    Healthcare is often dominated by the curative domain. Yet, for a new way of improving of and accounting for quality of care, we have to shift our focus to the care for people with disabilities. Since long, quality of care is translated into performance indicators and standards. This reductive way of measuring quality was pursued for the entire healthcare sector. Where this might fit in with hospital care, it was experienced as constraining in care for the disabled. In this sector it was seen as a poor representation of the plurality of healthcare provision. A number of ‘quality rebels’ aimed to create a more suitable and rich Quality Framework for the sector, with attention for objective, subjective and intersubjective dimensions of care. In this article, we analyze the way in which the sector has realized this aim, and we show how this rebellious sector succeeded in transforming the idea of accountability for quality of care, by emphasizing on the reflection and learning processes that take place at all levels of the sector, and beyond. A new approach which requires a continuous cycle of disrupting, creating, and maintaining institutionalized patterns of thinking and doing. It requires ‘rebel learning’.

    Sometimes dreams become reality, but there are also many examples in which manic ideas for image-defining projects turn into fiascos. How do you find the right balance in the planning and decision-making of image-defining projects between taming manic mechanisms that cause these projects to fail and unleashing manic mechanisms that are necessary to make these projects happen? This article attempts to answer this question by exploring how the taming of mania (through welfare-economic analysis) and the unleashing of vision and ambition (through imagination) can be combined in a better way. We call this a search for an ‘imaginative utilitarianism’ and draw up three preconditions under which this approach can work: (1) more attention to incremental and less grotesque projects, (2) a different appreciation and historiography that places individuals less centrally and also appreciates what has not been built, and (3) a stronger interweaving between the design process and a welfare-economic approach.

    Rapid technological change and the information society have consequences for the role and duties of municipal clerks. To increase understanding of the implications of digital technologies for the role of municipal clerk (town clerk), this article presents an exploration of the ‘digital leadership’ of municipal clerks, i.e. leadership that suits a time when digital technologies are growing explosively. By using the four leadership perspectives of Bolman and Deal and the public value thinking of Moore, it was investigated which leadership themes are mentioned in the literature. In this way, this article aims to contribute to the leadership role of the municipal clerk so that he gives shape and direction to the organization from a vision on this change task and leads this transition instead of seeing it as a collection of smart gadgets or an issue concerning the IT department. This means that he will have to be aware of technological developments, can think critically about their significance and acquire the necessary knowledge and skills to be able to lead the municipal organization in the information society. This article shows practitioners that: (a) municipal clerks play an important role when it comes to the structure of the municipal organization in the information society; (b) the way in which municipalities innovate digitally has an impact on society and people’s lives; and (c) it is therefore important to shape the leadership of municipal clerks based on public values in order to realize legitimate applications of digital technologies with added social value.

    Childcare centers are organizations that differ in structural and cultural characteristics. The present comparative case study examined how Dutch childcare centers match different organization types and related the identified organization types to the implementation of diversity and inclusion policy. Diversity and inclusion in organizations concerns climate-dimensions, such as providing equal opportunities, allowing influence on decision-making and stimulating professional development for all staff. Semi-structured interviews were conducted with 13 managers and 24 pedagogical practitioners in 13 childcare centers. Content-analysis of the interviews showed that employees in all centers experience equal opportunities, however the content and form of these opportunities differed according to the type of organization. Employees in childcare centers with a comparatively strong orientation on professional performance reported positive experiences with group-collaboration, team-professionalization and collective decision-making. Employees in childcare centers with a comparatively strong market orientation reported positive experiences with possibilities for individual development and autonomy in their daily work. The experiences of the employees match the differences in organizational climate as reported by the location managers, emphasizing either collaboration in teams or employees’ individual responsibility, depending on the type of organization.

    The Frankfurter Schule offers an interesting intellectual orientation for critical public administration that seeks to unmask problematic political-administrative power structures. It compels public administration scholars to reflect on the policy processes and bureaucratic structures of a technological society, and the legitimizing or criticizing role of public administration scholars in this. A critical public administration that is inspired by the Frankfurter Schule does not accept existing processes and structures. On the contrary, it contests them and uncovers them as a critique of domination, repression, reification, one-dimensionality, bias, erotic deficit and lack of creativity. It is focussed on identifying alternative, more humanizing and democratizing, futures. In this essay the significance of the Frankfurter Schule for critical public administration in technological society is explored. The development of algorithmic governance serves as a case to illustrate critical analysis, to reveal the essence of the Frankfurter Schule, and to show some of its contemporary relevance for critical public administration. Algorithmic governance is portrayed as a type of governance that reinforces existing policy processes and bureaucratic structures of technological society, and is unmasked by critical public administration scholars as a force of reification.

    Complexity theory dares to adopt a critical-constructive attitude to the practice and science of public administration. From the worldview of complex systems, it raises questions about the machine thinking that has influenced public administration strongly and persistently. Many contemporary attempts by governments to simplify societal issues to knowable, solvable and controllable problems – for example the approach to transforming Utrecht Central Station and dealing with multi-dimensional problems in families – can be traced back to machine thinking. Complexity theory points to the ineffectiveness and undesirability of simplifications and considers the complexity of government and society a quality that should be increased rather than reduced. Complexity theory not only keeps the administrative mind sharp on simplification reflexes, but also offers the option to make policy by increasing, rather than reducing complexity.

    In the implementation of the Dutch Youth Act, since the so-called ‘transition’ of 2015 under the responsibility of the municipalities, there are three major problems: the municipalities are short of money, the implementation of youth aid is accompanied by high administrative burdens and there are serious quality concerns, especially where different care providers must work together for one client. This article deals with the possibilities of the economic transaction cost theory for realizing improvements through organizing more effective collaboration between municipalities and healthcare providers. Transactions are a ‘forgotten’ cost source. There are three sources of transaction costs: limited rationality, opportunistic behavior and ‘asset specificity.’ In this article the authors analyze twelve problems documented in the literature on youth care from this perspective. This creates a framework from which municipalities can tackle these problems in order to improve the quality of youth care, to keep costs under control and to reduce the administrative burden. In a number of sectors and large projects ‘linking zones’ appear to be a way to increase the trust between players in a chain, so that transaction costs fall. Where poor cooperation between chain partners in youth care is a major cause of the problems, municipalities can make significant gains by establishing linking zones with care providers contracted by them. This article outlines the method in a linking zone.

    The Dutch Municipal Personal Records Database is an IT-innovation that enables the use of the civil registry by hundreds of (semi-)public organisations. Literature review and a case study show how this ‘basis registration’ creates a deep tension between system and lifeworld: citizens who do not fit the system’s criteria lose their access to the major part of public services. The instrumental rationality of the system simplifies the use of addresses for service delivery to one single definition, turns the consequences of address mutations into a black box, and reduces the discretionary space of street-level bureaucrats to handle with social complexities and unintended consequences of the system. This type of IT-innovations can, therefore, come to resemble a ‘digital cage’: a highly disciplining system that hinges on hardware and software design instead of Weberian rules and procedures.

    Scientific knowledge plays a pivotal yet problematic role in identifying, assessing and evaluating climate impacts, and hence in their governance. This raises questions of how knowledge for adaptation policy is made. This article studies the production of authoritative and meaningful knowledge claims in the Delta Committee, regional water management and urban warming. It is argued that the conventional supply-and-demand conceptualisation with its notion of ‘knowledge transfer’ has fundamental flaws. This study shows how the wicked issue of climate change is tamed and made tractable in climate adaptation. In these processes knowledge of climate change transforms. This article presents a conceptual apparatus to study transformation. Transformation has a Janus face. While transformation brings climate change in conversation with localised meaning to create concrete adaptation responses, it also closes down and becomes blind to particular climate risks. Transformations are affected by the goals and institutions of policy fields. To overcome problems of blindness and cognitive path dependencies, more institutional change is necessary than the current piggyback approach of mainstreaming and knowledge co-creation entails.

    Government cybersecurity requires action from many public and private actors. Both collective knowledge and collective priority are needed to ensure cybersecurity at a government level. This makes collective learning essential. There is a system of arrangements that includes all kinds of governmental organisations and private parties. How can learning be stimulated in this system? And what is the need for steering here? This article provides answers to these questions, based on the contributions in this special issue. We conclude that both central control and self-regulation are essential to cybersecurity, even if they are in conflict. We coin the term ‘complimentary self-regulation’. We also conclude that many arrangements have been developed or are under development, however, it is difficult to institutionalise the coherence between these initiatives. There is a long road ahead in terms of gaining a collective understanding. Cybersecurity and its organisation will probably not vanish from the administrative agenda any time soon.

    Cybersecurity is becoming increasingly vulnerable. DDos attacks, phishing e-mails, ransomware, Russian hacker attacks on the head office of a political party are all part of our daily online businesses, for governments too. Governments play various roles here. They are internet users and rely on information on the internet. They are also suppliers of online information and in these roles they are connected to citizens, companies and other governmental organisations. Because of the role they play in society, the government possesses huge quantities of – often sensitive – information. They have the legal and moral obligation to be careful with this information and to secure it properly. Providing adequate security for information, however, is not an easy task for governments, especially because they usually do not operate in isolation. What factors threaten the security of government information and the systems involved? And who is accountable for the security of the information chains that are becoming complex as a consequence of cooperation between organisations?

Publiek-private samenwerking in Nederland en Vlaanderen: een review van veertien proefschriften

    Public-private partnerships (PPPs) have attracted considerable attention in the Netherlands and Flanders, as witnessed by the recent wave of doctoral theses on this topic. This article presents a review of fourteen Dutch and Flemish doctoral theses, published in the period 2012-2015. The main purpose of the review was to examine what the theses’ most important findings and conclusions are. We found that they mainly focus on themes related to effectiveness, transaction costs, and legitimacy. However, although PPPs are often part of a debate between opponents and proponents, none of the studies found convincing arguments for or against the use of PPPs. Instead, most studies stressed the importance of contextual factors for the success of PPPs. The doctoral theses provided various valuable recommendations for practitioners regarding, e.g., the optimization of PPP procurement and the importance of soft management aspects such as collaborative working and process management. We observed that most theses studied PPPs by applying traditional theories and methods and that the majority focused on the early project phases of planning, procurement, and contracting. More research is needed into the later project phases. Finally, since the generalizability of the theses is limited, more programmatic, quantitative, and (international) comparative research is required.

    In the sequence of creating, processing and use of data several actors are involved. They have different knowledge, skills, motives and interests. In this contribution big data is framed as a coordination effort in a chain. This perspective emphasizes the importance of transfers between actors. It emphasizes their difficulties too. Do actors mean the same? Do actors understand the same? Do actors want the same? To understand the value of data, the entire process from data creation to use need to be considered. This process may entirely take place within an organization. More often parts of the process are outside the organization. The challenge for governments that use big data for their decisions, is managing the quality of data and the chain that process them.

    The Internet of Things generates a wealth of data (big data) about personal behaviour, which can be used for marketing purposes. It brings about both benefits and costs in terms of societal welfare. Various forms of government intervention are needed to safeguard the public interests associated with these welfare effects. These public interest relate, on the one hand, to public availability of data and information, to repairing informational asymmetries, and on the other hand to providing personal security and privacy protection. This article discusses, from the perspective of the principal/agent approach to regulation, how the design of applications and systems in the Internet of Things can best be shaped. The example of the smart thermostat Toon® of the Dutch energy provider Eneco shows how an intensive collaboration between designers and software engineers may contribute to both proper data protection and to provide an incentive to save energy.

    This contribution argues that self-organization is uneven: it emerges more in certain groups, sectors and geographical areas than in others. While the number of cooperatives has increased, their overall impact remains rather limited. Although the government rhetorically embraces cooperatives, in practices it is often hesitant or reluctant to lend support. Politicians are often ‘on a mission’ to promote startup companies and to obtain contracts or competitive advantages for large corporations. What if cooperatives would receive the same kind of support?
