    This article describes and explains the development of the regional construct for the coordination of medical assistance in accidents and disasters, the emergency medical services in the region (GHOR), in the Netherlands in the period 1996 to 2020. The authors distinguish four stages of organisational development, which they analyse from a multi-actor perspective consisting of three elements: the impact of disasters and (negative) evaluations, the institutional context and the bureaucratic battle surrounding the GHOR. The GHOR was a solution for a perceived insufficiently coordinated functioning of all parties involved in medical assistance. The GHOR was positioned in a complex way. This made it predictable that the multidisciplinary GHOR process would gradually be integrated within the ‘nearby’ regular mono-disciplinary acute care process and the structures for it. This article gives policymakers involved in disaster and crisis management more insight into the history and development of the GHOR over the last two decades. This insight is important now that the added value of the GHOR has come under discussion, partly due to the doubts of the Evaluation Committee for the Security Regions Act, and decisions about its future have to be taken. For administrative scientists, this case study shows that public administration’s ability to foresee and break through known organisational development patterns is still inadequate.

    COVID-19 has hit many countries all over the world, and its impact on (party) politics has been undeniable. This crisis situation functions as an opportunity structure incentivising opposition forces to support the government. Not much is known about what drives opposition parties to (not) support the government in crisis situations. This article integrates the literature on rally-around-the-flag, political opportunity structures, party types and party goals. More specifically, we focus on the behaviour of opposition parties towards the government’s crisis response to the COVID-19 pandemic. We analyse whether and how the party type influences the position of the party vis-à-vis the governmental coalition, focusing on the case of Belgium. We categorise the seven opposition parties in Belgium as challenger or mainstream parties and explain their behaviour on the basis of policy-, office- or vote-seeking motives. Our analysis is based on party voting behaviour, elite interviews and an analysis of the main plenary debates.

    Governments around the world responded at roughly the same time but in several different ways to the emerging threat of COVID-19 in early 2020. This article sets out the nature of the different strategies that emerged over the course of the pandemic, focussing on the policy tools deployed. Some of these efforts were successful in containing the coronavirus while others were not, in some cases due to poor initial choices and in others due to poor implementation of the chosen strategy. Although the initial understanding each government had of the nature of the disease was the same, different state capacities and different levels of preparedness and effective leadership can be seen to have resulted over time in the emergence of six distinct approaches to the pandemic which, once deployed, proved difficult, although not impossible, to change as the pandemic unfolded.

    Participatory research is increasingly being perceived as a democratic and transformative approach to social situations by both academics and policymakers. The article reflects on what it means to do participatory research, what it contributes to broader knowledge building, and why mess may not only need to be present in participatory research but encouraged. The purposes of participation and mess as nourishment for critical enquiry and more radical learning opportunities are considered and illuminated using case study material from the Family Based Positive Support Project.

    Participatief actieonderzoek en responsieve evaluatie staan volop in de belangstelling bij beleidsmakers en onderzoekers. Dit type beleidsonderzoek en -evaluatie beoogt democratisch, inclusief én impactvol te zijn. Het gaat om onderzoek mét in plaats van óver mensen. En het is actiegericht: onderzoek wil bijdragen aan concrete oplossingen door met betrokkenen gezamenlijke (verbeter)acties te ontwikkelen in de praktijk, en daarop te reflecteren en van te leren. Dit alles met het oog op sociale inclusie. Het zijn mooie idealen, maar wat betekent dit in de alledaagse, vaak weerbarstige onderzoekspraktijk?

    Op 20 januari 2020 organiseerde prof. Abma daarover een symposium, getiteld ‘Responsive, Participatory Research: Past, Present and Future Perspectives’ (Vrije Universiteit, Amsterdam). De rode draad op het symposium was de vraag wat goed en ethisch verantwoord participatief onderzoek is, en wat dit vraagt van onderzoekers en beleidsmakers. Drie lezingen op deze conferentie zijn nadien omgewerkt tot essays om lezers van Beleidsonderzoek Online vanuit verschillende perspectieven beter kennis te laten maken met deze vorm van onderzoek:

    Prof. Weerman en haar team focussen in hun bijdrage op het zich in de praktijk ontwikkelende onderzoeksdesign en het inzetten van creatieve methoden om participatie te bevorderen. Ze gaan na welke kwaliteitscriteria aan participatief actieonderzoek worden gesteld en hechten daarbij met name aan eisen ten aanzien van participatie, samen leren en verschil maken (zie BoO juli 2021). Ze benadrukken het belang van creativiteit en flexibiliteit.

    Prof. Abma bespreekt in haar artikel de normatieve dimensies en de ethiek van participatief actieonderzoek (zie BoO september 2020). Ze illustreert met een voorbeeld uit de crisishulpverlening aan GGZ-cliënten dat participatief actieonderzoek niet slechts een methodisch-technische exercitie is, maar een sociaal-politiek proces waarbij bestaande machtsverhoudingen verschuiven om ruimte te geven aan nieuwe stemmen en kennis. Dit omvat het zien van en stilstaan bij ethisch saillante dilemma’s en morele reflectie.

    De bijdrage van prof. Cook (zie BoO februari 2021) gaat over de weerbarstige praktijk van participatief actieonderzoek. Het doel is samen leren en voorbij geijkte oplossingen komen. Zij laat zien dat dit uitdagend is voor professionals die geconfronteerd worden met burgers die feedback geven en vragen om het (deels) loslaten van vaststaande professionele kaders. Er ontstaat dan ongemak en onzekerheid, maar zo beoogt en laat Cook overtuigend zien, deze ‘mess’ (niet meer goed weten wat goed en nodig is) is productief om te komen tot hernieuwde inzichten en innovaties.

    Participatory and responsive approaches to research strive to be democratic, inclusive and impactful. Participatory researchers share a commitment to epistemic justice and actively engage citizens and users as well as other stakeholders in the co-creation of knowledge for social change. While more and more researchers and policymakers feel attracted to these approaches in practice, the normative ideals of social inclusion and justice are sometimes hard to realize, because of established interests, power relations and system requirements. In this article I argue that participatory researchers and evaluators have a moral responsibility to do ‘ethics work’. This is more than just following ethical principles and codes of conduct. ‘Ethics work’ entails the labour and effort one puts into recognizing ethically salient aspects of situations, developing oneself as a reflexive practitioner, paying attention to emotions and relationships, collaboratively working out the right course of action and reflecting in the company of critical friends. In this article I present the theory and ethics of participatory approaches, illustrate ethical issues and ethics work related to collaboration, politics and power, and share lessons based on ten years of practice in the field of health and social well-being.

Tineke A. Abma is Professor Participation & Diversity Amsterdam University Medical Centres, Amsterdam, and Executive Director of Leyden Academy on Vitality and Ageing, Leiden.

    Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table.

    Despite the enduring importance of Lijphart’s work for understanding democracy in Belgium, the consociational model has come under increasing threat. Owing to deep political crises, decreasing levels of trust in elites, increasing levels of ethnic outbidding and rising demands for democratic reform, it seems as if Lijphart’s model is under siege. Even though the consociational solution proved to be very capable of transforming conflict into cooperation in Belgian politics in the past, the question we raise in this article is whether and to what extent the ‘politics of accommodation’ is still applicable to Belgian democracy. Based on an in-depth analysis of the four institutional (grand coalition, proportionality, mutual veto rights and segmental autonomy) and one cultural (public passivity) criteria, we argue that consociational democracy’s very nature and institutional set-up has largely hollowed out its potential for future conflict management.

    The theoretical assumptions of deliberative democracy are increasingly embraced by policymakers investing in local practices, while the empirical verifications are often not on an equal footing. One such assertion concerns the stimulus of social learning among participants of civic democratic deliberation. Through the use of pre-test/post-test panel data, it is tested whether participation in mini-publics stimulates the cognitive and attitudinal indicators of social learning. The main contribution of this work lies in the choice of matching this quasi-experimental set-up with a natural design. This study explores social learning across deliberation through which local policymakers invite their citizens to participate in actual policymaking. This analysis on the District of Antwerp’s participatory budgeting demonstrates stronger social learning in real-world policymaking. These results inform a richer theory on the impacts of deliberation, as well as better use of limited resources for local (participatory) policymaking.

    In the Netherlands good citizenship has become a topic of increased importance on the government agenda since the murder of Pim Fortuyn. The author assesses the effectiveness of the Dutch citizenship policies within the context of the broader policy framework of the so-called participatory society (participatiesamenleving) or do-democracy (doe-democratie). The evaluative analysis consists of two parts. In the first part the changing ideas concerning good citizenship are identified as well as the normative assumptions that are at the basis of Dutch citizenship policies. In the second part, the potential of current policies, and in particular the ideas that gave rise to creating a new social contract between government and society are assessed. To this end some key aspects of the new contract thinking of the Dutch government are contrasted with the ideas of Jean-Jacques Rousseau. The findings show that the current strive for tangible agreements on citizen behavior and civic duties is at odds with the main principles of classic contract theory. This leads to the conclusion that the new contractualism that is at the basis of the Dutch citizen policies should rather be seen as a threat to a stable society than as a building block for good citizenship.

    Overheidsbeleid heeft steeds meer te maken met digitalisering en data-ificering van de samenleving en het menselijk gedrag. Dat betekent uitdagingen voor beleidsevaluatoren. In dit artikel gaat het om éen van de daarmee gepaard gaande verschijnselen: Big Data en Artificiële Intelligentie (BD/AI). Het artikel stelt, na erop gewezen te hebben dat de evaluatieprofessie langere tijd niet erg actief op digitaal gebied is geweest, ten eerste de vraag wat BD/AI te bieden hebben aan evaluatieonderzoek van (digitaal) beleid. Vijf toepassingsmogelijkheden worden besproken die de kwaliteit, bruikbaarheid en relevantie van evaluatieonderzoek kunnen bevorderen. De tweede vraag is wat evaluatieonderzoek te bieden heeft, als het gaat om het analyseren/onderzoeken van de betrouwbaarheid, validiteit en enkele andere aspecten van Big Data en AI. Ook daar worden verschillende mogelijkheden (en moeilijkheden) geschetst. Naar het oordeel van de schrijver is het enerzijds dienstig (meer) gebruik te maken van BD/AI in evaluatieonderzoek, maar doen onderzoekers er ook goed aan (meer) aandacht uit te laten gaan naar: de assumpties die aan BD/AI ten grondslag liggen (inclusief het ‘black box’-probleem); de validiteit, veiligheid en geloofwaardigheid van algoritmes; de bedoelde en onbedoelde consequenties van het gebruik ervan; én de vraag of de claims dat digitale interventies die mede gebaseerd zijn op BD/AI effectief (of effectiever zijn dan andere), onderbouwd en valide zijn.

Frans L. Leeuw (socioloog) is hoogleraar Recht, Openbaar Bestuur en Sociaalwetenschappelijk onderzoek aan Maastricht University. Eerder was hij o.a. directeur WODC, Hoofdinspecteur Hoger Onderwijs Onderwijsinspectie, hoogleraar evaluatieonderzoek Universiteit Utrecht, directeur doelmatigheidsonderzoek Algemene Rekenkamer en decaan Humanities Open Universiteit. Hij bereidt een boekje voor over 125 jaar empirisch-juridisch onderzoek, inclusief de nieuwste loot: digitaal empirisch-juridisch onderzoek.     This paper presents the policy theory of the Dutch Inspectorate of Education’s 2017 framework. The framework includes a set of indicators and working methods for the inspections of school boards which are expected to lead to improved quality and organizational learning of the schools and colleges within each board’s portfolio. Inspection feedback, quality assurance, stakeholder involvement and governance are the key mechanisms through which customized inspections are assumed to affect change. These customized inspections start from a set of legal requirements schools and colleges have to meet, but add inspections modules which are agreed on with each school board at the start of an inspection visit. As these inspections are currently being implemented, there is no evidence yet on the validity of these assumptions.

    Using survey data from 1,300 welfare recipients in the Netherlands, this paper explores the effects of different enforcement styles in the field of social security law. Although most policy debates focus on punitive and persuasive enforcement, our findings suggest that both styles only play a limited role in explaining regulatory compliance. Our study also shows that the level of compliance among welfare recipients is related to their ‘motivational postures’ (Braithwaite 2003; 2009; 2011). While some of these ‘postures’ are shaped by elements of procedural justice, others are related to the perceived legitimacy of laws or to instrumental motives. Given these findings, we suggest that compliance with social security laws may not only depend on punitive or persuasive enforcement, but also on the degree in which regulatory enforcement is attuned to the individual characteristics of welfare recipients. Finally, these ideas are translated into several practical suggestions for the ‘smart enforcement’ of social security law.

    During a disaster or crisis, the response capacity of the government is put under extreme pressure. At the same time, citizens are often resilient in times of crisis and are increasingly capable of organizing themselves. Social media and online platforms have increased the possibilities for self-organization through improved connectivity. In practice, we see that governments struggle to deal with this form of self-organization, while it also offers a unique opportunity to increase the response capacity. The smart use of citizens’ initiatives offers opportunities and can increase the effectiveness of the government’s action. This article focuses on the following question: what role do online platforms play in smartly guiding the self-organization of citizens during crises and disasters? We answer the question on the basis of two examples: the role of online platforms in the aftermath of the earthquakes in Nepal in 2015, and the coordination of the reception of refugees during the crisis in the Netherlands in the winter of 2015-2016.

    In 2008 a global economic crisis broke out. Now we can look back at the crisis as a clearly ordered sequence of events. But at the time these events were experienced as unexpected, unordered and unpredictable: a shock situation. How did municipalities respond to this shock situation, to this economic crisis? This article describes how two Dutch municipalities, together with their societal partners, made sense of the economic crisis. This concerns the question of how they interpreted the crisis themselves, but also which actions ensued. From a constructivist position, the article considers how the two municipalities together with their partners made sense of the situation and this enabled them to implement measures that could mitigate the consequences of the crisis for their communities. Based on epistemological and methodological assumptions discourse analysis, the author investigates the role of language in this process of sense-making. This approach offers municipalities insight in the role of stories in policymaking and in determining new practical solutions. The article closes with some guidance on how this perspective can help to people and institutions to cope with comparable situations, specifically in the cooperation between municipalities and other organizations.

    In recent years few political ambitions enjoyed so much political support as the striving to let the welfare state become more of a ‘participation society’. This ‘participation society’ should be a society with self-reliant citizens; before turning to the state for support, citizens should first of all look at their own capacities, and only in the last case ask the state for help. The premise is promising: collective well-being. However, the fundamental assumptions behind this notion do raise questions. This article argues that the notion for citizens to be self-reliant easily builds on questionable assumptions; these assumptions on the one hand raise hope for collective well-being, but on the other hand easily catalyze citizens’ contemporary uncertainties. It indeed is desirable to restate the relation between state and citizens, but the contemporary focus on citizens’ self-reliance should watch for building on unstable foundations to easily.

    This article argues that the politics of participation, as it is currently implemented in Dutch society, departs from dubious policy assumptions. The main problems relate to a controversial idea of what societal resilience is about, which in turn is a side-effect of the neoliberal conception of man and society. In particular three policy assumptions seem contested, regarding respectively the self-governance norm, the required levels of trust, and the presence of a ‘loving culture’. While discussing these three topics, the article also introduces three contributions to this special issue, which will focus in more detail on the poverty of the assumptions underlying the participation paradigm.

    Since the start of the 21st century, most nations have followed the lead of the World Health Organization and developed specific policies to tackle the ‘global obesity epidemic’. The medical reasoning is that non-contagious diseases are the most important causes of mortality and morbidity, especially in prosperous nations. As these diseases are conceptualized as ‘caused’ by ‘unhealthy lifestyle choices’, there is dire need for preventive lifestyle policies that help people make ‘the healthy choice’. Seen from this perspective the distribution of responsibilities between governments and their citizens is made in accordance to the ‘intervention ladder’, which has been developed from a stewardship model.
    Regarding the ‘obesity epidemic’, this contribution tests the basic medical claims behind this science policy complex. We find that the knowledge base for these claims is highly uncertain and that interventions lack efficacy. Furthermore, research points to increased levels of stigmatization of ‘fat people’, leading more discrimination. All this changes the status of the policies from preventive (i.e. proportionate) to precautionary (i.e. disproportionate). Further analysis of the preventive medical and policy paradigms shows both are by default biased towards precaution. Combined with the notion that citizens of democratic societies are entitled to trustworthy and transparent information, this contribution concludes that a reorientation of both paradigms is called for.

    What do Public Administration scholars tell Public Administration students in the Netherlands about the study of Public Administration as science, public administration as empirical domain and how it works? By means of interpretative and historicizing research I studied student handbooks and historical reviews on the origination myth and self-image of Public Administration.
    It shows a very delineated origin myth and a mainly non-political and neutral self-image. Therefore I conclude that Public Administration mostly neglects its political-normative foundations, which deliver problems in how and what Public Administration scholars teach. This article shows the importance of the political-normative foundations and includes a plea for Public Administration as true political science.

    In 2015 Amsterdam introduced a new primary school admissions system. This system is rooted in various desegregation pilots, including two based on the ‘controlled choice’ approach. In conjunction with one of these pilots located in West Amsterdam, we researched the criteria parents used while thinking about (de-)segregation in primary schools and parents’ attitudes regarding the controlled choice approach. Due to political developments between 2008 and 2011, we considered our data useless for policy discussions. The introduction of a new admissions system, however, gives our data a newfound relevance. This article therefore describes how parents in socio-economically diverse neighbourhoods think about segregation and school choice. The 249 parents we interviewed or surveyed supported schools with a ‘good mix’, but they had diverging opinions about the meaning of such terms. The parents were optimistic with regard to controlled choice, even if this could in some ways limit their own options. We conclude that the political resistance to desegregation at the primary school level cannot be justified by empirically unfounded claims about the perceptions and preferences of parents. We hope that our findings may lead to empirically grounded policy evaluation and policy making.

    In this article we show that theories and methods from psychology are valuable for public administration scholars and practitioners. We advocate the development of an interdisciplinary approach entitled ‘Behavioral Public Administration’. It is not the intention that Behavioral Public Administration replaces traditional public administration research. It is an addition. We start with an analysis of the background of Behavioral Public Administration research via a historical overview of the work of Herbert Simon among others. After that, we demonstrate that Behavioral Public Administration can be valuable (a) to test public administration theories and refine these; (b) to encourage methodological sophistication of public administration research; and (c) to improve the interaction between science and practice. We hope that this article contributes to a fruitful conversation that leads to a scientific and practical research area where public administration scholars and psychologists work together and learn from each other.
