Governance by numbers: risico’s verbonden aan de internationale benchmarking en ranking van pensioensystemen

    This article points out some of the pitfalls and ambiguities involved in quantified cross-national policy comparisons by looking at the construction and use of standardized indicators in the field of pension policy. The empirical analysis looks at three cases where the OESO and EU use standardized pension indicators to score and rank the performance of national pension systems. The cases illustrate some of the problems associated with scoring and ranking the outcomes of unique and complex pension systems by means of internationally standardized indicators. Our results show that internationally standardised indicators for pension systems are not neutral in the sense that they favor countries with certain institutional pension policy mixes over others. When particular institutional characteristics are treated differently under the same metric, systematically distorted conclusions about the performance of national pension systems may, and likely do, result. Consequently, these observed biases hinder reliable cross-national comparison that is based on these indicators. The article concludes with some recommendations on the construction and use of international indicators in the field of pension policy. It also discusses where research on the process of commensuration – transforming qualities into quantities − in a comparative context should go from here.

De wedergeboorte van de fact-free politics

    In this paper we analyze Fortuyn’s political inheritance in the Netherlands. Going beyond the mere electoral popularity of his neo-rightist successors, we analyze the changing political culture since Fortuyn entered the political stage. More specifically we show that his ideological beliefs – Fortuyn voiced an unprecedented combination of liberal views towards homosexuals and gender equality with critical views pertaining to immigration, and he was critical of political and administrative elites – caught on in current Dutch politics. Moreover, his highly personal communicative style, placing him outside the inner circle of Dutch politics underscoring his adversity to these political elites, also caught on in mainstream political campaigning. This new personal style, however, did not mean a demise of ideology. On the contrary, Fortuyn actively tried to appeal to the electorate with ideals and ideology – hence marking the rebirth of the so-called ‘fact-free politics’ after the de-ideologized purple governments in the Netherlands. Since Fortuyn, mainly parties on the right side of the political spectrum have followed this path of re-ideologization. The paper ends with a comparison of the counterculture originating in the 1960s and post-Fortuyn right-wing politics, which surprisingly shows great continuity. We therefore argue that we are currently witnessing a veritable counterculture 2.0.

    There are many different ways in which employees may choose to address unequal treatment at work. They may do so themselves, in an informal or formal manner on the work floor. They may also, at some stage in the dispute, decide to involve specialized advisers such as legal advisers, anti-discrimination officers, health and safety executives and labour unions. It is generally assumed that consulting such specialized advisers will help the employee to address unequal treatment more successfully. In this paper, the effectiveness of the interorganizational field of specialized advisers is analyzed on the basis of an elaborate study among different types of respondents. The main finding is that fear of retaliation plays a crucial role in seeking and receiving specialized advice and that the existing interorganizational field broadly fails to cope with this fear. To resolve this issue, the field needs an improved governance structure with better co-ordination between different types of advisers.

    This paper offers a critical empirical analysis of the policy terms ‘allochtoon’ and ‘autochtoon’, which have been used in Dutch public policy and administrative practices in recent years, as well as in general public discourse, to distinguish between people with a migrant background and those with a so-called native background on the basis of birthplace. Taking an interpretive policy analysis perspective, we present metaphor and category analyses to show the determining role that ‘place of origin’ has in the policy terms. The analysis includes a historical contextualization of the categories within Dutch policy discourse. The metaphor analysis focuses on the etymology of the terms, and the category analysis examines the taxonomy used by Statistics Netherlands since 1999. The role of ‘place’, and in particular country or land of birth, in these etymologies and taxonomies link to elements from ancient racial thinking, showing that ‘birthplace’ is a surrogate for race in this policy discourse. The analysis leads us to argue that the terms are inherently exclusive and that the exclusive work that the essentialist categories do is in marked contrast to the policy goal of integration.

    The European Commission has attempted to incorporate non-state actors in European decision-making through the so-called 'social dialogue' and 'civil dialogue'. The actors involved in the two dialogues are, respectively, social partners and civil society organisations. In this article we compare the two dialogues in terms of theories on the development of corporatist governmental arrangements. Our analysis shows that, whereas the social dialogue can now be characterised as corporatist, the civil dialogue remains pluralist in nature. We account for this difference by considering the interests of the actors involved, windows of opportunity and internal responsiveness.

    The recent decline in professionalism has frequently been explained as a result of the rise of New Public Management (NPM). As will be shown in this article, however, NPM does not automatically result in a decline in professionalism; its effects differ in various professional contexts. In a case study of the work of social insurance doctors and labor specialists the authors demonstrate that NPM structures the technical aspects of professional tasks, that are the verifiable elements of the professional's judgment. NPM proofs to have strong influence on the techniques for quality insurance (performance of production, time and lawfulness). On the longer term this influence can undermine professional self-regulation. NPM has little impact on the indeterminate task aspects, the professional judgment itself, even though this part has become more 'technical' in years. The case study shows however that this is not due to NPM but to the impact of bureaucratization of the professional task. Furthermore it becomes clear that this impact is stronger in the case of the labor specialist than with respect to the social insurance doctor.

    Fathers may fundamentally change their behaviour, depending on the context. In this article, this aspect was investigated on the basis of three exceptional practices. The 'standard practice' has been defined as a living unit consisting of a man, a woman and one or more children, with the man working outside the home at regular times (generally from 9-17 hours) and the woman being (largely) responsible for household and care tasks. We speak of an exceptional practice if the man works non-regular hours, or has an unusual working pattern, or is part of a special type of household. The study involved around thirty such households, subdivided into the households of homosexual fathers, shiftworkers and teleworkers. The main conclusion of the article into exceptional practices is that men's views and preferences as regards the distribution of tasks between men and women are closely linked to the context in which they perform these tasks. In households characterised by a more balanced distribution of tasks, the alleged skills and preferences of men and the tradition in which they grew up have become largely or totally irrelevant. It turns out that men's opinions may change in situations where men are forced to carry out certain tasks because of a change in circumstances (different working hours, working patterns or alternative lifestyles). In that case, even supposedly poor skills are suddenly of little or no importance. Being 'alone' at home with the children appears to be an important stimulus to actually perform care tasks.

    This article identifies institutions and arrangements concerning the reconciliation of working life and family life for various European countries. These institutions and arrangements concern time (flexible working hours and leave arrangements), money (tax systems) and facilities (childcare facilities). A fairer distribution of all work and care tasks requires proper facilities at national level in respect of childcare, parental leave, so-called leave savings schemes, the right to work part-time, etc. Such facilities are of particular importance while taking the first steps towards a fairer distribution: they will enable men to take on more tasks at home, while making it easier for women to work outside the home. The article concludes that with regard to reconciliation facilities, the differences between the several welfare states within the European Union are fading away. This is interesting, because as a result the EU countries are increasingly finding common ground in terms of solutions for reconciliation and more specifically the role of men.

    Parents are worried about the safety of their youngsters in public space, although they do not define all public space as dangerous for their children. This article discusses empirical research of the views of parents of fourteen and fifteen year olds on the safety in different environments. Parents in cities, suburbia and the countryside in the Dutch province of Groningen all worry about the safety of their children. Nevertheless, differences exist in the ways in which they reproduce images of 'the city as a jungle' and the 'rural idyll.' These dominant images influence the parental concerns and the way parents protect their youngsters. At the same time, parents hold alternative and sometimes contradictory views about the appropriateness of their residential environment. Furthermore, parents' opinions on safety are not exclusively based on the places their children visit. Besides local experiences, national and international news frame the parents' views. This is of considerable importance for local safety policies.

    This paper discusses contemporary public space in light of two developments: a privatisation of space, and a spectacularization of space. Over against these processes, it argues that public space is able to provide two regulatory functions for social life: (1) anonimization; (2) public-formation. The paper concludes with a discussion of 'public familiarity' as one possible way of mediating these two apparently contradictory demands on public space.

    This article sketches an alternative route to stimulate public familiarity: introducing spaces and zones of hospitality. Maybe hospitality in (semi)public space can offer more safe and comfortable ways of interaction. How does hospitality relate to the principles of public life like free access? Which views of interaction between strangers are presupposed? It is argued that hospitality means sharing together a certain limited space. The persons present depend on each other and they have the opportunity to make contact and get nearer. Guests have the positive obligation to treat each other with respect. Hospitable social regulation may be promoted in various ways. First by introducing symbolic demarcations like gateways and fences. Secondly by introducing convivial forms of interaction. Making use of public space in sheltered and relaxed ways may function as 'leveler' through which newcomers may feel welcome and 'at home'. Thirdly, by means of a 'personal hospitability' small conflicts can be managed. In that case some persons may take the role of public host without being asked. Finally some objections against hospitability are dealt with: on the one hand the freedom to move as one wants would be restricted and on the other hand informal manners in hospitable spaces would not satisfy the rules of detached and impersonal public interaction. Against that it is argued that 'total freedom of movement' and impersonal interaction are not always suitable principles to shape public life.

    Governing the Netherlands seems to have become a form of governing by commission. Between 1995 and 2005 Dutch central government installed at least 364 commissions that we were able to identify. Cuts in this phenomenon are often called for by its opponents since commissions are often believed to be a strategic instrument for policymaker to cut democratic corners or slow down policy making processes. Dutch Parliament by motion has even asked government to keep from forming (so many) commissions. Still trends have not changed and new commissions are being formed almost every other week. Apparently there are compelling reasons for forming commissions. In this article we discuss how societal and public context lead to the installation of commissions. Furthermore we argue that installation of a commission can be clearly understood from the motives officials have with its formation. Hiring expertise (60%), independence of members (30%) and creating legitimacy (20%) are important factors regarding these motivations. Timing of commissions within election cycles is strategic: installation shortly after the new administration is effective, as is reporting back before the next elections. As long as politics remains politics calling for less commissions has mostly symbolic value.
