    The articles in this special issue try to shed some light on the rise of societal unease and political discontent in the Netherlands. It is often assumed that citizens are angry and can no longer identify with the actions undertaken by government. But is this really true? Who are these ‘angry citizens’ that everybody seems to be talking about? Do they really exist and what are they angry about? How to square the heated discussions about the angry citizen with research that shows that trust in government still is quite high in the Netherlands? How can we understand the motivations of societal discontent and how can government react to citizens reacting to its actions more emotionally than before?

    In recent narratives about the negative mood of the Dutch, ‘societal unease’ and ‘angry citizens’ seem to be concepts that are directly linked: angry behaviour is the manifestation of deep feelings of unease. Is it that simple? In this contribution, I use the Citizens’ Outlook Barometer (COB) to investigate unease and anger, and their relationship. The spread of unease in today’s Netherlands is outlined quantitatively using indicators for strong societal pessimism and political discontent (a complex of negative attitudes towards national politics and globalization). The approach to anger is more exploratory. Anger is definitely not the most dominant feeling that pessimists are aware of, but their explanations of why the country is heading in the wrong direction do often reveal anger. Interviewing ‘angry citizens’ suggests that they are not ‘angry people’ in general, but that their anger is limited to politics and social issues, and is sometimes instrumental (‘you have to express yourself angrily to be heard’). This civic anger can be important both in addressing injustice in politics and as a source of action. It is better to approach anger as a topic in its own right rather than to frame it as an expression of unease.

    In the Netherlands, as in many other countries, housing supply fails to meet the rapidly increasing housing demand in already densely urbanised areas, contributing to rising housing prices and possibly gentrification. The state and local governments aim to satisfy this demand by densifying urban areas and by transforming urban brownfields and vacant office parks into residential areas, thus containing urban sprawl. However, the private actors needed to redevelop these areas operate according to a different institutional logic and discourse: the market. According to this market logic, urban transform is too expensive, even when partly subsidized, and, to some extent, sprawl is unavoidable to satisfy housing demand. The two different logics fail to deliver the housing needed. Building discourse coalitions is suggested as a possible way out of this deadlocked debate, while government actors might also aim to influence the housing market with novel, market oriented policy instruments.

    Discussions of public service motivation tend to emphasize the idealistic side of civil servants, stressing how they are led by self-sacrifice and a commitment to the public good. This article adopts a different perspective by linking the personality trait of narcissism to public service motivation. This notion was tested through a survey among employees of three public organizations. The statistical analysis shows that personalities with narcissistic elements tend to be more attracted to the world of policy and politics. This is accompanied by diminished feelings of compassion. Although the significance of this correlation should not be overstated, it does show that the link between public service motivation and commitment to the public interest is more complex than is sometimes suggested. Given the growth of narcissistic tendencies in contemporary society, it may be effective to take account of them in recruiting and managing civil service personnel.

    While existing research shows that politicians fulfil many of their election promises, voters remain very sceptical about pledge fulfilment. A possible explanation is that the media report critical about election pledges. That is why, in this article, the occurrence of media logic is analysed in the coverage of election promise fulfilment in two countries: the Netherlands and the United States. The results indicate that media logic is indeed ubiquitous in the coverage of election promises, but also that there is a difference in media coverage during governing periods and campaign periods. In addition, the results show that, in contrast to what the existing literature suggests, coverage on election promises is more negative in the Netherlands than in the United States. The media evaluate Dutch politicians’ pledge fulfilment more critically. This result offers the valuable insight that citizens and the media may take a negative view of the traditional way of making policies through compromise in consensus democracies because it forces politicians and governments to break their election promises. This, in turn, can fuel political cynicism.

    How do you profile a diverse region? Based on what story, and under what name? The Southern Randstad, a conglomeration of large cities, medium-sized cities and villages in the Netherlands, wishes to make a name for itself worldwide as a metropolitan and innovative region. In this article, we will discuss how such a profiling strategy is realized. We will use insights from public administration, geography and those obtained from forty interviews with regional stakeholders. Selecting a new regional profile is a complex matter and sometimes even inappropriate. From the case study, it will be evident that in a pluralistic region collective profiling is only promising if it does not function as a replacement but as an enhancement. Furthermore, it will become clear that an area reference that refers to the two largest cities (Rotterdam and The Hague) in the region name is the most preferable. Finally, municipalities have to ‘play with scales’,i.e. they will have to align their profiling to suit the scale level at which they are presenting themselves.

    Societal challenges are increasingly requiring cooperation and solutions on a regional scale. The recently formed metropolitan regions around Amsterdam, Rotterdam-The Hague and Eindhoven are examples. This essay serves as the introduction to a symposium on regionalization and the substantive and institutional questions that regionalization raises. It deals with the growing differences between regions and the call for a differentiated response. It also discusses the drivers for regional cooperation and the constraints of focusing on administrative structures. The essay exposes a number of tensions regarding the external profiling of regions, the benefits of regional cooperation, and the pursuit of broad societal goals. At the same time, it puts forward suggestions for follow-up research.

    In this article the case is made that, unjustly, there is a lack of interest in the topic of cybersecurity of on the part of public administration scholars and professionals in the topic of cybersecurity. ICT has become persistent in society and so has cybercrime, cyber sabotage and cyberespionage. The threats are real and growing. There is market failure and consequently there is a need for government intervention. This poses new challenges to governments as jurisdiction problems and sovereignty-issues arise, together with the dominance of private actors. The authors argue that a multistakeholder approach in such a networked environment is crucial but not sufficient. The concepts of Lessig and Thaler/Sunstein are used to sketch new and broader potential policy strategies.

    A major issue confronting Dutch municipalities is that informal help is not being accepted. This concerns potential clients who avoid or are reluctant to ask for support that can be provided by friends, family, neighbours or volunteers. This phenomenon of non-acceptance is still underexplored and our theoretical understanding is fragmented at best. We explore various explanations for why people avoid seeking help, drawn from various and – until now – largely separate bodies of literature. From an extensive literature review across the disciplines of psychology, sociology and public administration, we distil four possible causes for refusing to accept help. We conclude with a discussion of the practical implications and possible future research avenues.

    Cybersecurity is becoming increasingly vulnerable. DDos attacks, phishing e-mails, ransomware, Russian hacker attacks on the head office of a political party are all part of our daily online businesses, for governments too. Governments play various roles here. They are internet users and rely on information on the internet. They are also suppliers of online information and in these roles they are connected to citizens, companies and other governmental organisations. Because of the role they play in society, the government possesses huge quantities of – often sensitive – information. They have the legal and moral obligation to be careful with this information and to secure it properly. Providing adequate security for information, however, is not an easy task for governments, especially because they usually do not operate in isolation. What factors threaten the security of government information and the systems involved? And who is accountable for the security of the information chains that are becoming complex as a consequence of cooperation between organisations?
