De effecten van kleinschaligheid op het karakter van politiek en democratie

    Whereas the six Dutch islands in the Caribbean all have a (very) limited population size, analyses of political problems on the islands rarely seem to take the variable of state size into account. The available academic literature demonstrates that the population size of states has a strong influence on the quality of democratic governance, although scholars disagree on the question whether smallness is an asset or an obstacle to democratic development. After a discussion of this theoretical literature, the present article proceeds with a presentation of field research in three small island states (St. Kitts and Nevis, Seychelles, and Palau) in which the political consequences of a limited population size are analyzed. This analysis reveals that a number of size-related effects can be observed in all three examined island states, among which a tendency to personalistic competition, strong polarization between parties and politicians, particularistic relationships between voters and their representatives, and a dominant position of the political executive vis-à-vis other institutions. A subsequent analysis of the contemporary political situation on the Dutch Caribbean islands shows that the observed problems also play a role on these islands, which indicates that smallness is perhaps of greater significance than is now often supposed.

    Local officials, policy makers and scholars are increasingly interested in using citizen satisfaction surveys as an instrument to evaluate and analyze the performances and services of municipalities. The key reason for this popularity is the increasing awareness that citizen satisfaction ratings can give a good identification of the effectiveness of the municipal policy. However, a consistent approach to measure citizen satisfaction of the municipal policy in a multidimensional manner has yet to emerge. The construction of such a multi-criteria satisfaction score on municipal policy is indeed an intricate matter with several conceptual and methodological difficulties to overcome. One important difficulty is the question how to aggregate multiple aspects of municipal policy into an overall satisfaction measure. The current paper advocates the ‘Benefit-of-the-Doubt’ (BoD) methodology to weigh and summarize citizen satisfaction ratings on multiple dimensions and tasks of municipal policy into an overall citizen satisfaction score. The label ‘benefit-of-the-doubt’ highlights the main conceptual starting point of the method: in the absence of detailed knowledge on the correct weights for the different dimensions and tasks of the municipality, the BoD-model looks for each evaluated municipality for the most favourable set of weights. As municipalities are usually rather sensitive about being compared and evaluated against each other, this quality is clearly an important advantage of the BoD-model. We present both a static and dynamic version of the model.

    The traditional authority of mayors and aldermen is readily challenged. Formal positions do no longer constitute authority. For that reason, new political repertoires are being sought after and are being developed by local political-executive leaders. This article analyses and compares the sources of authority for mayors and aldermen: how can they develop, maintain, and strengthen their authority? It develops an innovative typology of sources of authority. A distinction is made between institutional, positional, and personal sources of authority. The model is applied to the mayors and aldermen in relation to relevant socio-political developments that affect the two offices. It is found that the authority of mayors rests on institutional sources of authority more so than that of aldermen. For the latter, positional and personal sources of authority are more important. At the same time, personal sources of authority have become very important for mayors as well as aldermen. The results call upon mayors and aldermen’s skills and competences to develop personal authority through persuasion.

    The credit crisis that began in the summer of 2007 has fundamentally challenged much financial regulation and the political institutions that produced it. Measured against the criticisms that have been brought forth against previous financial governance, the extent of governments’ overall reform ambitions has been disappointing. Starting from this observation, this article asks: what explains governments’ reform choices, and thus also their limited ambitions? To explore this question, this article focuses on the positions that four governments central to global financial regulation (the USA, the UK, Germany and France) have taken in advance of the G20 meetings in 2009 across four key issue areas: accounting standards, derivatives trading, credit ratings agencies and banking rules. It evaluates both the overlap between positions across domains and governments as well as the differences between them. Such variation, we argue, provides key clues to the overall drivers behind reforms – as well as their limits. The overall picture that emerges can be summarized as follows: governments have been staunch defenders of their national firms’ competitive interests in regulatory reforms. That has not necessarily meant that they followed industry preferences across the board. It has been the relative impact, compared to foreign competitors, that counted in reform positions, not the absolute impact. These differences of opinion have played out within the context and the limits of the overall debates about thinkable policy alternatives. In spite of fundamental criticisms of pre-crisis regulatory orthodoxy, convincing and coherent alternatives have been forthcoming slowly at best. This has made reform proposals less radical than criticisms, seen on their own, might suggest.

    For several years, Dutch and international survey research programmes, such as the European Values Studies, the Eurobarometer, and the Dutch Parliamentary Elections Studies, have registered the judgements of (Dutch) citizens regarding a wide variety of topics. The Legitimacy-monitor Democratic Governance (Hendriks, Van Ostaaijen & Boogers, 2011) assembles those statistics that together present a layered picture of the legitimacy of democratic governance in the eyes of Dutch citizens. For this article, we review those statistics and take the ‘Fortuyn-year 2002’, the year in which Fortuyn shook up Dutch politics, as a demarcation point. Among the many continuities in pre- and post-Fortuyn statistics, we register a number of marked changes in the judgements of citizens regarding democratic governance in the Netherlands. The most salient, we conclude, is the growing thirst for vigorous ‘leadership’, which not only breaks with the trend of several decades (ever weaker preference for strong leadership), but also the logic of Dutch consensus democracy (many hands and not one head).

    In recent decades, professionals in the public sector have been faced with increasingly detailed demands concerning accountability and performance. It is often argued that this increased accountability and its bureaucratic pressures limit professionals’ discretionary space and autonomy. However, this critique is hardly based on empirical research on the experiences and perceptions of professionals themselves. In this article we present an investigation into these perceptions and experiences with accountability in one particular brand of the public sector, namely youth care.
    Our research indicates that professionals in youth care are hardly interested in greater autonomy or discretion. They rather want clarity, security and options for learning. Moreover, we found ‘bureaucratic attachment’: attachment to bureaucratic procedures particularly as a reaction to increased fears to be sued when something goes wrong with clients. In the recurrent arguments for reduction of bureaucracy, this other face of bureaucracy is often disregarded.
    Regarding working conditions however, the professionals we interviewed do want more discretion. Especially concerning occupation of beds, as the requirement for permanent occupation is viewed to augment risk. We therefore argue for better backing of professionals in youth, for a more precise battle against unnecessary bureaucracy, and for professionalization in order to handle more discretion.

    The private security sector is rapidly growing and their operations more and more comprise policing and public order maintenance, tasks which to date have been government’s primary responsibility. Some fear this development because the private sector is characterized by market values as profitability and efficiency instead of public sector values such as lawfulness and impartiality, putting the quality of public safety at risk. In this article the professional values, norms and motivations of police officers and private security employees in the Netherlands are compared on the basis of a standardized survey. The main conclusion is that there are large differences in how both groups perceive each other, however the underlying professional morale is actually more similar than different.

    Dutch housing policy has been reformed dramatically over the last fifteen years. The reforms were preceded by an equally dramatic policy crisis during the 1970s and 1980s. This article attempts to explain the development of both the crisis and the subsequent reforms. An important explanatory variable is the logic of provision, relating to the fact that housing comes in the shape of stock and capital. However, the institutional logic of Dutch housing policy, notably the fact that most social housing providers are traditionally private nonprofits, has also proved of vital significance in determining the outcome of the reform process. Distinguishing the effects of the logic of provision and the institutional logic enables an analysis of how policy feedback, the inheritance from previous policies, may cause both policy crisis and policy reform.

    There are many different ways in which employees may choose to address unequal treatment at work. They may do so themselves, in an informal or formal manner on the work floor. They may also, at some stage in the dispute, decide to involve specialized advisers such as legal advisers, anti-discrimination officers, health and safety executives and labour unions. It is generally assumed that consulting such specialized advisers will help the employee to address unequal treatment more successfully. In this paper, the effectiveness of the interorganizational field of specialized advisers is analyzed on the basis of an elaborate study among different types of respondents. The main finding is that fear of retaliation plays a crucial role in seeking and receiving specialized advice and that the existing interorganizational field broadly fails to cope with this fear. To resolve this issue, the field needs an improved governance structure with better co-ordination between different types of advisers.

    For many years now, citizenship has been a hot topic in Dutch politics. The activation and participation of citizens has been part and parcel of many policy initiatives. In this fashion, the current cabinet of Prime Minister Rutte has stressed the virtues of a ‘big society’ and a ‘small government’. We call this the new civility: a citizenship philosophy in which an ethico-economic claim of self-sufficiency is accompanied by a strong anticipation of policy conformity. Notably, the democratic legitimation of the new civility has been reversed. Now it is government which demands civic accountability, not the other way around. Responsible citizenship, not responsible government is at its heart. Furthermore, the new civility is based on a reversal of the Mandevillean idea of private vices and public benefits. We illustrate its ambiguous strands by a case study of a citizen’s initiative project in the city of Dordrecht. We conclude by showing how the tension between the values of civil self-sufficiency and policy conformity ironically can turn out in a-political conception of citizenship.

    Contemporary western democracies, such the United States, Great Britain, and The Netherlands have become diploma democracies. They are ruled by the well educated, whereas the least educated, even though they still comprise about half of the population, have virtually vanished from most political arenas. Of course, the well educated have always been more politically active than the less educated, but in the past decades this gap has widened substantially. Well-educated citizens are more inclined to vote, to write letters to the editor, or to visit consultative or deliberative meetings than citizens with a low level of education; and most, if not all, members of parliament, all the political officials, and almost all of the political advocates and lobbyists, have college or graduate degrees. The paper substantiates the rise of diploma democracy in The Netherlands, discusses what is problematic about such an educational meritocracy in the context of democracy, and looks at what could be done to mitigate or remedy some of its negative effects.

    Over the past years the European Commission has undergone it most significant changes since its inception. Internal reforms and a long series of treaty revisions have transformed the relationship of commissioners and that of their top officials. This paper describes how the emergence of new rules and recruiting patterns and a change in role interpretations have contributed to a growing demarcation between the political and administrative spheres in the European Commission.

    Horizontal governance arrangements potentially conflict with the very principles of representative democracy and, likewise, with the existing political institutions. This conflict manifests itself in the interaction between representatives and the executive power: although the former have the formal power, the latter participates in horizontal networks and therefore has the resources that are necessary to form good policy. This erodes the power position of representatives. Frame work setting is commonly suggested as an arrangement for representatives to enhance their grip on policy processes in network-settings. The authors of this contribution examine the effects of frame setting as coupling mechanism between horizontal networks and vertical politics in six policy processes in a Dutch Province. Based on both theory and research findings they redefine the concept of framework setting in order to make it more attuned to the complex, interdependent and dynamic nature of policy-making in networks.

    The Netherlands has a well-developed, internationally unique system of expert advice founded in law. In addition to being instrumental for problem solving, advisory bodies are assigned tasks in mid- and long-term strategy formulation, putting new issues on the agenda, and organizing countervailing powers and checks and balances in national policy formulation. A decade ago, the number of advisory bodies was drastically reduced. Present cabinet policy pursues a second round of slimming advisory infrastructure. Through political centralization of demand for advice, and a further reduction in the number and diversity of advisory bodies, serviceable and instrumental expert advice for policy is prioritized. In times of new wicked problems for governance, there is a serious threat of erosion of expert policy advice as countervailing power. Does the present cabinet suffer from 'anorexia consulta'?

Rob Hoppe is politicoloog en als hoogleraar Beleid en Kennis verbonden aan de Faculteit voor Management en Bestuur van de Universiteit Twente. Hij is co-auteur van de leerboeken Beleid en Politiek en Beleidsnota's die (door)werken.     Demand-steering policies in healthcare are understandable but problematic answers to the desire for democratization that dates from the seventies of the former century. Prominent critics such as Achterhuis and Illich were very critical of the undemocratic character of health care. Yet their romantic idea of society excused them from the need to articulate democratic alternatives. The empty space that they left was filled by the concept of demand-steering. Demand-steering, however, rather than strengthening democratic practices, merely undermines them, by preferring exit above voice, by putting up new bureaucratic barriers between clients and professionals and by undermining the quality of the relationship between clients and professionals.

    Doing more justice to the democratic impulse is possible and desirable. A new step towards this aim is being taken by a fourth logic of steering, (next to the familiar logics of the market, bureaucracy and professionalism) that centers on improving the dialogue between clients and professionals. The one variant, democratic professionalism, starts from the position of the professional and aims at intensifying democratic control, while the other variant, collaboration, starts from the client and aims at providing him with more influence and responsibility for the health care process. This fourth logic however can only provide a new impulse to democratization when the vague notion of the dialogue is elaborated more thoroughly.

    Cities are in stage of transformation under the combined effect of enlargement of scale and the enlargement of scope of urban activities. The enlargement of scale is visible in the regionalization of urban development. Housing markets, labor markets and mobility patterns crystallize at regional level. However, the scaling up of urban life is not just an extension of the city as is experienced over more than a century. The simultaneous enlargement of scope makes the transformation more complex and dependant on external connections, both in the private and the public sector. The essay explores concepts that try to explain the nature of this new complexity. What is the meaning of 'urban space' and 'urban place' under the conditions of globalization? And what are the consequences for the guidance of collective action in the context of multi actor and multi level governance? The nature of urban change is illustrated in the case of the Randstad Holland, in particular the region of Amsterdam.

    This article examines the impact of the EU on the content of policy. It analyses two cases in which the EU affected Dutch policies in different ways: in the case of packaging waste policy the EU exerted direct influence through EU legislation, whereas in the case of railway policy, the EU only had an indirect impact through policy models. Nevertheless, the impact of the EU was greater in the railway policy case than in the packaging waste case. This suggests that domestic political processes are more important in explaining the impact of the EU on policy content, than the degree of legal adaptation pressure. In addition, the article shows that the EU has affected the policy networks in the area of packaging waste policy, even though Dutch corporatist structures have shown remarkable resilience and have even been strengthened by the implementation requirements of EU legislation in this field.

    Member states must transpose European directives into national rules. This process, however, is not without problems. The Netherlands regularly transposes directives too late. Moreover, very often the content of the national transposition rules does not match the adaptations required by the directives. This article examines whether political resistance or administrative and legal weaknesses cause these problems. The author concludes that problems regarding transposition are caused by a culture of neglect and lack of priority for EU policies. Improving coordination procedures, formal legislative processes, and information facilities will not solve transposition problems as long as the cultural aspect of the problem isn't adequately addressed.

    This article discusses the changes in the safety policy in the Netherlands over about the last fifteen years. These changes are analysed as reactions to the problems that the police and other criminal justice agencies face and which result from the shift from a modern to a late modern society. Five main changes are distinguished: in the organisational and managerial arrangements of the police; in the relation between the state (police) and other (both public and private) agencies; the rise of extra-judicial instruments and the growing attention for the position of victims; the increasing use of technological instruments for surveillance and crime prevention; and a harsher and more punitive policy. These changes create new fundamental questions for a future safety policy.

    At the start of the century, the organisational fields belonging to the public employment service and social security, which previously were strictly institutionally separated with their rules and norms, have been brought under one umbrella or network structure in the Netherlands. We discuss how within this structure adaptive and reflexive forms of governance enhance information feedback and simultaneous learning processes both at the top and in the execution level of social security. Based upon document study, interviews and a case study of a sectoral experiment on integral service provision, we illustrate which learning elements occurred in bridging the planning and control cycle of New Public Management at the top with the horizontal mutual adjustment between organisations at decentral level.
