    In this article in the series on the local democratic audit, the authors discuss the relationship between decentralization, scaling-up and local democracy. Decentralizations and scaling-up operations have changed the face of local government in the Netherlands considerably in recent decades. What have the consequences for the functioning of local democracy been? Although decentralizations aim to increase democratic control of government tasks, decentralizations appear to have weakened local democracy in two ways. First of all, they have led to a substantial scaling-up of the local government, through municipal amalgamations and especially through the formation of regional partnerships. Regionalization in particular has had all kinds of negative consequences for the functioning of local democracy. Decentralization policy itself has also weakened the steering and controlling role of the city council – certainly in the short term – while decentralization presupposes that the city council has a strong role in coordinating decentralized policy with local wishes and circumstances. We can speak of a ‘double decentralization paradox’ that entails both bottlenecks and opportunities. From the legislator’s side, therefore, an integral vision for the organization of domestic governance is needed.

    Governance is a human activity and is therefore unquestionably about relationships. Relationships between public and private parties. Relationships in existing steering-oriented structures (the political administrator as guardian, magistrate) and also relationships in new forms of cooperation that are often focused on good relationships (government participation). Public-private partnerships are inevitably accompanied by conflicting interests that place different demands on interactions. One-size-fits-all does not fit there, but customization is required, with constant alignment with what is – and what is not (yet). And so the ability to make contact requires much more attention, and from there to explore and grasp perspectives. How do you work on the tensions that you find on your way? It is there that the method of communication influences how the process of cooperation and steering proceeds. This is not a matter of whether-or, but and-and. Both perspectives are characterized by a different relationship with those involved and a different way of contact and interaction. This article focuses on contact from a collaborative perspective. The classical administrative side already has a rich history, while the cooperation side is often still an unknown and unexplored territory. The central question is: how can you, as a director and public professional, deliver tailor-made solutions and therefore adapt to complex tasks? The authors look at complex situations from a communicative perspective and they introduce ‘appreciative communication’ as the art of aligning with what really moves people, as a frame of view of the inconvenience caused by the differences present. They highlight a number of generic tensions that can arise in cooperation situations. A case study into the approach to regional innovation in the field of mobility serves as an illustration.

    In the implementation of the Dutch Youth Act, since the so-called ‘transition’ of 2015 under the responsibility of the municipalities, there are three major problems: the municipalities are short of money, the implementation of youth aid is accompanied by high administrative burdens and there are serious quality concerns, especially where different care providers must work together for one client. This article deals with the possibilities of the economic transaction cost theory for realizing improvements through organizing more effective collaboration between municipalities and healthcare providers. Transactions are a ‘forgotten’ cost source. There are three sources of transaction costs: limited rationality, opportunistic behavior and ‘asset specificity.’ In this article the authors analyze twelve problems documented in the literature on youth care from this perspective. This creates a framework from which municipalities can tackle these problems in order to improve the quality of youth care, to keep costs under control and to reduce the administrative burden. In a number of sectors and large projects ‘linking zones’ appear to be a way to increase the trust between players in a chain, so that transaction costs fall. Where poor cooperation between chain partners in youth care is a major cause of the problems, municipalities can make significant gains by establishing linking zones with care providers contracted by them. This article outlines the method in a linking zone.

    Exploration of the future is about systematically exploring future developments and the possible consequences for an organization or issue. The demand for future explorations at local policy level has increased in recent years. This article focuses on the relationship between participatory future exportations and local strategic policy processes. On the basis of four case studies, the meaning of participatory foresight studies for local policy processes was investigated. The research, which was carried out as action research, shows that future explorations in local strategic policy processes can be significant in different ways: they provide new knowledge, they promote learning in an integral and future-oriented manner and they encourage social learning processes that are independent of the content, which is valuable for group dynamics. In addition, future explorations can be useful in different phases of the policy cycle. Despite the fact that participatory explorations of the future can be meaningful in local strategic policy processes, there is still a bridge between the method of future exploration on the one hand and policy processes and organizations on the other. The research shows that a demand-driven approach starting from the needs of the participants in the policy process and responding to the culture, structure and working method of the organization is a promising approach. At the same time, the research shows that there are several factors that need to be considered in order to achieve a stronger interrelatedness of future exploration and policy. The policy practice and the exploratory practice seem to be gradually evolving towards each other. On the one hand, policy practice is becoming more rational, transparent and analytical in nature through the use of future explorations, at least in policy preparation. The explorations promote substantive discussions on policy agendas and policy intentions. On the other hand, they are becoming more policy oriented through more reasoning from the policy practice in terms of process design and knowledge needs of the policy process.

    Social media changes society and causes new dilemmas in local government. Little is known about the nature of these conflicts and the way government organizations deal with them. Therefore the authors of this article have carried out empirical research into the manner in which police officers deal with value conflicts concerning the use of social media. Their research shows that the well-known conflicts in the literature between effectiveness and efficiency and between effectiveness and legality were also dominant in this case, but that many more conflicts than are known from other studies concerned transparency and participation. In addition they discovered that the bias strategy was often used, which suggests that a conservative response is preferable in a situation with a lot of dynamics. In this way the research shows how government officials deal with the tension between a stable organization and a dynamic environment and look for appropriate forms of coping at this specific interface. The authors stress in their recommendations that the further strengthening of the learning ability of organizations deserves attention: not just to find the right way to deal with value conflicts, but to be able to find new ways to deal with the new conflicts that arise.

Crisis? What crisis?!

    In 2008 a global economic crisis broke out. Now we can look back at the crisis as a clearly ordered sequence of events. But at the time these events were experienced as unexpected, unordered and unpredictable: a shock situation. How did municipalities respond to this shock situation, to this economic crisis? This article describes how two Dutch municipalities, together with their societal partners, made sense of the economic crisis. This concerns the question of how they interpreted the crisis themselves, but also which actions ensued. From a constructivist position, the article considers how the two municipalities together with their partners made sense of the situation and this enabled them to implement measures that could mitigate the consequences of the crisis for their communities. Based on epistemological and methodological assumptions discourse analysis, the author investigates the role of language in this process of sense-making. This approach offers municipalities insight in the role of stories in policymaking and in determining new practical solutions. The article closes with some guidance on how this perspective can help to people and institutions to cope with comparable situations, specifically in the cooperation between municipalities and other organizations.

    To be able to realize the ambitions of citizen participation, diversity of participants is a crucial condition. At the same time excluding groups of citizens, amongst them critical citizens, is inextricably linked with citizen participation. In this article in the series ‘Local democratic audit’, the authors wonder what the exclusion of critical citizens means for the process and outcome of citizen participation. Through two empirical studies during a spatial intervention in different municipalities in the Netherlands, they investigated how people involved in a participation process spoke about critical citizens and their manifestations. The results show that the way these critical citizens are discussed either legitimizes exclusion or questions it critically. The legitimization of exclusion is detrimental to the support for spatial intervention. The problematization of exclusion results in a responsive approach to critical citizens, which is beneficial for both the course of the participation process and for the support for the spatial intervention.

    The introduction of dualistic administration in the municipal government in the Netherlands in 2002 created the profession of the registrar. This article contains a description of the way Dutch municipal registrars fill in their office nowadays. The research shows that registrars deal with a wide range of tasks, that can be divided in four task fields: secretarial tasks, facilitating, representing and advising councillors. In the filling in of these task fields several profiles of registrars arise. So the basic registrar mainly organizes council meetings and reports on these meetings. The basic registrar plus performs the same tasks, but is also active in a few other task fields. The strategic advisor is the most active on all task fields. There are some significant differences between the three profiles when it comes to the importance of registrars to their activities, their value orientations and their competences. Contextual factors are hardly important, except the size of the municipality. It is also remarkable that the registrar has shown little activity with respect to two developments that are becoming increasingly important for municipal councils: regionalization and socialization of local government.

    There is a lot of criticism on the profile descriptions in which Dutch municipalities express the requirements which they put on a new mayor to be appointed. They would look too much like each other and contain few real choices. This article describes the requirements Dutch municipalities put on candidate mayors and analyses the discriminatory power of profile descriptions. A content analysis of 231 profile descriptions and talks with five focus groups show that municipal councils especially ask for integer networkers and linkers, who are above all effective, empathic and communicative. The differences between municipalities in this respect are small and the municipal size hardly makes any difference. Municipal councils do not fully utilize the opportunities in profile descriptions for local customization and barely translate the local conditions into specific requirements. The explanation for this is partly located in isomorphic processes, that lead to uniformity: municipal councils follow the guide of the national government for the appointment process and copy texts from each other. At the same time the office of the mayor in the Netherlands asks for a specific content, that is translated into the profile descriptions. It is therefore the question if the criticism on profile descriptions is fully justified. They do have discriminatory power, although municipal councils could make much sharper choices in what they expect from a mayor, appropriate to the challenges the municipality faces.

    In administrative practice as well as in administrative science administrative innovation is a much desired good. In this article the author makes an attempt to describe the good, or the better, that can be pursued with administrative innovation, much sharper than has been done in the past. The result is a substantive framework for qualifying and evaluating administrative innovations. The article arises from a special interaction research, that started with a question from administrative practice (about the leading principles for administrative innovation in the Dutch municipality of Breda) and ended in a confrontation between desiderata from administrative practice on the one hand and foundations from administrative science on the other hand. Finally, these six leading principles emerged out of the investigation: responsiveness, productivity, involvement, counter-pressure, creativity, and good governance. The author also discusses how the resulting framework can be used and understood. The framework is robust because it not only is theoretically (the literature on governance and democratic innovation) inspired and founded, but also recognizable and manageable for administrative practice.

    This article offers the reader an overview of arguments for and against the different modes of appointments of Dutch mayors. The authors do this from different perspectives that are based on relevant values of good governance. In relation to the intended deconstitutionalization of the mode of appointment, they want to contribute with this overview to the debate on the role of the mayor and the mode of appointment. The three modes of appointment discussed are nomination by the Crown, election by the municipal council and direct election by citizens. On the basis of this research, they conclude that changing the mode of appointment to one of the three (pure) modes of appointment has advantages as well as disadvantages, but that the combination has important consequences for the functioning of the local governance system as a whole. In addition, they conclude somewhat paradoxically that the mode of appointment is only one of the factors that influences the functioning of a mayor. Therefore, the question about the mode of appointment of Dutch mayors must be considered within a broader framework of possible measures, with the underlying questions: what kind of mayor, and what kind of local governance, do we want ultimately?

Het succes van de business case(s)?

Een casestudy naar de totstandkoming van Wildlands Adventure Zoo

    In 2012, the municipal council of Emmen (a municipality of 107,000 inhabitants in the northeast of the Netherlands) took the final decision for the transformation and rehousing of the Wildlands Adventure Zoo on the basis of a so-called business case. Business cases are also being increasingly used in other organizations and sectors. However, not much is known yet about the qualities of the instrument. This article shows that the use of the business case in a specific case had value. For this case study, over 100 very diverse mainly digital sources, such as official decision-making documents, research reports and statement via social and other media, were used. In this way, in-depth knowledge was acquired about one of the mechanisms that underpinned the creation of the park. The sources are carriers of the narrative ‘Wildlands Emmen.’ Despite the success, a warning is called for. A healthy focus on results can result in ‘escalating’ commitment. Then the parties involved are linked to the project to such an extent that a way back is excluded by definition. Although the business case should be a ‘business-like’ justification, it seems that the mechanism of ‘self-justification’ enters into force. One shows through rationalization that previous decisions were right and then acts on these decisions in a sensible and competent manner. However, alternatives are not explicitly weighed against each other and there can be a tendency to underestimate the risks.

    For the legitimacy and ability of governments it is crucial to have insight in the worries of citizens about society and politics. In the Netherlands these worries are at the national level systematically mapped by the Dutch Social and Cultural Planning Agency (SCP) through their Continuous Research Citizen Perspectives (COB) for almost ten years now. At the local level there is a lack of information about what worries citizens. Insight in locally experienced problems will probably become even more important in the coming years because of the recent decentralizations of national governmental tasks to the municipalities. This article investigates which problems citizens perceive in their municipalities based on an analysis of data from the Local Electoral Research (LKO). The authors find a number of striking differences with the problems that are perceived at the national level in the same period. The municipal issues citizens mention offer opportunities, but they also point to the limited impact force of the municipal level of government. All in all the research findings are indicative of a substantial added value of the LKO with respect to the already longer running COB.

    Municipal amalgamations form a red thread through the history of local government in the Netherlands. With varying intensity, this country was continuously confronted with adjustments of the municipal scale. Where once the focus was rather one-sided on the minimum number of inhabitants of a municipality, we see that since the nineties questions were asked about the amalgamation policy. From now on a lack of administrative power had to be demonstrated before an amalgamation would be carried through. These critical remarks however didn’t lead to a downfall in the number of municipal amalgamations. Amalgamation and merger will always continue in the Netherlands. The Flemish policy on amalgamation appears to be quite different. Since the large-scale merger operation in 1976 Flanders was no more confronted with municipal amalgamations. The former Flemish government however, announced at its appointment in 2009 that it would encourage voluntary mergers of municipalities with financial and administrative incentives. The present Flemish government treads the same path. The incentives put in place by the former Flemish legislature are even increased. They even appear to bear fruit. In the provinces Limburg and East-Flanders several municipalities have indicated to investigate a merger. Some of them even have taken the principal decision to merger in the municipal councils involved. This article describes and compares the municipal amalgamation policies of the Netherlands and Flanders. The authors also investigate what both can learn from each other.

    Public value management encourages public organizations to move beyond existing frameworks and create value in flexible collaboration with societal partners. However, this approach creates problems for the accountability processes, because reports to politicians are often still directed at quantitative goals and rigid frameworks. This creates uncertainty and disagreement around the definition of value, the legitimacy of the new governance styles and the complexity of the new collaborations. This article describes the experiences of a large Dutch municipality where we conducted an experiment with an innovative accountability process for public value creation in the public health domain. Political administrators, council members, civil servants and societal partners have jointly assessed, through an interactive Public Value Table meeting format, what value their combined efforts in complex societal challenges have created. This experiment gives insight in the growing pains of public value creation, but also shows some possible solutions to address these tensions.

    Regional networks are often used by the central government in the Netherlands as a way of translating national purposes into regional action. At the same time regional networks increasingly arise from the bottom up. In short, it gets busy in the region. This article describes research on regional networks encouraged by the national government to handle complex issues in the domain of education and the labor market. The central question of this article is the way in which stimulating regional cooperation can be used effectively by the central government. Thirteen networks are studied with the help of interviews, questionnaires and data from social networks. The research findings show that in these networks that are encouraged from the top down, there is a tension between achieving short-term results and building cooperative relations, and that a sense of urgency in the region is an important prerequisite for success. This calls for more bottom-up co-determination of the policy agenda and the pace. In addition, there appeared to be a strong overlap between seemingly separate networks, thematically as well as in terms of staffing, which again offers opportunities for creating synergy. The findings call for using these ‘meta networks’ in the formation of networks. Both notions lead to some strategies for the effective use of regional networks.

    Do energy cooperatives work together with municipalities in the area of energy and, if this is so, how can this cooperative relationship be interpreted from a public administration perspective? That is the central question of this article. The experiences with cooperation of four frontrunners amongst the energy cooperatives show that in many areas a fruitful cooperative relationship has been developed. In other areas cooperation is lacking because the municipality stands aloof as soon as the energy cooperative provides services to citizens and/or companies or because the purchase of green energy by the municipality from their own energy cooperative cannot simply be carried out. In the development of renewable energy projects it also suits municipalities to be reluctant because they not only promote local renewable energy but are also responsible for the spatial quality. From the perspective of public administration it is striking that the variety of municipal roles increases the complexity of cooperative relationship with energy cooperatives. For energy cooperatives it is difficult to understand that the municipality sometimes behaves like an ally, but can also be reluctant. The variety of the bond between both parties is first of all apparent from the need of an own identity and autonomy in the energy cooperatives. Secondly, two of the four energy cooperatives that were analysed needed support in a financial emergency.

    Local authorities know for some time from experience with partnerships with local communities in the area of sustainable development that the urgency of climate change increases and that citizens develop into an equal partner. The convergence of these two motivations asks for an innovative way of acting, in which the performance of local authorities is a crucial factor for the ultimate success of local sustainable energy projects in which citizens are actively involved or will be involved. This article exposes the ways in which local authorities innovate with policy for the support of active citizenship in the production of locally generated sustainable energy. The article also explores the barriers that arise. The authors analyse two cases on different levels of government; ‘The Energy-workplace’ (in the Dutch province Fryslân) and ‘The Armhoede sustainable energy landscape’ (in the Dutch municipality Lochem). The cases show that policy innovations crystallize as well at ‘arm’s length’ distance as in the direct sphere of influence of the (local) authority. However, innovation takes place by the grace of the space in the existing institutional framework and the political (and administrative) system. Formal guidelines (like policy or regulation), persons, and informal practices of the traditional policy implementation may hinder a productive interaction between (active) citizens and government.

    Energy planning and the realization of a new energetic infrastructure has become an issue for many actors. The local setting has become polycentric. Against this background the authors have tried to answer the question of the possible consequences of a polycentric local decision-making arena for the realization of sustainable energy transition, especially the implementation of smart grids. Polycentrism is characterised by configurations of units that are multi-level, multi-purpose, multi-sectoral and multi-functional. The impact of these configurations can be assessed using four criteria: control, efficiency, political representation and local self-determination. The authors used these criteria to analyse two cases. Both cases show that the consequences of polycentrism are variable and differ on the four criteria. The analysis shows tensions in polycentric configurations between control and efficiency on the one hand and local self-determination and political representation on the other. This outcome was a reason for the authors to argue for a better institutional design for the local polycentric arena with the help of the seven ‘rules-in-use’ of Elinor Ostrom. Her design is universal but requires specific local application. In this way more justice can be done to the local circumstances in order to be able to achieve effective results.

    In polycentric urban regions one can find different, mutually related cities without a clear centre. In these regions cities cooperate to attract inhabitants and employment, but at the same time they are each other’s competitors. The Randstad (Netherlands) and the Rhine-Ruhr area (Germany) both can be seen as polycentric regions. The authors explore to what extent these regions possess a common identity and common agenda and to what extent this promotes the sustainability and energy transition of these regions. In both regions identity appears to have grown especially at subregional level, by historically developed spatial-economic profiles of the different cities or suburban regions. In addition the cities in these regions more and more wish to distinguish themselves in the area of sustainability. Every city wants to be the smartest, greenest and healthiest, and to be at the forefront in energy transition and climate mitigation. In the Dutch Randstad this competitive drive especially seems to contribute to the realization of sustainability projects at the local level. And that is exactly why regional cooperation is important: to allocate resources as well as possible and to avoid transfer to others. This can be improved by the development of subregional or regional sustainability visions.
