    It may seem obvious to say that society changes and that this is happening at an increasing speed. But not everyone fully realizes that society as a whole is undergoing fundamental changes and that this will lead to a complete transformation and structural change of society over a longer period of time. Some think that tomorrow is a multitude of today, others think that the present is not really a good compass for what tomorrow and especially the day after tomorrow will be. In this respect, municipalities are faced with the considerable task of making a ‘future-proof’ diagnosis of ‘municipal reality’ and of forming a picture of what that future will be, or should be. Municipalities differ considerably in the way in which they deal with these aspects administratively: from ‘government as usual’ on the one hand to ‘complete tilt’ on the other side of the continuum. Much municipal policy is a slightly adapted version of what they have been doing for a long time. The real initiatives to ‘fundamentally tilt’ systems have yet to reach many municipalities. In other words: everything changes, but… have things not remained the same? In this essay the author discusses these issues in the context of his hometown Maastricht (in the south of the Netherlands) as an example.

    This article offers the reader an overview of arguments for and against the different modes of appointments of Dutch mayors. The authors do this from different perspectives that are based on relevant values of good governance. In relation to the intended deconstitutionalization of the mode of appointment, they want to contribute with this overview to the debate on the role of the mayor and the mode of appointment. The three modes of appointment discussed are nomination by the Crown, election by the municipal council and direct election by citizens. On the basis of this research, they conclude that changing the mode of appointment to one of the three (pure) modes of appointment has advantages as well as disadvantages, but that the combination has important consequences for the functioning of the local governance system as a whole. In addition, they conclude somewhat paradoxically that the mode of appointment is only one of the factors that influences the functioning of a mayor. Therefore, the question about the mode of appointment of Dutch mayors must be considered within a broader framework of possible measures, with the underlying questions: what kind of mayor, and what kind of local governance, do we want ultimately?

    In the Netherlands, as in many other countries, housing supply fails to meet the rapidly increasing housing demand in already densely urbanised areas, contributing to rising housing prices and possibly gentrification. The state and local governments aim to satisfy this demand by densifying urban areas and by transforming urban brownfields and vacant office parks into residential areas, thus containing urban sprawl. However, the private actors needed to redevelop these areas operate according to a different institutional logic and discourse: the market. According to this market logic, urban transform is too expensive, even when partly subsidized, and, to some extent, sprawl is unavoidable to satisfy housing demand. The two different logics fail to deliver the housing needed. Building discourse coalitions is suggested as a possible way out of this deadlocked debate, while government actors might also aim to influence the housing market with novel, market oriented policy instruments.

    Societal and technological developments (such as the digital and energy revolutions) move faster than existing institutions can keep up with. The developments may lead to a metaphorical institutional void, which brings questions about the nature of the void, the changing rules, practices and responsibilities, and about the strategies to deal with the void. The concept has been around for a while but (again) seems relevant to understand current socio-technological innovations and challenges, that also allow us to further conceptualise the institutional void. In this introduction to the issue, we discuss the concept of an institutional void and explore how it is used in various domains of study, including public administration. We argue for how the concept is relevant today and therein also introduce the topics that are discussed in this special issue.

    Scientific knowledge plays a pivotal yet problematic role in identifying, assessing and evaluating climate impacts, and hence in their governance. This raises questions of how knowledge for adaptation policy is made. This article studies the production of authoritative and meaningful knowledge claims in the Delta Committee, regional water management and urban warming. It is argued that the conventional supply-and-demand conceptualisation with its notion of ‘knowledge transfer’ has fundamental flaws. This study shows how the wicked issue of climate change is tamed and made tractable in climate adaptation. In these processes knowledge of climate change transforms. This article presents a conceptual apparatus to study transformation. Transformation has a Janus face. While transformation brings climate change in conversation with localised meaning to create concrete adaptation responses, it also closes down and becomes blind to particular climate risks. Transformations are affected by the goals and institutions of policy fields. To overcome problems of blindness and cognitive path dependencies, more institutional change is necessary than the current piggyback approach of mainstreaming and knowledge co-creation entails.

    In polycentric urban regions one can find different, mutually related cities without a clear centre. In these regions cities cooperate to attract inhabitants and employment, but at the same time they are each other’s competitors. The Randstad (Netherlands) and the Rhine-Ruhr area (Germany) both can be seen as polycentric regions. The authors explore to what extent these regions possess a common identity and common agenda and to what extent this promotes the sustainability and energy transition of these regions. In both regions identity appears to have grown especially at subregional level, by historically developed spatial-economic profiles of the different cities or suburban regions. In addition the cities in these regions more and more wish to distinguish themselves in the area of sustainability. Every city wants to be the smartest, greenest and healthiest, and to be at the forefront in energy transition and climate mitigation. In the Dutch Randstad this competitive drive especially seems to contribute to the realization of sustainability projects at the local level. And that is exactly why regional cooperation is important: to allocate resources as well as possible and to avoid transfer to others. This can be improved by the development of subregional or regional sustainability visions.

    In this closing article we summarize the results of the individual articles of this themed issue and draw common lessons. With regard to cities as living labs, we conclude that three challenges need more attention: (1) unclear or contradictory goals and expectations, (2) organizational confusion, and (3) the lack of institutional links. Based on these, we offer a number of recommendations for research and practice in public administration.

    The traditional authority of mayors and aldermen is readily challenged. Formal positions do no longer constitute authority. For that reason, new political repertoires are being sought after and are being developed by local political-executive leaders. This article analyses and compares the sources of authority for mayors and aldermen: how can they develop, maintain, and strengthen their authority? It develops an innovative typology of sources of authority. A distinction is made between institutional, positional, and personal sources of authority. The model is applied to the mayors and aldermen in relation to relevant socio-political developments that affect the two offices. It is found that the authority of mayors rests on institutional sources of authority more so than that of aldermen. For the latter, positional and personal sources of authority are more important. At the same time, personal sources of authority have become very important for mayors as well as aldermen. The results call upon mayors and aldermen’s skills and competences to develop personal authority through persuasion.

    Contemporary western democracies, such the United States, Great Britain, and The Netherlands have become diploma democracies. They are ruled by the well educated, whereas the least educated, even though they still comprise about half of the population, have virtually vanished from most political arenas. Of course, the well educated have always been more politically active than the less educated, but in the past decades this gap has widened substantially. Well-educated citizens are more inclined to vote, to write letters to the editor, or to visit consultative or deliberative meetings than citizens with a low level of education; and most, if not all, members of parliament, all the political officials, and almost all of the political advocates and lobbyists, have college or graduate degrees. The paper substantiates the rise of diploma democracy in The Netherlands, discusses what is problematic about such an educational meritocracy in the context of democracy, and looks at what could be done to mitigate or remedy some of its negative effects.

    This article is concerned with the consequences of economic and demographic decline for the welfare state. The issue of decline itself is not investigated. Decline is taken for granted and the consequences of decline are examined. In this article the sociological 'logic' of social policy is investigated and subsequently applied to the issue of decline. The policy-mechanisms that are discussed are: selective versus universal social policy; the extent and character of redistribution; and individual versus collective responsibility. The question that is raised in the final section is what demographic decline in particular might imply for a universal welfare state: more selectivity in social policy? less redistribution between young and old? more individual responsibility? By making use of the policy-mechanisms discussed before, the consequences of these strategies are discussed.

    Cities are in stage of transformation under the combined effect of enlargement of scale and the enlargement of scope of urban activities. The enlargement of scale is visible in the regionalization of urban development. Housing markets, labor markets and mobility patterns crystallize at regional level. However, the scaling up of urban life is not just an extension of the city as is experienced over more than a century. The simultaneous enlargement of scope makes the transformation more complex and dependant on external connections, both in the private and the public sector. The essay explores concepts that try to explain the nature of this new complexity. What is the meaning of 'urban space' and 'urban place' under the conditions of globalization? And what are the consequences for the guidance of collective action in the context of multi actor and multi level governance? The nature of urban change is illustrated in the case of the Randstad Holland, in particular the region of Amsterdam.

    This article discusses the changes in the safety policy in the Netherlands over about the last fifteen years. These changes are analysed as reactions to the problems that the police and other criminal justice agencies face and which result from the shift from a modern to a late modern society. Five main changes are distinguished: in the organisational and managerial arrangements of the police; in the relation between the state (police) and other (both public and private) agencies; the rise of extra-judicial instruments and the growing attention for the position of victims; the increasing use of technological instruments for surveillance and crime prevention; and a harsher and more punitive policy. These changes create new fundamental questions for a future safety policy.

    This paper investigates the causal relationship between neighbourhood characteristics and the popularity of the political party 'Partij voor de Vrijheid (PVV)' during the municipal elections in The Hague on March 3rd 2010. The party, founded and led by Geert Wilders, also operates on the national level and can be characterized as anti-immigration and anti-establishment. During the municipal elections, it received support in different types of neighbourhoods, such as white working class areas from the early and mid 20th century, postwar housing estates, and brand new suburban neighbourhood on the city's periphery. Our analyses point to several neighbourhood characteristics which prove decisive in explaining PVV support. These characteristics are: the presence of older autochthonous Dutch (55 years and older), the presence of autochthonous families with children, a balanced mix between native Dutch and non-Western immigrant residents, and few high income households. These findings support the theoretical explanation of anxiety and insecurity among lower middle classes in an age of globalisation, crises and state retreat. In addition, they also point to dissatisfaction among older and less-mobile residents of rapidly changing inner-city neighbourhoods, who are become more socially isolated as their local social networks are diminishing. The paper concludes with a reflection on current urban policies which are unable to tackle dissatisfaction.

    Over recent years, we have seen a steady increase in the number of security officers and city supervisors in Dutch urban areas. However, despite the mounting presence and visibility of these auxiliary patrols, little is known about how citizens perceive and value them. A questionnaire held among a sample of 761 residents of Amsterdam shows that citizens have mixed opinions. Many people are accepting or neutral about the occurrence of security officers and city supervisors in urban space, but at the same time lack a clear idea of their quality and professionalism. This somewhat ignorant and laconic attitude raises the question whether people underestimate the potential consequences of omnipresent quasi-police. It is argued that more repressive approaches may generate substantial conflicts with the general public. Furthermore, safety and security may become 'consumer goods' in the sense that people are quite happy to leave their responsibilities to paid policing professionals – a position which promotes the rise of a 'culture of control'.
