    ‘Green gas’ is a sustainable alternative to natural gas. It is produced by converting biomass into biogas, which can consequently be upgraded to natural gas standards. Expectations about green gas are high. According to the long term vision of Netbeheer Nederland, the representative association of gas grid operators, green gas will entail 50 percent of the domestic gas mixture by 2050. In line with this vision national government has adopted a green gas innovation support program. Production of green gas takes place in rural areas with abundant supply of organic production resources, especially manure. It is in demonstration projects that green gas niche development is to be proven. In this paper the central question is how green gas demonstration projects manifest at the local level. By conducting a stakeholder analysis, we take a ‘bottom-up’ research approach, which helps us to identify organizational and institutional barriers key local stakeholders have in relation to green gas demonstration projects. We judge this necessary to further understanding in green gas niche development. The results of the analysis are used to advice policymakers about design and use of policy instruments which can help to solve these barriers.

    De facto autonomy, the actual potential of regulatory agencies to go about their daily work, is often conceived to be more important to explain regulatory capacity than its formal autonomy and responsibilities. In this article we investigate whether external context factors, such as the financial and economic crisis have an impact on de facto autonomy. More specifically, we investigate whether the de facto autonomy varies after the crisis and distinctively so for specific subsets of employees within regulatory agencies. According to literature, mid-level managers of agencies are key to de facto autonomy and building a secure reputation for the agency in question. We test these external and internal effects on de facto autonomy with a survey among employees of the Dutch Financial Market Authority (N = 248). The findings show that the perceived influence of stakeholders is relatively constant, but that it is more dynamic for European stakeholders. Both middle managers and employees working at strategic and policy departments of the agency conceive the impact of European stakeholders as increasing in nature. The findings have important implications for our studies of de facto autonomy of regulatory agencies as well as reform potential after major institutional crises.

    Cities and regions have long captured the imagination of sociologists, economists, and urbanists. From Alfred Marshall to Robert Park and Jane Jacobs, cities have been seen as cauldrons of diversity and difference and as fonts for creativity and innovation. Yet until recently, social scientists concerned with regional growth and development have focused mainly on the role of firms in cities, and particularly on how these firms make location decisions and to what extent they concentrate together in agglomerations or clusters. This short article summarizes recent advances in our thinking about cities and communities, and does so particularly in light of themes advanced in my recently published book, The Rise of the Creative Class, which focuses on diversity and creativity as basic drivers of innovation and regional and national growth. This line of work further suggests the need for some conceptual refocusing and broadening to account for the location decisions of people as opposed to those of firms as sources of regional and national economic growth. In doing so, this article hopes to spur wider commentary and debate on the critical functions of cities and regions in 21st century creative capitalism.

    In recent years the Dutch welfare state has invested substantial sums of money in activation of citizen’s initiatives in deprived neighbourhoods. As a policy concept citizen’s initiatives refers to enhancements by citizens to the quality of life in their neighbourhood. Is this activation policy productive or counterproductive for citizen participation? This question is answered by analyzing the representativeness of the activated citizens, the nature of their initiatives, the type of relations they develop with institutions, and whether they develop more competences due to their initiative(s). Our findings indicate that the activated citizens are more often female, below 50, lower educated, and 40 percent is migrant, which makes them more representative than the participation elite (male, 50+, white, and higher educated). They form a new vanguard that activates many participants through initiatives that focus on connecting people and on social problems such as anonymity, isolation and nuisance. Many contacts with professionals contribute for them to a partnership relation geared toward cooperation instead of consumerism or dissatisfaction. Also these citizens develop democratic, bureaucratic and social competences as well as social reflexivity and empathy for other citizens and institutions. We conclude that activation of citizen’s initiatives has positive effects on citizen participation.

    In this article, we introduce the concept of 'policy alienation'. We define policy alienation as a general cognitive state of psychological disconnection from the policy program being implemented, here by a public professional who regularly interacts directly with clients. By introducing policy alienation, we want to contribute to the contemporary debate on the role of public professionals. According to some authors, professionals are experiencing increasing pressures, as managers have turned their backs to work floors and primarily opt for results, efficiency, and transparency. Conversely, other scholars note that it is questionable whether managers can be blamed for all perceived problems at work floors and in service delivery. We are able to examine these opposing claims using the policy alienation perspective, as this perspective not only takes into account the role of management, but also the influence of policy makers and politicians, as well as the claims of the more emancipated clients. After conceptualizing policy alienation, we use a case of insurance physicians and labor experts to illustrate how the concept can be researched empirically.

    In December 2004, the report of the Dutch Parliamentary Investigation Committee on Infrastructural Projects was published. This committee investigated the budgets overruns of two large rail projects currently under construction in the Netherlands: the Betuwe Line and the High Speed Line (HSL)-South. The committee also looked at how mistakes that were made in the earlier projects had been avoided in the construction of the Zuiderzee Line, a project currently under preparation. The report provides a look inside the struggle of the Dutch national government from the beginning of the 1990s in their public-private partnership (PPP) efforts. In this contribution, we provide an analysis of the motives, approach and results of privatisation of these three projects on the bases of the detailed empirical analysis provided by the Committee. We seek explanations of how privatisation with these three projects evolved and what lessons can be drawn. It appears that practices have so far been far from good and instead of committing to the obligation to apply PPP in every large infrastructural project, the government should first find out how PPP in such projects should actually be carried out.

    At the start of the century, the organisational fields belonging to the public employment service and social security, which previously were strictly institutionally separated with their rules and norms, have been brought under one umbrella or network structure in the Netherlands. We discuss how within this structure adaptive and reflexive forms of governance enhance information feedback and simultaneous learning processes both at the top and in the execution level of social security. Based upon document study, interviews and a case study of a sectoral experiment on integral service provision, we illustrate which learning elements occurred in bridging the planning and control cycle of New Public Management at the top with the horizontal mutual adjustment between organisations at decentral level.

    This article analyzes the attention to democratic performance and the functioning of public administration by governments in the Netherlands. The views of national governments on these matters have not been mapped systematically. Through a content analysis of all annual Dutch Queen's speeches between 1945 and 2007, which is part of our broader research on the national politics of attention, we analyze the pattern of attention for democracy and public administration. The theoretical perspective used is the model of policy generations. Our findings show that governmental attention for the functioning of public administration emerged in the 1960s and since then went up and down. The time intervals in which agenda changes occurred often were longer than the duration of individual governments, although some governments contributed strongly to a change in attention and tone. Attention not only showed rise and decline, also the emphasis on efficiency, long term planning, and democratization shifted considerably from one period to the next. This empirical pattern matches for the most part the theory of policy generations, which predicts a fixed sequence in policy emphasis. In addition to general cultural driving forces central to this theoretical model, we conclude that political and institutional conditions contribute to a better understanding of the pattern of political attention.
