Verantwoorde algoritmisering: zorgen waardengevoeligheid en transparantie voor meer vertrouwen in algoritmische besluitvorming?

    Algorithms are starting to play an increasingly prominent role in government organizations. The argument is that algorithms can make more objective and efficient decisions than humans. At the same time, recent scandals have highlighted that there are still many problems connected to algorithms in the public sector. There is an increasing emphasis on ethical requirements for algorithms and we aim to connect these requirements to insights from public administration on the use of technologies in the public sector. We stress the need for responsible algorithmization – responsible organizational practices around the use of algorithms – and argue that this is needed to maintain the trust of citizens. We present two key components of responsible algorithmization – value-sensitivity and transparency – and show how these components connect to algorithmization and can contribute to citizen trust. We end the article with an agenda for research into the relation between responsible algorithmization and trust.

    Een reflexieve kijk op beleidsonderzoek gaat uit van continue dynamiek tussen kennisontwikkeling en beleids- en uitvoeringspraktijken. Beleidsonderzoekers zoeken naar houvast om gedegen en relevant onderzoek te blijven doen, onderwijl inspelend op onzekerheden, onvoorspelbaarheid en kritische geluiden die kenmerkend zijn voor de huidige kennissamenleving. Via omgevingsbewust werken kunnen zij hun onderzoeksaanpak leren afstemmen op de kenmerken en maatschappelijke context van beleidsdossiers. Via kwaliteitsbewust werken kunnen zij leren inspelen op de verwachtingen rondom een bepaalde expertrol en onderzoeksaanpak binnen de eigen contexten van onafhankelijkheid en wetenschappelijke verantwoording.
    Aan de hand van een casus – de lerende evaluatie van het Natuurpact, een innovatieve evaluatiestudie bij het Planbureau voor de Leefomgeving – laten we zien hoe een reflexieve aanpak helpt om onderzoek in de nabijheid van de dynamische beleidspraktijk uit te voeren. Doordat deze aanpak buiten de comfortzone van onderzoekers ligt, is omgevingsbewust en kwaliteitsbewust werken voor onderzoekers geen vanzelfsprekendheid. We roepen beleidsonderzoekers zelf, de organisaties waar ze werkzaam zijn en beleidsmedewerkers op om hun reflexieve vaardigheden verder te ontwikkelen via het inrichten van lerende processen, effectieve kennisdeling via Communities of Practice en leerwerktrajecten, en open en adaptieve kennis-beleidsarrangementen.

    Nederland staat voor forse en complexe beleidsopgaven. Deze opgaven vragen om een bijzondere beleidsaanpak met een aansluitende wijze van beleidsevaluatie – namelijk één die leren ondersteunt om iteratief de kwaliteit van het beleid te verbeteren en de weg naar de beleidsambities te vinden. Beleidsonderzoekers en beleidsbetrokkenen werken in lerende evaluaties samen om kennis te produceren voor het gelijktijdig verantwoorden en leren van beleid. Verondersteld wordt dat de kwaliteit en bruikbaarheid van de geproduceerde kennis met deze benadering groter zijn dan bij reguliere, op verantwoording georiënteerde, evaluatiemethoden. Als gevolg daarvan zou lerend evalueren meer impact hebben op beleid voor complexe opgaven. In dit artikel wordt aandacht besteed aan de waarde van lerend evalueren vanuit het perspectief van beleidsbetrokkenen en beleidsonderzoekers van de lerende evaluatie van het Natuurpact (2014-2017), uitgevoerd door het PBL en de WUR. Geconcludeerd wordt dat lerend evalueren de kwaliteit, bruikbaarheid en impact (minder aantoonbaar) van de geproduceerde kennis vergroot, maar onder specifieke voorwaarden: namelijk wanneer onderzoekers erin slagen om leren en verantwoorden, met de bijbehorende rollen en kwaliteitsstandaarden, te benaderen als wederzijds versterkend in plaats van tegenstrijdig. Onderzoekers hebben voelsprieten nodig voor de wisselwerking tussen het proces van kennisproductie en de politiek-bestuurlijke context waarin deze kennis wordt gebruikt. Zowel in de beleids- als onderzoekspraktijk is ruimte nodig voor een verbrede kijk op de functie van beleidsevaluatie om lerend evalueren toe te kunnen passen.

    This Research Note investigates party advertising in newspapers and on social media (Facebook) during the 2019 general elections in Flanders, the largest region of Belgium. The 2019 elections saw a marked increase in the use of social media advertising by parties, whereas newspaper advertising saw a decline. Prior research that compares multiple types of advertising, particularly advertising on social and legacy media remains limited. As such, based on a quantitative content analysis we investigate not just the prevalence of party advertising on both types of media, but also compare the level of negativity, presidentialisation, and issue emphasis. Our analysis reveals substantial differences: we find that not only the type of advertisements varies across the platforms, but also that social media ads tend to be more negative. Finally, parties’ issue emphasis varies substantially as well, with different issues being emphasized in newspaper and Facebook advertisements.

    The integration of refugees in the Netherlands has been suboptimal for years. After receiving a residence permit, refugees are distributed across the country and dispersed over neighborhoods. However, since the 2015 refugee crisis, the municipality of Amsterdam has adopted a different approach. Here, refugees that have been granted residence live together with Dutch young adults in projects where they share facilities and play a role in managing the project. To what extent can such mixed housing projects help the integration of refugees? The Startblok Riekerhaven, which was the first project, was studied for a year with qualitative research. The findings show that mixed housing projects can stimulate the formation of social connections. In this way they can contribute to the integration of refugees in the Netherlands. Given the suboptimal results of the current dispersal policy, this is relevant for science and policy.

Between Party Democracy and Citizen Democracy

Explaining Attitudes of Flemish Local Chairs Towards Democratic Innovations

    As a response to the perceived legitimacy crisis that threatens modern democracies, local government has increasingly become a laboratory for democratic renewal and citizen participation. This article studies whether and why local party chairs support democratic innovations fostering more citizen participation. More specifically, we analyse the relative weight of ideas, interests and institutions in explaining their support for citizen-centred democracy. Based on the Belgian Local Chairs Survey in 2018 (albeit restricting our analysis to Flanders), the central finding is that ideas matter more than interests and institutions. Ideology is alive and kicking with regard to democratic innovation, with socialist and ecologist parties and populist parties being most supportive of participatory arrangements. By contrast, interests and institutions play, at this stage, a minor role in explaining support for participatory innovations.

His research, publications and educational activities focus on elections and democratic participation/innovation, citizenship (education), (the history of) political institutions and (local) government reform, political elites and leadership.

    After a year’s delay, the new Dutch Environmental Act will enter into force on January 1, 2022. Within this new legal framework, municipalities are expected to develop an environmental vision through policy integration and citizen participation. This new working method raises some questions. This article focuses on the quality of policy considerations with regard to vulnerable spatial domains and in particular religious heritage. It answers the question about the quality of policy considerations in municipal environmental visions and then examines whether policy integration and participation have contributed to this. An analysis of 33 municipal environmental visions shows that the quality of policy considerations for religious heritage is low in almost all municipalities. Interviews with nine municipalities provide a more complete picture and make it clear that the real quality of the policy considerations is higher than what can ultimately be found in the visions. However, these findings raise doubts about the future protection of the religious heritage in the further elaboration of the environmental vision in the environmental plan. In connection with this, two calls are made: (a) as a municipality, ensure that the subject of cultural heritage is on the political-administrative agenda; (b) ensure that cultural heritage is not only part of history, but also of the future.

    In this article we discuss the role and position of different types of low income households in Dutch renewable energy transition processes using the concept of energy poverty. We explore which benefits and/or (dis)advantages (unintentionally) result from energy policies and regulations. And to what extent the distribution of these (dis)advantages benefit the position of different types of households. To this end we present an analytical perspective that enables us to evaluate renewable energy transition policies and governance on procedural and distributional aspects: paying attention to issues of recognition, equity and justice. The perspective draws on ideas in environmental justice literature and on ideas in social resilience literature. Combining these ideas in a new analytical framework proved to be useful in articulating some major policy challenges in relation to energy poverty in the Netherlands today.

Een ontspannen perspectief op residentiële segregatie

    In the Netherlands and surrounding countries, there is reason to ask the question whether levels of segregation according to country of origin (mainly non-western) and in terms of socioeconomic position (mainly social arrears) are sufficiently high to legitimate anti-segregation policy. When will segregation become problematic? If segregation is regarded a problem, what, then, would be the best remedy? Spatial intervention? Or broader societal intervention? In this article developments and mechanisms will be discussed that lead to segregation; also political views on segregation and the framing of segregation will be scrutinized. A confrontation of knowledge, insights, visions, and framings offers material for new perspectives on residential segregation and is reason to argue for a more relaxed attitude towards segregation. We should acknowledge that the process of matching households to residential environments results in some – generally unproblematic – segregation. Only if segregation causes problems that pass certain intensity and/or a certain spatial range, non-spatial or spatial interventions are becoming a necessity. Levels of segregation are relatively moderate still. We ought to be more aware of the fact that strong negative framing actually stimulates segregation, social exclusion, division, discrimination, marginalisation, stigmatisation, fear, estrangement, and the development of first- and second-rate citizens.

Het prestatievoordeel van publiek-private samenwerking

Een analyse van transportinfrastructuurprojecten in Nederland

    Compared to regular contracts, infrastructure development and management through Public-Private Partnerships (PPPs) is expected to lead to better cost and time performance. However, the evidence for this performance advantage of PPPs is lacking. This article analyzes the performance differences of projects with a Design-Build-Finance-Maintain (DBFM) contract (a type of PPP) and a Design-and-Construct (D&C) contract. Project performance data were collected (N = 65) from the Project Database of Rijkswaterstaat and analyzed using non-parametric tests. Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water Management. The results show that DBFM-projects have a significantly higher cost performance than D&C-projects. In particular, DBFM-projects have less additional costs related to technical necessities in the implementation phase. Regarding time performance, DBFM-projects seem to perform better although the difference with D&C-projects is not statistically significant. The article discusses explanations for the performance advantage of PPPs, rooted in principal-agent theory. From this discussion, an agenda is presented for further research into the performance advantage of Public-Private Partnerships.

Evalueren en leren van ICT-projecten

    Governmental IT-projects regularly make the news due to issues about the quality of end results, planning or costs. The Elias report, which is based upon a Parliamentary Inquiry, recommends to evaluate more and learn from the outcomes of these evaluations. However, the report does not give guidance on how to evaluate. The question thus remains: what constitutes a good evaluation of governmental ICT-projects, and what characteristics should be addresses in evaluation research. After careful study of various scientific disciplines, the researchers developed an extensive reference model, including additional suggestions for defining methods, the evaluation process, and criteria on how to evaluate an evaluation. After using this reference model in a content-analytical document analysis, it became clear that many evaluation reports are not being shared with other professionals or practitioners, that reports often lack a specifically formulated research question, and that conclusions and additional reflections are limited. There is room for considerable improvement in the evaluation of ICT-projects.

    Large government investments are regularly preceded by an ex-ante evaluation. This article examines the quality of two ex-ante studies and considers the use made by administrators and representatives of the people of these ex-ante studies. In both cases it concerned qualitatively sound ex-ante studies. In both cases, these studies also demonstrably affected the debate about these investment plans in the people’s representations. But there was no question of power-free decision making. In both cases, the representatives of the people were put under great pressure. Not only was there time pressure. The public debate came late. The use of sound ex-ante studies is not only an investment in rationality, but is also accompanied by political-strategic manoeuvring. The relevance of this article to practitioners is that it (a) contains four reasonable requirements that the representative may make of each ex-ante study offered by the executive board; (b) also shows that an ex-ante analysis on which important decisions are based should not be characterised by secret parts or by undefined assumptions and an ex-ante analysis must be transparent; and (c) demonstrates it is important as a representative to be tenacious, to keep a firm hand and not to decide before all questions have been answered and a full list of safeguards is on the table.

    The urbanisation of society is a well-known fact. It is perhaps less well known that this process is accompanied by the emergence of ‘city gurus’. By this, the authors mean advisers, scientists and other authors who have an international influence on the thinking and actions of city administrators and other urban policymakers. City administrators nowadays often find their intellectual inspiration from ‘contemporary city gurus’. They are usually not public administration experts; instead they come from the fields of urban geography, urban economics, or urban sociology. Their ideas do however resonate in administrative practice. The questions that the popularity of contemporary city gurus raise are: is this a hype or is it really about thoughts that have a lasting impact on ‘urban development’ and city management? Which city gurus are we actually talking about? There are several of them, but in this essay the authors highlight a few that can be counted among the favourite speakers among the ‘science and advisor conference goers’ in recent years: Richard Florida, Bruce Katz, Richard Sennett, Benjamin Barber and Jeb Brugmann. The city gurus ask us to have an eye for the city. But the authors of this essay believe that that also means that we must be aware of differences, because every city and every city dweller is different, and that requires an interpretation of the ‘city of difference’. The popularity of the city leads to an increase in those differences and they present us with various considerations and management issues.

As such, based on a quantitative content analysis we investigate not just the prevalence of party advertising on both types of media, but also compare the level of negativity, presidentialisation, and issue emphasis. Our analysis reveals substantial differences: we find that not only the type of advertisements varies across the platforms, but also that social media ads tend to be more negative. Finally, parties’ issue emphasis varies substantially as well, with different issues being emphasized in newspaper and Facebook advertisements.

    The extensive growth of urban tourism has influenced the living environment of urban citizens worldwide, which is among others due to changes in the range of commercial amenities. As a manifestation of this development, the existing supply of retail and hospitality services gradually changes from a focus on inhabitants to the tourist. As a result, the call for municipal intervention grows. However, little is known about the steerability of this development. In this article we therefore asses how tourism affects the range of commercial amenities in city streets, and what local policy responses are most suitable. The research builds on the concepts of tourism gentrification and different types of ‘policy-instrument fit’. Our case study of the city centre of Amsterdam, including a media and policy document analysis, as well as in-depth interviews with stakeholders, show that some problems caused by mass tourism require ‘hard’ forms of government control, while others require a ‘softer’ process approach, linking local parties to jointly improve a city street. The presented steering perspectives are not only relevant for the city of Amsterdam, but also for many other towns within, and beyond, the Netherlands, that have been struggling with the growth of tourism. The open attitude towards urban mass tourism has come up for discussion and urban (tourism) policy calls for reconsideration.

    Over the past four decades of its existence, Dutch public administration has developed into a science which mainly produces knowledge that either caters to a very specific scientific niche or aims to optimize policy processes in an instrumental fashion. This type of knowledge is not well equipped to provide answers or improve understanding of the challenges of our time. We argue that public administration needs to shift its focus more towards producing reflexive knowledge in the form of what we would call critical public administration. Based on the contributions in this special issue, this article outlines what the contribution of such a critical public administration could be. The article shows that, even though it is theory driven, critical public administration is close to policy practice and can fuel a productive public debate by imagining alternative futures.

    A pragmatic criticaster or a critical pragmatist is considered a schizophrenic in daily life: it seems impossible to be solution oriented and critical at the same time. You are either an optimist or a pessimist. This schism also seems to run between public administration and political scientists. Public administration is focused on (positive) problem solving, whereas political scientists – especially in a tradition of critical theory – examine the exertion of power. This essay proposes a combination of the two extremes: a critical-pragmatist approach for public administration.
    In this approach, critical political theory goes hand in hand with pragmatist reconstruction and design. This design is impossible without normative and procedural principles, for example ideas about sustainability, justice and democracy. This is illustrated with an example for designing just governance arrangements in the Dutch regional energy strategies. The article shows that public administration that is relevant, reflective and democratic builds on a critical-pragmatist approach.
