    Nowadays municipalities in the Netherlands work together more intensively with other municipalities in the region. Also cooperation with companies, institutions and societal organizations is more often looked for at the regional level. In practice this brings along many problems and difficulties. For several reasons it appears not to be easy to combine the implementation strengths of municipalities and societal partners. This article presents a new approach (based on the theory of ‘new regionalism’) to regional implementation strength. This approach is not only about designing regional administrations, but is mainly about the factors that induce administrations as well as companies and institutions to commit themselves jointly for the region. To increase the regional implementation strength more is needed than the formation of a regional administrative structure in which municipalities do not cooperate in a non-committal manner. To induce municipalities and societal partners to commit themselves jointly to handling new tasks or new challenges it is also necessary to have a clear strategic vision on these issues that binds parties and makes them enthusiastic and that regional cooperation is rooted in a societal breeding ground. It also asks for an administrative structure that does justice to the contribution every municipality and societal partner makes to the realization of the strategy and for a democratic involvement of municipal councils and sector-based interest groups.

    In the public as well as the semi-public sector numerous codes of good governance have been written. Although theses codes clearly lay down which public values must be the foundation of our administration, our newspapers often show examples of bad governance. It is striking that these codes mostly just picture an ideal, but do not give insight in tough considerations. In this article the authors show that different public values mentioned in codes are all worth pursuing as such, but that they in practice collide with each other. The manner in which administrators, managers and executives cope with such dilemmas, determines public opinion on good governance. Two cases have been researched: a municipality and a hospital. Through a Q-research six value patterns are demonstrated to exist in these cases. In addition (through interviews) the authors have discovered which values exactly collide in the cases, and which strategies are used to cope with collisions of values.

What the frack?

    Within the past two years, hydraulic fracturing for shale gas became a highly contested technology in the Netherlands. Possible negative environmental impacts are at strained terms with possible economic, energy and geo-political benefits. In addition, there are many scientific uncertainties about, for example water contamination, methane emissions, the amounts of gas to extract and the risk of earth quakes. Societal conflict and scientific uncertainties make fracking for shale gas a wicked problem for decision makers. This article demonstrates that the Dutch Ministry of Economic Affairs has implemented several instruments for deliberation, such as a consultation round with stakeholders and a sound board for an independent research. These failed to lead to the desired support for fracking. In this contribution, I demonstrate that these instruments led to reason giving but not to structuring of the problem. They were used by governmental actors and protest groups as a political platform that was fuel for the political conflict.

    This special issue focusses on deliberative elements in deciding over wicked problems. We present four case studies in which some form of deliberation was organized: the placement of mobile phone masts, hydraulic fracturing for shale gas, the failed HPV vaccination campaign and climate dialogues organized to enhance deliberative knowledge production over climate change. The case studies demonstrate how each of the deliberative processes has become politicized and that deliberative governance runs the risk of turning into a technocratic policy approach.

    Local officials, policy makers and scholars are increasingly interested in using citizen satisfaction surveys as an instrument to evaluate and analyze the performances and services of municipalities. The key reason for this popularity is the increasing awareness that citizen satisfaction ratings can give a good identification of the effectiveness of the municipal policy. However, a consistent approach to measure citizen satisfaction of the municipal policy in a multidimensional manner has yet to emerge. The construction of such a multi-criteria satisfaction score on municipal policy is indeed an intricate matter with several conceptual and methodological difficulties to overcome. One important difficulty is the question how to aggregate multiple aspects of municipal policy into an overall satisfaction measure. The current paper advocates the ‘Benefit-of-the-Doubt’ (BoD) methodology to weigh and summarize citizen satisfaction ratings on multiple dimensions and tasks of municipal policy into an overall citizen satisfaction score. The label ‘benefit-of-the-doubt’ highlights the main conceptual starting point of the method: in the absence of detailed knowledge on the correct weights for the different dimensions and tasks of the municipality, the BoD-model looks for each evaluated municipality for the most favourable set of weights. As municipalities are usually rather sensitive about being compared and evaluated against each other, this quality is clearly an important advantage of the BoD-model. We present both a static and dynamic version of the model.

    ‘Green gas’ is a sustainable alternative to natural gas. It is produced by converting biomass into biogas, which can consequently be upgraded to natural gas standards. Expectations about green gas are high. According to the long term vision of Netbeheer Nederland, the representative association of gas grid operators, green gas will entail 50 percent of the domestic gas mixture by 2050. In line with this vision national government has adopted a green gas innovation support program. Production of green gas takes place in rural areas with abundant supply of organic production resources, especially manure. It is in demonstration projects that green gas niche development is to be proven. In this paper the central question is how green gas demonstration projects manifest at the local level. By conducting a stakeholder analysis, we take a ‘bottom-up’ research approach, which helps us to identify organizational and institutional barriers key local stakeholders have in relation to green gas demonstration projects. We judge this necessary to further understanding in green gas niche development. The results of the analysis are used to advice policymakers about design and use of policy instruments which can help to solve these barriers.

    The factor time is an often neglected issue in the literature on network governance. In this article we analyze the differences in perceptions on time between actors involved in water governance and describe the managerial interventions aimed at synchronizing time horizons, managing the available amount of time and the tempo of the governance process. Two case studies of governance processes in the district of Water Board Delfland are included to provide insight in the question how the factor time influences the governance processes and how aspects of time are managed. The case studies show that different perceptions of time may cause tensions in collaborative relationships, and even cause the end of collaborations. This underscores the importance of time-sensitive governance.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    The world-wide meltdown of financial markets is one of the largest human-made crises in modern times. The question that trembles on the lips of many researcher is why the main actors, all considered as rational, have displayed such self-destructing behaviour. Answers have been sought and partially found in theories as varied as ‘regulatory capture’, ‘failed regulation’, and inadequate crisis management. In this special issue, an alternative view is suggested. The financial sector, like any other complex sector, is made up of loosely coupled actors and actor settings (i.e. financial institutions, regulatory bodies, political actors), each driven by different action logics. The studies in this special issue each deeply examine the action logic of one actor group. The purpose of this issue is hence to parcel out the various action logics and suggest directions for further research to combine better the various actors and their differing action logics.

    Public organizations delivering public services are the subjects of approximately a third of the daily news in the quality press. This article investigates the media frames in which public organizations are portrayed and also investigates the direct and indirect strategies that public organizations use to influence those frames. The analysis is relevant because public organizations are subjected to decision making processes by politicians that are informed by the frames in media stories. The article is based on a combination of quantitative and qualitative content analysis of media reporting, and focus-groups and interviews with senior officials from multiple Dutch and Australian public service providers. The analysis reveals that public organizations deploy both direct strategies via communication as well as indirect strategies (such as networking with journalists and applied research) in order to influence media framing. The interaction between news media and public organizations is depicted as a struggle for control over media messages, where journalists and politicians often get the upper hand but where public organizations have specific traits that may serve to generate specific frames.

    This article presents an empirically grounded typology of labour migration patterns among migrants from Central and Eastern Europe (CEE) and analyses the ways in which large cities and small towns cope with the diverse inflows of new EU citizens in their municipalities. Our analysis is based on a survey (N=654) among labour migrants from Poland, Bulgaria and Romania in 11 municipalities in the Netherlands, including Rotterdam and The Hague. Next, we make use of the results of six discussion meetings with local stakeholders and housing and labour recruitment agencies. The inflow of new EU citizens shows the local limits of urban governance. In order to cope with the negative aspects of the new labour migration Dutch cities try to influence national and European policy agenda's and develop local programs that counteract the shadow sides of the new labour migration.

    In managing new cleavages between conflicting values (such as materialism and post-materialism), we cannot simply fall back on a classical approach to cleavage management. The segments surrounding the new cleavage are clearly more fluid than those surrounding the religious or socio-economic cleavages from consociationalism and neo-corporatism, such as is rightly emphasised in the network approach. In the conflict between the materialist and post-materialist value pattern, representation logic is not a given certainty. Not only the facts, but also the negotiating players and the decision-making arenas are the subject of negotiation and strategic action. This is reflected in the new forms of consultation politics. Similarly, consensus formation cannot make do with the (party) political integration of the segments because, given the conditions of post-materialism, this integration can only be partial. It seems important in the new cleavage management to devote attention to the existence of several arenas in which political interests are weighed up. For the players involved in a particular policy issue, this means the lure of strategic forum shopping and thus complication of the conflict-resolving ability of each of the forums.

Decentralisatie: maatwerk of uniformiteit?

    A main motive for policy decentralization is the belief that municipalities are better able to customize public policy to local circumstances, and to realize made-to-measure service provision. In this respect, the introduction of the Social Support Act (Wmo) is an interesting example. With the lack of ‘vertical’ accountability obligations to the national government, the Wmo is governmentally innovative. Whether the decentralization results in customized forms of social support is a fascinating one because a detailed reading of the Wmo and its implementation displays possible incentives as well as barriers to made-to-measure service provision. The empirical exploration in this article uses data from the 2007-2009 evaluation of the Wmo conducted by the Netherlands Institute for Social Research (SCP). The evaluation shows that municipalities involve diverse stakeholders in formulating Wmo policy, and that their involvement seems to lead to customized service provision. At the same time, municipalities follow nationwide models, and information provided by the central government seems to have a major impact on local social care policy. The article concludes with an outlook on future directions in local debates on social care and the recommendation to give time for major decentralization trajectories such as the Wmo.

    The problem of climate change is high on the various political-administrative agendas, both national and international. At the same time the problem is full of uncertainties and controversies. Adaptation to climate change asks for adjustments in our spatial planning, but can also necessitate changes in the distribution of public and private responsibilities. A crucial question is how the legitimacy of adaptation measures can be organized in a context surrounded with uncertainties, controversies and conflicting interests. In this paper we introduce the central theme of this special issue and the various contributions.

    In the Netherlands, new horizontal forms of accountability have in recent years been introduced for executive agencies. These forms of accountability address other stakeholders besides the hierarchical principal. It includes for example demonstrating responsiveness to clients, independent overseers or professional standards. In this article, two related questions are answered. At first the question is posed whether horizontal accountability can be regarded as a substitute for democratic accountability or as complementary to it. The second question is how their introduction fits with traditional (vertical) forms of accountability. The article is based on a qualitative research that was carried out in 2005 and 2006 on nine large Dutch executive agencies. It focuses on two types of horizontal accountability: accountability of agencies to boards and to an independent evaluation committee ('visitation'). The article concludes that horizontal accountability is best regarded as complementary to democratic accountability. Horizontal accountability has added value because it invokes learning processes. In addition, the introduction of horizontal forms of accountability creates a redundant accountability regime for executive agencies in which they account for the same actions to different accountees. Redundancy has the advantages that it mitigates information asymmetry and incorporates the different expectations for agencies.

    This article sketches four more or less excluding future scenarios with regard to immigration and social security. Its objective is to find an answer to the question how the Dutch welfare state and more in particular the system of social security can contribute positively to both labour market participation and social integration of non-western immigrants. The four scenarios, constructed on the basis of two dichotomies open versus closed country borders and privatised versus collective social security, can be perceived as ideal types. Although none of the four scenarios will contribute unequivocally to solving the problem of labour market participation and social integration of immigration, it turns out that two scenarios will be more realistic, given in particular the long-term development of the social security system towards further privatisation. These are the scenarios that combine privatised social security with open or closed borders. The first scenario will be more beneficial from an economic viewpoint. By contrast, the second scenario will be more attractive for those people who primarily want to restrict immigration.

Het (onzinnige) verlangen naar het 'maken' van tradities in lokaal bestuur

    In local government, traditions and styles of working are under pressure. Local administrators try to find new methods to address urban matters in a business-like manner, to direct networks and to activate stakeholders. In that way, they strive for better performance, and for 'new' politics. In order to succeed, not only new methods are introduced, but cultures are changed as well and new traditions of governance are established. Existing styles of working and regular procedures are seen as outdated and considered to be barriers that have to be eliminated. This 'violence of renewal', as we call it, is based on several assumptions. First, new methods are seen as crucial for modernizing local governance. Second, the effects of new methods depend on the manner in which modernization takes place. Third, effective introductions of new methods do not happen straightforwardly; cultural change is required. In this article we will argue that these assumptions have to be put into perspective and, especially, that the idea of 'making' of cultures in order to effectively implement new methods is illusory. We show, based on research in four municipalities, that interventions in local governance as such are culturally biased, and that local traditions, styles and customs influence how modernization takes place.

    This article examines the differences and similarities in public policy of the Dutch and Belgian government in the policy field of socially responsible investing (SRI). In particular the authors discuss both the content and the consequences of the Dutch arrangement 'Groen beleggen' and the Belgian 'Kringloopfonds'. Our empirical evidence states that, although both public policies are very similar (a tax incentive for investors investing financial means in socially responsible funds), they had a different influence on the socially responsible investment market. The Dutch arrangement 'Groen beleggen' lead to more assets under management, more green private funds, more financed projects and a bigger influence on the market of socially responsible investment products. This is mainly caused by the nature of the funding: the choice for private funds in the Netherlands, instead of a public fund like in Belgium.
