    Functional politicization – political activities and capacities taken on by bureaucrats within their administrative function – has received increased academic attention over recent years. Regardless, the factors and determinants behind this phenomenon remain a point of uncertainty and debate. Within this study, we explore whether increased political polarization and fragmentation in the Dutch political landscape from 2007 to 2019 and functional politicization are related. To do so, we analyze data from surveys conducted in 2007, 2013 and 2019 and semi-structured interviews conducted in 2019 to establish which skills – political-strategic insight, substantive expertise (Fachwissen), or procedural knowledge (Dienstwissen) – are perceived by senior civil servants to be the most prevalent in exercising their profession. The data depicts the prevalence of political astuteness in the profession and highlights three causal dimensions: institutional, organizational, and interpersonal dynamics. It however fails to highlight a cross-time evolution, which is hypothesized to be due to a ceiling effect of this competence having constantly been perceived as the most prevalent. The latter adds a theoretical dimension to the notion of functional politicisation, as it aligns with other academic findings that suggest senior civil servants are now subject to heightened pressures due to being increasingly monitored and in the (public) spotlight.

    Recently, the construction of large datacentres has led to intense societal debate in the Netherlands. Political decision making preceding the building of these centres is usually done at a decentralized governance level. However, at that level, it appears to be challenging to balance the relevant interest with integrity, and the living environment of citizens is easily overlooked. At the core of this debate lies a systemic challenge that comes with the changing role of the local government. Driven by privatization, globalization, digital transformation and citizen emancipation, the identity of governments transforms. Consequentially, governments are not only legislators and policy makers, but also – and increasingly – business partner, shareholder and client. Local politicians struggle with combining and switching between these roles. The case of datacentres is the embodiment of these challenges, and it takes a powerful, hybrid government to address these challenges in a meaningful manner and adopt a more active role for civilians in line with the new Dutch spatial planning law. Above all, it is necessary to focus on acting as a professional and stable partner. This is not only in the interest of citizens, but also in the interest of the related private organizations.

    At the beginning of the corona crisis, there was a real wave of solidarity actions, for example people helping each other in villages and neighbourhoods, and buying food from close by. At the same time, opinion articles appeared about the historical-social context in which the COVID-19 virus could have such a rapid impact on society. These two observations have led to this research into the potential of citizen collectives in times of crisis. First, it was shown that, in combating the pandemic, governments paid little or no attention to the possibilities of citizen collectives to reach citizens in villages, districts and neighbourhoods through direct, personal channels. In contrast, the analysis of 20 opinion articles from the period March-June 2020 shows that the value shifts that most authors consider desirable to address the big issues in society are a good fit with the values that citizen collectives represent. For three domains – care and housing, work and food – this is illustrated with existing practices and new needs. Their conclusion is that the government would do well to make a strong appeal to the organizing capacity of active citizens, their networks and community strength when tackling major social challenges related to climate, energy, care, food and housing.

    This article examines the rally round the flag in the Netherlands during the first wave of the COVID-19 pandemic in the spring of 2020, i.e. the rise in trust in political authorities in response to the external threat. The authors use unique panel data to do this, the first of which took place in the days before the announcement of the first national lockdown (mid-March 2020), and the second shortly after the announcement of the reopening of schools (late April/early May 2020). This allows them to isolate the rally in time. Their research shows that the government in particular has gained confidence. Confidence in other political institutions rose to a lesser extent; confidence in the police and the judiciary did not increase. We can best understand the rise in confidence as a decline in cynicism: during the first wave, politicians were less often portrayed as incompetent, which proved to be a motivator for increasing confidence. Fear of contamination was an important motivation for increasing confidence. Under the influence of the external threat, people placed their hopes on political authorities. Both mechanisms may explain that confidence rose particularly sharply among voters of radical right parties, although radical right voters remained the least trusting voters.

    The corona crisis has shaken up the tasks, roles and relationships in the Municipal Executive (B&W) in the Netherlands. The question is what this has meant for the role and for the position of aldermen: the relationship between aldermen themselves, their relationship with the mayor, the municipal council, the civil service and society. A digital survey was used to investigate whether and how the crisis measures have changed the role and the position of aldermen. In addition, questions were asked about policy changes as a result of the corona crisis. The survey was completed by 145 aldermen, bringing the response rate to 10%. The corona crisis had a major impact on the role and position of aldermen. Their contacts with civil servants have become more intensive across the board, their boards have become more collegial and their mayors have taken on a more guiding and coordinating role. Contacts with the municipal councils are less intensive as a result of the corona crisis, which does not apply to their own groups. Relations with companies and institutions have been strengthened; those with citizens have remained unchanged.

    Research integrity has received increased attention, in the literature as well as in policy. A host of initiatives is supporting its promotion. However, misconduct will not cease to exist and needs to be reported, by whistleblowers. It takes a lot of courage to blow the whistle as it can have an enormous impact on the whistleblower’s career and personal well-being – and that of colleagues and researchers associated with the perpetrator. Therefore, it is important to be cognisant of the stressful process that accompanies the act of whistleblowing, to provide clear and accessible procedures to report misconduct, and to support whistleblowers throughout the process. Furthermore, it is essential that appropriate whistleblower protection measures are in place and enforced. Based on the current review of the literature, we provide some recommendations for policy and argue that an obligation to report scientific misconduct would currently do more harm than good.

Did the COVID-19 Pandemic Reduce Attention to Environmental Issues?

    Theories on issue competition assume that there is only a limited number of issues that a person prioritises simultaneously. In this research note, we test this mechanism by using a panel study that was conducted among Belgian parents in 2019 and 2020. Between the two observations of the study, the country suffered a severe health crisis due to the COVID-19 pandemic. We investigate whether this crisis reduced the priority of environmental issues among respondents. Our results show that there was indeed a significant decline of some indicators for environmental concern, but not for others. Furthermore, we show that a higher priority for the health-related and economic consequences of the COVID-19 pandemic was associated with a steeper decline in environmental concern.

    The underrepresentation of women in politics is a worldwide phenomenon and the Netherlands fit the pattern: about 39% of the Dutch MPs are female. Based on social role incongruity theory, it is expected that female politicians are evaluated more negatively than male politicians since women do not fit the dominant male politician role. However, most research is conducted in the United States, that is, a candidate-centred system where individual characteristics play an important role. This article focuses on the party-centred parliamentary context in which we examine (1) whether gender stereotypes are present among citizens and (2) to what extent these stereotypes influence the evaluation of politicians. We do this by conducting an experimental vignette survey design. We find that at the mass level there is no difference between the evaluation of male and female politicians, although gender stereotypes are present.

    The effectiveness and legitimacy of action strategies in the realm of spatial decision making Increasing spatial claims require careful decision-making. The question is where, from an institutional point of view, decision-making can best take place. Traditionally, balancing interests takes place in the political arena. Our legal system also guarantees legally anchored interests. In addition, we have expected for decades that participation processes stimulate participation, creativity and co-creation of citizens and entrepreneurs. Moreover, the arrival of the new Environment Act in the Netherlands gives participation a more compelling character: for private initiators, such as project developers, the organization of participation is even a hard requirement in a number of cases. Under the new Environment Act, policymakers, administrators, citizens and companies must constantly make a choice between participating, legalizing or politicizing in decision-making processes. This article analyses this choice from the perspectives of effectiveness and legitimacy. Is decision-making through participation more effective, or are parties better off in the courtroom, or the local council for effective and legitimate decisions? Theoretically, this question is interesting because the answer teaches us about effective and legitimate governance. For the practice of environmental decision-making, we consider when the participatory, legal or political route can best be followed to create both effective and legitimate decisions.

    Het evalueren van maatschappelijke relevantie is niet altijd vanzelfsprekend voor financiers of onderzoekers. Dit lijkt vaak te abstract of verheven. Met name onderzoekers zijn gewend om de effectiviteit van een interventie op een bepaald doel of een bepaalde doelgroep te meten, maar breiden hun bevindingen niet uit naar hoe dit relevant kan zijn voor het veld. Aan de hand van een praktijkvoorbeeld, het ZonMw-onderzoeksprogramma Suïcidepreventie, wordt besproken hoe de maatschappelijke relevantie is geëvalueerd en welke uitdagingen dit met zich mee brengt. Zo is er geen eenduidige objectieve manier om maatschappelijke relevantie te evalueren. Ook waren de onderzoeksmethoden van de projecten binnen het onderzoeksprogramma erg verschillend. De aanbevelingen vanuit dit project kunnen toekomstige onderzoekers helpen om de maatschappelijke relevantie van hun onderzoek te evalueren. Verdere ontwikkeling en implementatie van gestandaardiseerde methoden of tools die de complexiteit binnen en tussen projecten vastleggen en maatschappelijke relevantie kunnen beoordelen, zijn nodig.

Skills als basis voor een nieuwe (re-)integratiepraktijk

    Substantial and continuous shifts in skills demands urge us to rethink education, labour market and reintegration policies and practices. In this article, we argue for a more skills based approach to (re)integration. This skills based (re)integration practice is based more on up-to-date, complete and validated skills sets of candidates, than on diplomas and other, more or less, outdated and incomplete proxies to one’s current skills. Such a new reintegration practice seems feasible if the actual and complete skills set of an individual becomes the starting point for both matching, guidance and (up/re)skilling efforts. Intersectoral mobility, alternative career pathways and suitable training and development routes can be designed on a more fine-grained skills basis, with occupations considered more as dynamic sets of tasks requiring specific skills. This new (re)integration practice presupposes a common skills language, which is being developed in the Netherlands, Competent NL. Sectoral and intersectoral experiments with skills instruments using this language, such as skills passports, are conducted to optimize their quality and effectiveness. Since first experiments with skills instruments seem promising, we argue that more room for experiment is required. So that integration in the labor market can be sustained and reintegration practices can be prevented.

    How did Flemish and Dutch mayors experience the first months of the corona crisis? To find out, the Flemish and Dutch authors of this article first zoom in on the local government system of Flanders (Belgium) and the Netherlands in which these mayors operate. That system differs between the Low Countries from a functional, territorial and political perspective. However, a thorough document analysis and a series of interviews teach us that the position and leeway of mayors is quite similar in full corona time and during the corona struggle. Crisis decision-making is centralised in both Flanders and the Netherlands. Mayors therefore quickly made a significant shift in terms of (1) power and authority (respectively to the provincial governor and the federal level and to the regional mayor and the national level); (2) tasks (prioritising crisis management over other tasks); and (3) roles (increased importance for the executive role with impact on the ‘mayor father’ or ‘mayor mother’ role). And, with that, this contribution shows that Flemish and Dutch mayors, and if they are extended, local authorities, are indispensable for these days tackling a crisis, even if it extends far beyond their own borders.

    Local political parties are clearly on the rise in the Netherlands in both the municipal council and the municipal board. Their average percentage of council seats increased from 25% in 1998 to 37% in 2018 and the percentage of councillors from 21% to 32%. This coincided with a greatly increased fragmentation. For example, the average number of political parties on the council rose from 6.5 in 1998 to 8.0 in 2018 and the number of parties providing one or more aldermen increased from 2.8 to 3.4 during this period. Fragmentation expressed in the number of effective parties shows a similar trend. If we use the Chapel Hill score, it appears that the average political colour of both the municipal council and the alderman part in the municipal board has shifted to the right. This is mainly because political parties are becoming increasingly right wing according to this index and not so much because there are more local votes for right-wing parties. Significant differences in the representative representation are also noted. The local parties as well as the Socialist Party (SP) are less successful than average in converting their seats on the council into councillor seats, while the three large traditional (and especially the CDA) and smaller Christian parties have succeeded above average in this.

    Because local political parties are by definition only active in one municipality, the assumption is that they are less effective compared to national parties because they have no representation at other levels of government and in other municipalities. It is then expected that aldermen of local parties will have more difficulty advocating the interests of their municipality in the region or province, the national government or the European Union. Interviews with aldermen of local parties and a survey among aldermen show that this picture needs some nuance. Aldermen from local parties say they can compensate for the lack of party political contacts by investing in personal relationships. It is striking that the non-partisan role of these aldermen also benefits them: because they do not have to take party political interests into account, they can more forcefully propagate the interests of their municipality if they are at odds with provincial or national policy. Because of their party-politically neutral role, they also acquire key positions more quickly in the region. The only disadvantage that aldermen of local parties do experience is the lack of support in the form of professionalisation and of knowledge exchange. They see that aldermen of national parties, who usually receive support from their national party bureau, sometimes have an advantage in this regard. This sheds new, and relatively little mentioned, light on the importance of party-political contacts.

Dr. F. Eckardt promoveerde op 3 september 2021 bij de vakgroep Bestuurskunde van de Universiteit Twente op een onderzoek naar drie G-1000-initiatieven. Momenteel werkt ze als onderzoeker in Utrecht bij Citisens voor verschillende overheden aan projecten op het snijvlak van democratie, participatie en innovatie.

    Local political parties are an important factor in local politics in the Netherlands. These parties, which participate in municipal elections but are not affiliated with national political parties, are currently the largest ‘political family’ in the municipal councils. Yet surprisingly little is known about these parties. The existing research indicates that this ‘party family’ has a protest character. But at the same time, more precise analyses indicate that this party family is more diverse: and that the label ‘local party’ describes all kinds of different movements. However, a comprehensive analysis of the programmatic positioning of all parties in this family in relation to national parties is lacking. That is the purpose of this article. For this research, all election manifestoes of the departments and parties that participated in the municipal elections in November 2013, March and November 2014, November 2017 and March and November 2018 were collected. On this basis, the positions of all these parties are estimated on the left-right dimension, a scale that measures anti-elitist rhetoric and a scale that measures localism, based on modern quantitative text analysis techniques (bag-of-words approaches). In this way, for the first time, a picture is obtained of the programmatic cohesion and diversity of this party family as a whole.

    Recent events and media reporting have turned the spotlights on the role and behaviour of senior civil servants and their relationships with political office holders. In this article I ask how political-administrative interactions are perceived and enacted in the current Dutch core executive. I answer this research question by providing eight concise observations based on extensive qualitative fieldwork (300 hours) and dozens of interviews among top public servants and political executives. The observations fall into two heuristic categories: Institutional context and role and behaviour. Together, they provide an impressionistic picture how work of government elites takes shape, situated in the institutional context. These findings are particularly important as increasing media pressure and enhanced ‘publicness’ of public servants call for a stocktake of political-administrative relations and administrative behaviour. The findings have implications for both students and practitioners of public administration.
