Like Mother, Like Daughter?

Linkage Between Local Branches and Their National Party Headquarters in Belgium

    This article scrutinises local-national linkage in Belgium to better understand territorial power relations in multilevel parties. Drawing on a survey of local chairs of national parties, it adopts an innovative, informal and bottom-up approach. The descriptive analysis reveals two central axes in the morphology of linkage: scope (downward support and upward influence) and surplus (benefits versus costs). However, (the valuation of) this interdependence appears as a matter of degree. The explanatory analysis therefore probes into the effect of macro- (between environments), meso- (between parties) and micro- (within parties) level factors. It demonstrates that variance is explained by different parameters. For scope, differences between parties trump those within them. For surplus, specific differences between parties as well as within them matter. The answer to our guiding question is therefore variegated: it depends on for what and for whom.


Kristof Steyvers
Kristof Steyvers is Associate Professor in the Department of Political Science of Ghent University (Belgium). His research is conducted in the Centre for Local Politics, where he focuses on topics such as local political leadership, parties and elections at the local level, local government in multilevel governance and local government reforms (often from a comparative perspective).

    Local authorities know for some time from experience with partnerships with local communities in the area of sustainable development that the urgency of climate change increases and that citizens develop into an equal partner. The convergence of these two motivations asks for an innovative way of acting, in which the performance of local authorities is a crucial factor for the ultimate success of local sustainable energy projects in which citizens are actively involved or will be involved. This article exposes the ways in which local authorities innovate with policy for the support of active citizenship in the production of locally generated sustainable energy. The article also explores the barriers that arise. The authors analyse two cases on different levels of government; ‘The Energy-workplace’ (in the Dutch province Fryslân) and ‘The Armhoede sustainable energy landscape’ (in the Dutch municipality Lochem). The cases show that policy innovations crystallize as well at ‘arm’s length’ distance as in the direct sphere of influence of the (local) authority. However, innovation takes place by the grace of the space in the existing institutional framework and the political (and administrative) system. Formal guidelines (like policy or regulation), persons, and informal practices of the traditional policy implementation may hinder a productive interaction between (active) citizens and government.

    This introductory article sketches the problématique of this special issue on ‘Subsidiarity in the European Union and beyond’. It starts with a short historical overview of the origins, meanings and implementation of the subsidiarity principle within the EU. Subsequently, it problematizes the concept and application of subsidiarity in a multilevel governance context by examining two fundamental characteristics of this essentially contested concept that render it fascinating to study: its complexity and power-relevance. The relatively new concept of global subsidiarity is briefly discussed to situate the intra-EU discussion in a wider context. This introduction ends by discussing some of the findings of the special issue’s two substantial articles – that both deal with policy topics in which different competence regimes meet – in light of the subsidiarity problématique.

    Since the early 1990s, the European Commission applies the State aid rules (part of European competition law) to the funding of national and subnational public broadcasters. This article analyzes to what extent discussions on the regulation and funding of public service broadcasting are determined by a conflictual notion of subsidiarity. Focusing on encounters between the European Commission on the one hand and Germany, the Netherlands and Flanders on the other hand, the article concludes that Member States and the European Commission focus more on competence divisions than on substantive discussions about the future of public service broadcasting. This is particularly regrettable as the digital age requires a thorough re-thinking of the role of public broadcasters in Western European democracies.

    This article examines the impact of multi-level governance (MLG) on the democratic input into European Union (EU) trade policy under the Lisbon Treaty. Focusing on two recently concluded EU trade agreements, i.e. the multi-party agreement with Colombia and Peru and the association agreement with Central America, the article traces several dangers and risks that MLG entails for democratic accountability and participation, which are closely tied to the strong output-oriented nature of MLG and its emphasis on technical effi ciency. These dangers of MLG – the article argues – are not accidental, but are fi rmly rooted within an underlying hegemonic social-economic trend, characterised by an intentional (neo-liberal dominated) attempt to de-politise, and even de-democratise, European political policy-making.

    This article poses the question whether the Dutch system of organized interest representation faces a transformation from neo-corporatist mediation to lobbyism similar to Scandinavian countries. Its main claim is that this has so far not been the case, because two essential features of neo-corporatist interest mediation have remained prominent in the Netherlands. First, policies regarding labour conditions continue to be determined within a network of employers' organisations, trade unions, and the government that is essentially closed to outsiders. Second, the system continues to be hierarchical in nature: the government, often below the surface, demonstrates a considerable capacity to steer the participants in its preferred direction. Such a closed network still allows for lobbying the parliament by both network members and outsiders. Lobbying may thus be complementary to closed neo-corporatist networks rather than a substitute. The article offers a research agenda exploring the latter suggestion.

    An important element in the debate on the hollowed State is the extent to which the subsidiary idea caused a decrease in dominance of the central State and lead to a multifaceted process of decentralisation. A case in point is the recent regionalisation of the competency to organise local government in Belgium. Based on Page and Goldsmith’s three dimensions in intergovernmental relations between central and local government (functions, discretion and access), we test the discourse of the reform of the local government in Flanders to its practice. It is argued that the principles of a subsidiary founded municipal autonomy, a growing fiscal and functional discretion and a personal disentanglement of local and central decision-makers was inspired by northern European models of government relations. These, however, are only partially being confirmed by the praxis of the reforms, as the main principles of the existing southern European models persist.
