    With her chair in urban development management, Ellen van Bueren investigates policy, governance and management issues. Cities, as economic and cultural centres in our society, are major consumers of resources. They not only contribute to problems such as climate change, but also experience the risks and consequences thereof. Technological solutions to these problems are difficult to implement. They require larger-scale system changes, or encounter resistance. Making cities sustainable not only requires technical solutions, but also institutional innovation. A socio-technical-ecological system approach to cities shows the coherence and complexity of issues. Issues play on multiple scales, are cross-sectoral, and require an interaction of citizens, companies, and governments. Moreover, the playing field between these groups of actors is changing rapidly, technological empowerment in particular has made the citizen a much more equal player alongside the government and business. Existing instruments and approaches are not sufficient to approach sustainability issues. To identify and address these issues, cooperation between science and society is necessary. Multi- and transdisciplinary learning environments enable researchers and students to identify issues, to answer questions and to try out solutions together with stakeholders. Such environments are indispensable for the development of sustainable cities.

    In the past years, Flemish municipalities have been confronted with a plethora of new public management reforms. The two probably most salient reforms include the introduction of a strategic planning system entitled the policy and management cycle (PMC) as well as the provision of financial incentives for municipalities that undertake a merger. These reforms are not unique to the Flemish context. Indeed, similar reforms took place in the Netherlands, where policy and management instruments (PMI) – a strategic planning system – were introduced in the eighties and municipal mergers have been part of the political agenda for several decades. But similar reforms also took place in, for instance, the United Kingdom (i.e. the best value regime in 1999) as well as Denmark (i.e. the municipal mergers in 2007). In this essay, these Flemish reforms are critically evaluated, taking into account following question: which public values are triggered through these reforms, and what might this imply for the Flemish and Dutch local public sector? This essay uses new public governance principles such as strategic thinking and the learning organisation to answer this question.

    Municipalities have increasingly adjusted their policies in order to better respond to the problematic social and economic participation of permit holders. The core elements within the chosen policies seem to consist of an early activation, combining language and professional training, and providing customization in the support of these newcomers. In this article, this policy change has been studied in the municipalities of Amsterdam, Rotterdam and Utrecht. It becomes clear that a more successful approach only succeeds when permit holders are offered additional and tailored support. For all three municipalities, this means that more permit holders are reached by the available support measures and that local policy makers can better respond to individual needs and possibilities. In addition, these municipalities pay more attention for sustainable labour market participation. At the same time, it is evident that no rapid successes are being made with this new course. In particular, more vulnerable permit holders, including those with low levels of education and women, are not always reached by municipalities. We also see that many of these newcomers must be supported for a long time, even if after have found a place on the labour market. Therefore, evidence suggests that without additional measures there is a good chance that the perspective on social and economic participation for many permit holders in the Netherlands will be extremely limited.

Het asielzoekerscentrum als buurthuis? Over vrijwilligerswerk in asielzoekerscentra in Amsterdam en Brussel

    Citizens are being activated to organize activities in asylum centres in both the Netherlands and Belgium. That way, asylum centres are expected to become better integrated in the local context of a municipality or neighbourhood. This ideal of citizenship does not stand on its own. The policy object to integrate asylum centres in the local context has parallels with broader societal and academic discussions about citizen participation and active citizenship. The object, however, is now the asylum seeker. In this article we research how voluntary work in two asylum centres takes shape and how policy could support voluntary activities better. A comparative interpretive policy analysis of two asylum centres in Amsterdam and Brussel shows how voluntary work is stimulated by policy, how these policies are implemented locally, and how they are experienced in daily practices of volunteers and professionals. The cases reveal stark differences, but exactly those contrasts lead to important lessons. We show that because of this policy, the asylum centre is often functioning as a community centre, that integration can be strengthened by volunteers, but we are also critical when voluntary activities are driven by an ideal picture of the ‘good asylum seeker’. There is a risk that the societal responsibility for integrating and engaging asylum seekers in the local context is pushed on the shoulders of unpaid volunteers and that activities are exclusively for one group. That is why we conclude that professional support and financial resources are crucial to implement the policy ideal of active citizenship in asylum centers.

    To address a range of interconnected food-related challenges, Dutch policymakers have invested in the development of integrated food policy in recent years. This article discusses this development in two parts. The first part contains a detailed description of the main events and lines of thinking that characterized the food policy process. From this description it becomes clear that food policy has been gradually developing towards a separate institutionalized policy domain. In the second part, this development is analysed from a policy integration perspective. This analysis shows that although considerable steps towards strengthened policy integration have been made, the Dutch ‘Food agenda’ does not yet proceed beyond symbolic levels. This particularly shows in the absence of concrete policy goals and in a policy instrument mix that has not been adjusted to strengthen consistency and effectiveness. In addition, the involvement of relevant ministries gradually decreased after the initial stages. The article concludes that the food policy process has arrived at a critical juncture: the next steps of the new government will prove decisive for whether food policy integration intentions will advance beyond the drawing board. Political and administrative leadership are identified as key conditions for such further steps to occur.

    Exploration of the future is about systematically exploring future developments and the possible consequences for an organization or issue. The demand for future explorations at local policy level has increased in recent years. This article focuses on the relationship between participatory future exportations and local strategic policy processes. On the basis of four case studies, the meaning of participatory foresight studies for local policy processes was investigated. The research, which was carried out as action research, shows that future explorations in local strategic policy processes can be significant in different ways: they provide new knowledge, they promote learning in an integral and future-oriented manner and they encourage social learning processes that are independent of the content, which is valuable for group dynamics. In addition, future explorations can be useful in different phases of the policy cycle. Despite the fact that participatory explorations of the future can be meaningful in local strategic policy processes, there is still a bridge between the method of future exploration on the one hand and policy processes and organizations on the other. The research shows that a demand-driven approach starting from the needs of the participants in the policy process and responding to the culture, structure and working method of the organization is a promising approach. At the same time, the research shows that there are several factors that need to be considered in order to achieve a stronger interrelatedness of future exploration and policy. The policy practice and the exploratory practice seem to be gradually evolving towards each other. On the one hand, policy practice is becoming more rational, transparent and analytical in nature through the use of future explorations, at least in policy preparation. The explorations promote substantive discussions on policy agendas and policy intentions. On the other hand, they are becoming more policy oriented through more reasoning from the policy practice in terms of process design and knowledge needs of the policy process.

    Theory about participation has long moved beyond merely informing citizens, arguing for more influential and effective instruments. Nevertheless, ‘inspraak’ remains widely implemented in Dutch practice, with mixed results. This article argues that the deliberative quality of the instrument is closely related to the performance of power. Dramaturgical concepts are employed to analyze resistance against the siting of a homeless facility in an Amsterdam neighborhood. One particular evening sets the stage for escalation, which ultimately frustrates the policy process. The analysis shows how the performance of the meeting invokes specific kinds of resistance. A different performance of ‘informing’ could potentially improve the quality of the public sphere.

    Collaboration between public actors and social partners is becoming increasingly important as an administrative solution for complex societal challenges in health care, spatial development, mobility management or water management. In this article we focus on the relationship between the central Flemish government and local networks that are set up by this government. In the scientific literature much attention is paid to the concept of metagovernance as analytical perspective to analyze the relationship between the government and networks. The concept offers the government a toolbox with roles and instruments from which it can choose to support and stimulate networks in order to achieve the desired network results. However, our research shows that such an approach is not sufficient to capture the relationship between the central government and local mandated networks in Flanders. We argue for a broader interpretation of the concept of metagovernance, in which the dynamics of local networks are viewed as the outcome of power relations between actors that are represented at both local and central level and that are intertwined with each other. Only in this way will we we understand why certain choices are made about local mandated networks, why local networks show a lack of dynamism and why local actors in local networks also do not want local networks to become more dynamic and effective. We do notice that the pressure on these arrangements is increasing, partly due to new actors who are not involved in these arrangements.

    This article reports on an analysis of the effectiveness and legitimacy of modes of governance in four European regions that clearly show signs of hybridity, that is, they have private as well as public characteristics. Berlin, Eindhoven, Copenhagen-Malmö and Zurich thus aim to increase the problem-solving capacity of their regional governance and to govern ‘smartly’ in a complex and multi-level context. The individual cities search for effective links with private and societal actors, each in its own way. Legitimacy is an issue that is hardly reflected upon, though. Hybrid modes of governance may have negative impacts on both effectiveness and legitimacy, but also offer new opportunities for good governance. ‘Hybrid’ and ‘smart’ do not always go hand in hand, but they are not mutually exclusive either.

    In the Netherlands, the Dutch government public private partnerships (PPP) using DBFMO contracts has become the default option for realizing complex public infrastructures. DBFMO contracts imply the integrated outsourcing of the design (D), building (B), financing (F), the maintenance (M), and also often the exploitation (O) of projects to private actors. The general idea is that by bundling public and private resources, the increasing complexity of today’s public infrastructure projects can be tackled more easily. However, reality is contumacious. As a consequence of several problems related to DBFMO collaborations, the Dutch highway and water management agency Rijkswaterstaat and several private actors recently put forward a new market vision. This vision is a call to reinvent the dominant collaboration practice between public and private actors: relational aspects should be central. In managing projects, more attention should be given to the quality of relations, attitudes, openness and trust. Recent research confirms that the success of DBFMO projects is not only contingent on contractual aspects but also, and maybe even more importantly, on relational aspects. Smart governance involves a shift from the current dominant financial economic-oriented contractual approach to PPP towards a more sociologically inspired relational form of governance.

    To be able to realize the ambitions of citizen participation, diversity of participants is a crucial condition. At the same time excluding groups of citizens, amongst them critical citizens, is inextricably linked with citizen participation. In this article in the series ‘Local democratic audit’, the authors wonder what the exclusion of critical citizens means for the process and outcome of citizen participation. Through two empirical studies during a spatial intervention in different municipalities in the Netherlands, they investigated how people involved in a participation process spoke about critical citizens and their manifestations. The results show that the way these critical citizens are discussed either legitimizes exclusion or questions it critically. The legitimization of exclusion is detrimental to the support for spatial intervention. The problematization of exclusion results in a responsive approach to critical citizens, which is beneficial for both the course of the participation process and for the support for the spatial intervention.

    This article analyses the transformations of the Dutch civil service over the last 15 years, during which numerous cutbacks and reorganizations took place. While existing research predominantly focused on changes in the total number of civil servants, we examine how the distribution of civil servants changed in terms of rank, gender and age. We theorize four methods for shrinking the government apparatus, and for each method, we identify the possible consequences for the composition of the central civil service in terms of hierarchical make-up and of age. Our results indicate that the total number of civil servants only slightly decreased, but the decrease affected differentially the various ranks of the civil service. While at the lower ranks the number of civil servants decreased strongly, at the upper ranks the number actually increased slightly. The number of women in the civil service increased, also in the higher echelons. Regarding the age distribution, we found considerable changes, with the modal age shifting upwards with up to ten years. Altogether, the civil service has become slightly smaller, more gender-balanced, and significantly more senior (both in terms of ranks and age). The results of this study show that it is important for researchers and practitioners to look beyond the trends in the total number of civil servants and explore the deeper changes within the civil service.

    In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice.

    In the Netherlands, as in many other countries, housing supply fails to meet the rapidly increasing housing demand in already densely urbanised areas, contributing to rising housing prices and possibly gentrification. The state and local governments aim to satisfy this demand by densifying urban areas and by transforming urban brownfields and vacant office parks into residential areas, thus containing urban sprawl. However, the private actors needed to redevelop these areas operate according to a different institutional logic and discourse: the market. According to this market logic, urban transform is too expensive, even when partly subsidized, and, to some extent, sprawl is unavoidable to satisfy housing demand. The two different logics fail to deliver the housing needed. Building discourse coalitions is suggested as a possible way out of this deadlocked debate, while government actors might also aim to influence the housing market with novel, market oriented policy instruments.

    Societal and technological developments (such as the digital and energy revolutions) move faster than existing institutions can keep up with. The developments may lead to a metaphorical institutional void, which brings questions about the nature of the void, the changing rules, practices and responsibilities, and about the strategies to deal with the void. The concept has been around for a while but (again) seems relevant to understand current socio-technological innovations and challenges, that also allow us to further conceptualise the institutional void. In this introduction to the issue, we discuss the concept of an institutional void and explore how it is used in various domains of study, including public administration. We argue for how the concept is relevant today and therein also introduce the topics that are discussed in this special issue.

    The crowd increasingly plays a key role in facilitating innovations in a variety of sectors, spurred on by IT-developments and the concomitant increase in connectivity. Initiatives in this direction, captured under the umbrella-term ‘crowd-based innovations’, offer novel opportunities in socio-technical systems by increasing the access, reach and speed of services. At the same time, they signify important challenges because these innovations occur in a context of traditional, well-established institutional and governance structures and practices. This dynamic is captured in the idea of the ‘institutional void’: the tension between traditional structures and (radically) new initiatives. Existing rules, standards and practices are challenged, which raises questions about the safeguarding of public values such as quality, legitimacy, efficiency and governance of crowd-based innovations. This article argues that understanding these tensions requires supplementing empirical research with an explicitly normative dimension to reach thorough and balanced conclusions to facilitate innovation while protecting the valuable elements in existing rules and regulations. Illustrated by a number of short examples, we propose a multidisciplinary research agenda towards formulating appropriate governance structures.

    Scientific knowledge plays a pivotal yet problematic role in identifying, assessing and evaluating climate impacts, and hence in their governance. This raises questions of how knowledge for adaptation policy is made. This article studies the production of authoritative and meaningful knowledge claims in the Delta Committee, regional water management and urban warming. It is argued that the conventional supply-and-demand conceptualisation with its notion of ‘knowledge transfer’ has fundamental flaws. This study shows how the wicked issue of climate change is tamed and made tractable in climate adaptation. In these processes knowledge of climate change transforms. This article presents a conceptual apparatus to study transformation. Transformation has a Janus face. While transformation brings climate change in conversation with localised meaning to create concrete adaptation responses, it also closes down and becomes blind to particular climate risks. Transformations are affected by the goals and institutions of policy fields. To overcome problems of blindness and cognitive path dependencies, more institutional change is necessary than the current piggyback approach of mainstreaming and knowledge co-creation entails.

These citizen summits share a number of characteristics: random selection of participants, an open agenda, dialogue and inclusion of the entire ‘system’ (inhabitants, politicians, civil servants). The G1000s aim to renew local democracy and to change the relations between citizens and governments. Both of these objectives affect the role of local councilors and this paper discusses their opinions and attitude towards a G1000. It shows that councilors regard the G1000 as complementary to representative democracy and that they want be involved both in the organization of a G1000 in their municipality and the follow-up in local decision-making. On the one hand, this may lead to a better coupling between citizen initiatives and formal policy making. On the other hand, this entails the risk that a G1000 becomes institutionalized and loses its distinctive characteristics that make it a new form of democracy.

    This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining.

Samenvatting

    The speed and disruptive character of digital innovations affect social structures and practices faster than institutions can keep up with them. This results in an ‘institutional void’, i.e. a gap between the rules and institutions and their ability and the effectiveness of their measures. It also affects the institutional stability that is the basis for the paradigm of collaboration-based types of governance. In this paper, we explore how parties are able to set up collaboration for digital security, which is inherently a topic that transcends organisational boundaries. Yet digital innovations constantly enable new challengers that might not share the same incentives for collaboration. Life in an institutional void is convenient for them and enables new business models. Hence, a key question is whether (institutionalised) collaboration is a sustainable model for addressing shared problems like digital security. We explore this question in the domain of financial cyber fraud. The new (regulatory) space currently being created for innovators suggests that the answer is ‘no’. It is too early to say how this will play out specifically and we argue for further research into the antecedents for collaboration in institutional voids.
