    Overweight children are less fit than their peers, are bullied more often and face physical problems. It is therefore important for municipal administrators to devise and implement strategies to tackle youth obesity. Increasingly, the importance of measures in the physical environment is emphasized. However, a healthy living environment does not arise automatically. It requires an integrated and interactive policy approach. Vague policy language, stubborn ideas between public and private and divisions between policy areas stand in the way of measures taken by municipalities to achieve a healthy living environment for young people. To give such a working method a chance of success: (a) more knowledge has to be gained and made accessible about health-promoting policies; (b) professionals from the social and spatial domain must be better attuned to each other; and (c) administrators must commit themselves to an institutional context in which they work integrally and interactively.

Sub-Constituency Campaigning in PR Systems

    Sub-constituency campaigning occurs when parties focus their campaign resources on specific geographical areas within an electoral district. This behaviour was traditionally thought to occur only in single-member plurality elections, but recent research demonstrates that proportional systems with multi-member districts can also elicit sub-constituency campaigning. However, most studies of sub-constituency campaigning rely on self-reported measures of campaigning, not direct measures of campaign intensity in different regions and communities. We present novel data on geographical variations in the intensity of Flemish parties’ campaign advertising during the 2014 general elections in Belgium, which provides a direct measure of sub-constituency campaigning. Our findings show clear evidence of sub-constituency campaigning: parties campaign more intensely in municipalities where they have stronger electoral support and in municipalities with greater population density.

His research interests include the strategic communication of political elites, the effects of campaign communication on political attitudes and electoral choice and the role of issue perceptions in electoral behavior.

Knut De Swert is Assistant Professor, Political Communication and Journalism, at the Amsterdam School of Communication Research (University of Amsterdam, The Netherlands). His research is situated in the field of media and politics, and mainly focuses on the quality of (political) journalism and foreign news in a comparative perspective.

Artemis Tsoulou-Malakoudi is a student research assistant for the EOS research project RepResent which focuses on representation and democratic resentment. She is currently following a Research Master’s at the University of Amsterdam with an interest in political communication research.

    This contribution gives an overview of the results of recent research into the role perception and the role behaviour of councillors. The research is the MAELG-survey (Municipal Assemblies in European Local Governance) carried out in 2007 and 2008 in 15 European countries and Israel. A special issue of Local Government Studies has been dedicated to this research. Three articles of this special issue are discussed intensively. These articles look at the role perception and the role behaviour of local councillors from the perspective of the tension between representative and participative democracy, the relation between participative democracy (also called citizen democracy) and the responsiveness of councillors and the influence of informal institutions on the representation style of local councils. Another recent article in Acta Politica looks specifically at the situation in Belgium. It is interesting that the authors do not apply the classic typology of representation styles (trustee and delegate), but an alternative typology (with delegation, responsiveness, authorization and accountability as four styles of representation) developed by the Dutch political scientists Andeweg and Thomassen.
