Within the past two years, hydraulic fracturing for shale gas became a highly contested technology in the Netherlands. Possible negative environmental impacts are at strained terms with possible economic, energy and geo-political benefits. In addition, there are many scientific uncertainties about, for example water contamination, methane emissions, the amounts of gas to extract and the risk of earth quakes. Societal conflict and scientific uncertainties make fracking for shale gas a wicked problem for decision makers. This article demonstrates that the Dutch Ministry of Economic Affairs has implemented several instruments for deliberation, such as a consultation round with stakeholders and a sound board for an independent research. These failed to lead to the desired support for fracking. In this contribution, I demonstrate that these instruments led to reason giving but not to structuring of the problem. They were used by governmental actors and protest groups as a political platform that was fuel for the political conflict. |

The Netherlands is engaged in reforming several of its public service provision sectors by limiting their hybrid (mixed public/private) character. This special issue deals with these reforms. We have a closer look at the systems of transport, education and housing, and also discuss reforms of the Dutch nation state. Each article poses three basic questions: why has the sector evolved as it has? Why is change seen as necessary? And how does this process take place? By doing so, we draw general lessons on how the Netherlands deals with system change and public management reform. |

During the 1980s and 1990s, successive Dutch governments reformed public transport by introducing market-type mechanisms. However, these New Public Management-style reforms have only been introduced half-heartedly because governments also tried to avoid the negative effects of NPM. On some fronts, the reforms have undoubtedly led to improved quality (better and newer material) and more choice for governments regarding how to organize public transport because there are several new providers. But on other fronts, these positive effects have been hampered by fragmentation, leading to calls for another overhaul of the system. This article chronicles the developments in public transport and discusses which new steps could be taken. |

In policy practice sometimes organizational arrangements appear that at first glance manifest itself as cooperative relations between private organizations, but about which on second thoughts the question can be asked if after all there is an active input from the side of the government. This is for instance the case in the construction of biogas infrastructures. In this article the authors discuss if we can talk about PPC after all. In the debate on governance this question is important because in the design of PPC the public interest involved must be sufficiently guaranteed in terms of control and accountability. On the basis of a confrontation between the results of a literature review and an empirical study of the case of a Green Gas pipeline in North-East Friesland (‘Biogasleiding Noordoost Fryslân’) in the Netherlands, the authors conclude that public steering in practice can take a form in disguise. Using ‘intermediate’ civil law legal persons, governmental influence indeed can be and is exercised during the cooperation. Especially law poses specific demands on control and accountability to take care of public interests, like the promotion of the use of renewable energy. Likewise in this kind of projects, especially in comparison with pure private-private cooperation, the public and if possible even the public law regulation must be safeguarded, for instance by transparency of form and content of steering. Of course this has to be done with preservation of the cooperative nature that is typical of PPC. |

More than twelve years after the appearance of the report of the Dutch Committee on the Future of Government Communication (‘Commissie Toekomst Overheidscommunicatie’) communication as the responsibility of the government is an important issue of debate and a discipline that is alive and kicking. We may even conclude that communication – in the terminology of this report – has conquered a place in the heart of policy. A lot is still unclear about the communicative function of government. On the normative question ‘why should the government communicate’ diverging answers are possible. However, the question is hardly discussed in practice and in science. For this reason the positioning of government communication as a separate discipline is also unclear. Reflection on the elementary values behind the discipline can reveal themes that have been invisible so far. The article investigates which values and motives are attached in theory and in practice to communication as a governmental function. For this reason a content analysis has been carried out of a number of volumes of five Dutch magazines (practical and scientific). The authors conclude that for professionals communication mainly is an instrument to support policy goals. The possibility to make a purposeful contribution with government communication to democratic values hardly is brought about, not so much in Communication Science as in Public Administration. |

Public regulators and inspectorates are increasingly involved in self-regulatory initiatives. This contribution is about co-regulation, which are co-ordination efforts among public regulators and self-regulating institutions. In co-regulation arrangements typical regulation and oversight activities, such as standard setting, information gathering and sanctioning become subjects of co-ordination between public and private actors. Co-regulation arrangements are typically network efforts. At the same time ‘regulation’ has a hierarchical connotation. This paradox shows in interpretations of ‘governance’ and ‘the move from government to governance’, the latter being a popular phrase qualifying a change of the government’s role in society. Main question in this paper is what the changing role of government in society means for the assessment of co-regulation. Based on literature two implicit, but opposing interpretations of ‘governance’ and the change are described. This implicitness may cause unsound assessments of co-regulation, either too tough or too lenient. In this contribution the normative implications of both interpretations are made explicit for co-regulation. The argument is illustrated by the case of co-regulation in the Dutch coach travel industry. |

The debate on the territorial structure and scale of local and regional government is hardly supported by geographical theory and evidence. In this article, a geographical logic for collective action and the spatial structure of government is unfolded, based on the foundations of Welfare Theory. This logic accounts for the tension between inherently bordered area governance and borderless social and economic networks. Spatial scaling of area government thus involves complex trade-offs. The case is made for area government at the scale of daily urban systems, functional-spatial complexes that are typical for our advanced network society. The article concludes with a discussion of consequences for the spatial organisation of local and regional government. |

A public interest implies that government intervention is needed in order to enhance societal welfare. After the character of the public interest has been determined from the theoretical perspective of public economics, the government has the responsibility to safeguard the public interest at lowest societal costs. This article discusses the supportive role of intermediaries (or ‘middlemen’), using prescriptions from transaction management. A discussion of three case studies shows how in public private partnerships the knowledge of such intermediaries can be used in order to safeguard the public interest in an efficient manner. |

On January 1, 2013 an amendment entered into force, increasing the administrative fines in social security legislation and labor laws. The amendment also redesigned the way these fines were calculated. In this article these new fines are assessed for consistency. On the one hand consistency with the dominant tendency of localization of welfare states and on the other hand consistency with other penalties. Based on this assessments it is concluded that the new fines do not match the tendency of localization of the welfare state. Compared to other fines the increase itself suites the type of violation, but not with the type of offender. Moreover the amendment deviates with regard to the doubling of the fine, since the fine is based on the amount of the unduly paid benefits that have to be recovered as well. Finally the amendment deviates since the legislator obliges the administration to impose the fine: the administration has no discretion whatsoever. |

‘Green gas’ is a sustainable alternative to natural gas. It is produced by converting biomass into biogas, which can consequently be upgraded to natural gas standards. Expectations about green gas are high. According to the long term vision of Netbeheer Nederland, the representative association of gas grid operators, green gas will entail 50 percent of the domestic gas mixture by 2050. In line with this vision national government has adopted a green gas innovation support program. Production of green gas takes place in rural areas with abundant supply of organic production resources, especially manure. It is in demonstration projects that green gas niche development is to be proven. In this paper the central question is how green gas demonstration projects manifest at the local level. By conducting a stakeholder analysis, we take a ‘bottom-up’ research approach, which helps us to identify organizational and institutional barriers key local stakeholders have in relation to green gas demonstration projects. We judge this necessary to further understanding in green gas niche development. The results of the analysis are used to advice policymakers about design and use of policy instruments which can help to solve these barriers. |

The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance. |

De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises. |

The world-wide meltdown of financial markets is one of the largest human-made crises in modern times. The question that trembles on the lips of many researcher is why the main actors, all considered as rational, have displayed such self-destructing behaviour. Answers have been sought and partially found in theories as varied as ‘regulatory capture’, ‘failed regulation’, and inadequate crisis management. In this special issue, an alternative view is suggested. The financial sector, like any other complex sector, is made up of loosely coupled actors and actor settings (i.e. financial institutions, regulatory bodies, political actors), each driven by different action logics. The studies in this special issue each deeply examine the action logic of one actor group. The purpose of this issue is hence to parcel out the various action logics and suggest directions for further research to combine better the various actors and their differing action logics. |

Why is there an on-going debate about climate change? We analyse this question from a framing point of view. We analyse four well-known frames in the climate change debate, and see what kind of reactions and reframing they invoke. The analysis shows that simple frames with an inherent logic, which activates underlying values and which are easy to communicate strongly resonate. It is difficult to counter such a frame. Opponents of the frame are often seduced to counter the frame by using the same wording. In this way, they step into the frame of their opponents and thus confirm the frame. To conclude, the article discusses two possible strategies for reframing: to couple the frame with other frames, and to suggest an alternative frame without stepping into the opposed frame. |

The social security system provides some form of protection for its citizens. The social security system depends on public support in society. Support is crucial for legitimacy of the social system. To date, it remains unclear whether social policy preferences will be affected by changes on the labour market. In this article we aim to increase our understanding of individual reactions to increasing labour flexibility and the impact on social policy preferences. From the results of our study, we draw the general conclusion that employees with flexible labour contracts as well as the self-employed do not reject the idea of social security. |

By law Dutch companies providing drinking water have to remain in public hands. In practice, public shareholders often fulfil their role in an informal fashion and without much engagement. They hardly intervene to protect the public interest. Public ownership is deemed to be crucial but its effects are difficult to measure. In this article, we examine the (ever changing and varying) institutional conditions of two public water companies and discuss whether these conditions enable public shareholders to properly control these companies. By comparing the opinions and experiences of directly involved respondents, this article aims to answer the question whether and how public shareholders are able to act as regulators. There are indications that this kind of regulation will not be efficient enough when needed, though those involved do not see this as a problem. This article offers suggestions for municipalities and provinces to reflect more on their role in the drinking water sector. |

The problems discussed in the articles of this special issue are not merely wicked in the sense of involving normative dissensus and factual uncertainty. They also are systemic: they reflect institutional inertia, discursive inertia and the disruptive impact of sociological trends (individualization, Europeanization etc.) on incumbent practices and institutions. This systemic character tends to makes them persistent: while fundamental change is unavoidable, such change is likely to be bothered by the very institutional and discursive inertia it seeks to address. Reflecting, from a public policy studies point of view, on previous articles we deduce four principles from urban practices to deal with these challenges: 1) reduce dissent and uncertainty where possible; 2) acknowledge normative diversity by promoting context-specific solutions; 3) organize policies around societal/market initiatives that have emerged in a context and 4) define institutional changes that may further promote and simplify such policies and seize opportunities for structural change. |

Sustainability, the question of how our system of prosperity could be maintained, is one of the main issues of the coming decades. To combine economic growth and a pleasant environment, society needs to scale back its resource use and the ensuing pressures on the environment, by a factor of five. The challenge is to do more with less; something for which there is no instant solution. The city is the place where this change will begin, not by ‘big’ government with ‘big’ plans, but by the energetic society. Citizens and the business community are motivated by their wish for a clean economy and a pleasant living environment. The rise of the information society has increased their ability to exchange knowledge and ideas, releasing creativity and creating new solutions. If city governments are to tap into the strength of society, they must embrace the initiatives and join citizens and business in the empowered deliberative search for sustainable solutions. The goal of a clean economy is within reach, but it demands comprehensive physical and cultural change, in which local initiatives may lead the cultural change towards a broad vision of a strong, sustainable society. A large role for government remains, but high quality, low carbon cities may be the winners of the future. |

Scale is an important topic in the fields of public administration, political sciences, and environmental sciences. How scales are defined, studied, and dealt with varies substantially within and across these fields. This article aims to reduce the existing conceptual confusion regarding scales by disentangling three representative approaches that address both governance and scaling: monocentric governance, multilevel governance, and adaptive governance. It does so by analyzing the differences in underlying views on governing, assumptions about scales, dominant problem definitions regarding scales, and preferred responses for dealing with multiple scales. Finally, this article identifies research opportunities within and across these approaches. |
