    The integration of refugees in the Netherlands has been suboptimal for years. After receiving a residence permit, refugees are distributed across the country and dispersed over neighborhoods. However, since the 2015 refugee crisis, the municipality of Amsterdam has adopted a different approach. Here, refugees that have been granted residence live together with Dutch young adults in projects where they share facilities and play a role in managing the project. To what extent can such mixed housing projects help the integration of refugees? The Startblok Riekerhaven, which was the first project, was studied for a year with qualitative research. The findings show that mixed housing projects can stimulate the formation of social connections. In this way they can contribute to the integration of refugees in the Netherlands. Given the suboptimal results of the current dispersal policy, this is relevant for science and policy.

    The refugee crisis of 2015-2016 prompted European governments to quickly institute new asylum seeker centres. Often however, plans for opening new reception centres are met with protest in surrounding localities. Gaining public support for new ASCs has become a pressing governance issue facing local governments. This research looks at whether a policy strategy of ‘giving back’ to the neighbourhood rather than ‘giving in’ to the demands of protesters can minimise local opposition and alleviate negative attitudes . A door-to-door survey of N = 511 neighbourhood residents is combined with semi-structured interview data of N = 31 neighbourhood residents. We find that attitudes were already neutral to fairly positive shortly after the centre opened and fears of nuisance and crime did not materialise. Those who became involved in the ASCs’ courses and activities are a small and selective group who were already fairly accepting of the centre. Contact between asylum seekers and neighbours developing within and beyond the ASC was valued but did not develop into stronger ties due to frequent moves of asylum seekers and early closure of the ASC.

    After the European refugee crisis of 2015-2016, many Dutch municipalities took initiative in (re)shaping policies of asylum seeker reception and refugee integration in their own ways. We are witnessing a ‘local turn’ of integration policies with decentralization of responsibilities to the local level of governance. Besides civic integration and socioeconomic integration, social integration of asylum seekers and refugees has been a concern as these groups are often housed in superdiverse and vulnerable neighborhoods. How can municipalities best address the specific problems in their cities? This editorial introduces the four articles that are part of this special issue. We discuss three overarching topics. First, we argue that aside from targeting specific groups and issues, cities should develop mainstreamed policies and provisions to be able to handle future fluctuations and changes in their populations. Second, we observe that in policies aimed at enhancing inter-group contact, earlier immigrant groups are often overlooked. They can play a bridging role in establishing social connections. Third, we highlight the role of urban experiments and living labs in transfer and upscaling of innovative policies.

    This paper analyzes the impact of linguistic characteristics of accountability reports on public sector organizations. It does so by analysing hundreds of accountability reports by four public sector bodies using the linguistic tool LIWC. The research question is: what linguistic characteristics of accountability reports are related to a bigger impact on the evaluated organization? The impact of three strategic choices is assessed. First of all, the impact of strategic positioning. Authors of texts can maintain a position of power in the choice of language (high clout) and speak top down to the recipient or they can take a more egalitarian, face to face, position. Secondly, authors can choose to use many complex linguistic phrasings, with causal reasoning for instance, or they can opt for simpler texts. Finally, the text can be littered with emotional, positive and negative, wordings or can be set in a neutral tone. Our analyses suggest that more emotional accountability reports are consistently related to a better reception and seem to have more impact. This has important consequences both theoretically and practically, which are discussed in the paper.

    The Netherlands has been struggling with the question of how to facilitate the integration of refugees who crossed into Europe during the 2015/2016 ‘refugee crisis’. Dutch municipalities aim for the dispersion of refugees over various neighborhoods under the assumption that the ethnic composition of the neighborhood is conducive to integration. In the current study, I test this assumption using a new and representative survey (N = 768 predominantly Syrian refugees living in 45 neighborhoods, response rate 85%) linked to neighborhood data situated in the most ethnically diverse city in the Netherlands; Rotterdam. Multilevel analyses revealed that, generally, a larger share of people without a migration background in the neighborhood was related to more frequent contact with neighbors without a migration background. A larger share of people with a Moroccan background was related to more frequent contact with people with a Moroccan background, but predominantly for Syrian refugees. The neighborhood was not related to contact with people from the same background of with people with a Turkish background. Hence, meeting opportunities in the neighborhood only appear to facilitate social integration if they coincide with refugees’ social preferences.

    This article describes the main trends in refugee policies in sixteen Dutch cities, offering an overview of the local approaches to the reception, housing and integration of refugees that the cities rapidly had to develop in response to the increased refugee inflow in 2015. In contrast to other studies that often focus on capital and gateway cities, this article illustrates the variety of local approaches to migration diversity and refugee integration. By illustrating the different positions municipalities take, the article shows the local power to innovate. In this article clusters of cities with comparable approaches to refugee policies are identified to aid cooperation and knowledge exchange between cities, in which the big cities are not necessarily always the relevant partners.

    A key factor to a well-functioning ombudsman’s office is autonomy, which can also be derived from the public turmoil surrounding the appointment of Dutch Children’s ombudsman in 2016. Organization-wise, the Dutch Children’s ombudsman is embedded within an existing autonomous institution: the National ombudsman. This triggers the question to what extent such nested constructions can guarantee sufficient autonomy. Viewing the statutory and de facto autonomy of the Children’s ombudsman, we find that the autonomy of the Children’s ombudsman depends to a large extent on the position of the National ombudsman and on the relationship between the National ombudsman and the Children’s ombudsman. Our findings point out that it is necessary to determine and codify the degree of autonomy at the start of an ombudsman’s office.

    Governmental IT-projects regularly make the news due to issues about the quality of end results, planning or costs. The Elias report, which is based upon a Parliamentary Inquiry, recommends to evaluate more and learn from the outcomes of these evaluations. However, the report does not give guidance on how to evaluate. The question thus remains: what constitutes a good evaluation of governmental ICT-projects, and what characteristics should be addresses in evaluation research. After careful study of various scientific disciplines, the researchers developed an extensive reference model, including additional suggestions for defining methods, the evaluation process, and criteria on how to evaluate an evaluation. After using this reference model in a content-analytical document analysis, it became clear that many evaluation reports are not being shared with other professionals or practitioners, that reports often lack a specifically formulated research question, and that conclusions and additional reflections are limited. There is room for considerable improvement in the evaluation of ICT-projects.

    The collaborative relationship between the appointed mayor and the non-political highest administrative official is a crucial one in Dutch local government. It aligns two different domains or spheres: the political, decision making domain on one hand, and the administrative, executive domain on the other. Since research points out that 25% of these collaborative relations fail, the need for insight in the factors that shape the relations and the success of it emerges. Non-successful collaboration between public top-officials usually results in financial, societal or personal costs or damage. In this research, 17 factors were indicated that influence the (perceived) collaborative success, divided in three levels: external factors, functional factors and personal factors. Within the success factors, several ‘critical’ factors were determined, without which a successful collaborative relationship never is possible. On the functional level the critical factors are trust, role convergence and shared understanding, and on the personal level consistency and integrity. Best guaranty for a successful collaborative relationship is when both actors adapt their roles to each other’s liking, reciprocally building trust and shared understanding by using open communication, while being consistent and maintaining their integrity.
    Finally, officials are being called upon to open their doors, and share valuable experiences.

    Research into successful alderman is scarce. Scientifically less is known about the perspective of residents and council members on (successful) aldermen. A recent study investigated the sources of legitimacy that successful aldermen draw on. In addition, the contribution of characteristics of local political leadership to successful alderman has been examined. Based on a survey of residents, councilors and aldermen, differences in opinions about aldermen, aspects and indicators of legitimacy and personal characteristics were uncovered. There are clear differences in judgment, indicators and personal characteristics that are considered important and another source on which the judgment is based. This provides interesting and new research material for public administration literature as well as for administrative practice. The view of residents learns us that the distance to aldermen must be reduced, more connection must be made, a more outside view must be taken and an addition to the management style of councilors with responsive qualities is required.

    When we look at the number of people leaving local governance, we see a discouraging trend. According to an investigation of the magazine Binnenlands Bestuur, 126 of 1144 aldermen in the Netherlands were forced to step down in 2019. Making 2019 the year with the highest number since 2004. The same trend can be seen with municipal secretaries. A municipal secretary used to be a lifetime appointment, yet now they often stay at their position for no more than 5 years.
    This is why it is of the utmost importance to understand the different functions within local governance and how they can be best understood. This number of Bestuurskunde contains articles that offer more in depth analysis towards successful factors of aldermen and municipal secretaries.

    The authority of a municipal secretary has to be continuously earned. This is a complex task that demands highly developed personal qualities and attributes. According to an opinion poll, filled out by 120 active municipal secretaries, they believe that they meet these necessary standards. In this poll they were asked what they recognize as their most important sources of authority. The top three answers were, respectively; personal leadership, trust, embodied ethics. Other important factors were their roles as chief executive officer of local governance and/or first advisor. These roles are however no longer enough to establish authority within local governance. Authority and influence must be earned on a daily basis in vastly different spheres and among different social groups.

    Boudewijn Marinussen feels right at home working in local governance. He has a deep understanding of the balancing act required by the municipal secretary due to his rich experience in local governance. Marinussen’s work as an entrusted person at the Association of Municipal Secretaries entails being a voice for his colleagues’ opinions. In this interview he will ponder the following questions: which sources of authority are essential? What causes a loss in authority, and can this loss be recommended? On the basis of Marinussen’s direct personal experience in local governance and his experience as an entrusted person, he concludes that in cases where authority is coming under pressure, too little is done to ensuring a fast recovery of authority. His advice would be to start earlier with conversations that quicken the healing process.

    The Frankfurter Schule offers an interesting intellectual orientation for critical public administration that seeks to unmask problematic political-administrative power structures. It compels public administration scholars to reflect on the policy processes and bureaucratic structures of a technological society, and the legitimizing or criticizing role of public administration scholars in this. A critical public administration that is inspired by the Frankfurter Schule does not accept existing processes and structures. On the contrary, it contests them and uncovers them as a critique of domination, repression, reification, one-dimensionality, bias, erotic deficit and lack of creativity. It is focussed on identifying alternative, more humanizing and democratizing, futures. In this essay the significance of the Frankfurter Schule for critical public administration in technological society is explored. The development of algorithmic governance serves as a case to illustrate critical analysis, to reveal the essence of the Frankfurter Schule, and to show some of its contemporary relevance for critical public administration. Algorithmic governance is portrayed as a type of governance that reinforces existing policy processes and bureaucratic structures of technological society, and is unmasked by critical public administration scholars as a force of reification.

    Complexity theory dares to adopt a critical-constructive attitude to the practice and science of public administration. From the worldview of complex systems, it raises questions about the machine thinking that has influenced public administration strongly and persistently. Many contemporary attempts by governments to simplify societal issues to knowable, solvable and controllable problems – for example the approach to transforming Utrecht Central Station and dealing with multi-dimensional problems in families – can be traced back to machine thinking. Complexity theory points to the ineffectiveness and undesirability of simplifications and considers the complexity of government and society a quality that should be increased rather than reduced. Complexity theory not only keeps the administrative mind sharp on simplification reflexes, but also offers the option to make policy by increasing, rather than reducing complexity.

    The discipline of public administration is critiqued for its lack of social relevance. Three issues prevent public administration scholars from social relevant research: (1) the assumption of universal knowledge; (2) the assumption of neutrality; and (3) distance from practice. These issues obscure the role of power processes in both the administrative practice under study and in conducting research, while paying attention to power processes is key to a more socially relevant public administration. I propose a phronetic research approach as an alternative to research that lacks social relevance. Phronetic public administration (1) acknowledges and deliberately uses the complexity of different perspectives of actors; (2) makes power processes visible; and (3) chooses a position in a dialogue about the problem under study by imagining alternative future scenarios. Phronetic research offers a promising, critical perspective on public administration by specifically aiming for a social contribution.

    Over the past four decades of its existence, Dutch public administration has developed into a science which mainly produces knowledge that either caters to a very specific scientific niche or aims to optimize policy processes in an instrumental fashion. This type of knowledge is not well equipped to provide answers or improve understanding of the challenges of our time. We argue that public administration needs to shift its focus more towards producing reflexive knowledge in the form of what we would call critical public administration. Based on the contributions in this special issue, this article outlines what the contribution of such a critical public administration could be. The article shows that, even though it is theory driven, critical public administration is close to policy practice and can fuel a productive public debate by imagining alternative futures.

    The 20th Accountability Day of the Netherlands House of Representatives is a fitting occasion to investigate whether Dutch Members of Parliament use performance information (PI). Performance information used by managers and politicians is a basic assumption for managing and guiding Performance-based Budgeting. Ironically, based on a literature review on performance use, we know that politicians and especially parliamentarians do not use performance information for decision making or scrutiny. This is specifically so when PI reports are long. Using the framework of accountability of Bovens (2007) and using content analysis of the questions, motions and debates of the Standing Committees on the annual reports, this article shows that MPs use performance information in all phases (informing, debating, sanctions). Contradicting earlier research on parliamentarians, we found that they use annual reports and reports of the Court of Audit as their main sources in the debates. This article shows that the use of PI in parliament is steadily rising. The growing importance of performance information for accountability is further illustrated by the strengthening of the accountability forum.

    A pragmatic criticaster or a critical pragmatist is considered a schizophrenic in daily life: it seems impossible to be solution oriented and critical at the same time. You are either an optimist or a pessimist. This schism also seems to run between public administration and political scientists. Public administration is focused on (positive) problem solving, whereas political scientists – especially in a tradition of critical theory – examine the exertion of power. This essay proposes a combination of the two extremes: a critical-pragmatist approach for public administration.
    In this approach, critical political theory goes hand in hand with pragmatist reconstruction and design. This design is impossible without normative and procedural principles, for example ideas about sustainability, justice and democracy. This is illustrated with an example for designing just governance arrangements in the Dutch regional energy strategies. The article shows that public administration that is relevant, reflective and democratic builds on a critical-pragmatist approach.
