citizens and their manifestations. The results show that the way these critical citizens are discussed either legitimizes exclusion or questions it critically. The legitimization of exclusion is detrimental to the support for spatial intervention. The problematization of exclusion results in a responsive approach to critical citizens, which is beneficial for both the course of the participation process and for the support for the spatial intervention. |

In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice. |

The increased complexity of multilevel democracies makes the evaluation of the performances of the government an increasingly difficult task for citizens. Multilevel governance involves information costs, which makes it more difficult for citizens to give clear responsibility for government tasks to the correct level of government. This article contains the first study that is focussing on the responsibility perceptions in the Netherlands. The authors do not just look at who citizens hold responsible for certain government tasks, but they also look at the consequences of these perceptions for the mechanism of accountability. The satisfaction of citizens are with the policy in a particular area should only influence the political support for the level of government they hold responsible. Results of the research are that in line with this perspective a strong correlation exists between satisfaction with the pursued policy and trust of the citizens in this government, in proportion as they hold a level of government more responsible. On the other hand there are large differences between citizens, that correlate with their level of education. So there are also large groups of citizens for whom it is not possible to keep governments responsible for the policy pursued, because they simply do not know which government is responsible. |

For the legitimacy and ability of governments it is crucial to have insight in the worries of citizens about society and politics. In the Netherlands these worries are at the national level systematically mapped by the Dutch Social and Cultural Planning Agency (SCP) through their Continuous Research Citizen Perspectives (COB) for almost ten years now. At the local level there is a lack of information about what worries citizens. Insight in locally experienced problems will probably become even more important in the coming years because of the recent decentralizations of national governmental tasks to the municipalities. This article investigates which problems citizens perceive in their municipalities based on an analysis of data from the Local Electoral Research (LKO). The authors find a number of striking differences with the problems that are perceived at the national level in the same period. The municipal issues citizens mention offer opportunities, but they also point to the limited impact force of the municipal level of government. All in all the research findings are indicative of a substantial added value of the LKO with respect to the already longer running COB. |

The term ‘second-order election’ indicates some elections are less important for citizens than national elections. This article investigates to what extent that applies for the Dutch elections of the municipal council. The research builds on literature about the second-order nature of the local elections in the Netherlands. The authors focus on the question to what extent the Dutch elections of the municipal council are second-order elections, by comparing voting at local and national elections in different ways. They compare four aspects of local and national voting: the turnout, the underlying factors that explain the turnout, the factors that explain voting for local parties, and the national or local character of the voting motives at the municipal elections in 2014. The results do not give a clear answer to the question to which extent municipal elections are locally oriented. The four different angles all deliver ambiguous patterns. So municipal elections indeed partly have a second-order nature as previously argued and shown. Nevertheless, we must not underestimate local affinity and political involvement. The fact that some of the citizens are interested in local politics, local parties and in local election electoral programmes is pointing out a local political dynamics. |

Municipal amalgamations form a red thread through the history of local government in the Netherlands. With varying intensity, this country was continuously confronted with adjustments of the municipal scale. Where once the focus was rather one-sided on the minimum number of inhabitants of a municipality, we see that since the nineties questions were asked about the amalgamation policy. From now on a lack of administrative power had to be demonstrated before an amalgamation would be carried through. These critical remarks however didn’t lead to a downfall in the number of municipal amalgamations. Amalgamation and merger will always continue in the Netherlands. The Flemish policy on amalgamation appears to be quite different. Since the large-scale merger operation in 1976 Flanders was no more confronted with municipal amalgamations. The former Flemish government however, announced at its appointment in 2009 that it would encourage voluntary mergers of municipalities with financial and administrative incentives. The present Flemish government treads the same path. The incentives put in place by the former Flemish legislature are even increased. They even appear to bear fruit. In the provinces Limburg and East-Flanders several municipalities have indicated to investigate a merger. Some of them even have taken the principal decision to merger in the municipal councils involved. This article describes and compares the municipal amalgamation policies of the Netherlands and Flanders. The authors also investigate what both can learn from each other. |

Research into citizens’ initiatives usually focuses on those who already participate. In this article the central question is how those who do not participate yet can be motivated to take part in citizens’ initiatives. To investigate this the authors used vignettes in which four key motives for participation in citizens’ initiatives are linked to three types of citizens’ initiatives. The results of this research show that people are more likely to take part in an initiative if a call is made to altruism. Usually it is also in general easier for small-scale, more applied citizens’ initiatives to motivate people. Non-participants will be more inclined, certainly in the presence of a specific local problem and if they are asked, to respond in a positive manner to an invitation to take part. For more abstract citizens’ initiatives, like a citizens summit in which not one single specific problem is addressed, it is much more difficult to motivate people to take part. Participation in citizens’ initiatives indeed increases the quality of local democracy, but only if the (local) government doesn’t take over these initiatives. Also those who do not yet take part in citizens’ initiatives have a positive and constructive attitude towards them. |
