    The effectiveness and legitimacy of action strategies in the realm of spatial decision making Increasing spatial claims require careful decision-making. The question is where, from an institutional point of view, decision-making can best take place. Traditionally, balancing interests takes place in the political arena. Our legal system also guarantees legally anchored interests. In addition, we have expected for decades that participation processes stimulate participation, creativity and co-creation of citizens and entrepreneurs. Moreover, the arrival of the new Environment Act in the Netherlands gives participation a more compelling character: for private initiators, such as project developers, the organization of participation is even a hard requirement in a number of cases. Under the new Environment Act, policymakers, administrators, citizens and companies must constantly make a choice between participating, legalizing or politicizing in decision-making processes. This article analyses this choice from the perspectives of effectiveness and legitimacy. Is decision-making through participation more effective, or are parties better off in the courtroom, or the local council for effective and legitimate decisions? Theoretically, this question is interesting because the answer teaches us about effective and legitimate governance. For the practice of environmental decision-making, we consider when the participatory, legal or political route can best be followed to create both effective and legitimate decisions.

    The housing crisis is a social, political and policy issue that has not been as topical in recent decades as it is today. Over the past 25 years, the housing crisis has grown from an orphaned dossier to a problem that even has people taking to the streets. Starting from the issue attention cycle, after the alarm phase we are now in the contemplation phase of this cycle. Although the diagnosis of the problem is shared in this phase and agreement begins to emerge about the solutions, we also see the beginning of reflections on the effectiveness of the intended policy instruments and doubts about the feasibility of the objectives. Nowadays, the question is regularly asked whether major institutional changes should not be made to tackle the housing crisis. This article uses the current contemplation phase to address important institutional issues. The conclusion is that without thinking about institutional transitions, no major breakthroughs can be expected in the housing crisis and related spatial issues.

    Some prestigious urban projects demonstrate many forms of misfit, misfortune, or mismanagement. Without big plans and high ambitions large projects don’t get off the ground, however, with a lack of attention for a diligent implementation and organization, fiascoes will follow. In the city of Rotterdam, the realization of a pop music hall, failed completely. In this case, the municipal public real estate agency played a central role in the failure of this urban project, and even a huge fraud that wasted millions of euros came out in the open. The main question in this article is: what can we learn from projects that fail during the implementation phase, and how can we professionalize public real estate agencies to avoid mistakes, fraud and other fiascoes? Such questions are relevant for public agencies that have to deal with both high and ever changing political and managerial ambitions, as well as with several commercial actors. This article offers insights behind the scenes of a public real estate agency, based on an in-depth case study. The authors demonstrate mechanisms of organizational vulnerability during the implementation of urban projects, as well as critical success factors of a professional, mature public real estate agency.

    To get a better understanding of the maniac mechanism that can take place behind the scenes of prestigious projects, we need to further explore practices within the world of commercial real estate that are usually hidden from the public, including public administration. This article presents a conversation with a Dutch research journalist that became famous after his bestseller books about real estate fraud, and his hundreds of national newspaper articles about all kinds of integrity issues. This article delivers insights in the maniac character of commercial real estate within a vulnerable public context. The article demonstrates cases of fraudulent private entrepreneurs and public officials, examples of blind spots in the public management of urban projects that are developed in partnership with commercial real estate firms, and also cases of public failure in preventing integrity issues.

    Manic mechanisms in all stages of the development of large, prestigious urban projects can be curbed by internal and external contradiction and control. Someone who has studied this for years is Paul Hofstra, director of the Rotterdam Court of Audit and surrounding municipalities. At the end of his term, he uses research reports to look back with us on the role played by the municipalities in major urban projects over the past twelve years. Recently, the Court of Audit published “Public value in trouble” a meta-analysis of ten years of audit of the Rotterdam municipal administration. In retrospect on the past years, four themes always came back: problems in policy design, implementation problems, internal cooperation and management and cooperation with other parties.

    Prestigious urban projects demonstrate many insights in the functioning of public administration. Especially, prestigious urban projects can teach us about what we call ‘managerial mania’. Following the perspective of behavioural public administration, this article observes significant characteristics of managerial mania, such as elated behaviour, an exaggerated positive self-image, infectious enthusiasm, selective argumentation, tunnel vision, and an unsubstantiated faith that plans will succeed. As a consequence of managerial mania, prestigious projects are at risk of cost overruns, project fiascos, or underdelivering the expected outcomes promised by politicians or top-level managers. This article explores the phenomenon of managerial mania based on examples of large and controversial urban projects. Furthermore, this article describes and analyses the symptoms of managerial mania, its implications, and its mechanisms. Finally, the authors suggest some means of restraining the most extreme forms of managerial mania.

    The extensive growth of urban tourism has influenced the living environment of urban citizens worldwide, which is among others due to changes in the range of commercial amenities. As a manifestation of this development, the existing supply of retail and hospitality services gradually changes from a focus on inhabitants to the tourist. As a result, the call for municipal intervention grows. However, little is known about the steerability of this development. In this article we therefore asses how tourism affects the range of commercial amenities in city streets, and what local policy responses are most suitable. The research builds on the concepts of tourism gentrification and different types of ‘policy-instrument fit’. Our case study of the city centre of Amsterdam, including a media and policy document analysis, as well as in-depth interviews with stakeholders, show that some problems caused by mass tourism require ‘hard’ forms of government control, while others require a ‘softer’ process approach, linking local parties to jointly improve a city street. The presented steering perspectives are not only relevant for the city of Amsterdam, but also for many other towns within, and beyond, the Netherlands, that have been struggling with the growth of tourism. The open attitude towards urban mass tourism has come up for discussion and urban (tourism) policy calls for reconsideration.

    In the Netherlands, as in many other countries, housing supply fails to meet the rapidly increasing housing demand in already densely urbanised areas, contributing to rising housing prices and possibly gentrification. The state and local governments aim to satisfy this demand by densifying urban areas and by transforming urban brownfields and vacant office parks into residential areas, thus containing urban sprawl. However, the private actors needed to redevelop these areas operate according to a different institutional logic and discourse: the market. According to this market logic, urban transform is too expensive, even when partly subsidized, and, to some extent, sprawl is unavoidable to satisfy housing demand. The two different logics fail to deliver the housing needed. Building discourse coalitions is suggested as a possible way out of this deadlocked debate, while government actors might also aim to influence the housing market with novel, market oriented policy instruments.

    How do you profile a diverse region? Based on what story, and under what name? The Southern Randstad, a conglomeration of large cities, medium-sized cities and villages in the Netherlands, wishes to make a name for itself worldwide as a metropolitan and innovative region. In this article, we will discuss how such a profiling strategy is realized. We will use insights from public administration, geography and those obtained from forty interviews with regional stakeholders. Selecting a new regional profile is a complex matter and sometimes even inappropriate. From the case study, it will be evident that in a pluralistic region collective profiling is only promising if it does not function as a replacement but as an enhancement. Furthermore, it will become clear that an area reference that refers to the two largest cities (Rotterdam and The Hague) in the region name is the most preferable. Finally, municipalities have to ‘play with scales’,i.e. they will have to align their profiling to suit the scale level at which they are presenting themselves.

    Societal challenges are increasingly requiring cooperation and solutions on a regional scale. The recently formed metropolitan regions around Amsterdam, Rotterdam-The Hague and Eindhoven are examples. This essay serves as the introduction to a symposium on regionalization and the substantive and institutional questions that regionalization raises. It deals with the growing differences between regions and the call for a differentiated response. It also discusses the drivers for regional cooperation and the constraints of focusing on administrative structures. The essay exposes a number of tensions regarding the external profiling of regions, the benefits of regional cooperation, and the pursuit of broad societal goals. At the same time, it puts forward suggestions for follow-up research.

    On a regular basis, the funding of football stadiums is an issue for large cities. Since football clubs appeal to the municipality for financial support, this is a public matter. Why should a municipality invest in a private project, such as a football stadium? What are the opportunities and risks? What is the public value of a stadium for the city? Based on literature reviews and case studies in Eindhoven and Amsterdam, this article examines what government involvement in stadium projects means, and what the outcomes of this involvement are. The cases show that stadiums may have social and economic spin-off effects on their surroundings, but one cannot take that for granted. Careful processes and elaborate strategies are needed for public investment in stadiums to really add value to the city. Based on the analyses, an assessment framework is presented for the benefit of new stadium project initiatives.

    While the belief in a socially engineered society has been renounced to a large extent, in cities actors continue to struggle with the question how their plans can be steered on goal achievement. This article addresses a steering philosophy that is based on an emergent adaptive urban development process. This means that urban strategies adapt during the process by connecting to initiatives from the market and civil society. The central question of this article is how specific projects are ‘made’ in accordance with the intentions of the actors involved and how these projects are connected to larger policy stories for the city. In this article perspectives are explored that have replaced the old thinking in terms of ‘social engineering’. On the basis of two case studies in the Netherlands (Brainport Eindhoven and Mainport Rotterdam) an emergent adaptive strategy is explored as a perspective for action. This perspective is not only about ‘social engineering’, but also about ‘social connecting’. An emergent adaptive strategy is not designed on the drawing table, but it emerges during the practice of project development out of an attitude that is conscious of the environment, connective and reflective.
