Performing the COVID-19 Crisis in Flemish Populist Radical-Right Discourse

A Case Study of Vlaams Belang’s Coronablunderboek

    In June 2020, the Flemish populist radical right party Vlaams Belang (VB) published the Corona Blunder Book (CBB; Coronablunderboek in Dutch), detailing the government’s mistakes in handling the COVID-19 crisis. Populist parties can ‘perform’ crisis by emphasising the mistakes made by opponents (Moffitt, 2015) and may use a specifically populist discursive style, consisting largely of aggressive and sarcastic language (Brubaker, 2017). This paper takes the CBB as a case study in the populist performance of crisis and the populist style, finding that the book is, first, a clear example of populist ‘everyman’ stylistics and the performance of crisis, and, second, that VB uses the book to shift the COVID-19 crisis from a public health crisis to a crisis of governance, seeking to blame Belgium’s federal structure for the government’s alleged mismanagement of the COVID-19 pandemic and hence arguing for Flemish independence, one of the party’s main agenda points.


Jens Meijen
Jens Meijen is a PhD candidate at Leuven International and European Studies (LINES) at KU Leuven. His research focuses on nationalism, populism, and diplomacy.

    Dutch social policies are aimed at the integration and participation of all people. This creates challenges for persons with a mental vulnerability and their neighbourhoods. Five municipalities in the province of Flevoland asked us to help them improve the move from protected living to living in the neighbourhood. We used an arts-based participatory action research design and we followed ‘hot topics’, topics that sparked people’s energy and emotion, and which led to empowerment and participation. Focusing on these topics, which initially might not seem to be closely connected to the main research topic, might produce more information, and energy to take action on it, rather than rigidly sticking with the initial research topics. In this article, we focus on the first phases of the project. The emotions that people with mental vulnerabilities expressed when talking about their dogs, led us to the core of what really mattered to them in terms of inclusive living and participation. The dog functioned as an unexpected ‘hot topic’. In a symbolic sense, ‘the dog’ stands for a diverse range of lifeworld topics that can act as a creative catalyst for social change.

    Participatief actieonderzoek en responsieve evaluatie staan volop in de belangstelling bij beleidsmakers en onderzoekers. Dit type beleidsonderzoek en -evaluatie beoogt democratisch, inclusief én impactvol te zijn. Het gaat om onderzoek mét in plaats van óver mensen. En het is actiegericht: onderzoek wil bijdragen aan concrete oplossingen door met betrokkenen gezamenlijke (verbeter)acties te ontwikkelen in de praktijk, en daarop te reflecteren en van te leren. Dit alles met het oog op sociale inclusie. Het zijn mooie idealen, maar wat betekent dit in de alledaagse, vaak weerbarstige onderzoekspraktijk?

    Op 20 januari 2020 organiseerde prof. Abma daarover een symposium, getiteld ‘Responsive, Participatory Research: Past, Present and Future Perspectives’ (Vrije Universiteit, Amsterdam). De rode draad op het symposium was de vraag wat goed en ethisch verantwoord participatief onderzoek is, en wat dit vraagt van onderzoekers en beleidsmakers. Drie lezingen op deze conferentie zijn nadien omgewerkt tot essays om lezers van Beleidsonderzoek Online vanuit verschillende perspectieven beter kennis te laten maken met deze vorm van onderzoek:

    Prof. Weerman en haar team focussen in hun bijdrage op het zich in de praktijk ontwikkelende onderzoeksdesign en het inzetten van creatieve methoden om participatie te bevorderen. Ze gaan na welke kwaliteitscriteria aan participatief actieonderzoek worden gesteld en hechten daarbij met name aan eisen ten aanzien van participatie, samen leren en verschil maken (zie BoO juli 2021). Ze benadrukken het belang van creativiteit en flexibiliteit.

    Prof. Abma bespreekt in haar artikel de normatieve dimensies en de ethiek van participatief actieonderzoek (zie BoO september 2020). Ze illustreert met een voorbeeld uit de crisishulpverlening aan GGZ-cliënten dat participatief actieonderzoek niet slechts een methodisch-technische exercitie is, maar een sociaal-politiek proces waarbij bestaande machtsverhoudingen verschuiven om ruimte te geven aan nieuwe stemmen en kennis. Dit omvat het zien van en stilstaan bij ethisch saillante dilemma’s en morele reflectie.

    De bijdrage van prof. Cook (zie BoO februari 2021) gaat over de weerbarstige praktijk van participatief actieonderzoek. Het doel is samen leren en voorbij geijkte oplossingen komen. Zij laat zien dat dit uitdagend is voor professionals die geconfronteerd worden met burgers die feedback geven en vragen om het (deels) loslaten van vaststaande professionele kaders. Er ontstaat dan ongemak en onzekerheid, maar zo beoogt en laat Cook overtuigend zien, deze ‘mess’ (niet meer goed weten wat goed en nodig is) is productief om te komen tot hernieuwde inzichten en innovaties.

    Recently, studies have burgeoned on the link between populism and demands for democratic reforms. In particular, scholars have been debating the link between populist citizens or voters and support for referendums. In this article, we examine voters of populist parties (Vlaams Belang (VB) and Parti du Travail de Belgique-Partij van de Arbeid (PTB-PVDA)) in Belgium in 2019 and we look at their attitudes towards various types of democratic reforms. We find that voters of populist parties differ from the non-populist electorate in their support for different kinds of reforms of representative democracy. Voters of VB and PTB-PVDA have in common stronger demands for limiting politicians’ prerogatives, for introducing binding referendums and for participatory budgeting. While Vlaams Belang voters are not significantly different from the non-populist electorate on advisory referendums, citizens’ forums or technocratic reform, PVDA-PTB voters seem more enthusiastic.

    Despite the enduring importance of Lijphart’s work for understanding democracy in Belgium, the consociational model has come under increasing threat. Owing to deep political crises, decreasing levels of trust in elites, increasing levels of ethnic outbidding and rising demands for democratic reform, it seems as if Lijphart’s model is under siege. Even though the consociational solution proved to be very capable of transforming conflict into cooperation in Belgian politics in the past, the question we raise in this article is whether and to what extent the ‘politics of accommodation’ is still applicable to Belgian democracy. Based on an in-depth analysis of the four institutional (grand coalition, proportionality, mutual veto rights and segmental autonomy) and one cultural (public passivity) criteria, we argue that consociational democracy’s very nature and institutional set-up has largely hollowed out its potential for future conflict management.

    The concept of self-reliant citizens reflects an ideology of citizenship that is multiple and flexible. It could be regarded as a ‘plastic’ word, malleable and adjustable according to convictions, needs and purposes. This study shows the importance of considering the way in which ideological views on citizenship are transferred, adjusted and enacted in an organizational context. On the basis of a case study at the Dutch Tax and Customs Administration (DTCA), we contribute to knowledge on the way processes of framing interrelate on micro, meso and macro levels. We found that frames on self-reliance are enacted in a way that tensions and dilemmas are neutralized or reduced. In a dynamic context of conflicting goals and limited resources, DTCA-employees create meanings of self-reliance which legitimate practices and policies. By doing this they reproduce both organizational and social perspectives. Accounts of citizenship play an important role in this process. Self-reliant citizens are presented as active and responsible. The need of help is imagined as a normal and yet an atypical situation. This study promotes attention to the possibility that organizational systems reproduce perspectives in a way that alternative views remain unnoticed, whereas organizational choices are silently accepted as natural facts.

    This essay is written on the occasion of the appearance of the Dutch translation of Richard Sennett’s new book Building and dwelling. Ethics for the city. For more than half a century Sennett has been occupied with the position of man in the changing society in general and with the life of people in the city in particular. Apparently he doesn’t stop thinking and writing about it. His central thesis is that in the past decades, we have worked from the vision of the ‘closed city’, a city that was conceived and designed by professionals in advance, while for the future there is a need for an ‘open city’, a city where not everything is carefully planned in advance, but where there is room for unpredictability and coincidences. That sounds and is very abstract indeed, but it is a signal that is being delivered in the direction of a city nowadays controlled by state and capital, that should make room for a city that is more inspired by civil initiatives and civil involvement. A statement that is, moreover, largely at odds with the current practice of urban design and spatial planning in the present era. Does this mean that Richard Sennett’s central message has actually been said in advance against ‘deaf ears’? Is the chance that ‘his mission’ ends up in the right place already gone in advance? When we talk about the city Sennett distinguishes between two (and inseparable) dimensions: the city as a physical space (‘ville’) and the city as a whole of people of flesh and blood (‘cité’). It is a fascinating quest for the phenomenon of city: an ‘academic pilgrimage’ to an uncertain urban site, an ‘open city’, undergoing the purification of talking with the great figures in the history of (urban) sociology and urban planning.

    The (changing) relations between citizens and administration are in the middle of attention and therefore the Dutch cabinet indicated in a white paper on ‘do-democracy’ (that is a literal translation of the Dutch word “Doe-democratie”) its willingness to contribute actively to the transition to more ‘do-democracy’ (a form of co-decision making of citizens by handling societal issues themselves). In a number of examples the cabinet showed which possibilities it sees to support civilian forces, but also mentioned several dilemmas, risks and objections it brings about. The white paper received praising as well as critical reactions. Especially from the critical reactions we can learn in which respects further action or reflection is necessary. To stimulate thinking and especially doing this article treats four criticisms not enough dealt with in the white paper itself: 1) ‘do-democracy’ is just a cover-up for expenditure cuts; 2) ‘do-democracy’ does a moral appeal on (affective) citizenship; 3) ‘do-democracy’ is reserved for the wealthy and the high-educated: a ‘do-aristocracy’; 4) it not a real form of democracy, because no control is handed over. To help our government every criticism is accompanied by a reply. In a short conclusion the author (himself secretary of the white paper) calls the government to make a start with the actual implementation of the ideas of the white paper.

    This article analyzes the political discourse of alliance or partnership thinking. The metaphore of a partnership suggests a government which stands alongside civilians embodying a humble and service-based policy-making. We claim that this metaphore is in fact a justification for an interventionist claim towards those who not subscribe to the pact. The ideal of partnership is based on the political mimesis, a political conception which denies the principled distinction between state and society. The identification of a popular and political will is the legitimation of partnership thinking. It creates a problematic distinction between those who are supposed responsible and those who are not. To oppose governmental policy making leads to a high political price: either you’re with us, or against us.

    Although long recognized as beneficial, a global language has not come to fruition despite considerable past efforts. A major reason is that many policy makers and citizens fear that such a universal language would undermine the particularistic, constituting primary languages of local and national communities. This dilemma can be greatly diminished by a two tier approach, in which efforts to protect the primary language will be intensified but all the nations involved would agree to use the same second language as the global one. Although theoretically the UN or some other such body could choose such a language, in effect English is increasingly occupying this position. However, policies that are in place slow down the development of a global language, often based on the mistaken assumption that people can readily gain fluency in several languages.

    In the Netherlands, new horizontal forms of accountability have in recent years been introduced for executive agencies. These forms of accountability address other stakeholders besides the hierarchical principal. It includes for example demonstrating responsiveness to clients, independent overseers or professional standards. In this article, two related questions are answered. At first the question is posed whether horizontal accountability can be regarded as a substitute for democratic accountability or as complementary to it. The second question is how their introduction fits with traditional (vertical) forms of accountability. The article is based on a qualitative research that was carried out in 2005 and 2006 on nine large Dutch executive agencies. It focuses on two types of horizontal accountability: accountability of agencies to boards and to an independent evaluation committee ('visitation'). The article concludes that horizontal accountability is best regarded as complementary to democratic accountability. Horizontal accountability has added value because it invokes learning processes. In addition, the introduction of horizontal forms of accountability creates a redundant accountability regime for executive agencies in which they account for the same actions to different accountees. Redundancy has the advantages that it mitigates information asymmetry and incorporates the different expectations for agencies.

    This paper analyzes the way the Flemish administration dealt with the competence transfer in the field of agriculture it experienced in 2001-2002. The main research question goes as follows: “Which factors have an impact on a successful competence transfer in the context of a state reform”. This research shows that the decision-making process has a negative impact on that success because of the difficulties the administration experiences with the translation of the vague political compromises in the law. On the other hand, there is evidence that the change management willingness and capacity of the ‘receiving’ Flemish and ‘losing’ federal administration have a positive influence on that success.

Dieter Vanhee (1981) is Licentiaat Politieke Wetenschappen (K.U.Leuven) en Master in de Beleidseconomie (K.U.Leuven). Hij werkt sinds 2008 als wetenschappelijk medewerker aan het Instituut voor de Overheid, een onderzoekseenheid van de K.U.Leuven. Daar werkt hij aan het project ‘Impact van de staatshervorming op de Vlaamse administratie (2007-2011)’. Dit onderzoeksproject kadert in een onderzoeksprogramma van het Steunpunt Bestuurlijke Organisatie Vlaanderen (SBOV).

Annie Hondeghem
Annie Hondeghem (1960) is hoogleraar aan het Instituut voor de Overheid (Faculteit Sociale Wetenschappen, K.U.Leuven). Ze is verantwoordelijk voor de permanente vorming van het Instituut voor de Overheid, ze coördineert de Leuvense afdeling van het Steunpunt Bestuurlijke Organisatie Vlaanderen en is programmadirecteur van het postgraduaat diversiteitsmanagement.     This article presents an analytical framework to advance the comparative study of regional integration processes and to give a proper place to the EU within the field of regional integration studies. It is argued that a single theory of regional integration is not possible and that in order to compare different integration processes a distinction needs to be made between three generations of regionalism: i) integration by removing (economic) barriers; ii) integration by building a supranational structure and (iii) integration by building a geopolitical identity. This framework allows to better situate the EU towards other integration schemes in the world: as an exponent of first generation regionalism, the EU can be studied as one of many hundreds integration schemes; as a form of second generation integration the EU can only be compared to a limited number of cases and with regard to third generation regionalism the EU is a N = 1 case.
