Peer assessment is a rather marginalised method in political research. This research note argues that the collective expertise of MPs can complement other data to contribute to more comprehensive evaluations of MPs’ parliamentary work. Yet, this method is potentially flawed by low survey participation and rater bias among MPs. The experience with a peer assessment survey among members of three Belgian parliaments shows that participation does not necessarily need to be problematic. However, the empirical analysis suggests that scholars should control for various forms of rater bias. |

This article is a review of two policy documents on integrated care in the Netherlands. I argue that not a shared definition of ‘integrated care,’ but instead the own factual understandings of care and normative preferences, values or interests concerning care motivates the action of actors that need to produce integrated care. Not the network-level problem, but instead actor-level motivations explain to what extent integrated care is effectuated. The policy documents, but also important segments of the literature on policy integration seem to underestimate this problem. |

Mayors struggle with their role in the digital and online domain. One of the aspects they encounter is online positioning. Positioning is an important factor in public order enforcement. Mayor Femke Halsema of Amsterdam recently indicated that she is not only responsible for public order, but also for virtual public space. This contribution elaborates on online positioning and specifically on whether social media pages can be considered as public spaces. The analysis, which includes recent research in this area, shows that the definition of ‘public order and public space’ in the Dutch Municipalities Act certainly offers scope for an expansion to online places. The way in which internet users deal with data in practice does not stand in the way of this possibility. At the same time, it appears that online spaces differ from physical spaces, especially in the sense that positioning is difficult. Case law from Dutch criminal law shows that, in addition to the place, it is primarily the public reach and effect that determine whether or not it concerns a public expression. In addition to complex positioning online, there are other compelling arguments for not using the legal powers of mayors for maintaining public order on public spaces online. |

This research note investigates the role of paid digital campaigning in the 2018 local elections in Flanders. We make use of the official declarations which candidates are legally required to submit. In these declarations, candidates indicate whether and how much they invested in online campaigning tools during the four months preceding the elections. We collected data on a sample of 3,588 individual candidates running in the 30 municipalities of the Leuven Arrondissement. A multilevel logistic regression model shows that the odds of spending on digital campaigning increases among incumbent aldermen and local councillors. The latter finding supports the normalization thesis of digital campaigning. The results also show that scale is important – the more potential voters a candidate has, the higher the odds that the candidate invests in digital tools. |

Sub-constituency campaigning occurs when parties focus their campaign resources on specific geographical areas within an electoral district. This behaviour was traditionally thought to occur only in single-member plurality elections, but recent research demonstrates that proportional systems with multi-member districts can also elicit sub-constituency campaigning. However, most studies of sub-constituency campaigning rely on self-reported measures of campaigning, not direct measures of campaign intensity in different regions and communities. We present novel data on geographical variations in the intensity of Flemish parties’ campaign advertising during the 2014 general elections in Belgium, which provides a direct measure of sub-constituency campaigning. Our findings show clear evidence of sub-constituency campaigning: parties campaign more intensely in municipalities where they have stronger electoral support and in municipalities with greater population density. |

This contribution describes civil service professionalism from a functionalist perspective: the most important function of civil service professionalism is creating, developing and maintaining the authority of governments. Contrary to common opinion, moral authority in our day appears to be of prime importance. Citizens appreciate moral authority, but this important source of authority is often underused by political-administrative officials (especially by them). By making better use of moral authority, civil servants – policy officials and executive officials – could play a much bigger role. In order to achieve this, their professionalism must be improved by creating a broad civil service charter from which (to a certain extent) they can derive a right for civil service professionalism. In the context of the present political debate in the Netherlands on the normalization of the legal status of civil servants, there is an opportunity now to make real progress in this matter. It would be a good thing if civil servants would make themselves heard in this debate. Looking after the moral dimension of the work of civil servants and the accountability in this respect is not only a matter for the Dutch cabinet and those preparing the civil service charter, but also for the civil servants in different parts of the Dutch civil service themselves. |
