    Policy decisions taken now can determine the room for manoeuvre of future generations for a very long term. Politicians and civil servants often only seem to be interested in short-term implications, however. A major focus on the short term does not provide sufficient stability and impetus for long-term structural measures. This is primarily an institutional issue. In this article, the authors discuss how to instil a long-term focus in day-to-day processes of policymaking.

    This article offers the reader an overview of arguments for and against the different modes of appointments of Dutch mayors. The authors do this from different perspectives that are based on relevant values of good governance. In relation to the intended deconstitutionalization of the mode of appointment, they want to contribute with this overview to the debate on the role of the mayor and the mode of appointment. The three modes of appointment discussed are nomination by the Crown, election by the municipal council and direct election by citizens. On the basis of this research, they conclude that changing the mode of appointment to one of the three (pure) modes of appointment has advantages as well as disadvantages, but that the combination has important consequences for the functioning of the local governance system as a whole. In addition, they conclude somewhat paradoxically that the mode of appointment is only one of the factors that influences the functioning of a mayor. Therefore, the question about the mode of appointment of Dutch mayors must be considered within a broader framework of possible measures, with the underlying questions: what kind of mayor, and what kind of local governance, do we want ultimately?

Het succes van de business case(s)?

Een casestudy naar de totstandkoming van Wildlands Adventure Zoo

    In 2012, the municipal council of Emmen (a municipality of 107,000 inhabitants in the northeast of the Netherlands) took the final decision for the transformation and rehousing of the Wildlands Adventure Zoo on the basis of a so-called business case. Business cases are also being increasingly used in other organizations and sectors. However, not much is known yet about the qualities of the instrument. This article shows that the use of the business case in a specific case had value. For this case study, over 100 very diverse mainly digital sources, such as official decision-making documents, research reports and statement via social and other media, were used. In this way, in-depth knowledge was acquired about one of the mechanisms that underpinned the creation of the park. The sources are carriers of the narrative ‘Wildlands Emmen.’ Despite the success, a warning is called for. A healthy focus on results can result in ‘escalating’ commitment. Then the parties involved are linked to the project to such an extent that a way back is excluded by definition. Although the business case should be a ‘business-like’ justification, it seems that the mechanism of ‘self-justification’ enters into force. One shows through rationalization that previous decisions were right and then acts on these decisions in a sensible and competent manner. However, alternatives are not explicitly weighed against each other and there can be a tendency to underestimate the risks.

Zo’n benadering van beleid als gezamenlijk experiment is veelbelovend, maar vergt ook passende methoden voor beleidsevaluaties. Adaptief beleid speelt hierop in. De laatste jaren is een belangrijke stap gezet in de ontwikkeling van methoden waarmee adaptief beleid ontwikkeld kan worden. Voor de evaluatie en de rol van evaluaties heeft dit belangrijke implicaties. In dit artikel wordt hierop verder ingegaan, op basis van ervaringen met adaptief beleid en beleidsevaluatie binnen het Nederlandse Deltaprogramma.

    Societal and technological developments (such as the digital and energy revolutions) move faster than existing institutions can keep up with. The developments may lead to a metaphorical institutional void, which brings questions about the nature of the void, the changing rules, practices and responsibilities, and about the strategies to deal with the void. The concept has been around for a while but (again) seems relevant to understand current socio-technological innovations and challenges, that also allow us to further conceptualise the institutional void. In this introduction to the issue, we discuss the concept of an institutional void and explore how it is used in various domains of study, including public administration. We argue for how the concept is relevant today and therein also introduce the topics that are discussed in this special issue.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    The crowd increasingly plays a key role in facilitating innovations in a variety of sectors, spurred on by IT-developments and the concomitant increase in connectivity. Initiatives in this direction, captured under the umbrella-term ‘crowd-based innovations’, offer novel opportunities in socio-technical systems by increasing the access, reach and speed of services. At the same time, they signify important challenges because these innovations occur in a context of traditional, well-established institutional and governance structures and practices. This dynamic is captured in the idea of the ‘institutional void’: the tension between traditional structures and (radically) new initiatives. Existing rules, standards and practices are challenged, which raises questions about the safeguarding of public values such as quality, legitimacy, efficiency and governance of crowd-based innovations. This article argues that understanding these tensions requires supplementing empirical research with an explicitly normative dimension to reach thorough and balanced conclusions to facilitate innovation while protecting the valuable elements in existing rules and regulations. Illustrated by a number of short examples, we propose a multidisciplinary research agenda towards formulating appropriate governance structures.

    Scientific knowledge plays a pivotal yet problematic role in identifying, assessing and evaluating climate impacts, and hence in their governance. This raises questions of how knowledge for adaptation policy is made. This article studies the production of authoritative and meaningful knowledge claims in the Delta Committee, regional water management and urban warming. It is argued that the conventional supply-and-demand conceptualisation with its notion of ‘knowledge transfer’ has fundamental flaws. This study shows how the wicked issue of climate change is tamed and made tractable in climate adaptation. In these processes knowledge of climate change transforms. This article presents a conceptual apparatus to study transformation. Transformation has a Janus face. While transformation brings climate change in conversation with localised meaning to create concrete adaptation responses, it also closes down and becomes blind to particular climate risks. Transformations are affected by the goals and institutions of policy fields. To overcome problems of blindness and cognitive path dependencies, more institutional change is necessary than the current piggyback approach of mainstreaming and knowledge co-creation entails.

    Over eenzelfde beleid circuleren meerdere waarheden. Hoe valt dit te begrijpen? We gaan op verkenning rond ‘frame’ en ‘framing’ als veelgebruikte concepten in beleidsonderzoek. Na scherpstelling leert ons literatuuroverzicht dat een beleidskader idealiter gemarkeerd wordt als stabiel (naar basiselementen van structuur) maar in de praktijk geldt als inherent volatiel (naar voorkomen en effect). Iteratieve en vaak interactieve processen van framing kunnen dit verklaren zoals we aantonen met een case rond de Lokale Integrale VeiligheidsCellen (LIVC’s) in Brussel. Die case illustreert ook dat overheidsactoren zelf framen én met wisselend succes. Dat succes is te wijten aan factoren op individueel en institutioneel niveau en is cruciaal om vandaag te doorgronden. Want weten hoe een (on)waarheid over beleid te maken, is een eerste stap om framing (mogelijk) te kraken of meer te hanteren als tool om diverse frames, en dus finaal ook burgers, beter aan elkaar te haken. De voorbeelden van beleid en onderzoek in deze bijdrage zijn gekozen rond ‘wicked issues’ op diverse niveaus en terreinen van overheidsoptreden in België en elders.

    For the legitimacy and ability of governments it is crucial to have insight in the worries of citizens about society and politics. In the Netherlands these worries are at the national level systematically mapped by the Dutch Social and Cultural Planning Agency (SCP) through their Continuous Research Citizen Perspectives (COB) for almost ten years now. At the local level there is a lack of information about what worries citizens. Insight in locally experienced problems will probably become even more important in the coming years because of the recent decentralizations of national governmental tasks to the municipalities. This article investigates which problems citizens perceive in their municipalities based on an analysis of data from the Local Electoral Research (LKO). The authors find a number of striking differences with the problems that are perceived at the national level in the same period. The municipal issues citizens mention offer opportunities, but they also point to the limited impact force of the municipal level of government. All in all the research findings are indicative of a substantial added value of the LKO with respect to the already longer running COB.

    Social media monitoring is a topical and relevant phenomenon. It enables civil servants and politicians to gauge the sentiments voiced on social media, on the basis of which they are in a better position to take into account the wishes and needs of citizens. Social media monitoring is primarily used for rational and strategic purposes. In terms of democratic legitimacy, it may enhance the quality of the processes on the output side of the political system, i.e. authorities can be more responsive and can fine tune public policies. There also threats for the relation between citizens and government. When citizens communicate on networks they perceive as private, social media monitoring can be seen as an intrusion into their private sphere. This not only concerns individual privacy but also an interpersonal private sphere in terms of the right that people have to define a domain within which they can exchange experiences with peers. Transparency and accountability are therefore important conditions for the application of this instrument.

    Various Dutch municipalities hire municipal law enforcement officers from private security companies. This process of outsourcing sometimes meets political resistance, because safety and security are central tasks of government that should not be carried out by commercial parties. At the same time, little is known about the actual pros and cons of private law enforcement officers in relation to their public colleagues. From the literature we expect differences in cost, flexibility, local knowledge, professional autonomy, job satisfaction and cooperation with the police. Our empirical research shows that these differences are smaller than initially assumed. Private law enforcement officers work longer hours under more or less the same working conditions (salary) as public law enforcement officers. Their turnover rate is also higher compared to public law enforcement officers, because of their lower career expectations. Overhead costs, including the costs of outsourcing processes, remain unknown.

    Municipal amalgamations form a red thread through the history of local government in the Netherlands. With varying intensity, this country was continuously confronted with adjustments of the municipal scale. Where once the focus was rather one-sided on the minimum number of inhabitants of a municipality, we see that since the nineties questions were asked about the amalgamation policy. From now on a lack of administrative power had to be demonstrated before an amalgamation would be carried through. These critical remarks however didn’t lead to a downfall in the number of municipal amalgamations. Amalgamation and merger will always continue in the Netherlands. The Flemish policy on amalgamation appears to be quite different. Since the large-scale merger operation in 1976 Flanders was no more confronted with municipal amalgamations. The former Flemish government however, announced at its appointment in 2009 that it would encourage voluntary mergers of municipalities with financial and administrative incentives. The present Flemish government treads the same path. The incentives put in place by the former Flemish legislature are even increased. They even appear to bear fruit. In the provinces Limburg and East-Flanders several municipalities have indicated to investigate a merger. Some of them even have taken the principal decision to merger in the municipal councils involved. This article describes and compares the municipal amalgamation policies of the Netherlands and Flanders. The authors also investigate what both can learn from each other.

    Public value management encourages public organizations to move beyond existing frameworks and create value in flexible collaboration with societal partners. However, this approach creates problems for the accountability processes, because reports to politicians are often still directed at quantitative goals and rigid frameworks. This creates uncertainty and disagreement around the definition of value, the legitimacy of the new governance styles and the complexity of the new collaborations. This article describes the experiences of a large Dutch municipality where we conducted an experiment with an innovative accountability process for public value creation in the public health domain. Political administrators, council members, civil servants and societal partners have jointly assessed, through an interactive Public Value Table meeting format, what value their combined efforts in complex societal challenges have created. This experiment gives insight in the growing pains of public value creation, but also shows some possible solutions to address these tensions.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

    In this article the case is made that, unjustly, there is a lack of interest in the topic of cybersecurity of on the part of public administration scholars and professionals in the topic of cybersecurity. ICT has become persistent in society and so has cybercrime, cyber sabotage and cyberespionage. The threats are real and growing. There is market failure and consequently there is a need for government intervention. This poses new challenges to governments as jurisdiction problems and sovereignty-issues arise, together with the dominance of private actors. The authors argue that a multistakeholder approach in such a networked environment is crucial but not sufficient. The concepts of Lessig and Thaler/Sunstein are used to sketch new and broader potential policy strategies.

    Regional networks are often used by the central government in the Netherlands as a way of translating national purposes into regional action. At the same time regional networks increasingly arise from the bottom up. In short, it gets busy in the region. This article describes research on regional networks encouraged by the national government to handle complex issues in the domain of education and the labor market. The central question of this article is the way in which stimulating regional cooperation can be used effectively by the central government. Thirteen networks are studied with the help of interviews, questionnaires and data from social networks. The research findings show that in these networks that are encouraged from the top down, there is a tension between achieving short-term results and building cooperative relations, and that a sense of urgency in the region is an important prerequisite for success. This calls for more bottom-up co-determination of the policy agenda and the pace. In addition, there appeared to be a strong overlap between seemingly separate networks, thematically as well as in terms of staffing, which again offers opportunities for creating synergy. The findings call for using these ‘meta networks’ in the formation of networks. Both notions lead to some strategies for the effective use of regional networks.

    This paper will show how citizens’ summits in the Netherlands cope with diversity of participants and the impact of this on those initiatives. This provides insight in why diversity is hard to reach and what can be done to improve it. Presently, dissatisfaction about the Dutch democratic system is widespread. Solutions are being sought to strengthen Dutch participatory democracy. For this objective, citizens’ summits develop different kind of initiatives. However, citizens participating in these summits are a homogeneous group, namely mainly white, middle aged and highly educated. Mechanisms of exclusion, selection of candidates, homogeneous composition of the organization, and a dominating intellectual/rational way of debating are playing a role here. Citizens with different backgrounds need to be included in these initiatives to obtain a better representation of society’s voices. This notion has been strengthened by theory, which shows that diversity enables more creativity and innovation.

    In recent decades, the Dutch labour market has become more flexible. Flexible labour contracts enable firms to adjust employment to a changing market environment and to competitive pressures. Almost without exception, academic studies on the drivers behind the use of flexible labour contracts at the company level, are motivated by competitive pressures. However, companies may be susceptible to institutional pressures as well. Based on a survey among more than 650 managers in the Netherlands, we conclude that firms are vulnerable to institutional (mimetic) forces.
