In this article we discuss the role and position of different types of low income households in Dutch renewable energy transition processes using the concept of energy poverty. We explore which benefits and/or (dis)advantages (unintentionally) result from energy policies and regulations. And to what extent the distribution of these (dis)advantages benefit the position of different types of households. To this end we present an analytical perspective that enables us to evaluate renewable energy transition policies and governance on procedural and distributional aspects: paying attention to issues of recognition, equity and justice. The perspective draws on ideas in environmental justice literature and on ideas in social resilience literature. Combining these ideas in a new analytical framework proved to be useful in articulating some major policy challenges in relation to energy poverty in the Netherlands today. |

Compared to regular contracts, infrastructure development and management through Public-Private Partnerships (PPPs) is expected to lead to better cost and time performance. However, the evidence for this performance advantage of PPPs is lacking. This article analyzes the performance differences of projects with a Design-Build-Finance-Maintain (DBFM) contract (a type of PPP) and a Design-and-Construct (D&C) contract. Project performance data were collected (N = 65) from the Project Database of Rijkswaterstaat and analyzed using non-parametric tests. Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water Management. The results show that DBFM-projects have a significantly higher cost performance than D&C-projects. In particular, DBFM-projects have less additional costs related to technical necessities in the implementation phase. Regarding time performance, DBFM-projects seem to perform better although the difference with D&C-projects is not statistically significant. The article discusses explanations for the performance advantage of PPPs, rooted in principal-agent theory. From this discussion, an agenda is presented for further research into the performance advantage of Public-Private Partnerships. |

Childcare centers are organizations that differ in structural and cultural characteristics. The present comparative case study examined how Dutch childcare centers match different organization types and related the identified organization types to the implementation of diversity and inclusion policy. Diversity and inclusion in organizations concerns climate-dimensions, such as providing equal opportunities, allowing influence on decision-making and stimulating professional development for all staff. Semi-structured interviews were conducted with 13 managers and 24 pedagogical practitioners in 13 childcare centers. Content-analysis of the interviews showed that employees in all centers experience equal opportunities, however the content and form of these opportunities differed according to the type of organization. Employees in childcare centers with a comparatively strong orientation on professional performance reported positive experiences with group-collaboration, team-professionalization and collective decision-making. Employees in childcare centers with a comparatively strong market orientation reported positive experiences with possibilities for individual development and autonomy in their daily work. The experiences of the employees match the differences in organizational climate as reported by the location managers, emphasizing either collaboration in teams or employees’ individual responsibility, depending on the type of organization. |

The extensive growth of urban tourism has influenced the living environment of urban citizens worldwide, which is among others due to changes in the range of commercial amenities. As a manifestation of this development, the existing supply of retail and hospitality services gradually changes from a focus on inhabitants to the tourist. As a result, the call for municipal intervention grows. However, little is known about the steerability of this development. In this article we therefore asses how tourism affects the range of commercial amenities in city streets, and what local policy responses are most suitable. The research builds on the concepts of tourism gentrification and different types of ‘policy-instrument fit’. Our case study of the city centre of Amsterdam, including a media and policy document analysis, as well as in-depth interviews with stakeholders, show that some problems caused by mass tourism require ‘hard’ forms of government control, while others require a ‘softer’ process approach, linking local parties to jointly improve a city street. The presented steering perspectives are not only relevant for the city of Amsterdam, but also for many other towns within, and beyond, the Netherlands, that have been struggling with the growth of tourism. The open attitude towards urban mass tourism has come up for discussion and urban (tourism) policy calls for reconsideration. |

Municipalities have increasingly adjusted their policies in order to better respond to the problematic social and economic participation of permit holders. The core elements within the chosen policies seem to consist of an early activation, combining language and professional training, and providing customization in the support of these newcomers. In this article, this policy change has been studied in the municipalities of Amsterdam, Rotterdam and Utrecht. It becomes clear that a more successful approach only succeeds when permit holders are offered additional and tailored support. For all three municipalities, this means that more permit holders are reached by the available support measures and that local policy makers can better respond to individual needs and possibilities. In addition, these municipalities pay more attention for sustainable labour market participation. At the same time, it is evident that no rapid successes are being made with this new course. In particular, more vulnerable permit holders, including those with low levels of education and women, are not always reached by municipalities. We also see that many of these newcomers must be supported for a long time, even if after have found a place on the labour market. Therefore, evidence suggests that without additional measures there is a good chance that the perspective on social and economic participation for many permit holders in the Netherlands will be extremely limited. |

Theory about participation has long moved beyond merely informing citizens, arguing for more influential and effective instruments. Nevertheless, ‘inspraak’ remains widely implemented in Dutch practice, with mixed results. This article argues that the deliberative quality of the instrument is closely related to the performance of power. Dramaturgical concepts are employed to analyze resistance against the siting of a homeless facility in an Amsterdam neighborhood. One particular evening sets the stage for escalation, which ultimately frustrates the policy process. The analysis shows how the performance of the meeting invokes specific kinds of resistance. A different performance of ‘informing’ could potentially improve the quality of the public sphere. |

This article is about how education administrators value complex issues or dilemmas they are confronted with in their governance practices, and which strategies they adopt to cope with them. Professional governance of school organisations was introduced gradually over the past fifteen years, and at the same time governance in education has gained in complexity and raises considerable risks, requiring more time, knowledge and expertise of education administrators. We draw on the theoretical perspective of coping to investigate the potential of education administrators to deal with the complexity, impediments and social and regulatory pressure in their daily practice. Our study consists of a comparative case study of six education administrators in secondary education. Their agency has been researched qualitatively with the help of the hierarchical model of coping strategies of Skinner and colleagues. The results show that the issues and dilemmas education administrators find most complex are about educational innovation and numbers of students enrolled. Education administrators value these issues or dilemmas hardly as threatening, and they adopt various proactive coping strategies to deal with them, such as information seeking or bargaining. |

Professional services such as educational services, are increasingly managed and optimized in order to improve performances. Performances of students, teachers and school (boards) are measured and evaluated. Increasingly, rules and systems focus on outputs and control. Consequently, the ‘freedom’ of professionals such as teachers is reduced, or is perceived and felt to be reduced. There have been growing debates on the problematic effects of performance pressures. Often, public professionals are seen as ‘defenseless victims’ of systems and pressures – they are ‘professionals under pressure’. In this paper, we introduce a more positive way of understanding professionals and professional action in changing contexts. We see professionals such as teachers as ‘active agents’ who can develop and regain control over their own situation. Professionals can deliver quality, in spite of bureaucratic burdens and managerial intrusions. We call this ability professional capability: ‘the ability to proactively deal with work-related expectations, tasks and burdens in dynamic stakeholder environments’. This paper combines research on public administration, organizational sociology and occupational psychology, to generate a more productive understanding of proactive coping of professionals in public domains. We define and operationalize professional capacity, we explore sources and effects, and we develop hypotheses for further research. |

Although in many Western European countries women have entered the workforce in large numbers this has not resulted in an equal representation in senior positions. Little is known about how organizational policies could be changed and what initiatives have proven to be effective in raising the number of women in the top of organizations. This article examines the effectiveness of measures taken by organizations to increase the number of women in senior management positions. We have reviewed literature regarding the effects of various types of measures on realizing more women in senior positions. The outcomes of this literature review have been used as a framework for an empirical analysis of the effectiveness of measures taken by companies. Data from the Charter Talent to the Top show that adopting a broad range of measures at the strategic level leads to a higher share of women in senior management positions. HR instruments and communication strategies also affect the proportion of women at the top. More specifically, facilitating flexible work options, external communication about the organization’s diversity goals, and increasing women’s visibility within the organization all have positive effects on the share of women in the top. |
