Voor en na Fortuyn. Veranderingen en continuïteiten in het burgeroordeel over het democratisch bestuur in Nederland

    For several years, Dutch and international survey research programmes, such as the European Values Studies, the Eurobarometer, and the Dutch Parliamentary Elections Studies, have registered the judgements of (Dutch) citizens regarding a wide variety of topics. The Legitimacy-monitor Democratic Governance (Hendriks, Van Ostaaijen & Boogers, 2011) assembles those statistics that together present a layered picture of the legitimacy of democratic governance in the eyes of Dutch citizens. For this article, we review those statistics and take the ‘Fortuyn-year 2002’, the year in which Fortuyn shook up Dutch politics, as a demarcation point. Among the many continuities in pre- and post-Fortuyn statistics, we register a number of marked changes in the judgements of citizens regarding democratic governance in the Netherlands. The most salient, we conclude, is the growing thirst for vigorous ‘leadership’, which not only breaks with the trend of several decades (ever weaker preference for strong leadership), but also the logic of Dutch consensus democracy (many hands and not one head).

    Cities and regions have long captured the imagination of sociologists, economists, and urbanists. From Alfred Marshall to Robert Park and Jane Jacobs, cities have been seen as cauldrons of diversity and difference and as fonts for creativity and innovation. Yet until recently, social scientists concerned with regional growth and development have focused mainly on the role of firms in cities, and particularly on how these firms make location decisions and to what extent they concentrate together in agglomerations or clusters. This short article summarizes recent advances in our thinking about cities and communities, and does so particularly in light of themes advanced in my recently published book, The Rise of the Creative Class, which focuses on diversity and creativity as basic drivers of innovation and regional and national growth. This line of work further suggests the need for some conceptual refocusing and broadening to account for the location decisions of people as opposed to those of firms as sources of regional and national economic growth. In doing so, this article hopes to spur wider commentary and debate on the critical functions of cities and regions in 21st century creative capitalism.

    This article poses the question whether the Dutch system of organized interest representation faces a transformation from neo-corporatist mediation to lobbyism similar to Scandinavian countries. Its main claim is that this has so far not been the case, because two essential features of neo-corporatist interest mediation have remained prominent in the Netherlands. First, policies regarding labour conditions continue to be determined within a network of employers' organisations, trade unions, and the government that is essentially closed to outsiders. Second, the system continues to be hierarchical in nature: the government, often below the surface, demonstrates a considerable capacity to steer the participants in its preferred direction. Such a closed network still allows for lobbying the parliament by both network members and outsiders. Lobbying may thus be complementary to closed neo-corporatist networks rather than a substitute. The article offers a research agenda exploring the latter suggestion.
